Aiming at reducing deaths and injuries involving construction crane operations, OSHA has recently updated its 40-year-old crane safety standards with new rules addressing the use of cranes and derricks in construction. The goal of this change in rule is to deal with the leading causes of fatalities related to crane and derrick operations. Employers in the construction industry are mandated to ensure that employees in the work zone are trained to recognize hazards associated with the use of the equipment and any related duties that they are assigned to perform. However, those responsible at construction sites for the supervision and management of safe crane operations often lack the integrated knowledge of the standards, regulations and best practices for conducting or supervising daily, monthly, or quarterly inspection of cranes. As such, proper planning, management and implementation of crane operations, including inspections are just as paramount to reducing accidents on the construction site. It is important that engineers responsible for the management and planning of crane operations understand the latest OSHA crane and hoisting standards to ensure a safer work environment is maintained. Many on site engineers overseeing crane operations do not have adequate training, experience, and knowledge of the inspection requirements to assess safe crane operation and too often rely on the crane operator's judgement. This paper highlights recent research effort in defining significant changes in new crane and hoisting standards and provides basis for safety construction operations.

Online Word-of-Mouth communication, or eWOM, has dramatically changed the way people network, interact, and share knowledge. Studies have examined why consumers choose to share knowledge online, especially online product reviews, as well as the motivations of individuals to share product ideas online. However, the role of gender in shaping the motivation and types of knowledge shared online has been given little consideration. Using concepts from Social Exchange Theory and the Theory of Reasoned Action, we address this research gap by developing and testing a model of gender's influence on knowledge sharing in a social media context. A PLS analysis of survey data from 257 students indicates that reputation, altruism, and subjective norms are key motivators for knowledge sharing intention in social media. More importantly, that gender plays a moderating role within the motivation-knowledge sharing relationship. We also find that subjective norms have a greater impact on knowledge sharing with women than with men. Collectively, our research results highlight individualized factors for improving customer participation in external facing social media for marketing and product innovation.
In this study, the tasks of thermal equilibrium and heat insulation concept were divided into scientific and everyday contexts to analyzed the level of familiarity, feeling of knowing, state curiosity, and state anxiety that students feel in task contexts and their relationship. The subjects of this study were One hundred nine students in sixth grade of elementary schools located in metropolitan cities. The results of this study were as follows. First, there was no difference in the level of feeling of knowing, state curiosity, and state anxiety in the task of scientific and everyday contexts. In the case of familiarity, there was no consistent tendency in the concept of thermal equilibrium and heat insulation. And the group who recognized the task context familiarly had higher feeling of knowing and lower state anxiety than the group who recognized the task context unfamiliarly. Second, familiarity and feeling of knowing showed high positive correlation, state anxiety and familiarity showed negative correlation, and state anxiety and feeling of knowing had also negative correlation. In addition, familiarity had a negative effect on state anxiety, and FOK had a positive effect on state curiosity and a negative effect on state anxiety. There was no significant moderating effect of the task context. Third, in case of state curiosity, the group perceived the knowledge gap was very small had the highest state curiosity, and the group perceived the knowledge gap was very large had the lowest state curiosity. In case of state anxiety, the less the knowledge gap was perceived, the lower the anxiety was triggered. This study broadens our understanding of the learning process and provides implications for effective instruction strategies for students' cognitive and emotional states.

In most countries, public libraries are knowledge information centers, complex cultural spaces, lifelong learning facilities, and third places for local residents. The social homage spoken on the premise of this identity and socio-cultural role is the knowledge and information agora, cultural infrastructure, living room in the city, and the university of the people. However, if there is a significant gap between public libraries regardless of country or region, it will inevitably lead to information gaps, regional gaps, and cultural inequality and cultural welfare gaps among local residents. This study is regarded as the essence of regional cultural facilities and premised that the regional gap in public libraries is a factor of regional cultural gaps. Based on this premise, the gap between the location quotient, input indicators, and output indicators of public libraries of regional governments in Korea and basic local governments in the Gyeongbuk region was analyzed. And this study derived core elements through correlation and regression analysis of input and output indicators of all public libraries nationwide, developed a management model for each indicator, and suggested a plan to resolve the relative gap for public libraries by city and county in Gyeongbuk.
The purpose of this study is to clarify the specific terms of epistemic and epistemological by reviewing the literature on epistemological understanding of science learning, examine the necessity of epistemic discourse analysis based on the view of social epistemology, and provide an exemplar of practical epistemology analysis for elementary children's science learning. The review was conducted in terms of meaning and terminology about epistemic or epistemological approach to science learning, epistemology of/for science, and methodologies for epistemic discourse analysis. As an alternative way of epistemic discourse analysis in science classroom I employed practical epistemology analysis (by Wickman), evidence-explanation continuum (by Duschl), and DREEC diagram (by Maeng et al.). The methods were administered to an elementary science class for the third grade where children observed sedimentary rocks. Through the outcomes of analysis I sought to understand the processes how children collected data by observation, identified evidence, and constructed explanations about rocks. During the process of practical epistemology analysis the cases of four categories, such as encounter, stand-fast, gap, and relation, were identified. The sequence of encounter, stand fast, gap, and relation showed how children observed sedimentary rocks and how they came to learn the difference among the rocks. The epistemic features of children's observation discourse, although different from scientists' discourses during their own practices, showed data-only conversation, evidence-driven conversation, or explanation inducing conversation. Thus I argue even elementary children are able to construct their own knowledge and their epistemic practices are productive.
The reference guide for the cost of establishing the digital documents has been used as a basis for establishing the budget for the construction of the knowledge information resource. However, due to the abolition of the nominal unit price notification in terms of IT projects, it is necessary to conduct research to convert the standard of the current labor force grade standard to the national incompetency standard (NCS). In this study, we investigate and revise the system and contents of the current knowledge information cost estimation model. In specific, i) we conducted gap analysis of cost estimation model and existing NCS model. As the contents conforming for the construction of the knowledge information resource were not adoptable, we define the description of the construction of the knowledge information resource and to identify the core elements of NCS prior to the improvement of the cost model. ⅱ) then we proposed improve the cost model considering integration with newly proposed NCS model for knowledge information construction job. In order to ensure the validity of the application of NCS development and cost estimation model, the experts reviewed relevant contents and made plans for improvement by using experts from supply and demand groups of various fields of national knowledge informatization projects.

The purpose of this study was to identify the gap between need-level and demonstration-level in nursing managerial competencies. In addition, the study proposes solutions to narrow this gap. The results of this study are as follows : 1) The mean score for need-level of each item was 4.0, and for demonstration-level, 3.5. This indicates that military hospital head nurses demonstrate a higher level of managerial competencies than the moderate level on all items. But items which were related to resource/ cost/ information managament, staff development management and professionalism management got relatively low ratings in the need-level. 2) The mean score for need-level of each category was 4.14, and for demonstration-level, 3.53. Categories on the individual dimension got a higher rating than categories on the group or organization dimension in both need-level and demonstration level. 3) The gap between need-level and demonstration-level appeared in all items(p<.05) and categories(p<.001). Although the gap was relatively low, it indicates that it is essential to plan a developmemt program for all nursing management competencies for military hospital head nurses. 4) There were significant differences in the gap between need-level and demonstration-level according to specific characteristics of the subjects. The gap did not appear in many categories on the individual dimension where the number of nursing staff was more than 10, a major grade, ICU head nurse or for head nurses having a long career. 5) Need-level and demonstration-level showed a difference according to specific characteristics of the subjects, because need-level and demonstration-level were higher where the number of nursing staff was more than 10, a major grade, and for ICU or Medical ward head nurses. The categories which showed need-level difference and demonstration-level differences according to specific characteristics of the subjects existed almostly completely in the group and organization dimension. Gap-level differences according to the number of hospital bed existed in only two categories. 6) The general causes of the gap were indicated to be 'Knowledge/ skill/ experience deficit', 'Limitation of rules and systems/ Inappropriate organizational environment' for most items, categories, and dimensions. The results of this study indicate that extensive competency developing strategies must be developed, because a gap was found in all items and categories. Specially, there is a need to concentrate attention on competencies in the group and organizational dimension which had a wider gap level. And it is important to take an individual approach according to the cause for each gap. In order to produce effective competency developing strategies, top managers must have sinsights into the importance of nursing staff development and nursing officer's efforts to develop themselves must be achieved. Further multi-dimensional(education, personnel-policy, nursing/ organizational environment) solutions to the gap must be developed and utilized.

One of the goals of the Saudi Arabia 2030 vision is to ensure full employment of its citizens. Recruitment of graduates depends on the quality of skills that they may have gained during their study. Hence, the quality of education and ensuring that graduates have sufficient knowledge about the in-demand skills of the market are necessary. However, IT graduates are usually not aware of whether they are suitable for recruitment or not. This study builds a prediction model that can be deployed on the web, where users can input variables to generate predictions. Furthermore, it provides data-driven recommendations of the in-demand skills in the Saudi IT labor market to overcome the unemployment problem. Data were collected from two online job portals: LinkedIn and Bayt.com. Three machine learning algorithms, namely, Support Vector Machine, k-Nearest Neighbor, and Naïve Bayes were used to build the model. Furthermore, descriptive and data analysis methods were employed herein to evaluate the existing gap. Results showed that there existed a gap between labor market employers' expectations of Saudi workers and the skills that the workers were equipped with from their educational institutions. Planned collaboration between industry and education providers is required to narrow down this gap.

All public libraries are local public goods and cultural infrastructures whose ideological pillars are publicly operated, free, and open to all. This identity is justified when the public library provides various knowledge information, various programs, and community space to local residents within the service area, and ultimately contributes to the cultural development of the nation and society. To this end, the country and local governments must expand the number of individuals that meet legal standards, deploy competent professionals, and provide facilities and spaces that are easy to access and use. However, if there is a gap in infrastructure and services between regional public libraries, it causes inequality in access and use of residents, which inevitably leads to information gap and cultural welfare gap. Therefore, this study was analyzed the relative gap using the location quotient, key infrastructure indicators and service indicators of public libraries of regional government in Korea and basic local government in the Chungnam region from the viewpoint that the balanced development and capacity building of public libraries must precede the establishment of a public library in Chungnam region as a life-friendly knowledge information service institution, culture enjoyment and lifelong learning space. Based on the results, a method to resolve the gap was suggested by dividing the elements of gaps in public libraries into accessibility, core infrastructure, and services, focusing on vulnerable cities and counties in the Chungnam region.
