This study is an analysis of how national newspapers and local newspapers frame news contents over selecting of the site of International science-business belt. The results of analysis are as follows. First, in national newspapers, 'incompetent government frame' to criticize inconsistent policies and 'relapse prevention frame' were most commonly found. Second, newspapers in the region chosen as the site of an International Science-business belt and newspapers in the region not chosen showed a severe contrast in news frames. Most of news frames in the region chosen as the site of an International science-business belt were 'development frame' and 'performance frame'. On the other hand, newspapers in the region not chosen produced 'incompetent government frame' and 'protest frame' more than others. Finally, local newspapers in the area not related with the site of an International Science-business belt did not even deal with such an articles. These results show that to win large-scale national projects such as PIMFI facilities, local governments have been too much competitive and connected to a conflict.

The Korean government announced plans for the International Science Business Belt as a spatial area for promoting the linkage between scientific knowledge and commercialization in 2009. R&D and entrepreneurial activities are essential for the success of the International Science Business Belt. In particular, prioritizing the types of businesses is critical at the cluster establishment stage in that this largely affects the features and development of clusters comprising the International Science Business Belt. This research aims to predict the entry and growth of firms that specialize in four industrial clusters, including Big Science Cluster, Frontier Cluster, ICT Cluster, and Bio-Healthcare Cluster. For this purpose, we employ the Swann & Prevezer's industrial clustering model to identify sectors that affect the establishment and growth of industrial clusters in the International Science Business Belt, focusing on ICT, Bio-Healthcare and Frontier clusters. Data was collected from the 2014 Korean Innovation Survey (KIS) and University Alimi for the ICT cluster, 2014 National Bio Industry Survey and University Alimi for the Bio-Healthcare Cluster, and the 2015 National Nano Convergent Industry Survey and Annual Report of Nano Technology for the Frontier cluster. Empirical results show that the ICT service sector, bio process/equipment sector, and Nano electronic sector promote clustering in other sectors. Based on the analysis results, we discuss several policy implications and strategies that can attract relevant firms for the development of industrial clusters.

On January of this year, the 29th National Science and Technology Council, presided by President M.B. Lee, officially finalized a contract for a big project to build an International Science and Business Belt(ISBB) that includes the establishment of a new institute, the Asian Basic Science Institute (ABSI) and the construction of a Rare Isotope Accelerator. The government will inject more than 3.5 trillion Wan into the ISBB project. The investment to build the care laboratory for the project, the heavy ion accelerator, the first one in Korea, will be 460 billion Wan, Korea thus aiming to build an accelerator with world-class performance. This will be the sixth in the world. The construction will start from 2012, and is planned to finish by 2015. ABSI, whose construction will be finished by 2012, is planned to be a care laboratory with 3,000 scientists and staff. To. attract world class researchers and other professionals from aver the world, the project includes the creation of a new city with a superb educational, cultural environment, and comfortable living environment for an international community. The site for this new science and business city, "scientific ecosystem", has not been officially decided yet, and supposed to be announced in the first half af this year.
This study analyzed the policy decision process of the International Science Business Belt (ISBB) applying multiple stream model combining Kingdon (2013) and Howlett et al. (2014) models. We looked at what socio-political factors influenced the process and sought to find ways to promote the project of ISBB and the policy of basic science in the future. As a concrete analysis, the policy decision process was divided into policy, policy formation, and implementation policy, and the streams of problem, process, policy and politics, policy window, and policy participant were used as variables. As a result of the analysis, the stream of politics and the role of the policy-entrepreneur played an important role in the policy decision process. Politicians and government officials were more involved than the scientists.

With the evolution of containerization and globalization of supply chains, aspects of port functions have made the transition from the sea to the inland region that forms the dry port. To explore the relationship between dry ports and regional economic development, this study uses a gravity model and forecast model to analyze 1,040 observations in 104 cities (22 dry port cities) along the Yangtze River Economic Belt (YREB) from 2008 to 2017. The model includes economic variables, logistics variables, foreign relations variables, and human capital variables. It was found that the dry port is positively correlated with trade volume. Compared with a city without a dry port, the trade volume of a city with a dry port will increase 0.099 times. It can be concluded that a dry port is crucial for the economic development of the YREB. It was also found that per capita GDP as an economic variable, road area and rail number as logistics variables, and foreign relation variables are positively correlated with trade volume, while the human capital variable has no significant effect on trade volume. In addition, governmental policy implications are addressed from the aspects of dry port and industry cluster caused by foreign investment.

This proposed work aims to understand the Korean Academic Circle (KAC)'s research trend on the "One Belt One Road" (OBOR) by employing a quantitative analysis of the recent research articles published by the KAC. To do so, this proposed research has used the well-known network analysis software, Ucinet 6, by which the papers on related topics are collected and filtered from Korea Citation Index. To perform the analytical selection, the proposed work has chosen 'keywords' as the core research object and performed analysis from transverse to longitudinal aspects, and from holistic to individual aspects, respectively; and from this, the KAC's research trend on OBOR is derived. The present work has established that the KAC's attention is continuously increasing on OBOR and has sustainability. Centered on the OBOR, Korean researchers have spread their studies in various dimensions ranging from the issues like China's political economy to Sino-Korea economic and trade exchanges, and so on. The KAC has even combined OBOR with Korea's international development initiatives, which can help Korea benefit from active and sustainable cooperation with China. Moreover, the proposed work has found that Korean researchers have also actively expressed their growing attention, highlighted Korea's interest, and showed concern about China hegemony and Sinocentrism in their recent documented research works.
Purpose: To investigate the intensity of bilateral international trade of the Silk Road Economic Belt (SREB) countries with Kazakhstan, its relationship with logistics (LPI), to assess their contribution to economic growth and distribution of commodity flows. Research design, data, and methodology: The method of analyzing the bilateral trade flow was applied by using the trade intensity index (TII) and a multidimensional regression model describing the relationship between LPI and its components, TII, the volume of exports and imports, GDP. Results: The nature and directions of the relationship between TII and the key components of logistics, the positive impact of LPI on the intensity of trade are established. It is revealed that the intensity of trade between the countries in the direction of the EAEU-Kazakhstan has a greater impact on the growth of LPI than in the opposite direction. At the same time, the higher the level of trade integration and the volume of GDP, the stronger their impact on the efficiency of logistics and distribution of commodity flows. Conclusions: Effective distribution of commodity flows will require the development of logistics components based on the direction of bilateral trade and the size of countries, the intensification of state reforms in the field of international trade and distribution logistics.

The importance of technology commercialization is being emphasized more and more, but high technology excellence does not always lead to a successful business. In addition, companies that invest heavily in basic research and technology development are also not always able to guarantee high profits. This is due to the technical problems when present in step research and development levels are difficult to commercialize. And the market will not work rationally is also the cause of the problem. Therefore, to effectively utilize the resources necessary to ensure such partners to build alliances and cooperation with external funding or manpower is crucial to commercialize the research results of basic science successfully. In previous studies, it has been made many studies in accordance with the approach to the technology (e.g. Research and Development, Management of Technology, Technology Innovation, etc.). But the study of technology commercialization point of view is not being done much. This study should explores the available business required, or realized in the process of researching the basic science and trying to understand the imperfections of the market through the property of technology (tacit knowledge, objectified value of technology and the information asymmetry between innovation subjects, etc.). In addition, this paper, we try to focus on a strategic approach to the role of International Science Business Belt (ISBB) with success in science and technology business as appropriate countermeasures about breaking the 'Valley of Death.

The study aims to investigate Lebanese-Chinese relations within the framework of the Belt and Road Initiative. Lebanon formally joined the effort in 2017; this paper emphasizes Lebanon's geostrategic importance. The paper presents an assessment of the investment risks in Lebanon, which is considered an economically unstable country with a volatile security situation, with many internal and external political hurdles. The paper refers to the obstacles and challenges that the Chinese investor may face in Lebanese society. The study employs qualitative descriptive analysis to address the status of Chinese investment in Lebanon and the consequences of this partnership; the paper examines previous research related to the Belt and Road Initiative and the Lebanese political, security, and economic situation literature. Due to the deteriorating security situation, external intervention, and the economic crisis, the results reveal that Lebanon is not a top investment priority for China, which is a big impediment to China entering into economic cooperation with Lebanon. The findings of this study suggest that the Lebanese government should adopt an anti-corruption policy to build confidence for the Chinese investor, reduce unnecessary public spending, and hold a national dialogue to build confidence among the Lebanese parties.
