A Study on the Utilization of ESG for Reducing Carbon Emissions in the Building Sector and Development Directions (건물부문의 탄소배출량 절감을 위한 ESG의 활용방안과 발전방향)

  • Recently, United Nations found that 38% of global carbon emissions are generated in the building sector, surpassing other industries (32%) and transportation (23%), and ESG is actively used as a way to reduce carbon emissions in the building sector, led by overseas advanced countries. In Korea, as the National Pension Service announced "Consider ESG with more than 50% of investment assets" this year, the move to introduce ESG in the building sector is accelerating, centering on construction companies and asset management companies. However, as the domestic ESG evaluation system is still mainly focused on corporate governance and social responsibility, interest in the environmental sector is lagging behind that of advanced countries. As ESG in the building sector is expected to grow rapidly over the next 10 years, I would like to suggest the following development directions. The first is the expansion of the incentive system. In order for the government to successfully implement policies related to ESG in the building sector, incentive system such as tax reduction and building standards should be expanded further than now in addition to negative systems such as rent restrictions and punishment taxes due to regulatory violations. Second, standardized ESG standards are established. Rather than creating an independent Korean ESG standard that is far from global standards, it is necessary to organize the common parts of global standards and evaluation methods and create and provide guidelines in the form of standard textbooks that can be used equally by all stakeholders. Third, it is an effort to link ESG in the building sector with Digital Transformation(DX). This is because actual energy savings and carbon emission reduction can be realized only when the operation method of the building sector, which is operated mainly by manpower, is digitalized and converted to an intelligent way.

  • The utilization of the achievements derived from the national R & D project is a key task of the science and technology industry policy that should lead the national economic growth by enhancing the investment efficiency of the national R&D. Although Korea has implemented various programs supporting technology transfer, commercialization, Performance is not sufficient. One of several causes may include inflexibility of a small or medium-sized company Priority System. This study is exploratory research on the directions for improving the current a small or medium-sized company Priority System. Results: First, Because the current SMEs Priority System contributes positively to enhancing SMEs R&D capability, We have to keep the system in principle. However, it is necessary to improve the direction of giving the strategic flexibility of the system so that the system is not operated formally. First, it is appropriate to make an exceptional contract with a person other than a small or medium-sized company, if a small and medium-sized company is not suitable for a technology execution contract due to the nature of technology. Second, it is desirable to consider the fulfillment of the obligations of this system when "sufficient efforts" are made to find a technical user.

An Analysis of the Status of National Research and Development Projects in Records Management (기록관리 분야 국가연구개발사업 현황 분석)

  • The scale of research and development (R&D) investment is increasing to strengthen national competitiveness through technological innovation, leading to an increased interest in investment efficiency. In records management, the National Archives of Korea has been leading the national research and development project since 2008. Accordingly, this study analyzed R&D projects in records management regarding implementing organization, performance or outcomes, and subjects, targeting 111 National Archives of Korea contract research projects from 2008 to 2022. The analysis showed that small and medium-sized enterprises (SMEs) were the most likely to conduct research, the majority of the research outcomes were academic publications, and there were some discrepancies between the reported performance in research and the actual performance. In terms of research subjects, the most common type of records are paper or print documents, establishing an electronic management system among the National Archives' works. In terms of the frequency of keywords in the records management process and research projects, it was found that research was mainly conducted on "preservation." Meanwhile, only 10 cases, or 9% of the 111 projects, were found to be relevant in terms of utilizing big data and developing intelligent technologies related to digital transformation. Therefore, the effectiveness of the R&D project must be improved through follow-up management of the results even after the research project is completed. In addition, in terms of research topics, it was identified that aside from "preservation," studies focusing on "transfer," "classification," "evaluation," and "collection," as well as research that responds to digital transformation, are needed.

  • Korea's construction industry has a shortage and aging of construction manpower, low productivity compared to other industries, and a high rate of industrial accidents. The Ministry of Land, Infrastructure and Transport is preparing for the 4th industrial revolution and is expanding investment in construction automation and innovative growth engines to improve productivity in the construction industry. In order for new technologies to be utilized in the road construction field, the accuracy of the technologies and the applicability of each type of work must be evaluated. In this study, the accuracy of the mobile mapping system was tried to verify based on the relevant work regulations, and to suggest the applicability of the mobile mapping system to high-speed driving tracks through data acquisition and analysis on road construction sites. The accuracy of the equipment used in the study was verified in accordance with the relevant work regulations, and the possibility of applying the mobile mapping system used for the study to road construction surveying was presented with a maximum error of less than 10cm in the horizontal and vertical directions. In addition, the possibility of utilizing the road construction survey using the mobile mapping system was presented through comparison with the existing method for data acquisition time for construction surveying, production of construction status survey results, and calculation of heatmap and earthworks. In the future, the use of construction status surveying of the mobile mapping system will greatly improve the efficiency of construction work.

  • In order to carry out efficient investment and successful business in national geo-spatial industry, economic assessment on the field of 3D geo-information has recently emerged as a serious issue. Therefore, this study is intended to offer cost-effective evaluation scheme which are proper for 3D geo-spatial information, especially focusing on development of orthophoto and DEM. The study is organized as follows. The first section clarifies preliminary rules for feasibility by defining target work and category in order to estimate benefit. Then, this paper will be limited to consideration of production of digital mapping for target business which is expected to create high value and its benefit from cost reduction is suggested. Drawing from the AHP(Analytic Hierarchy Process) methods, this study comprehensively described final result and implication to examine business value. Consequently, this study can suggest economical evaluation methods on 3D geo-spatial information industry, which takes up a considerable part of immaterial benefit and has difficulties in economic assessment and estimation. preventing a variety of errors in system operation in advance.

An Economic Evaluation of an Integrated Service Platform of Open Access Research Papers (오픈액세스논문 통합서비스플랫폼의 경제성 평가)

  • An economic evaluation was conducted using cost-benefit analysis for an integrated service platform of open access research articles. The data needed for benefit measurement were collected by conducting a series of surveys to service beneficiaries, including 1,313 academic researchers, 49 bio-industry researchers, and 102 researchers in various industries. Cost-benefit analysis and sensitivity analysis were conducted after estimating the total costs for system construction and operations, anticipated direct and indirect benefits. With respect to the cost-benefit analysis limited to direct benefits, the estimated benefit was KRW 82 billion, which is about 14 times of the total costs for eight years of the entire business period. With respect to the cost-benefit analysis for both direct and indirect benefits, BCR was estimated to be about 98.9 and NPV to be KRW 538.8 billion, indicating that economic feasibility of the project was sufficiently secured. The results of this analysis may help securing the investment to the integrated service platform for OA research products, and the benefit estimation model developed in this study would be utilized as an assessment tool during the rest of this project.

Korean Start-up Ecosystem based on Comparison of Global Countries: Quantitative and Qualitative Research (글로벌 국가 비교를 통한 한국 기술기반 스타트업 생태계 진단: 정량 및 정성 연구)

  • Technology-based start-up is important in that it encourages innovation, facilitates the development of new products and services, and contributes to job creation. Technology-based start-up activates entrepreneurship when appropriate support is provided within the ecosystem. Thus, understanding the technology-based start-up ecosystem is crucial. The purpose of this study is as follows. First, in Herrmann et al.'s(2015) study, we compare and analyze the ecosystem of each country by selecting representative regions such as Silicon Valley, Tel Aviv, London and Singapore which have the highest ranking in the start-up ecosystem. Second, we try to deeply understand the start-up ecosystem based on in-depth interviews with various stakeholders such as VC investors, start-ups, support organizations, and professors related to the Korean start-up ecosystem. Finally, based on the results of the study, we suggest development and activation of Korean technology-based start-up ecosystem. As a result, the Seoul start-up ecosystem showed a positive evaluation of government support compared to other advanced countries. In addition, it was confirmed that the ratio of tele-work and start-up company working experience of employees was higher than other countries. On the other hand, in Seoul, It was confirmed that overseas market performance, human resource diversity, attracting investment, hiring technological engineers, and the ratio of female entrepreneurs were lower than those of overseas advanced countries. In addition, according to the results of the interview analysis, Seoul was able to find that start-up ecosystems such as individual angel investors, accelerators, support institution, and media are developing thanks to the government's market-oriented policy support. However, in order for this development to continue, it is necessary to improve the continuous investment system, expansion of diversity, investment return system, and accessibility to the global market. A discussion on this issue is presented.

The Classification System and Information Service for Establishing a National Collaborative R&D Strategy in Infectious Diseases: Focusing on the Classification Model for Overseas Coronavirus R&D Projects (국가 감염병 공동R&D전략 수립을 위한 분류체계 및 정보서비스에 대한 연구: 해외 코로나바이러스 R&D과제의 분류모델을 중심으로)

  • The world is suffering from numerous human and economic losses due to the novel coronavirus infection (COVID-19). The Korean government established a strategy to overcome the national infectious disease crisis through research and development. It is difficult to find distinctive features and changes in a specific R&D field when using the existing technical classification or science and technology standard classification. Recently, a few studies have been conducted to establish a classification system to provide information about the investment research areas of infectious diseases in Korea through a comparative analysis of Korea government-funded research projects. However, these studies did not provide the necessary information for establishing cooperative research strategies among countries in the infectious diseases, which is required as an execution plan to achieve the goals of national health security and fostering new growth industries. Therefore, it is inevitable to study information services based on the classification system and classification model for establishing a national collaborative R&D strategy. Seven classification - Diagnosis_biomarker, Drug_discovery, Epidemiology, Evaluation_validation, Mechanism_signaling pathway, Prediction, and Vaccine_therapeutic antibody - systems were derived through reviewing infectious diseases-related national-funded research projects of South Korea. A classification system model was trained by combining Scopus data with a bidirectional RNN model. The classification performance of the final model secured robustness with an accuracy of over 90%. In order to conduct the empirical study, an infectious disease classification system was applied to the coronavirus-related research and development projects of major countries such as the STAR Metrics (National Institutes of Health) and NSF (National Science Foundation) of the United States(US), the CORDIS (Community Research & Development Information Service)of the European Union(EU), and the KAKEN (Database of Grants-in-Aid for Scientific Research) of Japan. It can be seen that the research and development trends of infectious diseases (coronavirus) in major countries are mostly concentrated in the prediction that deals with predicting success for clinical trials at the new drug development stage or predicting toxicity that causes side effects. The intriguing result is that for all of these nations, the portion of national investment in the vaccine_therapeutic antibody, which is recognized as an area of research and development aimed at the development of vaccines and treatments, was also very small (5.1%). It indirectly explained the reason of the poor development of vaccines and treatments. Based on the result of examining the investment status of coronavirus-related research projects through comparative analysis by country, it was found that the US and Japan are relatively evenly investing in all infectious diseases-related research areas, while Europe has relatively large investments in specific research areas such as diagnosis_biomarker. Moreover, the information on major coronavirus-related research organizations in major countries was provided by the classification system, thereby allowing establishing an international collaborative R&D projects.

  • As stock market gets bigger, use of HTS(Home Trading System) is getting increased in stock exchange. HTS provides lots of functions such as inquiry about stock quotations, investment counsel and so on. Thus, despite the fact that the functions fur convenience and usefulness are developed and used, security functions for privacy and trade safety are insufficient. In this paper, we analyze the security system of HTS service through the key-logging and sniffing and suggest that many private information is unintentionally exposed. We also find out a vulnerable point of the system, and show the advisable criteria of secure HTS.

Economic Analysis of the Livestock Manure Treatment System Using Life-Cycle Cost Technique (LCC 기법을 통한 가축분뇨처리시설의 경제성 분석)

  • To assess the total cost with all stages of facilities, the feasibility of Life Cycle Cost (LCC) analysis was examined in this study to estimate the livestock manure treatment system and optimal decision making process. For the economic evaluation, the plant/equipment investment and annual operation cost of four Public Livestock Recycling Facilities, whose treatment capacity is 100 ton piggery manure per day, was compared. The initial cost was in the range of 2,699 million won to 3,202 million won, where T and E methods were highest and lowest, respectively. The annual operation cost was in the level of 378 million to 498 million won, which decreased in the following order : T method > J method > E method > B method. For the LCC analysis, 4.7% of interest rate, 3.13% of inflation rate, and 1.52% of net discount rate was considered by the data received from Bank of Korea and Statics Korea in the period of 2000 to 2009. Also, for the calculation of present value factor, the durable years of civil engineering & construction, machinery and electric instrument was 30 years, 10 years and 15 years, respectively. Based on these consideration, operation cost was in the range of 17,570 won/ton to 20,661 won/ton, and E method (17,570 won/ton) was economical and B method (20,661 won/ton) was non-economical. Though initial cost of T method was higher than that of B method, LCC analysis of T method was lower than that of T method due to the lower operation cost. Therefore, LCC analysis, which considers both initial cost and operation cost, is more reasonable evaluation method than either initial cost or annual operation cost. For the change of LCC analysis according to the uncertainty, the sensitivity analysis was carried out using fluctuation magnitude of discount rate in the period of 2000 to 2009. As a result, LCC analysis evaluated by discount rate was stable for the uncertain factors since the cost leadership did not change even though the sensitivity analysis varied. In summary, the economic evaluation using LCC analysis could be an efficient reference to choose the suitable livestock manure treatment plants. Furthermore, standardization of statement calculation for the actual cost analysis should be conducted and more detailed study is necessary to validate this summary. Therefore, the application of comprehensive technology evaluation, which considers LCC analysis, should contribute in obtaining objectivity and enhancing reliability for the 'Evaluation of Livestock Manure Treatment System and its Technology'.
