A Study on the Guard System in the Last Period of the Joseon Dynasty (구한말의 호위제도 고찰)

  • The guard system in the last period of the Joseon Dynasty, established at the time of the struggle of invading world powers and the loss of the Dynasty rights, was strengthened to protect the Royal family and the Dynasty from the attacks of foreign powers. While investigating both the military system and the guard system from the beginning of King Gojong's direct royal governing to the time of Japanese annexation of Korea, we realize that the Joseon Dynasty not only lost the support of the public but also had little power to cope with the aggression of foreign countries. The reformation and strengthening by Daewongun, King Gojong's father, was made in preparation for King Gojong's direct royal rule. Nevertheless, the intervention of foreign countries in the domestic affairs of the Joseon Dynasty got worse. As opposed to their intervention, Queen Minbi had engaged in politics, which resulted in murderous attempts on her. The Joseon Dynasty had tried to reform and intensify the guard system. New names such as Muwiso, Chingunyeong, and Siwidai, had been given respectively. Such reformation and intensification had little effect because of two successive victories at the Sino-Japanese War and the Russo-Japanese War of Japan. Japan occupied the Joseon Dynasty by force after all. The guard system of Daehan-jeguk(the Empire of Korea) was eventually incapacitated; an army in the cause of justice was raised instead. However, The state of things and the guard system at that incapacitated period gives a good lesson for the establishment of a modern guard system at the present day.

Antibacterial Effect of Bacteria Isolated from the Plant Rhizosphere against Pathogenic Bacteria of Fish (식물근권에서 분리한 세균의 어류질병세균에 대한 항균활성 효과)

  • Olive flounder (Paralichthys olivaceus) is an important aquaculture fish species in Jeju Island, South Korea. Due to the intensification of flounder fish farming, huge amounts of chemical antibiotics are used against several fish diseases. This has many harmful side effects on fish, as well as human consumers. Hence, an alternative to chemical antibiotic agents is needed for disease control. In this study, three strains of rhizobacteria (BRH433-2, TRH415-2, and THJ609-3) were isolated from the rhizosphere of plants. Assays of their antibacterial activity against fish pathogens, such as S. iniae, S. parauberis, V. anguillarum, and E. tarda, were performed with untreated broth culture (without cell separation), supernatant, and precipitated pellets separated by centrifugation. Among these, the cell suspension prepared from the precipitated pellet showed significant antimicrobial activity when compared with that of the untreated broth culture and centrifugal supernatant. These results indicate that the three isolated rhizobacterial strains exhibit antibacterial activity. Analysis of the 16S rDNA sequences of the BRH-433-2, THJ609-3, and TRH415-2 strains showed the highest similarity to Burkholderia gladioli (99.5%), Pseudomonas baetica (97.7%), and P. koreensis and P. baetica (98.4%), respectively. We suggest that the strains hold promise in disease management of fish.

The Financial Stability of Before-and-after Retirement -Expectation and Support for the Quality of the Elderly Life- (은퇴 전후 세대 재정안정성 -노년기 삶의 수준에 대한 기대와 지원-)

  • Lately, as the problem of the aged poverty becomes a big social issue, this paper studies the problem of financial stability with respect to the income and consumption of before-and-after retirement generations. After dividing the data in Korean Longitudinal Study of Ageing(KLoSA) into retired and non-retired groups, this study compares the difference among ageing groups by cross analysis and t-test. First, the result tells that the total personal income of retired group is lower than the one of non-retired group. Second, the public pension income benefit ratio of retired group is only 30% of it's total income, and the amount of public pension appears to be 40% of the total pension income. The benefit ratio of the personal pension income is low as about 1% in both groups, The private transfer income of the retired group takes relatively large portion in its total personal income. Third, as people gets older, financial stability gets worse because consumption does not decrease as much as the income decreases. Fourth, it is turned out that the expectation of old life supporting from nation is low in both groups. Fifth, the factors that affects the income of the public pension in the retired group are gender, age, education, and health status, when compared with the factors to the personal total income of the non-retired group. In terms of policy, this paper emphasizes the needs of the intensification of the public pension and the support for the revitalization of the personal pension.

  • The aim of this article is to analyze the relationship between the change of the diversity of the industrial structure, and regional employmentability and the intensification of regional competitiveness, and consequently, is to present policy implications. As a result of the analysis of the whole industry such as the primary, secondary and tertiary industry in Chungnam Province, the existing strategic implementation on the employmentability and regional competitiveness throughout the policy on the existing specialized industries can be regarded as appropriate. However, under the condition that danger and stability in each industry are fluctuated and the internal and external circumstances are varied, the detailed analysis and rapid policy prescription on the primary and tertiary industry are required. Along with these results, policy implications are as follows; Firstly, in terms of effectiveness, regional policy are simultaneously conducted along with industrial, technological and regional development's policies while consider ing complex and comprehensive characteristics of the regional industry and rapid changing the global market conditions. Secondly, with respect to equity, regional policy is needed to implement by reducing the socio-economic gap across regions and mixing regional and sectoral policies along with regional and local uniqueness.

The Systematization and Intensification Environmental Education in Music Education (음악과에서의 환경 교육 체계화와 강화 방안)

  • This is a study of strengthening the practice of environmental education in the primary and secondary school music program. Since the world war II, the environmental situation has been getting worse and worse. So it is now a global issue to conserve energy and solving the ecological problems we are confronting. Solving the environmental problem is not just a scientist's task nor a specific school education subject's either, but a responsibility of all human beings. In this sense, it is necessary for every school subject, including music, should include elements of environmental education in its education contents. in this paper the researcher has tried to point out some reasonable aspects of environmental education guidelines which would be pursued through school music programs. In the music subject the following eight environmental education strategies could be suggested: 1. An affective aspect of music should be used in educating students to aware of the importance of environmental problems. 2. The effectiveness of employing music for various educational purposes should be implemented to make students environmentally enlightened individual. 3. The main issue of environmental problem must be used in various musical activities such as singing, implementing, composing and appreciating music. 4. By employing an alternative materials for making musical instruments, students and musicians can participate in environmental education program actively. 5. Music is analogues to life and nature. Thus it is highly suggested for teachers to teach students music more sincerely In a way of studying music more seriously, students could achieve environmental education goals by discovering the similarities of the nature of the environment and music as a human environment. 6. By appreciating many musical works of dealing with environmental problems and ecological problems, one could achieve the necessary goals of environmental education. 7. By enlarging the boundary of music including the sounds of nature such as birds' singing, sounds of winds and various streams and tree's trembling, music could achieve the major goals of environmental education. 8. By recognizing sounds as an important human environment, school music program could attain the goals of environmental education. The researcher also has mentioned about the characteristics of music as a schooling subject. and has provided with some detailed curriculum guidelines for strengthening environmental education programs in music classes. Some model lesson plans implementing the environmental education for elementary, junior high school and 10th grade music classes are also suggested followed by six specific teaching & learning methods for environmental education.

A Study on Selecting Target Areas & Establishing Directions for Redevelopment of Busan Port (부산항의 재개발 대상지 선정 및 재개발 방향설정에 관한 연구)

  • Busan Port, Korea, is a region that must take integrated measures against problems such as the excessive handling of cargo volume, the intensification of port congestion, and the construction of a new port to improve port competitive power. In particular, if a great deal of function in the existing area of Busan Port transfers to a new port, then the problems of port redevelopment will occur as shown in the cases of port developed countries explained hereafter. For Korean ports, port redevelopment in a port zone is implemented for improving the port productivity that targets a local area, but the entire and systematic port redevelopment is not accounted for. Focused on this point, the paper is to present the directions for full-scale port redevelopment of the existing zone of Busan Port. The findings are as follows: First, the region of Busan is divided according to a regional classification that is necessary for port redevelopment. Thereby, 4 zones, total 26 regions of redevelopment were selected. Second, overseas case studies were considered for port redevelopment. From these same studies, appropriate types of port development in Korea were extracted and presented. Third, the status and problems of the selected redevelopment regions were analyzed, and types of port redevelopment were assigned. This study was not applied to the strict evaluation technique by quantitative analysis, but the concept and directions for unprecedented port redevelopment were first defined and established. It is significant to select target areas for redevelopment by regional classification and present directions for developing each region by choosing Busan Port as a real case study. This initiation will greatly contribute to the succeeding study.

Reevaluation of the Songguk-ri site (송국리유적 재고)

  • Songguk-ri site gained academic recognition by the excavation of stone coffin tomb with a bronze dagger in 1974. And it is confirmed that this site is epoch-making in Korean bronze age through the following excavation started in 1975. But the excavation reports published until now do not have even overall view of this site, thus it is difficult to get the whole picture of this site. Thus, in this paper the author reexamined all reports on this site and by making the map of overall view and distribution of archaeological features as a basic research. Moreover, I analyzed also artifacts from this site, and compared with the recent papers written by other researchers about the chronology and character. Songguk-ri site has livelihood domain which consists of dwelling pits, attached features, storage pits, pot-firing features, wood fence, abatises, buildings above ground, as well as cemetery which consists of stone-coffins, jar-coffins, pit tombs. Trace of making large terrace was also excavated. These features seem to belong to the same archaeological stage, dated about B.C.850-550, according to C14 dating. On the other hand, the intensification of wet-rice cultivation made this group more productive. Based on this financial strength, some influential group emerged they constructed defensive settlement to protect their products safely. Besides it seems that there were frequent occurrence of conflicts. However, we can know that they kept their stable life, through the expansion of living space. Consequently, Songguk-ri site played a role of the summit among some settlement in this area.

Cold Surges over Korean Peninsula Associated with Arctic Oscillation and the Role of Heat Source (극 진동에 연관된 한반도 한파와 열원의 역할)

  • This study has investigated the effect of Arctic Oscillation (AO) on cold surge through atmospheric circulation and heat source analysis for the past winters from 1979 to 2004. The number of occurrence of cold surge in the negative AO phase is about 14.3% larger than that in the positive AO phase. The number of occurrence of cold surge per a month in the negative (positive) AO phase is about 1.33 (1.05), respectively, indicating that the negative AO phase has about 26.6% larger occurrence than the positive AO phase. It means that the cold surge has occurred frequently in particular months with the negative AO phase. And it also shows that surface temperature in the negative AO phase is about $0.6^{\circ}C$ lower than in positive AO phase. As a result of the analysis for the difference of heat source according to the intensity of AO, it shows that surface air temperature around the Korean peninsula in the negative AO phase is more lower than in positive AO phase by the intensification of cold advection term. However, heat source term cancels out the cooling effect by cold advection term, indicating that it suppresses the decrease in surface air temperature. It results in a small difference of $0.6^{\circ}C$ in surface air temperature between the positive and negative AO phase in spite of the significance of atmospheric circulation change.

The change of East Asian Monsoon to $CO_2$ increase

  • The East Asian (China, Korea and Japan) summer monsoon precipitation and its variability are examined from the outputs of the 22 coupled climate models performing coordinated experiments leading to the Intergovernmental Panel on Climate Change Fourth Assessment Report (IPCC AR4) following the multi-model ensemble (MME) technique. Results are based on averages of all the available models. The shape of the annual cycle with maximum during the summer monsoon period is simulated by the coupled climate models. However, models fail to simulate the minimum peak in July which is associated with northward shifts of the Meiyu-Changma-Baiu precipitation band. The MME precipitation pattern is able to capture the spatial distribution of rainfall associated with the location of the north Pacific subtropical high and the Meiyu-Changma-Baiu frontal zone. However precipitation over the east coast of China, Korea-Japan peninsular and the adjoining oceanic regions is underestimated. Future projections to the radiative forcing of doubled $CO_2$ scenario are examined. The MME reveals an increase in precipitation varying from 5 to 10 %, with an average of 7.8 % over the East Asian region at the time of $CO_2$ doubling. However the increases are statistically significant only over the Korea-Japan peninsula and the adjoining north China region. The increase in precipitation may be attributed to the projected intensification of the subtropical high, and thus the associated influx of moist air from the Pacific to inland. The projected changes in the amount of precipitation are directly proportional to the changes in the strength of the subtropical high. Further a possible increase in the length of the summer monsoon precipitation period from late spring through early autumn is suggested.

A Proposal for Promotion of Research Activities by Analysis of KOSEF's Basic Research Supports in Animal Resources Science Field (한국과학재단의 동물자원과학 분야의 기초연구지원 추이분석을 통한 연구활동지원 활성화 제언)

  • This research was conducted to make suggestions for the promotion of research activities in the field of animal resources sciences, and we evaluated the research funding trend and the present status of research funding offered by KOSEF in this field. Comparative portion of the number of research projects and grants in this field to other fields has a tendency to be decreased year by year except recent few years. Researchers in this field have received more research funding from the group-based program than from the individual-based program. Also, they have received less money(per project) than did researchers in the fields of general agricultural sciences and other science and technology. Researchers in this field ranges from 43 to 51 years of age and showed 48 years of average age. It was found that researchers who has been funded in the field of animal resources sciences have showed tendency of publication of more articles to SCI journals in recent 5 years. The strong points of the animal resources of agricultural sciences field in South Korea include: lots of researchers, the establishment of research infra-structure, the excellence in research competitiveness and technology level. However, its weaknesses are: a lack of leadership in relevant societies and institutes, a predicted shortfall of researchers in the next generation and insufficient research productivity. The opportunities include: increasing the importance of the biotechnology industry, activating international cooperation researches and exploring the multitude of possible research areas to be studied. However, some concerns still exist, such as threats from developed countries for the government to open the agricultural market, the reduction of the number of full-time farms and intensification of needs for economic and social effects. The diverse actions and systems based upon the strongpoint, weakness, opportunity and threats above-mentioned are required to encourage research activities in the field of animal resources of agricultural sciences in Korea In addition, researchers in this fields would make an effort to keep pace with international society as well as domestic demands.
