The most wind farm development process in Korea still have not been defined since the history of the wind farm development experiences are very short compared to EU and other developed countries. Therefore, most wind farm development company and researchers have a lot of trouble to implement the wind farm development and need a guideline for the process. Establishing the wind farm needs a complex processes such as transportation system, construction conditions, natural environment and wind conditions etc. Specially, for the restricted development area, the social negotiation and legal minds are necessary. In the case, the decision making process of suitable wind farm area using GIS tool is very useful. However, before using GIS technique, we should understand the development processes and the items for surveying tools. Recently, suitability analysis of selecting Onshore Wind Farm has been studied to consider exclusion analysis to solve the limited develop condition problem. This paper proposed the onshore wind farm development process which can suitable to Korea wind farm environment based on European guideline with GIS tool. To estimate the processes, the processes are divided into two parts, the basic design and wind farm planning. Next, the planning stages are classified into five stages in which the factors for each step were considered.

Recently, construction companies is briskly doing brand marketing investment through the housing brand development. The importance of brand asset is increasing, the brand management is time to set for strong brand. But brand asset management so far has been done in manufacturing and service industry, there is no discussion about housing brand asset management of construction companies. It is aware that how important brand is, but we can't present data for brand marketing investment owing to absence of brand asset management method. Therefore, the purpose of this paper is trying to deduce importance degree of brand asset composite factor through the brand power research. Also it is to present guideline about brand management strategy.

Most of Orders of Magnitude estimate are based on historical data. This data is converted to the current price using by the cost index method mainly. This method, however, is rarely utilized or only for one-time use due to the lack of data and the complex escalation calculation method. This paper present a typical process on the conceptual investment cost estimation using by Cost Indexes based on the actual case for the Train Control facility of High-speed rail project. The result is expected to serve as both an easy way for Order of Magnitude estimate and a standard guideline for computerized modeling.

Objectives : This study aims to analyze the public investment for Korean Medicine R&D to facilitate the future strategic planning. Methods : All government supported research projects for Korean Medicine that were invested in 2009, 2012, 2015 were searched in the NTIS (National Science & Technology Information Service) Database. Research budgets were analyzed by government departments, R&D agents, R&D steps, and research fields. CAGR (Compound Annual Growth Rate) was derived from each Korean Medicine research field. Differences of research budgets among research fields were tested using Chi square analysis. Results : A total of 891 projects supported in 2009, 2012, and 2015 was analyzed. The amount of research budgets has increased, from 49,839 million won in 2009 to 106,536 million won in 2015 showing 13.5% of CAGR. Ministry of Science, ICT, and Future Planning, and Ministry of Health and Welfare were the biggest sponsors in Korean Medicine R&D. Chi square analysis showed that, in this period, there were statistically significant differences of research budgets in Korean Medicine technology equipment field and infrastructure field. Conclusions : To diversify the Korean Medicine R&D, unequal research funding among government departments should be relieved, and virtuous cycle of Industry-University-Institute Collaboration in Korean Medicine need to be built.

Objectives: The purpose of this study is to examine the current status of Korean medicine health technology assessment and explore realistic plans to activate it. Methods: We investigated all the applications for new health technology assessment related to Korean medicine from 2007 to 2016. The several expert meetings were held to draw out the barriers and improvement strategies of the new health technology assessment of Korean medicine field. Results: There were 31 cases in total except for duplications or reapplies falling into 3 main types. First, 19 of them were to try to enter a medical market and be covered by National Health Insurance. Eight cases were to apply western medicine technology as new health technology in Korean medicine area. The rest was 4 cases, which were totally not appropriate for the purpose of new health technology assessment system. According to the expert opinion, the obstacles of activation in new health technology assessment of Korean medicine were application of unstandardized technology, lack of understanding and experience, lack of clinical trial supporting system for Korean medicine, lack of committee members within the nHTA(new Health Technology Assessment) review board, ambiguous definition of medical practice and sharp conflict between western medicine and Korean medicine. Conclusions: Several suggestions were derived. First of all, to activate Korean medicine in the nHTA system, the existing system should be used sufficiently, and multifaceted efforts are needed to upgrade the system, if necessary. Also, self-help efforts, Korean medicine clinical trial supporting system and increasing R&D investment, establishing extra-committee for Korean medicine in nHTA could be needed. Finally, long-term strategy for improving collaboration between Korean medicine and western medicine should be considered.

This paper is intended to suggest a development device for Gwangyang Free Economic Zone(GFEZ) to strengthen the competitiveness of its maritime port of Gwangyang and promote the regional development in Gwangyang Bay Area. This study will evaluate the background, processes, and targets for foreign investment, I examined historical treatises as they relate to inducing investments to Free Economic Zones. I will explore good operation and inducing investment methods GFEZ within the 4P(product, price, promotion, place) framework. I tried to suggest a new management methodology for the Free Economic Zones as suggested by the central government from the regional view point. The purpose of this paper is to investigate the marketing strategies; compare them to the 4P for deploying an actual more efficient governing structure body for the GFEZ. As proposals to promote and activate GFEZ, I recommended in this paper several benchmarks. First, GFEZ must construct good clusters related to regional strengths as they relate to products. Second; to give more flexible incentives to foreign companies as compared with China, England, Ireland, India, Malasia, Thailand and Vietnam using prices as a guideline. Third, it is required to cultivate expert manpower who can communicate with foreign clients relate to promotion. A proactive public information system is also required in addition to marketing strategies for inducing investment. Lastly, GFEZ needs to became independent and separate from the central government and even from regional province.

Many organizations are threatened by numerous information security attacks which are resulting in information security incidents. To prevent information security incidents, organizations invest on various information security measures like information security products, monitoring services and security training and educations. However they do not have enough knowledge about measurable utilities of information security investments. Since there is little studies empirically examining the effect of information security investments, this research aims to find out utilities of information security investment. We especially focuse on information security service investments. This study examined the data from the survey on information security for business sector which was conducted by Korean information & security agency. We utilized negative binomial regression model, which is a suitable model for over-dispersed count data. We found out that an investment on information security education and vulnerability testing have direct impact on reducing information security incidents. This research academically contributed to shed light on the utility of information security investments on reducing information security incidents. This research practically contributed to providing information security investment guideline for organizations which want to reduce information security incidents efficiently.

Therefore, Research background sets out that there is no basic guideline for employment management one of the most important elements in Enterprise administration. and I examined employment control's concept and concept about softness of labor market in theoretical background setting. Also, was abreast of employment control effect, case study and literature research about employment control's basis. Finally, In fluctuation change of Enterprise's employee number, I examined which relation is formed in comparison with sales amount, net profit and the employee number of individual Enterprise using investment analysis material of Stock Company focused on Enterprise that stock is listed on the stock exchange.

Recently, many local governments suffering from traffic congestion have plans to introduce light weight (mid-size) rail transit systems, since the systems' investment costs are known to be much less than heavy rail transits such as the subway in Seoul. Most of the governments expect private partners to be involved in the systems' constructions and operations mainly because of their financial difficulties. Since the governments do not have experiences of evaluating and selecting privately financed transportation systems, they may need an evaluation guideline. This paper discusses evaluation criteria, methodologies, and procedures which will be helpful to local governments faced with evaluating light weight rail transit systems proposed by private companies.

The energy efficiency and environment-friendly aspect of the railway system would be superior to other on-land transportation systems. In a preliminary feasibility study stage, the energy efficiency and problems related with environment are usually not considered. Selection of optimal railway line is taken into consideration include of the purpose of railway, geographical features and facility of management. The railway Alignment which could be reasons of environmental problems are focused and studied in this paper. This study performed opinions of specialists, checking of industrial environment, analysis of bid guideline to select the optimal line and executed AHP method to make quality model and choose weight factors. The investment for railway systems could be encouraged by the considering of main environmental elements evaluated with the modified noise and vibration standard for environment-friendly railway construction.
