이 연구는 중국 의무교육단계 학생 부담경감 최신정책 '쌍감'정책을 중심으로 Kingdon의 정책흐름모형을 활용하여 정책의 흐름을 분석하였다. 데이터의 직관적인 반영, 현행 정책의 피드백 등으로 문제의 흐름을 구성하였다. 중국 정부의 높은 관심, 정치협상회의 위원과 전문가의 건언, 학교 현장과 이해관계자의 강한 요구 등은 정책대안의 흐름을 구성하였다. 집권당의 집권 이념과 교육 지침, 국민 정서, 전환기 이익 게임 등은 정치의 흐름을 구성한 것이다.문제의 흐름,정책대안의 흐름, 정치의 흐름 세 가지 흐름이 결합되어 '정책의 창'이 열리게 된 것으로 분석되었다.

본 연구는 예술인의 복지 개선을 위한 정책결정과정을 Kingdon의 정책흐름모형으로 분석했다. 예술인들이 복지정책의 사각지대에서 어려움을 겪고 있는 정책문제의 흐름이 있었다. 그리고 다양한 제도가 소개되고 관련 법안이 발의되는 정책대안의 흐름이 있었으나 그 대안들은 실현되지 못하고 있었다. 그런데 2011년 한 작가의 죽음으로 예술인들을 위한 복지정책을 요구하는 여론이 형성되는 정치흐름의 변화가 있었다. 이를 계기로 정책의 창이 열리고 예술인복지법이 법제화되어 마침내 정책이 결정됐다. 분석을 통해, 본 연구는 예술인의 복지 개선을 위한 정책결정과정이 Kingdon 모형으로 설명이 가능함을 확인했다. 특히 이 법은 우연적 요소의 결합으로 법제화됐음을 확인했다. 다른 사례들과 달리 예술인복지법의 제정과정에서는 정책선도가나 공식적 참여자보다 네티즌과 같은 비공식적 참여자의 역할이 중요했음을 밝혔고 정책선도가의 활동 부족으로 이 법은 최소한의 사회보장만을 담은 채로 법제화되었음을 밝혔다. 본 연구는 이것을 예술인복지법 정책결정과정의 특징이자 한계라고 보았다.

본 연구의 목적은 2014년 국회도서관장 전문가 임명 정책의 의제화 과정을 대상으로, Kingdon의 다중흐름모형을 적용하여, 이 정책이 의제화된 과정과 함께, 정책을 지속적으로 지지한 정책선도자의 특성을 밝히는 것이다. Kingdon의 다중흐름모형은 비합리적 의사결정모형으로, 문제흐름, 정치흐름, 정책흐름이 상호독립적으로 존재하다가 특정 시점에서 결합하여 정책의 창이 열림으로써 정책이 의제화된다는 모형이다. 분석 결과 국회도서관 전문가 임명을 둘러싼 세 흐름 중 정책 의제화에 가장 큰 영향을 준 것은 정치흐름으로 나타났으며, 야당 소속의 국회의원을 정책선도자로 확인하고, 그 동기 및 자원, 전략을 분석하였다. 나아가 이 정책의 의제화 과정에서 도서관계의 가시적인 활동이 확인되지 않은 가운데 의제화가 성공했다는 점을 바탕으로 도서관정보정책에서의 도서관계의 역할에 대한 시사점을 제시하였다.

Purpose: This study aims to analyze the factors affecting the agenda-setting process and the formation process of school-based mental health policies by applying a policy stream model. Methods: For this purpose, Kingdon's policy stream model was used as the analytical framework. Results: First, when establishing a school-based mental health policy, the agenda was set going through unpredictable and nonlinear changes. Second, for the school-based mental health policy to be selected onto the agenda and to be developed and implemented as an actual policy, the role of policy makers was considered most important in the process. Third, the policy window for school-based mental health policy was closed around the year 2013. Finally, an analysis of the school-based mental health policy stream identified two key features. One is that the school-based mental health policy first emerged when school violence prevention policy expanded its scope into relevant neighboring policies. The other is that the school-based mental health policy has taken shape through a linear decision-making process (being put on the government's agenda, searching for an alternative, selection, and implementation) during the policy implementation period after it has been selected as an alternative policy. Conclusion: Conclusions can be summed up as follows. The school-based mental health policy needs continuous development and improvement in case the window for the policy may open in the coming future. The government's support is needed to draw policy makers' interest and participation who play the biggest role in establishing policies.

문재인 정부의 공약이었던 임기내 전시 작전통제권 전환은 무산되었다. 1950년 6.25전쟁당시 이양된 이후 70여년이 지난 오늘날에 이르고 있는 전시 작전통제권 전환 정책은 그 간 전환결정과 번복을 수차례 거듭해왔다. 이러한 전작권 전환은 우리 안보와 직결되는 국가정책으로 정부의 전작권 전환 결정요인을 바로 이해하는 것은 무엇보다 중요하다. 본 논문에서는 노무현 정부당시의 2006년, 이명박 정부당시인 2010년 2차례에 걸친 전작권 전환 정책 조정사례를 연구대상으로 선정하여 두 정부의 정책변동 비교를 통해 향후 도래할 전작권 전환 정책변동의 시기에 정책적인 예측력 뿐 아니라 성공적인 정책집행의 실마리를 얻길 기대한다.

Backgrounds : To reduce the patients' economic burden of herbal decoctions use, in 2012, Korean government decided to implement the pilot project of herbal decoctions coverage in the National Health Insurance. Objectives : This study aimed to analyze the policy decision-making process for the pilot insurance project in 2012. Methods : Official documents, research papers, statistical reports, and news articles, etc. on the coverage of herbal decoctions were searched and collected. We used the Kingdon's Policy Stream Model to analyze how the policy of pilot project of herbal decoctions coverage was decided, and who were the main activists for the decision-making process. Results : Components to be included in the 'Problem stream' were the decline in the profits of Korean Medicine institutions, the contraction of the herbal decoctions use, and the fiscal surplus of National Health Insurance. In the 'Policy stream', there were several model studies for herbal decoctions coverage, and examples of herbal benefits in other social insurances. In the 'Political stream', there were the legislative initiatives by member of the National Assembly and the promotion of insurance coverage by the Association of Korean Medicine(AKOM), etc. Policy window for herbal decoctions coverage was opened by the combination of these three streams with the efforts of policy activists, such as the executives of AKOM, and policy researchers. Conclusions : The policy decision process for health insurance coverage of herbal decoctions was analyzed using Kingdon's model, and the analysis shows that the combination of political streams and entrepreneurs' competencies can be an important driving force in policy decision making.

In 2019, the Seoul metropolitan government established its own 'Seoul-type paid sick leave project'. Although the central government had to introduce such a system, which is also called sickness benefits, it was not implemented. In order to understand the process by which the Seoul government has implemented such a policy, this study used Kingdon's multiple streams framework. As a result, in the problem stream, it was found that the economic burden of sickness has been considered only in terms of medical expenses in the past of Korea. Then Songpa's three women and Middle East respiratory syndrome incidents raised awareness of the necessity of the sickness benefit system in 2014 and 2015. In the political stream, several social affairs such as national health insurance huge surpluses and the 2017 presidential election opened policy window. At that time, Seoul Mayor actively promoted sickness benefits as a policy entrepreneur. In the policy stream, the sickness benefit system has gained new attention through political events. To summary, these three streams flowed separately and then they assembled around huge political affairs. As a result, it was confirmed that Kingdon's model is the most effective theory than any other models in analyzing the health care policy decision process in Korea.

본 연구에서는 개관 이래 지난 10여 년간 경기도 내 공공도서관의 발전의 중심 역할을 담당해 온 경기도사이버도서관 설립을 위한 의제설정 및 정책형성과정을 킹던(Kingdon)의 정책흐름모형을 적용하여 분석하였다. 킹던에 의하면 정책 형성은 문제의 흐름, 정책대안의 흐름 그리고 정치 흐름의 결합의 결과이며, 세 흐름이 결합될 때 열린 정책의 창을 통해 정책이슈가 정책의제로 나아간다. 이 때 정책선도자는 정책의 창에서 선호하는 대안을 제시하고 그것이 정책의 창을 통과하도록 노력한다. 본 연구에서는 경기도사이버도서관 정책의 의제설정과 대안의 선택 과정에서 문제의 흐름, 정치의 흐름, 그리고 정책의 흐름을 분석하고 정책의 창에서 정책선도자로서의 사서전문가집단이 어떤 역할을 했는지 분석하였다. 이러한 분석을 통해 정책형성과정의 메커니즘을 밝힘으로써 사서전문가집단이 앞으로의 도서관 정책형성과정에서 적용할 수 있는 시사점을 제시하였다.

본 연구는 Kingdon(2013)과 Howlett et al.(2014)의 모델을 결합한 다중흐름모델의 수정모델을 적용하여 국제과학비즈니스벨트의 정책결정 과정을 분석하였다. 그 과정에서 어떠한 사회 정치적 요인들이 영향을 미쳤는지에 대해 알아보고 향후 기초과학 정책 결정과정에 도움이 될 수 있는 시사점을 도출하고자 하였다. 구체적인 분석은 정책결정 과정을 정책의제, 정책형성, 집행정책의 단계로 구분하고, 문제 과정 정책 정치의 흐름과 정책참여자 및 정책의 창을 변수로 활용하였다. 분석결과, 정책결정 과정에서 정치의 흐름과 정책선도자의 역할이 중요하게 작용하였고, 과학자 집단보다는 정치가들과 정부 관료들이 주도적으로 참여하였다.

본 연구의 목적은 2014년 12월 30일 국민기초생활보장법 맞춤형급여 개정과정에서 나타난 정책결정요인이 무엇인지에 초점을 두어 설명하는 것이다. 구체적으로 복지제도 사각지대를 둘러싼 법 개정 요구에도 진전되지 않던 상황에서 왜 특정 시기에 급속한 개정으로 이루어질 수 있었는지 그 이유에 대해 분석하였다. 이를 위해 정책결정의 우연성을 강조하는 Kingdon의 정책흐름모형을 활용하여 문제의 흐름, 정치의 흐름, 정책대안의 흐름으로 나누어 검토하였고, 이러한 각 흐름이 흐르던 중 송파 세 모녀 자살사건이 정책결정과정에 커다란 역할을 하는 주요 매개체로 작용하면서 정책의 창이 열릴 수 있었다. 이 사건은 국민기초생활보장법에 관한 문제가 사회적, 정책적 관심을 촉발하는 계기가 되었고 사회적 이슈로 큰 파장을 불러일으키며 신속한 법 개정이 이루어진 것으로 파악되었다.
