EU Enlargement: Regional Policy and Regional Disparity (EU 확대에 따른 지역정책 및 지역격차 변화)

  • The european union used the regional policy for a compensation for a economic loss of the underdeveloped member countries and for a conciliation of the new member countries with a geographical enlargement. As a result, the objet of regional policy and the support eligible regions of structural funds increased. According to the central and eastern europe countries entry into the european union, the european union modified the regional policy: the integration of the dispersed objects of regional policy into the 3 objects, the reduction of the support eligible region of structural funds and the promotion of the interregional cohesion policy. The development disparities of the between the member countries converged. But the inter-local development disparities of a intra-member country dispersed. This tendency means that the regional policy of the european union contributed for the reduction of development disparities between the member countries but produced no effect on the diminution of the inter-local disparities of a intra-member country because of the regional differentiation of locational conditions.

  • This research examines mutual culture education in accordance with Germany's immigrant social integration policy by analyzing the National European School in Berlin. In this regard, the curricula of Joan-Miró elementary school and Finow elementary school are analyzed. Germany maintains a multicultural policy which enables immigrants to maintain their native language and identity and simultaneously integrate them into the German society. In short, maintenance of immigrants' mother tongue and immigrant students' acquisition of the German language is the core of Germany's social integration policy. The National European School in Berlin is a public school established for the sake of an educational environment in which students can not only build up language capacity, but also create a culturally mutual environment for multicultural students. The school's educational objective is mutual culture education which can integrate and maintain the cultural identity and language of multicultural students. Joan-Miró elementary school encourages mutual cultural ability and bilingual ability while preparing students for the future intelligent society, leading their independent life and self-initiated learning. Finow elementary school encourages mutual culture ability, language capacity and directional capability apart from the basic capacities that can reinforce students to become citizens in demand of the future intellectual society. Korean foreign language education needs to be practically diversified as in the case of the Germany's National European school. Also, improvement of educational environment such as students' bilingual ability, students' ability development regarding their individual characteristics, and the capability of mutual culture understanding are issues that should be urgently treated.

Design of RFID-based Integration System for Collection and Recycling Process of EOL Household Electric Appliances in Korea (국내 폐가전제품의 회수 및 재활용을 위한 RFID 기반 통합관리시스템 설계)

  • Most world-leading companies are aware that Environment and Health and Safety Issues are critical to the product quality and sustainable growth of their company. Environment-friendly efforts are seen in almost all aspects of business operations in an advanced nation. The Extended Producer Responsibility(EPR) and EU Directive on Waste Electric and Electronic Equipment(WEEE) attempt to tackle the growing quantity of WEEE by making producers responsible for the costs of the collection and recycling of their products at the End-of-Life(EOL). To implement the RFID-based integration system for EOL household electric appliances, such as washing machines and refrigerators, we analyzed the process of collecting, recovering, and recycling the EOL products returned from the distribution points. Furthermore, we proposed a soon-to-be process using the RFID-based integration system in the metropolitan recycling center(MRC). This soon-to-be process model is composed of RFID tags, readers, ALEs, applications and several devices. Through the introduction of the RFID-based integration system, we are expecting to see increasing traceability and real-time management for EOL products from customers, and also improvements in valuable reusable materials(VRM) produced from recycling processes.

Study on Policies for Integrated Pollution Prevention and Control (통합적 환경관리의 정책적 도입방안에 관한 연구)

  • Integrated Pollution Prevention and Control(IPPC) has become an idealistic environmental prevention concept in developed countries and corresponds with principles of Industrial Ecology. The concept of emissions regulatory integration is a key factor for an integrated environmental management system. While most EU member countries have a cross-media regulatory system, Korea has a media-specific regulatory system which was found to have significant environmental management problems. The purpose of this study is to integrate the emissions regulatory system by resolving difficulties through procedural, organizational, and substantive analysis of integration. To this end, the following research was performed: The first task was to determine the target of the integrated emissions regulatory system. In connection with this, the "IPPC directive" of the EU and the "PPCA 2000" schedule 1 of the UK, as well as environmental laws in Korea were compared and analyzed. The second was to design a regulatory system model. This model was divided into three groups after considerations were made regarding the time it would take for the pre-application,application, and permission stages. Lastly, on the basis of this research, a revised bill for an integrated emissions regulatory system was suggested. Nevertheless, substantive analysis of integration focused on BAT requires supplementation in order to make the integrated emissions regulation system operate normally as an environmental management policy and regulation method. To this end, the specific characteristics of Korean society, culture, and law should be actively considered.

0.7 inch FED Panel system build-up by using proper sealing process

  • FDE panel was successfully fabricated through the integration of a 0.7" diagonal Si-based Mo-tip FEA with 25${\times}$25 pixels, Y2O3:Eu or ZnO:Zn phosphor screen, and vacuum sealing through an exhausting glass tube, including a getter. The panel system was driven by an external driver circuit having pulse width modulation(PWM) driving scheme. Before character imaging, it was stabilized through tip aging by slowly increasing a pulse-mode emission current and phosphor aging by a coulombic charging process. After aging, luminescent characteristics such as emission uniformity, charging and arcing phenomena were shown to be improved significantly.

  • Opening and regional economic integration are characteristic of global economic trends that have been made since the 1990s. Accordingly, all economic blocs of the world are largely reorganized into three poles, European Economic Bloc, American Economic Bloc and Northeast Asian Economic Block which are respectively led by EU, the United States and the rapidly emerging economic power, China. Considering this direction of global economy, the current status of Northeast Asia, China's unprecedentedly enormous port development project and Japan's introduction of an epoch-making port policy towards the restoration of its port competitiveness, Korea is urgently need to take its own initiatives and positive actions that can cope with the above situations. The purpose of this study is to propose ways of strategic cooperation for Korea-Japan joint development. For the purpose, this researcher provides the concept and preconditions of hub-port, investigates hub-port development strategies of rival companies in Northeast Asia and discusses the potential of the development of the Korea-Japan Strait Economic Zone which is located between Busan port and Japan's Honshu(Simonoseki port) and Kyushu(Kitakyushu port).

An Analysis on Import & Export pattern of the Port Traffic in the Port of Pusan by the Gravity Model (중력모형을 이용한 부산항의 해상물동량 입출항 패턴 분석)

  • In this paper, using the gravity model, I examined that the port traffic in the port of Pusan have been influenced by GDP of South Korea, GDP of trading countries, an agreement on maritime transport, maritime transport charge and the local economic integration, etc. In view of the policy implication based on the result of analysis by the gravity model, the port traffic and the transshipment in the port of Pusan is positively influenced by GDP of South Korea, GDP of trading countries and countries on the way of main sea route(LINE). But it is negatively influenced by maritime transport charge. Especially, when a maritime transport charge goes up 1 percentage point, it is estimated that a transshipment decreases about 0.586-0.895 percentage point. So, a maritime transport charge was found to have more effect on a transshipment than a port traffic(except transshipment).

A Study on Integrated Pollution Prevention and Control in the United Kingdom (영국의 통합환경관리제도에 관한 연구)

  • The Integrated Pollution Prevention and Control(IPPC) has attracted western developed countries for their idealistic environmental prevention concept which corresponds to the principal of Industrial Ecology. Specially the United Kingdom has been interested in those topics earlier than other countries and carried out environmental prevention polices since 1970's. As a result of these efforts, United Kingdom gave effects EU on developing European IPPC directives. The United Kingdom recognized the importance of the integrated pollution control through the report of Royal Commission on Environmental Pollution(RCEP) in 1976. Further, the United Kingdom developed the report and resulted the Integrated Pollution Control Directives under Environmental Protection Law in 1990. In the process of the legislation, it established and developed the concept of Best Practicable Environmental Option(BPEO) for the regulations, administrative systems, and environmental control. These efforts of the United Kingdom has implications for South Korean policies in adopting Integrated Pollution Prevention and Control system. Thus, this study examines IPPC directives to broaden the understanding of the system and develop policies.

  • Discussion of Economic Community in East Asia are active. This trend began in the late 20th from the EU and North America's regional economic integration is in response to the movement. East Asia in the late 1990s to the actual for the FTA, it was not very active. As East Asian Economic Community became one of agendas for ASEAN+3 Leaders' meeting since 2004. Japan has been positioned itself as a leading country in East Asia. However, the emergence of China in the East Asian economic community have been changes. Moreover, East Asian countries began concerns over regional economic community with frequent conclusions of FTAs and China is leading the discussion on strengthening economic cooperation in the region. Some of it in terms of economic community in East Asia will not be smooth. First, East Asian countries do not have a common goal. Second, East Asian countries have a lot of diversity. Third, China and Japan are expected to compete in the championship. Therefore, East Asian economic community should be approached in the long-term perspective.

Integrating Forestry Offsets into a Domestic Emission Trading Scheme in Korea (해외 배출권 시장 사례 분석과 국내 배출권 시장 도입에 있어서 산림분야 참여에 관한 고찰)

  • Emission trading schemes, exemplified by the EU Emission Trading Scheme, have been playing active roles in mitigating greenhouse gas emissions since the Kyoto Protocol employed an emission trading as one of the cost-effective mechanisms. The objective of this study is to investigate potential integration of forestry offsets in designing an emission trading scheme in South Korea. First, the study found feasible scopes in which forestry sectors can take part by analyzing five emission trading schemes: EU Emission Trading Scheme, Chicago Climate Exchange, New South Wales Greenhouse Gas Abatement Scheme, New Zealand Emission Trading Scheme, and Regional Greenhouse Gas Initiative. The rationale of including forestry offsets in a domestic emission trading scheme was derived from the fact that forestry offset credits can provide cost-effective ways for market participants to commit their emission targets and expand abatement activities through reducing greenhouse gases in other geographical locations as well as other industrial sectors. Even though forestry offset credits have risks induced by their technical complexities in terms of accounting, additionality, and leakage, the integration of forestry offset credits into an emission trading scheme would be able to provide positive opportunities both to forestry sectors and other industrial sectors. In addition, there are technical questions which need to be answered in order to maintain these opportunities.
