This paper presents the initial findings of a ground-breaking two-year CTBUH-funded research project investigating the real environmental and social sustainability of people's lifestyles in a number of high-rise residential towers in downtown Chicago, and a comparable number of low rise homes in suburban Oak Park, Chicago - based on actual energy bills and other real data. The study is ground-breaking because, to date, similar studies have been mostly based on very large data sets of generalized data regarding whole-city energy consumption, or large-scale transport patterns, which often misses important nuances. This study has thus prioritized quality of real data (based on around 250 households in both high rise and low rise case studies), over quantity. In both urban and suburban cases, the following factors have been assessed: (i) home operational energy use, (ii) embodied energy of the dwelling, (iii) home water consumption, (iv) mobility and transport movements, (v) urban/suburban Infrastructure, and (vi) quality of life. The full results of this seminal study will be published in the form of a CTBUH Research Report publication in 2017. Presented below is an overview of the initial (and, currently, unverified) findings of the research, together with the limitations of the study that should be taken into account, as well as future plans for developing this important pilot study.

Traditionally, students from the Southern world tend to cross their national borders to study abroad. However, in recent times, we have observed a trend in which more and more students, both full-time and short-term, select Southern countries as destinations for overseas education. This paper contributes to the sparse literature on the above phenomenon, examining the case of Vietnam. We surveyed 50 universities and colleges about their international student profiles (including statistics and nationalities) and their strategies for attracting international students. The findings of this study provide implications for Vietnam's policymakers and university/college leaders and other Southern countries when implementing the internationalization of tertiary education.

Purpose - The purpose of this paper is to look into some alternative for Korean shipping to overcome difficult situations in shipping, since then it is economic crisis at the end of 2000s. Research design, data, and methodology - The research method to be adopted is first to review theoretical overview about shipping cycle, and then examine difficult shipping situations and studies management aspect, which is to related to establishment of Korea Shipping Council. Results - The boom and bust situations in shipping market have been identified as result of economic crisis at the end of 2000s. Trade volumes have fallen and shipping tonnage has risen respectively. In practical terms, shipping industry has suffered from difficult situations, following to supply and demand of shipping market, and Korean shipping had to face hard time as well, according to lack of management ability of shipping company. Alternatively, it should be asked shipping forum like Korea Shipping Council. Conclusions - From situations of shipping markets since the end of 2000s, it is strongly asked that every parties got involved in shipping business should understand and share more expertise and knowledge of shipping market, which is finally related to decision- making process in shipping.

국제 공동연구 논문이 국내 공동연구 논문에 비해 피인용을 더 많이 받는다는 사실은 많은 선행연구들의 지지를 받고 있다. 하지만, 개별 논문 단위가 아니라 연구기관 단위의 분석에서는 국제 공동연구와 국내 공동연구 간 피인용도의 차이는 해당 기관의 연구협력 전략에 따라 많은 영향을 받을 것으로 가정할 수 있다. 즉, 국제 공동연구 논문과 국내 공동연구 논문 간 피인용도 차이는 기관별로도 유의미하게 발생할 수 있을 것이다. 본 논문에서는 이에 대한 분석을 위해 인용영향력 증분(Incremental Citation Impact, ICI) 지표를 적용하여, 기초기술연구회 소관 개별 연구기관별로 국제 공동연구 논문과 국내 공동연구 논문의 ICI 지표 값의 차이를 확인하고, 국제 공동연구의 전략 관점에서 결과를 해석하였다.

Over the last several years, regarding to the strategic items, the international community has seen governments make more formal commitments to adopt and implement effective export controls to counter the proliferation of weapons of mass destruction(WMD). United Nations Security Council Resolution 1540(that is "S/RES/1540") stands as the most important of these commitments. Many UN members already have export control laws and regulations in place to prevent the proliferation of weapons of mass destruction. Many members also participate in a variety of formal and informal international arrangements to coordinate their export control efforts. Nonetheless, each of these countries has its own unique legal framework for export controls. This generates considerable diversity in the construction of the specific national legal authorities. Over the last few years, however, a consensus over what constitutes the key elements of effective legal authorities for export controls has begun to emerge. Evidence for this development comes in the identification of best legal authorities or principles at several multilateral conferences on export controls.

The use of outriggers with dampers (the damped outrigger concept) has been shown to be a cost effective method of adding structural damping to a high rise building, and has been described in previous work by the author. This paper further develops the methods used to design such systems and highlights lessons learned in their application. This includes calculation methods, a review of subsequent research from others, and discussions regarding code-compliance.

Core-outrigger-mega frame system is used in Suzhou IFS with 95-story, 450 m-tall, which is beyond Chinese code limit. Besides simple introduction on design principle, structure system and analysis, key techniques including performance based design criteria, frame shear ratio, capacity check of mega column, human comfort criteria under wind induced vibration and TSD design were presented in details for reference of similar super tall building design.

지방의회 기록물은 지방의회가 의결기능, 집행기관 견제 감시기능, 주민대표기능 등의 기능을 수행하는 과정에서 생산된다. 지방의회 기록물 중에서, 가장 핵심적인 기록물은 회의기록물이다. 지방의회의 본질적인 기능이 의원 개개인과 의원들로 구성된 회의체의 활동을 통해서 수행되며, 지방의 법률과 정책을 심의, 토론, 표결하는 의결기관, 회의기관이라는 점에서, 의사결정과정의 결과물이 회의기록물이기 때문이다. 이에 본 논문은 지방의회의 회의기록물의 가치와 중요성을 인식하고, 현 관리 현황을 파악하여 이를 토대로 제도적 측면과 기록물관리 국제표준인 ISO 15489를 준거로 한 주요 기록관리 단계별 측면으로 나누어 지방의회 회의기록물의 체계적인 관리를 위한 개선방안을 각각 제언하였다.

The purpose and hypothesis of the article was the need to solve the following research tasks: Analysis of psychological and pedagogical literature on the research problem. To identify and experimentally test the effectiveness of organizational and pedagogical conditions affecting the creative self-development of a distance learning student. Research methods: analysis of philosophical and psychological-pedagogical literature on the problem under study; pedagogical experiment; modeling, questioning, testing, analysis of the products of students' creative activity (essays, creative works, creative projects) and the implementation of educational tasks, conversations, observations.
