The Study on Frameworks of Valuation Models for the Contents of Science and Technology Information (과학기술정보 콘텐츠의 가치평가모형 프레임워크 연구)

  • Recently, although the interest in transfer and transactions of intangible assets increases, there is no valuation model to objectively assess market value of knowledge and information contents such as electronic databases and the necessity of researches associated is brought up. Therefore, the present study proposes valuation models so as to utilize as objective reference information in the contents market of intangible assets, by assessing the market value of science and technology information contents including patents, academic papers and reports. First, we look into application methods of calculating cash flows by content types out of key variables which has been applied to the present technology valuation, and in case of patents we propose valuation methods based on concepts which are applied in the present technology valuation. Next, in case of both papers and reports, in order to reflect the characteristics of these contents we newly propose qualitative valuation methods which are adjustable based on both technology innovation and market demands indices while estimating the economic life cycle of the technology, and also present the input cost-based calculation method as the calculation method of cash flows. Throughout the study, we could establish frameworks by technology fields and business models applicable such as copyright licensing, transactions of individual science and technology information contents, and expect that more objective and reasonable assessment of content values is accessible.

  • According to the acceleration of informationalization and technological renovation in new coming $21^c$, the material production elements like labor and capital as well as others which have been the resources of a country's competitive power are changing into formless knowledge-based assets like knowledge and technology. In order to meet these demands of this time, companies in developed countries are concentrating on competition and cooperation to obtain higher technology as a strategy towards becoming first-class countries in the world. Thus, the development program of human resources should focus on providing creative technical application ability. Especially, universities should develop knowledge, technology, creative problem-solving ability and realism acquired by various fields in industry where engineering is used and make it possible to perform practical tasks. As a plan for enforcement and management of this program, a certification program which evaluates the ability and accomplishments of the study of graduate students in order to manage the quality of education should be applied as soon as possible at the institute which trains engineers. In this study, among the accomplishment assessment which have been suggested as an alternative assessment method, portfolio assessment is introduced into the educational situation of engineering technological human resources to find a method of application.

  • 최근 대부분의 회사들은 업무를 수행하는데 필요한 지식과 노하우를 공유하고 재사용하기 위하여 지적 자산 관리의 중요성을 인식하고 있다. 특히 고도로 지식 집약적인 업종이라 할 수 있는 IT컨설팅 회사에서는 지적 자산의 관리가 다른 어떤 회사에서보다 큰 중요성을 가지게 된다. 컨설팅 회사에 있어서 검증이 완료된 지적 자산의 공유 및 지능적이면서도 신속한 검색은 컨설팅 서비스의 품질과 고객 만족에 직결되는 중요한 요소이다. 따라서 대부분의 컨설팅 회사들은 자사의 지식 자산을 관리하기 위하여 많은 노력을 기울이고 있다. 본 논문의 목적은 IT 컨설팅 회사예서 관리되는 다양한 형태의 지적 자산들을 중앙 관리하여 설친 고객 사이트에 흩어져 프로젝트를 수행하는 컨설턴트들이 공유할 수 있도록 함으로써 컨설팅 서비스의 생산성과 품질들 높이고자 하는데 있다 이를 위하여 건설팅 회사에서 관리되는 모든 지적 자산의 재고를 조사하여 모델링하고 이를 쉽게 저장하고 검색할 수 있는 시스템 아키텍처를 제안한다. 제안된 아키텍처를 NT 기반에서 Index server를 이용하여 시스템으로 구현하였다 (KMSCR: A Knowledge Management System for managing Consulting Resources). KMSCR에서는 컨설턴트가 찾고자 하는 검색어를 입력하면 다양한 포맷의 (.doc, .ppt, xls, .rtf, .txt, .html 등과 같은) 결과물을 관련성이 높은 순서대로 출력해 줌으로써 컨설팅 리소스를 효과적으로 재사용할 수 있도록 도와 준다. 또한 검색 시에는 미리 등록된 키워드 뿐 아니라 본문 내의 텍스트 검색까지 가능하게 함으로써 컨설팅 리소스에 대한 보다 효과적이고 효율적인 검색을 가능하게 한다.간을 성능 평가 인자로 하여 수행하였다. 논문에서 제한된 방법을 적용한 개선된 RICH-DP을 모의 실험을 통하여 분석한 결과 기존의 제한된 RICH-DP는 실시간 서비스에 대한 처리율이 낮아지며 서비스 시간이 보장되지 못했다. 따라서 실시간 서비스에 대한 새로운 제안된 기법을 제안하고 성능 평가한 결과 기존의 RICH-DP보다 성능이 향상됨을 확인 할 수 있었다.(actual world)에서 가상 관성 세계(possible inertia would)로 변화시켜서, 완수동사의 종결점(ending point)을 현실세계에서 가상의 미래 세계로 움직이는 역할을 한다. 결과적으로, IMP는 완수동사의 닫힌 완료 관점을 현실세계에서는 열린 미완료 관점으로 변환시키되, 가상 관성 세계에서는 그대로 닫힌 관점으로 유지 시키는 효과를 가진다. 한국어와 영어의 관점 변환 구문의 차이는 각 언어의 지속부사구의 어휘 목록의 전제(presupposition)의 차이로 설명된다. 본 논문은 영어의 지속부사구는 논항의 하위간격This paper will describe the application based on this approach developed by the authors in the FLEX EXPRIT IV n$^{\circ}$EP29158 in the Work-package "Knowledge Extraction & Data mining"where the information captured from digital newspapers is extracted and reused in tourist information context.terpolation performance of CNN was relatively

Bankruptcy Type Prediction Using A Hybrid Artificial Neural Networks Model (하이브리드 인공신경망 모형을 이용한 부도 유형 예측)

  • The prediction of bankruptcy has been extensively studied in the accounting and finance field. It can have an important impact on lending decisions and the profitability of financial institutions in terms of risk management. Many researchers have focused on constructing a more robust bankruptcy prediction model. Early studies primarily used statistical techniques such as multiple discriminant analysis (MDA) and logit analysis for bankruptcy prediction. However, many studies have demonstrated that artificial intelligence (AI) approaches, such as artificial neural networks (ANN), decision trees, case-based reasoning (CBR), and support vector machine (SVM), have been outperforming statistical techniques since 1990s for business classification problems because statistical methods have some rigid assumptions in their application. In previous studies on corporate bankruptcy, many researchers have focused on developing a bankruptcy prediction model using financial ratios. However, there are few studies that suggest the specific types of bankruptcy. Previous bankruptcy prediction models have generally been interested in predicting whether or not firms will become bankrupt. Most of the studies on bankruptcy types have focused on reviewing the previous literature or performing a case study. Thus, this study develops a model using data mining techniques for predicting the specific types of bankruptcy as well as the occurrence of bankruptcy in Korean small- and medium-sized construction firms in terms of profitability, stability, and activity index. Thus, firms will be able to prevent it from occurring in advance. We propose a hybrid approach using two artificial neural networks (ANNs) for the prediction of bankruptcy types. The first is a back-propagation neural network (BPN) model using supervised learning for bankruptcy prediction and the second is a self-organizing map (SOM) model using unsupervised learning to classify bankruptcy data into several types. Based on the constructed model, we predict the bankruptcy of companies by applying the BPN model to a validation set that was not utilized in the development of the model. This allows for identifying the specific types of bankruptcy by using bankruptcy data predicted by the BPN model. We calculated the average of selected input variables through statistical test for each cluster to interpret characteristics of the derived clusters in the SOM model. Each cluster represents bankruptcy type classified through data of bankruptcy firms, and input variables indicate financial ratios in interpreting the meaning of each cluster. The experimental result shows that each of five bankruptcy types has different characteristics according to financial ratios. Type 1 (severe bankruptcy) has inferior financial statements except for EBITDA (earnings before interest, taxes, depreciation, and amortization) to sales based on the clustering results. Type 2 (lack of stability) has a low quick ratio, low stockholder's equity to total assets, and high total borrowings to total assets. Type 3 (lack of activity) has a slightly low total asset turnover and fixed asset turnover. Type 4 (lack of profitability) has low retained earnings to total assets and EBITDA to sales which represent the indices of profitability. Type 5 (recoverable bankruptcy) includes firms that have a relatively good financial condition as compared to other bankruptcy types even though they are bankrupt. Based on the findings, researchers and practitioners engaged in the credit evaluation field can obtain more useful information about the types of corporate bankruptcy. In this paper, we utilized the financial ratios of firms to classify bankruptcy types. It is important to select the input variables that correctly predict bankruptcy and meaningfully classify the type of bankruptcy. In a further study, we will include non-financial factors such as size, industry, and age of the firms. Thus, we can obtain realistic clustering results for bankruptcy types by combining qualitative factors and reflecting the domain knowledge of experts.

  • The discussion about capacity development (CD) has been spotlighted as significant drivers for sustainable development in recent years. Multi-dimensional natures of capacities would lead to various definitions of CD in international institutes and organizations. CD is perceived as an endogeneous process to improve actionable learning and knowledge, but most of core capacities still remain abstract notion and might be unreliable in sustainable development (SD). The paper first explicates international perspectives of CD in association with SD. An agent-based model is especially proposed to portray more details of CD. It illuminates the role of assets (or capitals, resources) in agents to impact on ingredients of CDs that are drivers or enablers for improvement of SD. A definition of sustainable capacity development is firstly articulated in international society and its conceptual framework is also creatively designed to assist concerned international organizations. The paper concludes by proposing practical spatial asset mapping linking to agent-based organizational capacity as a tool for measuring sustainable capacity development.

  • The purpose of this study is to develop a systematic framework that can scientifically and quantitatively evaluate the effectiveness of an LVC training system. The proposed framework is based on QFD(Quality Function Development) methodology. The process of developing the framework begins with identifying various needs of stakeholders related to the introduction of the LVC training system. Then the effectiveness areas and factors are derived based on the needs. The measured effectiveness for each factors on alternatives by L, V, C systems are finally synthesized into the one overall effectiveness of each training system for relative comparison among them. In addition, we developed an Excel$^{TM}$-based tool based on the proposed framework methodology to provide an ease-of-use environment for rapid evaluation on the effectiveness of each training system with the given stakeholder need importance combinations, training scenarios and assets. The suggested framework and the measurement tool are expected to be useful for efficient knowledge-based decision making on an acquisition of the LVC training system.

Determinants of E-Intermediary Use in Export Marketing: Cross-National Differences in the US and Korean SMEs

  • Purpose. Electronic intermediaries (e-intermediaries) are gaining significance in international marketing with the rapid development of e-commerce. The goal of this study is to explain empirically what leads to a higher use of this relatively new exportation alternative. Relying on a resource-based view as our research foundation, we focus on information technology (IT) and non-IT factors as possible determinants. Further, this study brings arguments offered by transaction cost theorists to explain the other non-IT determinants. Methodology/Approach. Data are collected from small and medium-sized enterprises (SMEs) in the electronic industry in Korea and the U.S to ensure generalizability. Ordinary least square (OLS) regression is utilized to analyze the data. Findings. This study raises new issues regarding a relatively new type of exporting channel, e-intermediary. Exporting is regarded as the most appropriate strategy for SMEs in international commerce. A number of SMEs stay away from exporting due to limited resources or lack of knowledge regarding foreign markets. The findings in this study should help SMEs use e-intermediaries more widely by developing appropriate IT-related resources (IT-related human and relationship assets) and dealing with non-IT factors (international competence, environmental uncertainty, and duration of relationship) effectively. Originality/Value/Contribution. This study illustrates the significant role of e-intermediaries, which may help SMEs to penetrate the global market effectively. Finding relevant sources in the global e-marketplace is a challenge for non-experienced users like SMEs. This study proposes e-intermediaries as an effective alternative for them. Another contribution of this study is to show how the use of indirect exporting channels, e-intermediaries, decrease costs in exporting transactions. This study suggests an e-intermediary as a hybrid exporting channel to balance risk and profit.

  • Library 2.0 advocates a socially rich, multimedia enabled, user originated and communally innovative environment that poses significant opportunities for the libraries to evolve and make themselves even more relevant and significant for her users. This paper presents a case study of the National Library Board of Singapore, in playing a vital role to facilitate the realisation of a long-term key national program, The Singapore Memory (SM) Project. SM embraces the attributes of the Library 2.0 environment to enable the nation's memory to be collected, organised, preserved, discovered, researched, augmented and created. The output of is an evolving collection of knowledge assets on Singapore along a Singapore Memory Content Continuum of existing content that is steadily augmented with new content. The content will be collected across all formats, in any language, from Singaporeans and non-Singaporeans, from any institution and agency, from Singapore and abroad, and from official and unofficial sources. The utopian scenario of SM Project is that any person, community, group or institution who has ever experienced Singapore in any way or has any material on Singapore will engage actively in the contribution, discovery and creation of content for the project, and thus become advocates to further encourage and catalyse more contribution, discovery and creation. The paper outlines the key approaches, concepts and ideas for the project. An important element is the proliferation, exposure and accessibility of the rich contents envisaged in the project. The SM proliferation plan along with examples of how two existing resources, namely, the Singapore Infopedia, a database of articles on Singapore's history, culture, people and events 4 and NewspaperSG, an online resource of current and historic Singapore and Malayan newspapers, have been designed are presented to demonstrate how content can be exposed, searched and discovered.

  • It is said that ceramic arts which reflects the sprit of the age and culture is one of the representative cultural assets in Korea. Ceramic arts has the longest tradition and it has been used in our everyday life from a historical perspective. Unfortunately, most textbooks we use nowadays just show some art works for appreciation. It is impossible to teach unique techniques of ceramic arts with those textbooks. Traditional culture is not considered as a main part of educational contents but surrounding elements. Therefore it is hard for students to learn about our traditional culture deeply and it is also difficult to know the importance of the ceramic arts in secondary schools. Through the education of ceramic arts students can understand our traditional culture and they can also experience the formative arts by using plane and dimensional techniques. Teachers have to focus on historical background, types, functions, and sense of beauty of ceramic arts when they teach students in school. Students can use the knowledge in their daily lives. The education of ceramic arts encourage students to create new culture for ceramic arts.

Geo-Crowdsourcing Contributions for Cultural Mapping

  • Over the years, cultural mapping methods have been used in several applications and contexts, for diverse cultural assets and to create new conditions for the development of local and regional resources. These methods were inspired by the development of big urban centres and regions, which have been the great engine of cultural mapping growth. The main objectives of the present paper are to provide a literature review on cultural mapping methodologies and to develop exploratory research on crowdsource tools on creative tourism which were applied to one Portuguese municipality in 2017. The research was supported by the implementation and integration of geographic information systems (GIS) and web mapping, which will become part of the solution for the growth of less developed territories and to make more interactive tourist activities. Web mapping's contribution to enhance crowd participation was measured via analysis of 12 digital photos shared through crowdsourcing. The originality of this research lies in the attempt to develop a new model for creative tourism, trying to extend the implementation of Web Mapping crowdsourcing to deprived low density territories. Results show how public participation can be amplified for the tourism market by crowdsourcing tools. These tools look very promising since they can help several members of the public at different ages to contribute to territorial knowledge, engage in activities, and collaborate through digital tools. It is a step to fulfil the lack of studies in this subject and it contributes to the way we think about future studies.
