The UAE government has set its sights on creating a smart, electronic-based government system that utilizes AI. The country's collaboration with India aims to bring substantial returns through AI innovation, with a target of over $20 billion in the coming years. To achieve this goal, the UAE launched its AI strategy in 2017, focused on improving performance in key sectors and becoming a leader in AI investment. To ensure public safety as the role of AI in government grows, the country is working on developing integrated cyber security solutions for SCADA systems. A questionnaire-based study was conducted, using the AI IQ Threat Scale to measure the variables in the research model. The sample consisted of 200 individuals from the UAE government, private sector, and academia, and data was collected through online surveys and analyzed using descriptive statistics and structural equation modeling. The results indicate that the AI IQ Threat Scale was effective in measuring the four main attacks and defense applications of AI. Additionally, the study reveals that AI governance and cyber defense have a positive impact on the resilience of AI systems. This study makes a valuable contribution to the UAE government's efforts to remain at the forefront of AI and technology exploitation. The results emphasize the need for appropriate evaluation models to ensure a resilient economy and improved public safety in the face of automation. The findings can inform future AI governance and cyber defense strategies for the UAE and other countries.

사람을 대상으로 하는 인공지능 서비스가 증가하면서 인공지능에서도 윤리적 토대 위에서 이루어져야 한다는 사회적 요구가 증가하고 있다. 이러한 흐름에 따라 정부와 기업에서는 인공지능 윤리와 관련된 정책, 규범 등을 마련하고 있다. 합리적인 정책, 규범을 마련하기 위해서는 대중들이 가지고 있는 인식을 파악하는 것이 첫 번째 단계이다. 본 논문에서는 인공지능과 윤리에 대한 대중들의 인식을 파악하기 위해 소셜데이터와 뉴스 댓글을 수집하고 관심도 분석, 감성 분석, 담론 분석 수행 후 시각화하였다. 분석 결과, "인공지능 윤리"에 대한 관심도와 '인공지능" 호감도는 반비례하는 상관관계를 보여주었다. 담론분석 결과로, 가장 큰 이슈가 "개인정보 유출"이었고 학습 데이터의 오염 및 편향 문제와 컴퓨터로 만들어진 인공지능에게 법인격을 부여해야 하는지에 대한 담론도 보여주었다. 본 연구가 인공지능 윤리 규범, 정책을 마련할 때 대중들의 인식을 파악할 수 있는 자료로 활용될 수 있을 것이다.

The term "artificial intelligence" is considered a component of sophisticated technological developments, and several intelligent tools have been developed to assist organizations and entrepreneurs in making business decisions. Artificial intelligence (AI) is defined as the concept of transforming inanimate objects into intelligent beings that can reason in the same way that humans do. Computer systems can imitate a variety of human intelligence activities, including learning, reasoning, problem-solving, speech recognition, and planning. This study's objective is to provide responses to the questions: Which factors should be taken into account while deciding whether or not to use AI applications? What role do these elements have in AI application adoption? However, this study proposes a framework to explore the significance and relation of success factors to AI adoption based on the technology-organization-environment model. Ten critical factors related to AI adoption are identified. The framework is empirically tested with data collected by mail surveying organizations in Vietnam. Structural Equation Modeling is applied to analyze the data. The results indicate that Technical compatibility, Relative advantage, Technical complexity, Technical capability, Managerial capability, Organizational readiness, Government involvement, Market uncertainty, and Vendor partnership are significantly related to AI applications adoption.

Artificial Intelligence (AI) technology has already penetrated deeply into our daily lives, and we live with the convenience of it anytime, anywhere, and sometimes even without us noticing it. However, because AI is imitative intelligence based on human Intelligence, it inevitably has both good and evil sides of humans, which is why ethical principles are essential. The starting point of this study is the AI principles for companies or organizations to develop products. Since the late 2010s, studies on ethics and principles of AI have been actively published. This study focused on AI principles declared by global companies currently developing various products through AI technology. So, we surveyed the AI principles of the Global 500 companies by market capitalization at a given specific time and collected the AI principles explicitly declared by 46 of them. AI analysis technology primarily analyzed this text data, especially LDA (Latent Dirichlet Allocation) topic modeling, which belongs to Machine Learning (ML) analysis technology. Then, we conducted a Delphi technique to reach a meaningful consensus by presenting the primary analysis results. We expect to provide meaningful guidelines in AI-related government policy establishment, corporate ethics declarations, and academic research, where debates on AI ethics and principles often occur recently based on the results of our study.

Nowadays, nations cyber security capabilities play an important role in a nation's defense. Security-critical infrastructures such as national defenses, public services, and financial services are now exposed to Advanced Persistent Threats (APT) and their resistance to such attacks effects the nations stability. Currently Cyber Threat Intelligence (CTI) is widely used by organizations to mitigate and deter APT for its ability to proactively protect their assets by using evidence-based knowledge. The evidence-based knowledge information can be exchanged among organizations and used by the receiving party to strengthen their cyber security management. This paper will discuss on the business process reengineering of the CTI information exchange management for a nationwide scaled control and governance by the government to better protect their national information security assets.

The automotive industry is motivated to provide more and more amenities to its customers. The industry is taking advantage of artificial intelligence by increasing different sensors and gadgets in vehicles machoism is forward collision warning, at the same time road accidents are also increasing which is another concern to address. So there is an urgent need to provide an A.I based system to avoid such incidents which can be address by using artificial intelligence and global positioning system. Automotive/smart vehicles protection has become a major study of research for customers, government and also automotive industry engineers In this study a two layered novel hypothetical approach is proposed which include in-time vehicle/obstacle detection with auto warning mechanism for collision detection & avoidance and later in a case of an accident manifestation GPS & video camera based alerts system and interrupt generation to nearby ambulance or rescue-services units for in-time driver rescue.

Since the organization of civil servants has been divided and stratified according to the characteristics of the bureaucracy, it is inevitable that the organization and personnel will increase when new tasks arise. Even in the process of informatization, only the processing method was brought online while leaving the existing business processing procedures as they were, so there was no reduction in manpower through informatization. In order to maintain or upgrade the current administrative services while reducing the number of civil servants, it is inevitable to use AI technology. By using data and AI to integrate the 'powers and responsibilities assigned to the officials in charge', manpower can be reduced, and the reduced costs can be reinvested in the collection, analysis, and utilization of on-site data to further promote intelligent informatization. In this study, as a way for the government's success in intelligent informatization innovation, we proposed a 'Civil Servants-AI Collaboration Platform'. This Platform based on the civil servant proposal system as a reward system and the characteristics of intelligent informatization that are different from the informatization. By establishing a 'Civil Servants-AI Collaboration Platform', the performance evaluation system of the short-term evaluation method by superiors can be improved to a data-driven always-on evaluation method, thereby alleviating the rigid hierarchy of government organizations. In addition, through the operation of Collaboration Platform, it will become common to define and solve problems using data and AI, and the intelligence informatization of government organizations will be activated.

미국, 영국, 독일 등 주요국들은 2001년 9/11 테러 이후 초국가적이고 비대칭적이며 포괄적인 위협에 직면하여 국가정보체계를 개혁하고, 대테러리즘, 대량살상무기(WMD) 확산저지, 국토안보, 극우 극좌 과격주의 위협에 대한 정보역량을 강화하였다. 2017년 출범한 한국의 문재인 정부는 국가정보원의 불법적 정치적 개입과 권력남용을 청산하고, 국가안보를 위한 효율적인 국가정보기관으로 재탄생시키기 위해 개혁방안을 마련하여 논의하고 있다. 국가정보원의 개혁방향을 논의할 때 중요한 사항은 첫째, 정보기관의 분리형 모델을 채택하여 국가정보원의 국내정보 활동을 일부 제한하고 국외정보 활동에 전념하게 할 것인지 또는 새로운 국내정보활동 기관을 설치할 것인지에 대한 심층적인 검토가 필요하다. 둘째, 국가정보원의 대공수사권을 경찰에 이관하는 문제는 북한의 지속적 군사도발, 대남공작 및 사이버 위협이 지속되는 상황에서, 정보기관 활동의 효율성과 전문성의 균형 측면에서 신중히 접근해야하는 사안이다. 셋째, 행정부와 국회의 정보기관 통제 감독 기능을 강화하여 민주화시대에 부합하는 국가정보원의 정치적 중립성 유지, 시민기본권 보장 및 예산집행의 투명성 제고를 위해 노력해야할 것이다.

This study analyzes and assesses the effect of good governance consisting of accountability, transparency, and participation on the financial performance of Pare-Pare City local government moderated by the basic values of Siri culture in the form of Lempu (honesty), Amaccangeng (intelligence), and Awaraningeng (courage). The population of this research is 200 local government employees (respondents). The results of data analysis showed that accountability and participation variables had no significant effect on the financial performance of the Pare-Pare City local government. However, the transparency variable has an influence on local government financial performance. It is hoped that all these 3 variables (accountability, transparency, and participation) will have a significant effect on local government financial performance. To achieve this, it is necessary to apply cultural values that exist in society so that cultural values can provide greater guidance in the management of regional finances. The results provide a better understanding of the importance of Siri's cultural value in the implementation of public services to the community. With Siri's cultural values in the form of Lempu, Amaccangeng, and Awaraningeng embedded in their behavior, government employees can improve performance and avoid deviant behavior or corruption. The novelty of this research is a form of analysis by using local cultural values (the basic values of Siri culture) as the moderating variable.

21세기 정보통신기술의 발달과 급격한 인터넷의 확산으로 비밀 출처정보에서만 수집이 가능했던 정보(Information)가 인터넷을 통해 쉽게 검색이 가능하게 되었다. 공개정보(Open Source)가 폭발적으로 증가하면서 정보수집활동에 큰 변화가 일어나고 있으며, 이러한 변화는 국가정보기관에서의 정보수집활동에도 영향을 미치고 있다. 공개출처정보(Open Source Intelligence: OSINT)는 이렇게 넘쳐나는 정보를 효과적으로 처리하고 분석하기위해 등장하였다. OSINT는 주로 9.11테러 이후에 빠르게 적용되었으며, 국가정보기관에서는 이와 관련된 연구와 기술개발에도 적극 참여하고 있다. 이렇게 서구국가에서는 OSINT의 중요성을 인지하고 공개정보(Open Source)를 분석하는 일이 최우선 순위로 떠오르고 있다. 하지만 국내에서는 공개정보(Open Source)의 중요성에 대한 인식이 미흡한 실정이다. 본 연구에서는 OSINT를 소개하고 중요성을 제고하는 것을 목적으로 하였다. 감당하기 힘들 정도로 늘어나는 많은 양의 공개정보(Open Source)를 효과적으로 이용하기 위하여 OSINT의 운용사례와 방법을 소개하고 중요성을 논의하였다. 이는 국가안보를 위협하는 테러뿐만 아니라 각종 범죄를 효과적으로 대응하기위한 방안이기도 하다.
