  • Statins are competitive inhibitors of hydroxy-3-methyl glutaryl coenzyme A (HMG-CoA) reductase and used most frequently to reduce plasma cholesterol levels and to decrease cardiovascular events. However, statins also have been reported to have undesirable side effects such as myotoxicity and hepatotoxicity associated with their intrinsic efficacy mechanisms. Clinical studies recurrently reported that statin therapy elevated the level of liver enzymes such as ALT and AST in patients suggesting possible liver toxicity due to statins. This observation has been drawn great attention since statins are the most prescribed drugs and statin-therapy was extended to a larger number of high-risk patients. Here we employed rat primary hepatocytes and microarray technique to understand underlying mechanism responsible for statin-induced liver toxicity on cell level. We isolated genes whose expressions were commonly modulated by statin treatments and examined their biological functions. It is of interest that those genes have function related to response to stress in particular immunity and defense in cells. Our study provided the basic information on cellular mechanism of statin-induced cytotoxicity and may serve for finding indicator genes of statin -induced toxicity in rat primary hepatocytes.

  • This study investigates the characteristics of local arbitration committees in China based on arbitration institution evaluation model. Most of the literature on Chinese arbitration committees only focuses on CIETAC. However, the promulgation of 1994 Chinese arbitration act allows local arbitration committees to deal the arbitration cases related with foreign element. Before 1994, only CIETAC and CMAC handle the arbitration cases related with foreign element. For the evaluation of the local arbitration committees, this study establishes the arbitration institution evaluation model. This model has seven evaluation criteria: accessability, independence, neutrality, rapidity, economy, professionality, and extent of enforcement. Our findings are as follows. First, Chinese local arbitration committees have the strengths in the fields of accessability, economy and rapidity. However, they are deficient in the area of neutrality, professionality, and independence. Second, the spatial distribution of Chinese local arbitration committees is not equal in China. The number of local arbitration committees is big in the high growth region such as Shandong province. On the other hand, the number of local arbitration committees is small in the economically stagnant area. Third, the size and activity of local arbitration committees are various. Some of them are very active in dispute resolution through arbitration in China. For example, Beijing Arbitration Committee(BAC), Wuhan, Quangzou Arbitration Committee play the important role in dispute resolution through arbitration. However, the large part of local arbitration committees is financially weak and depend on the local government's financial support.

First, as a result of analyzing the importance and implementation level of needs analysis, universities and industries recognized 'industrial trends in related fields' as the most important, but both groups perceived the implementation level to be significantly low. Second, as a result of analyzing the importance of implementing a curriculum based on industry needs, there was a difference in that universities recognized the 'adequacy of curriculum implementation based on industrial needs' and industries recognized the 'field training participation rate' as the most important. Third, as a result of analyzing the importance of curriculum outcomes based on industrial needs, it was found that both groups recognized 'field connection of major curriculum' as the most important. Fourth, as a result of analyzing the importance of the industry-university cooperative educational environment, it was found that both groups recognized 'construction and operation of experimental.practice educational facilities and infrastructure' as the most important. In short, the results of this study are expected to resolve the problem of mismatch between universities and industry in terms of talent development and education, and contribute to the effective implementation of the university evaluation institution from an industry perspective.

  • The purpose of this paper is to seek out the problems influencing on the operation of Institution Evaluation(IE) in Korea and suggest a better way for the evaluation based on the findings, expecially focusing on Government Research Institute(GRIs) in the field of Science and Technology. Unlike previous studies on IE of GRIs, this research is more oriented toward actual practices than design and theories of IE. Three categories are 1) purely system aspect, 2) system-operation aspect, and 3) environmental aspect. These three categories are classified into eight sub-categories: 1) the legal support and the legally enforceable provision, 2) the target area of evaluation, 3) the means and process of evaluation, 4) the criteria and indices for evaluation, 5) the expertise of evaluators, 6) the use of evaluation findings, 7) GRIs' support for IE, and 8) public support for IE. Summing up the findings of this study, the main factors that hamper the successful operation of the existing IE of GRIs in the field of Science and Technology was illuminated and the better way for the operation of IE was suggested.

  • There exists a general consensus in Korea that patients tend to concentrate in large hospitals and this tendency is partly responsible for inefficiency in health services. The process of choosing a medical care provider for health care services and evaluating the provider after utilization seems to involve many diverse factors to become very complex. Therefore a systemsatic study is needed to achieve sufficient understanding of the proeess. For this point of view, this study investigates patient's selection of medical care institution for delivery care services and their evaluation of the institution after delivery. In more specific, the objectives of the study are twofold: 1) to identify the factors associated with expectant mothers' choice of type of medical care institution for delivery among tertiary hospitals, general hospitals, small hospitals, and clinics: and 2) to understand the factors affecting patient evaluation of the medical care institution after delivery. The data used for the analysis were collected through face-to-face interviews with those women who had childbirth during the period from January 1, 1996 to the date of interview in February 1998. The survey was conducted using preqared structured questionnaire in Seoul. The sample was drawn from each of arbitrarily defined four regions of Seoul, Northeast, Northwest, Southeast and Southwest, in proportion to the number of births reported in 1996 in each of them. The distribution of the interviewed women by educational level was made similar to that of mothers of new babies reported in 1996. The sample size was planned to be about 300, but ended up with analytical sample of 319. Major conclusions emerged from the analysis can be summarized as follows: 1) Large hospitals were evaluated as much better for technical quality than other types of institutions, whereas they were compared similar to or worse for other attributes. And it was found that technical quality of care is considered as the most important condition of medical care institution for delivery, while the amount of direct cost is considered as the least important one. Taken together, the utilization of large hospitals is not likely to decrease even though they cannot give satisfaction to patients in other aspects than technical quality. 2) The activeness in the search for information affected the respondents' evaluation of medical care institutions, which would influence their later decision or recommendation to other persons as to the choice of source of health care services. Therefore, increased efforts should be directed to improving availability of useful and correct information for patients in relation to the utilization of health care services. 3) Since the findings of this study were obtained from the analysis of delivery care services, their applicability to other kinds of services may be limited. Thus it would be useful to conduct a comparative study of several kinds of services explicitly taking into account the characteristics of those services in the analysis.

  • This study has the aim of developing an evaluation index that can help evaluate the reliability of the information resources of institutions retaining humanities assets for the purposes of laying out the foundation for providing one-stop portal service for humanities assets. To this end, the evaluation index was derived through the analysis of previous research, case studies, and interviews with experts, the derived evaluation index was then applied to the humanities assets retaining institutions to verify the utility. The institutional information resources' reliability evaluation index consisted of the two dimensions of the institutions' own reliability evaluation index. The institution provided a service and system evaluation index. The institutions' own reliability evaluation index consisted of 25 points for institutional authority, 25 points for data collection and construction, 30 points for data provision, and 20 points for appropriateness of data, for a total of 100 points, respectively. The institution provided service and system evaluation indexes consisting of 25 points for information quality, 15 points for appropriateness (decency), 15 points for accessibility, 20 points for tangibility, 15 points for form, and 10 points for cooperation, for the total of 100 points, respectively. The derived evaluation index was used to evaluate the utility of 6 institutions representing humanities assets through application. Consequently, the reliability of the information resources retained by the Research Information Service System (RISS) of the Korea Education & Research Information Service (KERIS) turned out to be the highest.

  • I conducted a study on the capacity evaluation and management of the main homepage screen to improve the availability of government institutions. As a result of three times evaluating the size of the homepage main page of the major institutions, the capacity of the homepage of the institution was very enormous, and when there were many concurrent users, the server was easily loaded. Governmental management guidelines are needed to fundamentally solve these problems, with the periodic and ongoing homepage management of each institution. In the future, the web site management detailed checkpoints should be additionally established in the government web site installation and management guidelines, and the recommended checking items; homepage performance evaluation, lightening homepage capacity.
