원유공급 위기의 경제적 효과에 관한 연구 (Designs for Self-enforcing International Environmental Coordination)

  • 본 연구는 OPEC의 감산합의 또는 투기적 비축 등과 같은 전략적 또는 자발적 수출제약으로 인해 필요한 원유를 충분히 확보하지 못할 때 발생하는 원유공급 위기가 우리 경제에 미치는 효과를 분석하였다. 원유가격의 변화가 예측이 불가능한 현상으로 가정하고 외생적인 변수로 간주하는 기존의 연구와 달리, 본 연구는 자발적 수출제약으로 인해 원유가격이 내생적으로 결정되는 동태적 연산 가능 일반균형 모형을 이용하여 원유공급 위기에 따른 파급효과를 분석하였다. 본 연구의 분석시나리오는 IEA의 단계별 비상조치에 근거하여 원유공급량이 BaU 대비 7%와 12% 감소하는 경우로 설정하였다. 모의실험 결과 원유공급이 7%와 12% 감소하면 원유도입가격은 약 17.3%와 33.5% 증가할 것으로 예측된다. 이에 따른 경제성장률은 약 0.52%p와 0.96%p 감소하는 것으로 추정된다. 다시 말하면 원유도입가격이 1% 증가하면 경제성장률은 0.03%p 감소하는 것에 해당한다. 반면 소비자물가는 0.8%p와 1.51%p 증가하여, 원유도입가격이 1% 증가하면 소비자물가는 약 0.045% 증가할 것으로 예측된다. 원유공급 위기가 발생하면 전력의 생산량은 감소하고 전력가격은 수요 감소로 인해 1차년도에 약간 감소하다가 생산비용 증가효과로 인해 전력가격은 상승하는 것으로 추정된다. 전원 믹스에 미치는 효과를 살펴보면, 석유제품의존도가 높은 화력과 자가발전의 생산량 감소가 상대적으로 큰 것으로 나타난다. 원유의 공급위기로부터 직접적인 영향을 받는 석유제품은 큰 폭으로 하락하는 반면 석탄과 열에너지는 대체효과로 인해 오히려 소비량이 증가하는 것으로 추정된다. 액화천연가스는 당해 연도에는 경기침체와 함께 소비량이 줄어들지만 시간이 지날수록 석유와의 대체관계로 인해 소비량이 증가할 전망이다. 생산량이 대폭 감소하는 석유제품산업은 가격이 큰 폭으로 상승하여 판매액은 오히려 증가한다. 열에너지와 석탄산업은 대체효과로 인해 생산량이 증가하는 반면 그 외의 모든 산업은 원유공급 위기가 발생하면 생산량과 생산액 모두 감소하는 것으로 나타난다.

원자력 추진 잠수함의 특성과 농축우라늄 사용 (The characteristics of nuclear powered submarine and the use of enriched uranium)

  • Nuclear power is a way of attaining an enormous amount of energy with relatively small amount of resources and after it has been introduced to the submarine since 1954, there are approximately 150 of nuclear powered submarine currently on a mission around the world. This is due to the maneuverability, mountability and covertness of nuclear submarines. However, there are other tasks, not only the high level of nuclear technology that are needed to be dealt with in order to construct nuclear powered submarine. The biggest task of all is to secure the enriched uranium. Accordingly, this research is about the way of enriching and securing the nuclear fuel that are used in the nuclear submarine with the characteristics, merits and demerits of the nuclear submarine. Due to the fact that the pressurized water reactor in South Korea is the reactor that was originally built for the development of nuclear powered submarine, many parts is designed to be suitable for the submarine propulsion. However, in order to apply this to submarine it is needed to consider additional requests such as the position of reactor, accident-coping system, radioactive covering, reactor output adjustment and ship's pitch and roll in order to apply this to submarine. Nuclear submarines have much higher speed based on the powerful propulsion in comparison with diesel-electric submarine and also have bigger loading area. Besides, there is no need to snorkel and they also have advantages in covertness with the multi-noise proof system. The nuclear technology in South Korea has seen the dramatic development since 1962 and in 1998 reached to the level that we have succeeded in the localization of nuclear plant and exported the world-class one-piece small-sized reactor (SMART) to UAE. To operate these reactors, we import the whole quantity of low-enriched uranium and having our own uranium enrich facility is not probable because of the budget and international regulations. With the ROK/US nuclear agreement revised on 2015 November, the enrichment of uranium that are available without special permission has changed up to 20%. According to the assumption that we use the 20% enrichment of Uranium on U.S. virginia class submarine, it is necessary to change the fuel after 11 years and it will cause additional cost of 1 billion dollars. But the replace period by the uranium's enrichment rate is not fixed so that it is possible to change according to the design of reactor. Therefore, I would like to make a suggestion on two types of design concepts of nuclear submarine that can be operated for 30 years without nuclear fuel change by using the 20% enriched uranium from ONNp.First of all, it is possible by increasing the size of reactor by 3 times and it results in the 1,000t increase of the weight. And secondly, it is by designing the one piece reactor to insert devices such as steam turbine, condenser into the inside of nuclear core like the Rubis class submarines of France.

소아청소년을 대상으로 한 재활승마 선별도구 : 델파이 방법을 통한 융합연구 (The Screening Tool for Equine Assisted Activities and Therapies in Children and Adolescents : A Convergence Study with the Delphi Method)

  • 본 연구의 목적은 국내 소아청소년을 대상으로 한 재활승마 선별도구를 개발하는 것으로, 승마장에서 재활승마지도사들이 참가자를 직접 선별 가능하도록 하기 위함이다. 예비 선별도구는 6명의 전문가가 기존 국외의 지침서들을 참조하여 개발하였으며 해당 인원이 포함된 총 23명의 전문가들을 대상으로 두 차례의 델파이 연구를 진행하였다. 선별도구 각 항목의 적절성에 대한 의견을 0점(비동의)~10점(동의)으로 총 11점 척도로 표시하도록 하였다. 항목의 적절성이 8점 이상인 경우를 합의된 항목으로 간주하였으며 8점 이상인 항목은 48개의 항목 중 39개의 항목이었다. 39 항목의 켄달의 일치계수에서 유의미한 결과값이 나타나(p<.001) 평가자간 의견일치가 되었음을 확인하였으며 따라서 최종 선별도구는 총 39개의 항목으로 구성되었다. 재활승마 선별도구는 참가자에게 보다 더 안전한 재활승마를 제공할 것이며 향후 성인을 대상으로 한 추가적인 연구가 필요할 것으로 보인다.

Comparison of Parallel and Fan-Beam Monochromatic X-Ray CT Using Synchrotron Radiation

  • Monochromatic x-ray CT has several advantages over conventional CT, which utilizes bremsstrahlung white x-rays from an x-ray tube. There are several methods to produce such monochromatic x-rays. The most popular one is crystal diffraction monochromatization, which has been commonly used because of the fact that the energy spread is very narrow and the energy can be changed continuously. The alternative method is the use of fluorescent x-ray, which has several advantages such as large beam size and fast energy change. We have developed a parallel-beam and a fan-beam monochromatic x-ray CT, and compared some characteristics such as accuracy of CT numbers between those systems. The fan beam monochromatic x-rays were generated by irradiating target materials by incident white x-rays from a bending magnet beam line NE5 in 6.5 GeV Accumulation Ring at Tukuba. The parallel beam monochromatic x-rays were generated by using a silicon double crystal monochromator at the bending magnet beam line BL-20BM in Spring-8. A Cadmium telluride (CdTe) 256 channel array detector with 512mm sensitive width capable of operating at room temperature was used in the photon counting mode. A cylindrical phantom containing eight concentrations of gadolinium was used for the fan beam monochromatic x-ray CT system, while a phantom containing acetone, ethanol, acrylic and water was used for the parallel monochromatic x-ray CT system. The linear attenuation coefficients obtained from CT numbers of those monochromatic x-ray CT images were compared with theoretical values. They showed a good agreement within 3%. It was found that the quantitative measurement can be possible by using the fan beam monochromatic x-ray CT system as well as a parallel beam monochromatic X-ray CT system.

통일한국의 유통물류체계 구축 연구 (A Study on the Establishment of Distribution and Logistics System in the unified Korea)

  • 통일부는 최근 박근혜 대통령에게 외교부, 국방부 및 국가보훈처와 공동으로 2015년 합동 업무보고를 하였다. 특히, 통일부는 "협업을 통한 통일준비"를 주제로 보고를 하면서 통일준비 3대 추진전략과 함께 ${\triangle}$호혜적 남북경협 추진 등 6대 중점 추진과제를 제시하였다. 본 연구는 특히 6대 중점 추진과제 중에서 "호혜적 남북경협"에 대하여 중점적으로 다루어 보았고, 향후 통일 한국이 실현되는 경우 수반되는 실천과제로서 유통물류체계의 구축 방안에 대하여 분석해 보았다. 결론적으로 정부의 관련 계획과 국내외적으로 추진되어 온 각종 남북관련 사업의 지속적인 추진 그리고 남북경제체제 및 시대적 여건 등의 차이 극복을 위한 유통구조 조정을 위하여 남북한 공동으로 교류협력지구(평화의 섬 등)를 조성하고, 유통 물류체계 통합을 위한 남북한 공동사업의 시범 운영이 필요할 것으로 판단하였다. 남북한이 공동으로 상호 협력을 통한 해양수산 및 국제물류(해상운송, 항공운송)의 문제를 해결하기 위하여 남북한 간의 협정을 맺고 이에 의한 해운 항공산업 보호 및 조선 산업의 육성이 필요할 것이라는 점을 강조하였다. 이에 따라 통일준비 시 추진 단계는 1단계(준비기)는 평화지대화 착수의 단계이고 2단계(형성기)는 교류협력지구 조성의 단계 그리고 3단계(정착기)는 접경지역 평화벨트 구축의 단계가 될 것으로 판단하였고 이를 단계적으로 추진해야 할 것으로 주장하였다. 특히, 통일 이후에는 한반도 통일시대의 유통물류 인프라 계획과 조성, 네트워크 구축 등을 통한 SCM체계를 구축하고 간선철도 및 도로망을 통한 중국 대륙과의 접속이 이루어져야 할 것이다. 이 연구에서는 다음과 같은 정책적 제언을 할 수 있다. 통일 한국을 대비한 한반도 유통 물류체계를 구축하고 유통센터를 조성하여 유라시아 이니셔티브 확보를 위한 TKR-대륙 철도 연계체계 구축을 제안한다. 남북한 간선가로망을 정비하여 한반도 고속도로망을 Asian Highway에 접속하여 도로에 의한 국제운송네트워크의 구축이 이루어져야 한다. 특히, 제4차 국토기본계획의 재수정계획을 수립한 후 한반도를 기본 단위로 하는 통일한국의 유통 물류국가계획 수립 및 유통 물류체계를 구축해야 할 것으로 판단한다.

토양 중금속 함량 측정에 대한 토양오염공정시험기준과 국제표준간의 적합성 평가 (Assessment for the Comparability between Korean Ministry of Environment Standard and ISO Standard for the Determination of Heavy Metals in Soil)

  • According to the agreement on WTO/TBT, we are under the situation to adopt international standard (ISO standard) as a national standard if it exists. However, in case of environmental area, it is a domestic legal obligation to use Korean environmental standard method(KESM) for analyzing various contaminants. Therefore it is necessary to assess the comparability between KEM and ISO standard prior to apply ISO standard to soil conservation law in Korea. The main purpose of this study is to assess the comparability of both methods for analyzing heavy metals in soil. We looked over various aspects like pre-treatment, calibration curve range, detection wavelength, soil organic matter content and so on. Apparently, the procedure of both methods is almost same. However in details, both methods are different in stationary time before aqua-regia extraction using reflux system, calibration curve range for Cu, Pb, Ni and measuring wavelength for Pb. According to the results of comparison test, the results were significantly different when the different calibration range was used. In case that all the extracts independent of methods were reanalyzed with the same calibration range of each method, both methods showed statistically same results. Other conditions like different stationary time, measuring wavelength of AAS and soil organic matter content did not have any influence on the analytical result. Therefore, we suggest to extend the calibration curve range to 0~8 mg/L which is used in KS I ISO standard(Korean standard related with environment which is translation version of ISO standard without any technical change). In case of $Cr^{6+}$, the results showed no significant differences between two methods even though the pretreatment, instrumentation and other analysis conditions were different. In addition to UV/Visble spectrometry of KESM for soil contamination, we suggest to adopt ion chromatography of ISO 15192(US EPA method 7199) for analyzing $Cr^{6+}$ with the consideration of laboratory work efficiency.

CoOx/TiO2 촉매상에 ConTiOn+2 화합물의 생성과 저온 CO 산화반응에 대한 촉매활성 (The Formation of ConTiOn+2 Compounds in CoOx/TiO2 Catalysts and Their Activity for Low-Temperature CO Oxidation)

  • The formation of $Co_nTiO_{n+2}$ compounds, i.e., $CoTiO_3$ and $CO_2TiO_4$, in a 5wt% $CoO_x/TiO_2$ catalyst after calcination at different temperatures has been characterized via scanning electron microscopy (SEM), Raman and X-ray photoelectron spectroscopy (XPS) measurements to verify our earlier model associated with $CO_3O_4$ nanoparticles present in the catalyst, and laboratory-synthesized $Co_nTiO_{n+2}$ chemicals have been employed to directly measure their activity profiles for CO oxidation at $100^{\circ}C$. SEM measurements with the synthetic $CoTiO_3$ and $CO_2TiO_4$ gave the respective tetragonal and rhombohedral morphology structures, in good agreement with the earlier XRD results. Weak Raman peaks at 239, 267 and 336 $cm^{-1}$ appeared on 5wt% $CoO_x/TiO_2$ after calcination at $570^{\circ}C$ but not on the catalyst calcined at $450^{\circ}C$, and these peaks were observed for the $Co_nTiO_{n+2}$ compounds, particularly $CoTiO_3$. All samples of the two cobalt titanate possessed O ls XPS spectra comprised of strong peaks at $530.0{\pm}0.1$ eV with a shoulder at a 532.2-eV binding energy. The O ls structure at binding energies near 530.0 eV was shown for a sample of 5 wt% $CoO_x/TiO_2$, irrespective to calcination temperature. The noticeable difference between the catalyst calcined at 450 and $570^{\circ}C$ is the 532.2 eV shoulder which was indicative of the formation of the $Co_nTiO_{n+2}$ compounds in the catalyst. No long-life activity maintenance of the synthetic $Co_nTiO_{n+2}$ compounds for CO oxidation at $100^{\circ}C$ was a good vehicle to strongly sup port the reason why the supported $CoO_x$ catalyst after calcination at $570^{\circ}C$ had been practically inactive for the oxidation reaction in our previous study; consequently, the earlier proposed model for the $CO_3O_4$ nanoparticles existing with the catalyst following calcination at different temperatures is very consistent with the characterization results and activity measurements with the cobalt titanates.

세계 주요 컨테이너 해운기업의 전략적 제휴의 현황과 그 생성원인에 관한 연구 (An Analysis on Situation and Causes of Strategic Alliance Major Container Liner Company in the World)

  • From the beginning of 1990s , also in the shipping industry, especially liner shipping industry competition has been more intensive and difference of the service quality among shipping companies has been learned . On the other hand, a shipping company has some limitations to do its international mission for itself just by broadening service area. For this reason, the necessity for the global strategi alliance among the shipping companies, which is orginally aimed at sharing of facilities and organixation, has been developed. Through strategic alliance, liner shipping companies do not need to input the additional capitals to increase the material assets such as vessel capacity and spread the risk by the enlargement of the market. Also, they can secure the competitive edge through efficient utilizaton of assets. The purpose of strategic alliance of Hanjin Shipping Ltd., can be summarized as follows ; broadening of service area, cost reduction through vessel sharing, realization of rationalized shipping service by terminal and equipment or facilities sharing. Liner strategic alliances are agreement among liner companies to pol their equipment , andterminals for joint operations and services in which each alliance partner continues to serve its market using jointly operated or used inland feeders,inland terminals, port terminals, and mainline fleets of ship as well as joint pools of containers and equipment. Strategic alliances are generally more formal agreements than consortia and impose longer term and far reaching obligation on their members. It also acts as one in developing and advancing the strategic aims of the alliance members. The most important objective for liner strategic alliances is cost reduction and improvement in capital asset utilization. Main aims of strategic alliance drawn in this paper, can be enumerated follows : 1. improvements in service frequency and quality : 2. improvements in vessel and equipment utilization and thereby reductions in fixed and variable cost ; 3. improvements in market shares and high value cargo booking ; 4. reductions in intermodal storage and port terminal throughput costs ; 5. improvements in negotiating powers with ports and feeder transport providers ; 6. reduction in financial and other fixed costs such as insurance; 7. coordination and integration of MIS and EDI systems and service for greater efficiency and market penetration ; and, 8. improvements in logistic chain management and economic of scale by equipment depot, terminal, and vessel sharing.

지능형 로봇에 대한 안전관리 발전방안 (Development Plan of Safety Management on Intelligent Robot)

  • 본 연구는 지능형 로봇에 대한 이해, 지능형 로봇의 위해성 분석, 지능형 로봇 안전관리 주요현황, 지능형 로봇 안전관리 추진방안 등을 통한 지능형 로봇 안전관리 발전방안을 제시하였다. 본 연구에서 도출된 연구결과는 다음과 같다. 첫째, 지능형 로봇 개발 및 보급 촉진법, 시행령, 시행규칙 등 관련법규에 지능형 로봇의 안전관리를 실질적으로 규제할 수 있는 조항을 신설하거나 별도의 법규를 제정하고, 나아가 윤리 및 안전 관련법규에도 지능형 로봇에 대한 안전관리 관련조항을 신설하는 방안을 추진해야 한다. 둘째, 지능형 로봇에 대한 안전관리를 보장하기 위해 국가적, 국제적인 합의를 통한 '로봇윤리헌장'의 제정이 필요하다. 이와 병행해 인간과 로봇의 공존을 위한 로봇윤리헌장의 대국민 홍보를 통해 일반인들의 지능형 로봇에 대한 안전관리 의식을 유도하고 지능형 로봇의 권리에 대한 이해를 제고하여야 한다. 셋째, 경호경비 관련 업계 및 학계는 지능형 로봇이 경호경비산업에 미치는 중대한 영향을 인식하고 지능형 로봇에 대한 안전관리 및 그 활용방안을 모색하여야 한다. 군사 로봇, 보안 로봇 등 지능형 로봇의 운용, 관리뿐만 아니라 이로부터 인간을 안전하게 보호하는 것도 경호경비의 한 분야로 부각될 전망이므로 이에 대한 적극적인 논의와 대응이 필요하다.

Identification of Potential DREB2C Targets in Arabidopsis thaliana Plants Overexpressing DREB2C Using Proteomic Analysis

  • The dehydration responsive element binding protein 2C (DREB2C) is a dehydration responsive element/C-repeat (DRE/CRT)-motif binding transcription factor that induced by mild heat stress. Previous experiments established that overexpression of DREB2C cDNA driven by the cauliflower mosaic virus 35S promoter (35S:DREB2C) resulted in increased heat tolerance in Arabidopsis. We first analyzed the proteomic profiles in wild-type and 35S:DREB2C plants at a normal temperature ($22^{\circ}C$), but could not detect any differences between the proteomes of wild-type and 35S: DREB2C plants. The transcript level of DREB2C in 35S: DREB2C plants after treatment with mild heat stress was increased more than two times compared with expression in 35S:DREB2C plants under unstressed condition. A proteomic approach was used to decipher the molecular mechanisms underlying thermotolerance in 35S:DREB2C Arabidopsis plants. Eleven protein spots were identified as being differentially regulated in 35S:DREB2C plants. Moreover, in silico motif analysis showed that peptidyl-prolyl isomerase ROC4, glutathione transferase 8, pyridoxal biosynthesis protein PDX1, and elongation factor Tu contained one or more DRE/CRT motifs. To our knowledge, this study is the first to identify possible targets of DREB2C transcription factors at the protein level. The proteomic results were in agreement with transcriptional data.
