The knowledge based economy requires more and more people to learn new knowledge and skills in a timely and effective manner. These needs and new technology such as computer and Internet are fueling a transition in e-learning. According to specialist's opinion, imagination experience studying is generalized, and learning environment that language barrier by studying, multi-language studying Machine that experience past things that disappear through simulation, and travel area, and experience future changed state disappears is forecasting to come. This is previewing finally that it may become future education that education and IT, element of entertainment is combined. Already, became story that argument for party satellite of e-Learning existence passes one season already. e-Learning is utilized already in all educations that we touch by effectiveness by corporation's competitive power improvement and implement of lifelong education in educational institutions through present e-Learning. It is obvious that when see from our viewpoint which is defining e-Learning by one industry and rear by application to education as well as one new growth power about these, e-Learning industry becomes very important means that can solve dilemma of growth real form. Only, special quality of digital industry that e-Learning is being same with other digital industry and repeat putting out a fire rapidly, and is repeating sudden change that these evolution is not gradual growth of accumulation and improvement of technology that is appearing consider need to. In the meantime, we need to observe about evolution of Information Technology. Because there is some scholars who e-Learning's concept foresees to evolve by u-Learning.(although, a person who see that these concept is not more in marketing terminology by some scholars' opinion is). This u-Learning's concept means e-Learning that take advantage of ubiquitous technology as Ubiquitous-Learning's curtailment speech. Ubiquitous, user means Information-Communication surrounding that can connect to network freely regardless of place without feeling network or computer. There is controversy about introduction time regarding these direction, but e-Learning is judged to evolve by u-Learning necessarily. Because keep in step and age that study all contents that learner wants under environment of 3A (any time, any whrer, any device) by individual order thoroughly is foreseen to come in ubiquitous learning environment that approach more festinately.

The purpose of this study is to analyze empirically the effects of changes in policies of the construction industry on the entry and exit in the construction industry and to present the direction of changes in construction industry policies based on the analysis results. The purpose of this study is also to present by analyzing the factors influencing the increase and decrease of builders in the actual construction market. The results of the survey indicate that for general contractors in Daegu and Gyeongbuk, which are mostly small and medium-sized construction companies, the strengthening of registration standards (capital, technicians, etc.) has a significant impact on market entry and exit. However, on the other hand, many of the construction policies implemented to eliminate unqualified contractors in the construction market have had the effect of increasing the number of unqualified contractors. This suggests that construction policies in the construction cycle have not achieved their objectives.

The construction industry consists of various and massive architectural information as an architectural process includes a variety of design stages with cooperation of many disciplines. Particularly, architectural information is generated and managed through the life cycle of a building, from conceptual design stage to the construction and maintenance. A Building Information Model (BIM) serves as a shared knowledge resource for information about a facility forming a reliable basis for decisions during its life-cycle from inception onward. BIM technology accomplished quantitative development being utilized in various disciplines. However, it is necessary to develop environment and requirement for qualitative improvement of BIM based project. Particularly, requirement is very important for architectural design evaluations. The purpose of this study is to develop and apply of quality control requirement for improving the quality of architectural design in open BIM environments. To achieve this purpose, the authors have investigated case study for open BIM data quality control (software, guideline and application case) and classified quality control targets according to physical/logical quality and data quality. In addition, the authors have defined open BIM based quality control process and developed quality control requirements. Finally, the authors have developed rule based quality check system using requirements for efficient quality control based on open BIM.

Korea has accomplished rapid industrial development based on the manufacturing industry. However, the growth potential has been slowing down lately due to some reasons including low employment creation rates. Also, competitions in the manufacturing industry with China and developing countries in Asia are constantly intensified. Advanced countries maintain economic growth based on the competitiveness secured by changing its industrial structure into service oriented economy. Accordingly Korean government announced various policies to promote service industry and stimulate R&D activity for the advancement of knowledge based service industry. For promoting R&D of private firm, R&D center accreditation system for knowledge based service firm is going to be introduced. However, the accreditation system needs to be revised because it was established based solely on manufacturing business. Under the existing system, subject firms for government support are selected based on R&D activities. However in service area, the difference between R&D activity and business activity is indistinctive due to its nature so that the range of subject firms can be expanded too much. So it is more practical to select major service businesses and operate the system with selected businesses. There also should be proper logic to select major service business from the whole service businesses. We have to consider Koean industrial structure which is heavily dependent on manufacturing business and has weak competitiveness in service business when preparing the logic. In this paper, we study how to set up the range of service business and the requirements for R&D center accreditation. For this, this paper analyzed the ripple effect on the economy of service businesses based on input-output analysis, R&D activity and capability to put the resource for R&D. Based on the analysis result, we suggest methods to screen subject companies for R&D center accreditation among service business and present possible measures on manpower and physical requirement for service industry's R&D center accreditation system.

This study aims to investigate human capital in Korea's online game industry (as the representative of IT-based creative services) under the knowledge-based economy paradigm. In recognition of the importance of intellectual capital closely intertwined with human capital and the economic potential of the online game industry, Korean government has begun to show active support. In this context, this study measures the human capital efficiency in online game business by using non-parametric analysis (Data Envelopment Analysis, DEA). Most previous studies (human capital theory, knowledge based economy theory, economic growth theory) have proved that human capital has a very positive effect on sustainable growth of corporate management and wealth of nations. As such, this paper uses the DEA to obtain the efficiency of the human capital (scale, investment, education, compensation). The results of this study will suggest strategic implications on maximizing the human capital in online game corporations and provide a reference frame for government policies.

Since increase in energy consumption and environmental issues started to grab global attention, various countries have had their own supporting policy to promote supply of renewable energy which is a stable and eco-friendly energy source. This study analyses Korean Renewable Portfolio Standard by comparative analysis of current policies in major countries in respect of design components of a pragmatic industrial policy system, such as political leadership, policy coordination and consultative committee discussion, and policy enforcement with responsibility and transparency. This is to identify problems and to present political suggestions for successful management of the standard based on a fundamental concept of the pragmatism industrial policy. It is predicted that the strategic cooperation between a market and a government leads to industry development as the relationships of two parties are regarded not as antagonistic but as complementary.

'Consulting', which is the main research topic of the knowledge service industry, is a field of study that is essential for the growth and development of companies and proliferation to specialized fields. However, it is difficult to grasp the current status of international research related to consulting, mainly on which topics are being studied, and what are the latest research topics. The purpose of this study is to analyze the research trends of academic research related to 'consulting' by applying quantitative analysis such as topic modeling and statistic analysis. In this study, we collected statistical data related to consulting in the Scopus DB of Elsevier, which is a representative academic database, and conducted a quantitative analysis on 15,888 documents. We scientifically analyzed the research trends related to consulting based on the bibliographic data of academic research published all over the world. Specifically, the trends of the number of articles published in the major countries including Korea, the author key word trend, and the research topic trend were compared by country and year. This study is significant in that it presents the result of quantitative analysis based on bibliographic data in the academic DB in order to scientifically analyze the trend of academic research related to consulting. Especially, it is meaningful that the traditional frequency-based quantitative bibliographic analysis method and the text mining (topic modeling) technique are used together and analyzed. The results of this study can be used as a tool to guide the direction of research in consulting field. It is expected that it will help to predict the promising field, changes and trends of consulting industry related research through the trend analysis.

Recently, the growth of beauty industry such as plastic surgery and beauty is continued every year in Korea. With the increased interest in appearance based on the improvement of life standard and the development of media, people's perception of cosmetic plastic surgery is changing. Now, as the service for consumer satisfaction based on their desire, the perception of plastic surgery medical service is changed to the high value-added industry with the high growth potential. Thus, this study aims to suggest the strategies for providing the medical service that could satisfy customers, by drawing the factors cognized as important when customers aim to get the cosmetic plastic surgery, and then additionally analyzing the relationships of those factors. On top of performing the topic modeling based on customers' comments data of social commerce related to cosmetic plastic surgery, this study also conducted the network analysis for visualizing the relations of each keywords. The drawn main factors were divided by applying the sub-categories of the SERVQUAL theory, and the additional characteristics of plastic surgery were shown by referring the relevant previous researches. Moreover, the interview with the cosmetic plastic surgery specialists (plastic surgeons) and customers who actually received the plastic surgery, helped the understanding of the interpretation of each factor and the actual relevant phenomenons. The significance of this study is to draw and discuss the main factors that should be observed by Korean cosmetic plastic surgery medical institutes, by mining and analyzing the opinions of customers interested in the cosmetic plastic surgery and procedure with the use of topic modeling. In other words, the quality of medical service of cosmetic plastic surgery could be improved by presenting the key factors that could be considered by the cosmetic plastic surgery medical service suppliers and also the actual strategies.

In this paper, we propose a standard AI developer job training track based on industry needs. The characteristic of this curriculum is that it can minimize the mismatch of AI developer job competency between industries and universities. To develop an AI developer job training track, a survey will be conducted for AI developers working in industrial fields. In this survey, among the five NCS-based AI developer jobs, job analysis is conducted by deriving AI developer jobs with high demand for manpower in industrial fields. In job analysis, the core competency unit elements of the job are selected, and knowledge, skills, tools, etc. necessary to perform the core competency unit elements are derived. In addition, a standard AI developer job curriculum is developed by deriving core subjects and road-map that can educate knowledge, skills, tools, etc. In addition, we present an efficient AI developer job training method using the standard AI developer job training course proposed in this paper.

The emerging scope of the Internet-of-Things (IoT) has piqued the interest of industry and academia in recent times. Therefore, security becomes the main issue to prevent the possibility of cyberattacks. Jamming attacks are threads that can affect performance and cause significant problems for IoT device. This study explores a smart jamming attack (coalition attack) in which the attackers were previously a part of the legitimate network and are now back to attack it based on the gained knowledge. These attackers regroup into a coalition and begin exchanging information about the legitimate network to launch attacks based on the gained knowledge. Our system enables jammer nodes to select the optimal transmission rates for attacks based on the attack probability table, which contains the most probable link transmission rate between nodes in the legitimate network. The table is updated constantly throughout the life cycle of the coalition. The simulation results show that a coalition of jammers can cause highly successful attacks.
