Brain Drain and International Mobility of High-Skilled Scientists (고급과학기술인력의 국가간 유출입 결정요인에 관한 연구: 미국과 한국의 사례를 중심으로)

  • As world trade becomes more active and expansive, job mobility has progressed correspondingly in growth. In particular, high-skilled scientists (including advanced-degree holders) now possess the option of various occupational and residential mobilities. We explain the "brain drain" by using two empirical examples. One concerns the U.S. experience of foreign-born Ph.D holders living and working in the United States. The other pertains to the Korean experience, where Korean-origin and foreign-born experienced scientists are actively recruited by the government. We also explore the necessary conditions for recruiting and keeping advanced-skilled scientists, the attainment of which will result in strong future economic growth.

An analysis of Structural Model for Graduates on the Influencing Factors of Job Suitability and Job Satisfaction (대졸자의 일자리적합과 직무만족 영향요인에 관한 구조모형분석)

  • So far the study on college graduates has been concentrated on employment and wages. But if college graduates get a job, this study want expanding to the study of the suitability of their level to the job or the job satisfaction. For this study, structural equation model was built up to verify the influencing factors on the job suitability and job satisfaction of college graduates by using data of '2007 Graduates Occupational Mobility Survey(GOMS)'. To put it concretely, job suitability and job satisfaction were analysed based on the leading factors such as vocational value of graduates and the participation of employment supporting program in university. Analyses showed that the vocational value has a positive influence on the job suitability and the job satisfaction as well as the participation of employment support program. And the participation of employment supporting program influenced positively on the job satisfaction and the job suitability while in work. Besides we found that the job suitability has a positive impact on the job satisfaction. These confirmed that the vocational value while in school is very important and plays an important role in the job suitability and the job satisfaction with their jobs while in work. Also those who have a higher vocational value take part in the various employment supporting programs and experience the job satisfaction and the job suitability while in work. Therefore we found that the various employment supporting programs play an important role for the graduates. Accordingly, the school authorities and job centers have to strengthen the value education for the enrolled student to plant a vocational value and improve and reinforce the employment supporting program in university.

Determining Unemployment Factors Among Job Seeking Youth in the East Coast of Peninsular Malaysia

  • This study examines factors of unemployment and career path challenges commonly faced by youth in the East Coast of Peninsular Malaysia. The study employed a quantitative approach which involved a total of 1,083 youths in Kelantan, Pahang and Terengganu selected at random. Descriptive and multiple regression analysis (OLS) methods were used to analyze demographic distribution of youth in determining factors influencing unemployment among them. The results reveal that the majority of youth respondents in the East Coast states of Malaysia are still unemployed and actively seeking employment. Demographic profiles are based on the survey results, youths seeking employment with 36 per cent distribution in Kelantan, 34 per cent in Pahang, and 30 per cent in Terengganu. Majority of the respondents were youths aged 20 to 24 years with a 40.9 percent percentage. The findings show that there are differences in factors affecting youth unemployment in the three states of East Coast, Malaysia. For Kelantan (age, experience, work mobility, marital status), Pahang (experience, marital status) and Terengganu (experience, gender, marital status, training). This study suggests that youths should be wise in preparing for their career by choosing the right career as well as doing side jobs to gain experience before they pursue for a real job.

A Study on the Kernel-Based Management for Mobile Grid Application (모바일 그리드 어플리케이션을 위한 커널 기반 관리방안에 대한 연구)

  • In this paper, we introduce the mobile grid architecture using kernel-based managements. Mobile grid paradigm is used to allow mobile users to access distributed resources in a transparent, secure and effective way. Each mobile grid user requests job submission, searches for suitable resources to run Job, executes the job to the allocated system resources, and receives the results of the requested job. There are a number of challenging issues when taking mobile environment into account, such as limited performance of mobile devices and mobility of mobile device. To resolve these issues, we design and implement the kernel-based management system for mobile grid application to overcome the limited resources of mobile devices. Also, we show the efficiency of the suggested architecture using the performance evaluation.

A Study on the Job Career Patterns of Korean IT Personnel

  • With the increasing severity of the shortage of highly-skilled IT personnel, more and more attention is being paid to the professional career path and systematic career management of IT employees. Although some studies have been conducted to describe the current status of IT personnel, limited attempts have been made to analyze the career paths or career patterns of IT professionals from a longitudinal perspective. In this context, this study explored the job career patterns of IT professionals in Korea and examined their relationship with subjective and objective career success. To identify job career patterns over time, detailed information about jobs and positions were used and an optimal matching analysis (OMA) was conducted to calculate the dissimilarity matrix between employees' career sequences, while a cluster analysis was used to categorize the meaningful groups based on this dissimilarity data. This analysis revealed that career patterns among Korean IT personnel are more varied than previously thought. These career types have a significant relationship with individual profiles, such as age, education, industry and company size, and account for significant variations in the three main career success variables, i.e. quality of life, assessment of software quality, and wage level. It is expected that the findings of this study will contribute to refining the Korean career path so as to retain IT personnel, and raise the need to improve the low quality of life and poor SW work environment of IT personnel.

Job Mobility and Coincidence of Job and Major - in the case of the Science and Engineering Graduates Youth in Korea - (이공계 대졸 청년층의 직장이동과 전공직종일치 분석)

  • This study examines the job changes and the coincidence of job and major In the case of the youth, science and engineering graduates in Korea. The pattern of job changes and the coincidence of job and major get observed in the Unemployment Insurance Database and the Graduate List. This data enables us tracing all job changes in the labor market, and analysing the coincidence of job and major. The average rate of coincidence is not so high, the rate at first job is roughly one third. The youth with coincidence of job and major have earned less income than the youth without coincidence of job and major. But this result is impressive in the lower wage earners, any differences in regard to coincidence is not found in the upper wage earners. The probability of the coincidence of job and major is higher in case of the high wage and the high study attainments. The results suggests that the problem of the science and engineering graduates should be concentrated only on the lower manpower in the scientist and engineer jobs. Korean government have to lessen the number of entry into the science and engineering college and enlarge the number of entry into the science and engineering graduate school. Korean government have to prepare the system that aids establishment where the employee with coincidence of job and major earns more income.

A Study on the Effects of Job Experiences of College Graduate Youths on Employment Period in Their First Job (전문대졸 청년층의 재학 중 직무경험이 첫 일자리 근속기간에 미치는 영향)

  • The purpose of this study is to investigate the effect of job experience while attending college on the turnover risk in the first job following graduation. Data was obtained from the 2015 Graduates Occupational Mobility Survey (GOMS). Subjects included college graduates under 30 years of age, who graduated from high school and entered college in the same year. The results of this study are as follows: First, students who had job experience while attending school were relatively low in economic characteristics, but showed active employment preparation behavior. Second, there was a significant difference in the characteristics of entry into the labor market according to whether they had job experience while attending school. It was found that the securing their first job of graduates with job experience was shorter, and the period of tenure was longer, but their wage was smaller than non-experienced graduates. Third, the Cox regression analysis confirmed what factors affected their employment period, and that job experience, experience frequency, and experience period while attending school had a positive effect on lowering turnover risk. Therefore, this study found that job experience during schooling years makes the employment period of the job longer after graduation, which is consistent with those who had previous job experience. However, the greater amount of job experience during the period of study positively affects job retention.

  • In this paper it is investigated how the number of work experiences is distributed among college graduates who have ever entered the labor market and built up career by turnover. To do so, we classified the type of work experience and, moreover, conduct ANOVA to explore wage differentials caused by the number of work experience and by the type of work experience, using the GOMS(graduates occupational mobility survey) from 2006 to 2007.

Exploration of the Factors Determining Satisfaction in First Job of Graduates from Engineering College by Decision Tree Analysis (의사결정나무분석에 의한 공과대학 졸업생의 첫 일자리 만족도 결정요인 탐색)

  • The first job of university graduates is the beginning of career development, and it has a great influence on a personal life in the transition process of a labor market later. The study has compared and analyzed the effects of major variables (whether or not one participates in the career and employment programs, the satisfaction in the education infrastructure and curriculum) related to university education that determine the satisfaction in the first job of graduates from the entire university of 4-year general courses and the engineering college with experiences of having the first job. Through this, it is meaningful to make it possible for the design of university education related to career and employment tailored to the engineering college. The results of 2017 Graduate Occupational Mobility Survey were used as the data for analysis, which was analyzed by the decision tree analysis. As it was found that the most important factor determining the satisfaction in the first job was student welfare facilities for the entire graduates among education infrastructure and was major curriculum and its content among education curriculum for the graduates from the engineering college, it was analyzed that factors related to majors were more important compared to other majors in the engineering college. The customized major curriculum and content should be considered as a priority, taking into account of the demand of the industry for the successful settlement of graduates from the engineering college in a labor market.

But, this intelligent Robot have new technology through society paradigm shift. The outstanding feature of this Robot is perception function and cognition, mobility and manipulation.
