In field of Aviation Maintenance, honest and expedite voluntary report of potential hazard provide airworthiness aircraft by eliminating or avoiding from dangerous factors of aircraft. Although it supports for safety flight, voluntary incident reporting system consist of Aviation practitioner and require cooperation of practitioner due to there are no forcibleness. These occur when positive safety culture and report culture are settled. In this regard, this study firstly identify the current status of Aviation Safety Reporting System in Korea. Then, this article also find out the level of reporting culture of the AMT(Aircraft Maintenance Technicians) and problems in reporting system. Finally, suggestions on the model of positive safety reporting culture in a field of aircraft maintenance.

Continued efforts to build up Safety Management System(SMS) and to improve its efficiency in airports, to which customers have direct access, are taken for granted due to continuous development of the aviation industry in both quantity and quality and rapid growth of air transportation market. This thesis proposed efficient operation methods of SMS for domestic airport organizations including Incheon International Airport(IIA), the largest airport in South Korea, aiming at strengthening aviation safety from the perspective of airport operators who play a pivotal role in service provider SMS. Those are consolidation of the existing safety management organizations and various improvements to promote voluntary incident reporting system. To draw a proposal for the improvements, conducted a research on domestic safety management status, carried out an analysis on operating conditions and did a research on ICAO regulations, domestic legal system as well as statistics data. Relevant studies and researches were also gathered and analyzed. A search for further improvements can also help increase operational efficiency and promoting a higher-level of safety awareness among operators can establish mature safety culture at airports.

사고는 사후조치보다 사전예방이 더 중요하며 이는 하인리히의 법칙을 그 이론적 배경으로 들 수 있다. 준해양사고제도는 유사사고를 사전에 방지할 수 있는 매우 의미 있는 제도로 국제해양사고조사코드(CI Code)의 발효에 따라 우리나라에서는 2010년에 도입되어 오늘에 이르고 있다. 이에 선박소유자나 선박운항자는 준해양사고 발생 시 지정된 통보서식에 따라 중앙수석조사관에게 통보하도록 되어있으나 아직까지 자발적인 통보건수는 미미한 실정이다. 이에 본 연구에서는 이러한 문제의 한 원인으로 현재 준해양사고제도의 통보절차와 통보서식이 미흡하다는 점에 주목하여 이를 심층적으로 분석하여 개선방향을 제시하고자 한다. 이를 위하여 관련규정, 영국과 싱가포르 등 선진해운국의 사례, 항공 및 철도 등 국내 유사교통기관의 사례와 국내 주요 해운선사의 준해양사고 통보절차 및 통보서식을 분석하였고, 이를 바탕으로 개선방향을 제안하였다. 통보절차의 주요개선방안에는 준해양사고의 자율보고로의 전환, 보고주체의 확대, 통보자의 신분보장의 명기 등이 포함되며, 통보서식 개정의 주요내용은 통보라는 용어대신 보고라는 용어의 사용, 통보서식에 신분보장의 대한 내용 반영, 선택형 기입항목의 확대를 통한 통계적 가치 증대 등이 포함된다.

2010년 1월 해양사고조사코드의 발효를 통하여 해양사고 조사에 대한 표준화된 지침이 마련되었고, 더불어 국제해사기구는 체약국에게 동 지침의 준해양사고제도의 관리를 권고함에 따라 우리나라에서도 2010년 해양사고의 조사 및 심판에 관한 법률에 준해양사고제도에 관한 조항을 신설하게 된다. 중앙해양안전심판원은 준해양사고제도의 효율적 운영을 통하여 해양사고를 예방하고자 다각적인 노력을 기울이고 있으나 본 제도는 좀처럼 활성화되지 못하고 있다. 본 연구는 준해양사고제도의 운영실태와 문제점을 살펴보고, 해외의 우수한 준해양사고제도 및 철도, 항공 등의 유사교통기관의 준사고제도를 분석함으로써 준해양사고제도의 효율적 이행을 위한 방안을 제시하는 데 그 목적이 있다. 이에는 특히 준해양사고 자율보고로의 전환, 사법적 기능이 없는 민간단체로의 이관, 준해양사고보고에 대한 인센티브 제도의 확대, 법제도 개선 및 세부 이행 지침의 마련 등이 포함된다.
