The development of the education system and the labor market today requires new conditions for unification and functioning, the introduction of an innovative culture in the field of Education. The construction of modern management of innovative development of a higher education institution requires consideration of the existing theoretical, methodological and practical planes on which its formation is based. The purpose of the article is to substantiate the modern paradigm of organizing the mechanism of managing the innovative development of higher education institutions. Innovation in education is represented not only by the final product of applying novelty in educational and managerial processes in order to qualitatively improve the subject and objects of management and obtain economic, social, scientific, technical, environmental and other effects, but also by the procedure for their constant updating. The classification of innovations in education is presented. Despite the positive developments in the development of Education, numerous problems remain in this area, which is discussed in the article. The concept of innovative development of higher education institutions is described, which defines the prerequisites, goals, principles, tasks and mechanisms of university development for a long-term period and should be based on the following principles: scientific, flexible, efficient and comprehensive. The role of the motivational component of the mechanism of innovative development of higher education institutions is clarified, which allows at the strategic level to create an innovative culture and motivation of innovative activity of each individual, to make a choice of rational directions for solving problems, at the tactical level - to form motives for innovative activity in the most effective directions, at the operational level - to monitor the formation of a system of motives and incentives, to adjust the directions of motivation. The necessity of the functional component of the mechanism, which consists in determining a set of steps and management decisions aimed at achieving certain goals of innovative development of higher education institutions, is proved. The monitoring component of the mechanism is aimed at developing a special system for collecting, processing, storing and distributing information about the stages of development of higher education institutions, prediction based on the objective data on the dynamics and main trends of its development, and elaboration of recommendations.

The article is assigned to a prelude to the joke of effective pedagogical technologies in professional education in the minds of її continuity. Objective: The purpose of this study is to examine the mediating effect of innovative culture in early childhood education institutions on the relationship between teachers' civic consciousness and actions for building a community in order to obtain methodological information for implementation at a time when the need to build an education community has been raised. Methods: The data were collected through 275 early childhood teachers working in kindergartens and daycare centers Then, descriptive statistics, correlation analysis, and regression were conducted. Results: All three variables civic consciousness, innovative culture, and actions for building a community showed a significant positive correlation. As a result of analyzing the mediating effect of innovation culture, it was found that the indirect effect of teachers' civic consciousness on the actions for building a community through the innovative culture was found to be statistically significant. Conclusion/Implications: This study was found that it is important to strengthen the teacher's civic consciousness and to create an innovative culture of early childhood education institutions in order to promote actions for building an educational community of teachers. This study is meaningful in that it provided implications for the direction of teacher education and formation of an innovative culture in early childhood education institutions for the purpose building an educational community.

The use of innovative technologies is one of the promising areas of education development, so the article clarifies the content of the terms "innovation" "pedagogical technology". Our goal is to justify the need to use innovative technologies in education. Innovative technologies are divided into four groups, depending on the appropriate form of educational activity for their use. The development of innovative pedagogical technologies at the present stage of education development should be carried out in accordance with the criteria of technological efficiency, which are presented in the article: scientific; systematic; guaranteed; manageable; mass. Based on the analysis of the process of formation of pedagogical education, the main trends in the information support of teachers in the system of pedagogical education were revealed. Its theoretical and methodological foundations were determined, promising directions and main ways of improving the information support of teachers' education as an organic component of continuous pedagogical education in Ukraine were justified. The conducted study of the state of information support for teachers allowed us to establish that the main functions of scientific and pedagogical information - analytical and predictive, integrative, operational and purposeful informing of various categories of specialists - teachers-are not being implemented enough. This is due to the versatility and complexity of the pedagogical process, the low level and limited range of development of systems of operational differentiated scientific and methodological services for various categories of teachers. Ways to improve the information function of teacher education are determined.

This study analyzed the specific science content involved in 'the 5th curriculum in the elementary school' in Korea and four Kinds of 'Science in the elementary school' books. And innovative science content is investigated for children's living in the scientific, technological, and informationized society. As results, biology is emphasized much more than other areas. Chemistry is less emphasized than other areas. The innovative science content should inchudethe S. T.S problems, the recent developments and the value or religious problems related to science. This study suggested several innovative science contents.

The article substantiates the feasibility of using and actively implementing innovative technologies in the practice of organizing the educational process. The need for the use of telecommunication technologies, which provide constant communication between students and the teacher outside the classroom, has been identified. Particular attention is paid to the latest approaches to the use of various forms of multimedia technologies in student education, which intensify the process of acceptance and assimilation of educational material by foreign students. The advantages of using innovative means of distance education are determined, which thanks to modern electronic educational systems allow students to receive quality higher education. Innovative technologies promote the development of cognitive interest in students, they learn to systematize and summarize the material studied, discuss and debate. In this regard, the reorientation of the system of higher education in Europe towards innovation is becoming the most important tool in ensuring the competitiveness of graduates in the labor market. In addition, the investment attractiveness of a university often depends on the innovative nature of the development of scientific, educational and practical activities of the subjects of the educational process, their inclusion in the national innovation system. The article analyzes that in the universities of the European Union in the training of specialists in the management of basic interactive methods, forms and tools are binary lecture, briefing, webinar, video conference, video lecture, virtual consultation, virtual tutorial, slide lecture, comp. utheric tests. Various classes on slide technology took active forms during the training of management specialists.

Information and communication technologies used in the social sphere are born due to the development of computer technologies. The main task of the distance learning process in higher education institutions is not to provide information, but to teach how to obtain and use it. The purpose of the article: to identify innovative approaches in the training of specialists in higher education institutions in the context of distance learning. Various innovative approaches to organizing the work of students of higher educational institutions in the context of distance learning are considered. Based on the conducted research, it is concluded that each of the approaches described by us outlines the study of the phenomenon of professional training of a specialist in the condition of distance learning. All the described approaches significantly contribute to the improvement of professional training of specialists, encourage students to self-improvement, professional development and enrich their professional competence in modern conditions. The emergence and spread of innovative technologies means not only a change in the activity itself and its inherent means and mechanisms of its implementation, but also a significant restructuring of goals, value orientations, specific knowledge, skills and abilities. Therefore, the current stage of the development of civilization, scientific and technological progress requires the emergence of such specialists who would have broad humanitarian thinking, would have good psychological training, would be able to build professional activities according to laws that take into account the relationship between economic productivity and creativity, as well as the desire of the individual for constant renewal, self-realization. Only such qualities will help you master the specifics of innovative technologies well. We see the prospects in the study of innovative approaches to training specialists in higher education institutions in the condition of distance learning in foreign countries.

The aim of this research is theoretical and methodological approaches to the necessity of formation of innovation clusters as growth poles on the basis of statistical analysis and identification of specialization. In this research, we used methods, which will allow to analyze of innovative processes and to identify of prospective branches of specialization of the formation of innovative clusters in the spatial context. Keeping with the previous literature, the present study is determined by the novelty of the problem, concerning the formation and development of innovative clusters as growth poles, as well as large specifics of problems in our country in the framework of use of innovative clusters. An analysis was showed that Kazakhstan's regions have substantial differences in the groups of regions for most of the indicators have presented form a tightly located clusters and in the ratings of innovative susceptibility and innovative activity. This research has some practical implications, which have proved that innovative clusters become platforms as growth poles for introduction of advanced technologies, development of innovative companies, thereby providing a certain stability of the economy of the regions.

The late industrial structures have been changed rapidly. Thus the educational institutes and businesses should be able to react with speed to the change of paradigm. The importance of talent who is taped and leads to epochal and social trend of change has been strongly emphasized. Recently with the phenomena of technical fusion and composition it is emphasized that the requested talent by an enterprise is the multi professional person who has the diverse professional technology and the ability of the solving problem. Changing a person who requires from an enterprise the upbringing goal of the educational institute undergo a great many changes. Thus analyzing the required talent by an enterprise, the purpose of this study is to suggest the educational program to train the multi professional person by the example of the operation of innovative engineering education program financially supported by Minister of Education, Science and Technology.
