Inter-Korean exchanges using civil aviation has been continuing since the temporary direct air route from Pyongyang to Seoul was opened on June 15th, 2000 for the summit meeting with North Korea. In this paper, I analyze the North Korea Aviation law by focusing on the differences with South Korean Aviation law. While South Korean Aviation law is modeled on the Pandect system, North Korean Aviation law can only be understood by looking at North Korea's socialist ideology. Therefore, North Korean Aviation law has some expressions which can hardly be understood. With respect to the source of aviation law, both South and North Korea are in compliance with the Convention on International Civil Aviation (Signed at Chicago, on 7 December, 1944). Thus, they established the aviation law based on the standards and recommendations provided by ICAO. For this reason, they have similar legal systems and composition. From this analysis, a few differences are also derived regarding aircraft ownership, airports, airline liability, aircraft accident investigation organization and aviation insurance. It is important to note that this paper has a particular limitation. Not only is the information about North Korean law very limited, but North Korea also does not provide easy access to its national legal codes. This paper describes the legal comparison of South and North Korea by focusing on the formation and framework of North Korean aviation law.

The ACT ON THE PROHIBITION OF DISCRIMINATION AGAINST DISABLED PERSONS prohibits discriminatory treatment of persons with disabilities in transportation. But there are situations that limits the movement on persons with reduced mobility. The international community promote to protect disabled persons and persons with reduced mobility against discrimination and to provide them with assistance when travelling by air. According to news report, the governing Council of the International Civil Aviation Organization (ICAO) has established new global core principles on air transport consumer protection. The principles cover three phases of a customer's experience: before, during and after travel, and will now be considered by ICAO's 191 Member States when they develop or review their applicable national regimes. The international community are recognizing that passengers can benefit from a competitive air transport sector, which offers more choice in fare-service trade-offs and which may encourage carriers to improve their offerings, passengers, including those with disabilities, can also benefit from consumer protection regimes. In accordance with these we will also be provided to regulations that can prevent and protect the air passenger. In this paper analyze the regulations of the international air passenger rights, point out the lack of policy.

Since 1993, the civil aviation community through RTCA (Radio Technical Commission for Aeronautics) and the ICAO (International Civil Air Navigation Organization) have been working on the definition of GNSS augmentation systems that will provide improved levels of accuracy and integrity. These augmentation systems have been classified into three distinct groups: Aircraft Based Augmentation Systems (ABAS), Space Based Augmentation Systems (SBAS) and Ground Based Augmentation Systems (GBAS). The last one is an implemented system to support Air Navigation in CAT-I approaching operation. It consists of three primary subsystems: the GNSS Satellite subsystem that produces the ranging signals and navigation messages; the GBAS ground subsystem, which uses two or more GNSS receivers. It collects pseudo ranges for all GNSS satellites in view and computes and broadcasts differential corrections and integrity-related information; the Aircraft subsystem. Within the area of coverage of the ground station, aircraft subsystems may use the broadcast corrections to compute their own measurements in line with the differential principle. After selection of the desired FAS for the landing runway, the differentially corrected position is used to generate navigation guidance signals. Those are lateral and vertical deviations as well as distance to the threshold crossing point of the selected FAS and integrity flags. The Department of Applied Science in Naples has create for its study a virtual GBAS Ground station. Starting from three GPS double frequency receivers, we collect data of 24h measures session and in post processing we generate the GC (GBAS Correction). For this goal we use the software Pegasus V4.1 developed from EUROCONTROL. Generating the GC we have the possibility to study and monitor GBAS performance and integrity starting from a virtual functional architecture. The latter allows us to collect data without the necessity to found us authorization for the access to restricted area in airport where there is one GBAS installation.
The Korea Augmentation Satellite System (KASS), which is under development in Korea as a Satellite Based Augmentation System (SBAS) is expected to broadcast SBAS messages to air space in Korea according to the international standards defined by the International Civil Aviation Organization (ICAO) and the Radio Technical Commission for Aeronautics (RTCA). Around 13 SBAS messages are broadcast in every second to transmit augmentation information which can be applicable to a wide area in common. Each of the messages requires a different update interval and time-out according to the characteristics, purpose, and importance of transmitted information, and users should receive and combine multiple SBAS messages to calculate SBAS augmented information. Thus, a time to take acquiring first SBAS position by users differs depending on broadcasting various SBAS messages with which order and intervals. The present paper analyzes the considerations on message scheduling for broadcasting of KASS augmentation information and proposes a design of KASS message scheduler using the considerations. Compared to existing SBAS systems, which have a wide range of service area, a service area of the KASS is limited to Korea only. Thus, the numbers of ionosphere grid points and satellites to be augmented are expected to be smaller than those of existing SBAS. By reflecting this characteristic to the proposed design, shortening of broadcast interval of KASS message is verified compared to existing SBAS and a measure to increase a speed of acquisition of user navigation solution is proposed utilizing remaining message slots. The simulation result according to the proposed measure showed that the maximum broadcast interval can be reduced by up to 20% compared to that of existing SBAS, and users can acquire KASS position solution faster than existing SBAS.

This paper discussed a procedure for noise certification of Aircraft and predicting the full scale over-flight noise of propeller from acoustic wind tunnel measurement of small scale propeller. Noise Certification Procedures is established from International Civil Aviation Organization(ICAO). The data manipulations are then discussed in extrapolation to simulation flight distance and flight simulation. One of the most important point of flight simulation is adjustments for differences between wind tunnel test conditions and flight test conditions. To simulated the noise level estimation procedure for noise data post-process, simulate procedures from data of the wind tunnel noise measurement and the flight noise measurement by using a 7kg degree UAV. This study confirmed an effectively noise estimation procedures by wind tunnel noise test and flight noise test.

The operation of subway trains induces secondary structure-borne vibrations in the nearby underground spaces. The vibration, along with the associated noise, can cause annoyance and adverse physical, physiological, and psychological effects on humans in dense urban environments. Traditional tethered instruments restrict the rapid measurement and assessment on such vibration effect. This paper presents a novel approach for Wireless Smart Sensor (WSS)-based autonomous evaluation system for the subway train-induced vibrations. The system was implemented on a MEMSIC's Imote2 platform, using a SHM-H high-sensitivity accelerometer board stacked on top. A new embedded application VibrationLevelCalculation, which determines the International Organization for Standardization defined weighted acceleration level, was added into the Illinois Structural Health Monitoring Project Service Toolsuite. The system was verified in a large underground space, where a nearby subway station is a good source of ground excitation caused by the running subway trains. Using an on-board processor, each sensor calculated the distribution of vibration levels within the testing zone, and sent the distribution of vibration level by radio to display it on the central server. Also, the raw time-histories and frequency spectrum were retrieved from the WSS leaf nodes. Subsequently, spectral vibration levels in the one-third octave band, characterizing the vibrating influence of different frequency components on human bodies, was also calculated from each sensor node. Experimental validation demonstrates that the proposed system is efficient for autonomously evaluating the subway train-induced ambient vibration of underground spaces, and the system holds the potential of greatly reducing the laboring of dynamic field testing.
Aeronautical Information Service means a service established within the defined area of coverage responsible for the provision of aeronautical information/data necessary for the safety, regularity and efficiency of air navigation. Especially, in consequence of RNAV envelopment, the role and importance of aeronautical information/data has been increased constantly, therefore advanced RNP and navigation systems has been highly required simultaneously. International Civil Aviation Organization establishes SARPs to maintain aviation safety for every contracting states. Therefore, every contracting states should make an application of the aviation information and data in accordance with ICAO's SARPs, but each state is actually applied with each other regulations considered with each state's circumstance. At the result of these reason, it sometimes makes confuse to aircraft operator and effects significant aviation safety. The purpose of this study is to investigate SARPs of Annexes and rules of FAA relevant to Aeronautical Information Service(AIS), to compare them with Korean Aviation law and regulations related to AIS and then, to provide information for planing and decision-making to enhance them into the international standards.
The time required for airport process is considered more important as the airports are becoming bigger. International Civil Aviation Organization mattes this international standards and recommends not to exceed it. The passenger forecasting model is developed to predict the number of passengers at the check-in counter, and the area of formalities for departure and entry. In case of forecasting the number of outbound-passengers. the patterns of show-up lead time(SLT) at the check-in counter and lag time from check-in counter to the area of departure formalities are modeled in terms of time. On the other hand, the matter of the choice of check-in counters and areas of departure formalities are modeled in terms of space. In case of forecasting the number of inbound-passengers and transfer passengers, the time of airplane movement from arrival to block on at the gate and the time of passengers required from gate to the area of formalities for entry are modeled in terms of time. While the matter of the choice of gates and the areas of formalities for entry are modeled in terms of space. The average error of forecasting outbound-passengers and inbound-passengers is respectively 15% and 10%, which are considered excellent with the 5% error of passenger reservation information as input data. Through the development of passenger forecasting models, we assure we could provide passengers with valuable service because we allocate resource such as employees and equipments according to the degree of concentration of passengers.
What are the international aviation regimes? It is said that they are sets of principles, norms, rules, and decision-making procedures of international aviation around which aviation actors' (states-actors, intergovernmental aviation organization, international aviation conventions, airlines and their organizations etc.) expectations converge in a given aviation issue-area for the purposes of the human welfare and the operations of the stable civil aviation. In this regards, the purposes of this study are focused on the aviation actors' shifts. Chronologically, international aviation regimes have been developed by some stages as followings; The 1st stage is the period from 1944 Chicago Convention to 1978 US Deregulation Act, when the aviation regulations and rules within the international aviation relations were implemented by Chicago-Bermuda regimes as Christer Jonsson pointed out. In this first stage, the sovereignty for the airspace over their countries is absolute. The second stage is the period from 1978 to '1992 Open Skies Agreement' between US and Netherlands. In this regime, airlines' activities as well as state-actors' have been actuated. The third stage is the period from 1992 to the contemporary. In this stage, airlines' activities for the consumers such as 'Open Skies Agreements', 'e-commerce business', 'airspace open policy within EU area', 'service open policy of WTO', and 'airlines' strategic alliance' are the central focal points in the world aviation relationship. In the conclusion, this phenomenon of the core actors in the international aviation rules has been shifted from the states-actors to the non-states actors especially, operating airlines, or consuming customers. Finally, I' d like to suggest that international aviation regimes should be developed to promote and facilitate the globalized level for the people's movements among the global aviation society. That is the way to proceed to the welfare and peace for all human beings of the World.
International Civil Aviation Convention contracted in 1944 adopted International Standards and Recommended Practices(SARPs) as Annexes to Convention for safety and order of International Air Transport and each contracting State shall establish and amend the law on the basis of the SAPRs. However, Any State which find it impracticable to comply in all respects with any such SARPs, or which deems it necessary to adopt regulations or practices differing in any particular respect from those established by SARPs shall give immediate notification to the ICAO of the differences between its own practice and that established by the SARPs and ICAO publish these difference notices as a supplement to annexes. Korea and neighboring countries contracting States with International Civil Aviation Convention are accomplishing standardization of regulation on the basis of SARPs in each State. Air Law of each State need to study on the trait and differences for safety of frequent air transport services around the Korean Peninsula, However, because Korea and Neighboring countries have differences of Air Law by reason of cultural differences and circumstance of each State. Korea and Neighboring countries mean Republic of Korea, The People's Republic of China, Japan and The Domestic People's Republic of Korea and study on Air Law of each state in this study. One of purposes of this study is to analyze the history and organization of each state and then to review how establishing own air law affect air law of each state. Another purpose is to make comparative study on differences between own regulation in Korea and neighboring countries and SARPs and then to review how the differences notice of each state affect air law of each state.
