본 논문은 세계적인 품질인증제도를 도서관 및 정보센터의 서비스 품질 평가에 활용할 수 있도록 이들 제도의 특성을 비교 ${\cdot}$ 분석하고, 외국 도서관의 적용사례를 고찰한 것이다. 본 논문의 분석 결과, TQM을 기반으로 한 데밍품질상, 말콤발드리지 국가품질상, 유럽 품질상의 품질인증기준은 광범위하고 동적이며, 고객 지향적인 제도인 반면, ISO 9000 품질 인증 제도는 협소하고, 정적이며, 명세서의 일치여부를 평가하는 내부지향적 제도임이 밝혀졌다.

Nowadays most companies are required to acquire the quality assurance system for their survival. It is essential to improvement company's competitive power that Certification of Quality Assurance System but there are many problems. To analysis the effects of ISO 9000 series/QS-9000 QA systems to the Domestic Company Quality Improvement as well as quality consciousness, data has been surveyed form quality assurance engineers who have work on certification activities. The data is analyzed using relevant tabulations of five scale or paired t test method in order to compare level of quality management of pre-certification with that of post-certification. It is analyzed in two parts which are qualitative effects and quality maturity grid. Also, to analysis for the bottlenecks and problems the data is analyzed using frequency analysis method.

As environmental concerns grow, people are becoming more aware of energy efficiency, carbon reduction, and sustainable development. Leadership in Energy and Environmental Design (LEED) certification is currently the most widely recognized building environment assessment method connected to energy and the environment worldwide. This study explores trends for six factors (energy and atmosphere, materials and resources, indoor environmental quality, sustainable sites, water efficiency, and innovation in design) to assess four levels of LEED certification (Platinum, gold, silver, and certified) using 11,209 LEED projects in the United States. The study analyzes trends using scores of percentages of maximum points by certification level, ownership type, space type, and climate zones. With the interest in the Environmental, Social, and Governance (ESG) principle on the rise, this study contributes to a better understanding of the trends and future of LEED certification in the built environment sector.

방위사업청은 2012년부터 군수품의 우수한 기술력과 품질을 인증하기 위해 DQ마크(Defense Quality Mark) 인증제도를 운영하고 있다. 하지만, 현행 DQ마크 인증제도는 소프트웨어(Software, SW) 단독 제품의 품질을 검증할 수 없어 소프트웨어 제품에 직접 DQ마크 인증을 부여하지 못하고 있다. 그러므로 본 논문은 DQ마크 인증제도에서 소프트웨어 제품의 품질을 검증할 방안을 찾기 위해 DQ마크 인증제도의 인증심사 절차와 국내·외 소프트웨어 품질평가, 인증 표준을 분석하였다. 그 중 국제표준인 ISO/IEC 25000 시리즈를 따르는 GS(Good Soft) 인증제도를 DQ마크 인증제도에 적용하는 방안을 개선방안으로 제시하여 DQ마크 인증제도에서 소프트웨어 제품의 품질을 검증하여 인증을 부여할 수 있도록 인증범위의 확대를 꾀하였다. 본 논문은 DQ마크 인증제도에 GS인증제도를 도입함으로써 시스템 소프트웨어 단독 제품에 대해 DQ마크 인증을 부여할 수 있도록 기존 인증절차에서 소프트웨어 제품 품질 평가에 불필요한 절차인 공장심사의 생략과 제품심사에 GS 인증서를 제출받아 검증하는 개선된 절차를 제안했고, 부여받은 DQ마크를 활용한 방산수출의 증대와 GS인증을 통한 국방 분야 소프트웨어 제품의 품질향상을 기대한다.

우리나라는 지금까지 항공기 개발에만 투자가 집중되어 필수적인 안전절차를 비롯한 인증활동 등에 대한 세부기준과 절차에 대해서는 소홀하였던 게 사실이다. 대부분의 항공 선진국들은 항공기의 안전한 운용을 위해 ICAO Annex 8에 근거한 감항증명을 법제화하여 의무적으로 시행하고 있으며, 미국은 국방부 및 FAA의 감항증명 체계를 자국의 현실에 맞게 적용하고 있다. 따라서 항공기 개발을 할 수 있는 국가로서 항공기의 높은 안전성 구축과 더불어 해외수출 기회 마련을 위해 항공기의 안전성을 보장할 수 있는 국제적 수준의 항공기 감항인증 체계의 구축이 필요하다. 이를 위해 국내 감항증명의 문제점을 분석하여 국외 선진사례를 반영하여 개선된 감항증명 체계의 구축방안에 대하여 연구를 수행하였다.

현재 국내의 무인항공기 기술은 첨단성과 산업 경쟁력 측면에서 모두 항공 선진국에 비해 뒤쳐져 있지만 무인항공기를 기존의 유인 항공 체계에 편입하고 산업에 응용하고자 하는 세계적 노력을 방관만 할 수 없는 실정이다. 무인항공기는 기존의 항공 체계에 비교적 새로운 시스템이지만, ICAO는 체약국들과 항공업계가 무인항공시스템을 좀 더 이해하고 활용을 촉진할 수 있도록 많은 노력을 기울이고 있다. 특히 무인항공기시스템을 원격조종항공기시스템(RPAS)과 기타의 무인항공기시스템으로 분류하고, 가까운 장래에 RPAS를 유인항공기 영역에 통합해서 운용하기 위한 표준화 작업을 선도하고 있다. 이러한 취지에서 ICAO는 RPAS의 글로벌 운용을 위한 표준화를 추진하게 되었고, 본 연구에서는 ICAO 표준화 활동을 포함한 국내 RPAS 인증체계 구축 전략 연구를 수행하게 되었다. 따라서 본 논문에서는 RPAS 안전에 대한 국내외 규제 프레임워크를 분석하고 국내 RPAS 인증 체계 구축을 위한 전략을 제시하였다.

The purpose of this study is to explore ways of improving the motor vehicles safety certification system in preparation for the deployment of Lv.4 or higher autonomous vehicles. In order to effectively achieve the objectives of this study, theoretical and empirical research methodologies were employed, including literature review of prior research, government-published data, etc.; comparative research on legislative cases of other countries regarding motor vehicles safety certification; historical and legal research on domestic systems; legal analysis to explore approaches for improvement, etc. Some argue that the type approval system is needed in preparation for deploying autonomous vehicles, but there are several limitations in moving to the type approval system from the self-certification system currently adopted in Korea. First, there is a possibility that the system may be in conflict with the Korea-U.S. MOU regarding Foreign Motor Vehicles (1988) and the Korea-U.S. FTA (2011); second, there is a risk of undermining the cause of the self-certification system, which is the autonomy of manufacturers; third, the boundary between autonomous vehicles and non-autonomous vehicles is unclear; and fourth, the type approval system may hinder technological competitiveness. On the other hand, considering that the Korea-U.S. FTA and the UNECE IWVTA recognize exceptions to deal with road safety and risks to human health or the environment, and have a pre-certification system for some auto parts such as pressure-resistant containers, it can be said that there is room to introduce the type approval system for supplementation purposes. To improve the motor vehicles safety certification system while ensuring the safety of autonomous vehicles of Lv.4 or higher, the targets of type approval should be defined and the criteria, procedures, etc. for type approval should be established. At the same time, the consistency between motor vehicle-related laws and harmonization with international standards need to be considered.

러시아 정부는 세계 3위의 민간항공기 생산 강국을 목표로 민간항공기 제작기술 및 첨단 소재 확보를 위해 외국과 생산 제휴 등 전략적 협력을 확대하는 중이다. 또한 러시아 정부는 항공기 제작산업의 발전을 지원하고 항공 인증 조직을 개편하여 체계적인 항공안전 확보를 추구하고 항공제품 수출을 위한 국제협력과 인증활동에 많은 노력을 기울이고 있다. 국가 간에 민간항공기 안전 및 인증분야의 협력체계를 구축하기 위해서는 전반적인 인증시스템에 대한 상호간의 이해와 신뢰를 구축하는 과정이 요구된다. 따라서 본 연구에서 러시아의 항공기 인증조직, 법령체계, 인증절차를 분석하여 러시아의 항공기 인증체계에 대한 이해를 돕고자 하였다.

Electric motors and drives consume the largest amount of electricity more than 40% of global electricity consumption. In addition, motors, drives and its components are included in the global high-trade products and the main driving source for industrial equipment and house appliances. Thus, International standards and regulations for their safety and efficiency are internationally being discussed and created for the protection of its citizens and energy saving. So, understanding the international standards and the regulation of each country is essential to enhance overseas market and to develop product. In this paper, on the basis of this background, status and trends of international standards and regulations are introduced for safety and efficiency of motors and the drives. Safety and efficiency of the IEC (International Electrotechical Commission) standards are introduced in the emphasis. Also, regulations are studied about the differences and trends in each county.

최근 기업들은 국제무역거래에서 무역안전과 무역원활화의 상충된 목적을 충족시키기 위해 원활하고 신속한 통관을 위한 AEO(Authorized Economic Operator) 제도를 도입하고 있다. 본 연구는 우리나라의 AEO 인증을 획득한 150개 기업들을 대상으로 정부의 지원이 AEO 인증유지 사후관리에 미치는 영향과 만족도 간의 영향관계를 검증하여 향후 AEO 제도 활성화 방안을 모색하고자 함에 있다. 본 연구는 기존의 이론 및 실증연구를 토대로 연구모형과 가설을 도출하여 실증분석을 한 결과 다음과 같은 연구결과를 얻었다. 첫째, AEO 제도 정부정책지원은 AEO 인증유지 사후관리, AEO 만족도 요인에 양(+)의 영향을 미쳤다. 둘째, AEO 인증유지 사후관리 요인은 AEO 만족도 요인에 양(+)의 영향을 미쳤다. 셋째, 정부재정지원 요인은 AEO 인증유지 사후관리 요인에 부(-)의 영향을 미쳤다. 본 연구가 선행연구와 차별화된 내용은 AEO 인증을 통하여 기업들이 체감하고 있는 만족도를 평가하였고, 정부의 지원이 사후관리와 만족도 간의 관계를 실증적으로 평가하였다는 것이다. 학문적인 기여도는 우리나라 AEO 제도의 사후관리 연구를 진행하였고, 실무적 기여도는 우리나라 기업들이 AEO 제도를 활용하기 위한 방향성을 제시하였다는데 의의가 있다.
