The ETCCDI and Frequency Analysis using RCP Scenarios (RCP 시나리오를 고려한 극치통계분석 및 빈도해석)

  • In this study we estimated ETCCDI and frequency based precipitation using observed precipitation and precipitation from Representative Concentration Pathway(RCP) scenarios for 58 weather stations which have the recorded data more than 30 years. We tried to eliminate the bias by Quantile Mapping and tested for outliers of simulated data under climate change scenario. Then we estimated ETCCDI related to precipitation and frequency based precipitation for the future. In addition to this study examined the changes of frequency based precipitation for the future target periods. According to the result, dry days will be increased in Korean Peninsula in the 2090s. Also it showed that the number of heavy precipitation day more than 80mm/day tends to be increased in 3~7% in the future. The precipitation of 24-hour duration under climate change will be increased by 17.7% for 80-year frequency, 18.2% for 100-year frequency and 19.6% for 200-year frequency in 2090s. In the 21st century, the damage caused by natural disasters is expected to be increased due to increase of precipitation and the change of runoff characteristics under climate change. Therefore, the proposed ETCCDI and precipitation frequency under climate change are expected to be used for the future natural disaster plan.

An Investigation of Supporting North Korea Vocational Training by Interchange and Cooperation Scenarios (교류협력 단계별 북한 직업훈련 실행 시나리오 구축 방안)

  • The purpose of this study is to explore the supporting scenario to promote vocational training in North Korea in terms of cooperation level. To this end, we have embarked on a regional and industry based vocational training program by predicting the political and social situation of North Korea and staging three scenarios systematically. These scenarios were designed originally based on the Futures Group methodology. The first scenario is to establish a technical training center in one area, focusing on the electrical, electronics, and clothing sectors. The second scenario is to set up a pilot campus of vocational training college in one region by selecting the electric, electronic, and automobile industries as its main industries. The third scenario is to establish five vocational training college campuses in North Korea, focusing on electricity and electronics, IT manufacturing, telecommunications, heavy industry, and women-specialized industries. We suggested the followings: First, establishing goals and strategies for North Korean vocational training and establishing road maps. Second, the North Korean vocational training governance system needs to be established. Third, R & D infrastructure for vocational training needs to be established. Fourth, HRD and HRM system in North Korea vocational training field needs to be established. In addition, the role of public and private employment services centers to provide them should be strengthening.

Dynamic Analysis on the Construction of the Innovative City (혁신도시 건설에 관한 동태적 분석)

  • In Korean context, the innovative cities imply new towns or urban clusters in the Non Capital Regions, all of which would accommodate the relocated Capital based public organizations. The central government-initiated innovative cities have provoked pros and cons towards their effectiveness and efficacy for the balanced territorial development. From a broader prospective, this paper firstly examines the current status quo of the innovative cities. Based on their master plans, it analyzes physical and non physical factors which would exert significant impact on the innovative cities. Secondly, it pays attention to how key factors strengthen or weaken their behavioral patterns in terms of dynamic location and implementation policies of the innovative cities. Using System dynamics approaches, it sets up couples of scenarios, categorizing between supporting and opposing arguments towards the innovative cities. Lastly, after divulging systematic structure of the innovative cities, it proposes a series of practical alternatives which would contribute to minimizing unexpected side effects or unwanted social cost in the long run. In order to guarantee reinforcing structure of the innovative cities, the paper suggests that QOL (quality of life) variables, which would require continuous investment in the social infrastructure, are pivotal in achieving original goals of the innovative cities. Otherwise, the innovative cities would not be innovative per se. In the worst case, they might be degraded into the unpopular ghost towns.

  • Failures on network components of a public transportation system can give rise to the severe degradation of entire system functionality. This paper aims at exploring how potential failures can affect the system flows and reliability of subway network systems in Metropolitan Seoul. To evaluate the range of impacts of disruptions, this research employs a probabilistic approach, network reliability. Network reliability measures the network resiliency and probability of flow loss under a variety of simulated disruptions of critical network components, transfer stations in subway system. By identifying the best and worst scenarios associated with geographical impact, as well as evaluating the criticality of transfer stations, this research presents some insights for protecting current subways systems.

  • The enterprise service network is composed of internet, intranet and DMZ. The design rationale of Mobile IP is providing of seamless mobility transparency without regarding to the type of network topology and services. However, Mobile IP specification does not include the mobility support in case of using VPN environment and define the access scenarios to get into the VPN intranet without disturbing existing security policy. In this paper, we propose an authentication method using AAA infrastructure and keying material exchange to enable an user in internet to be able to access the intranet through the VPN gateway. Finally, performance analysis for the proposed scheme is provided.

  • Wireless mesh network (WMN) has recently emerged as a promising technology for tactical operation. If a platoon is organized with MPs, this system is suitable for tactical coverage is given for battle field where there is a shortage of wired infrastructure. However, MPs of typical WMN are generally fixed. This condition does not apply to diverse tactical scenarios. In this paper, it is considered that MPs have group mobility for flexible tactical networks. We propose cluster based multi-channel MAC scheme for mobilie WMN with single antenna condition. We have reduced the collision problems and message storming problems occur by mobility, so the reliability of WMN has been improved. Consequently, reliable communication is guaranteed by our framework in mobile WMN.

oneM2M Standard based Low Altitude Drone/UAV Traffic Management System (oneM2M 표준 기반 저고도 무인기 관리 및 운영시스템)

  • Unmanned Aerial Vehicles (i.e., drone) are gaining a lot of interest from a wide range of application domains such as infrastructure monitoring and parcel delivery service. In those service scenarios, multiple UAVs are involved and should be reliably operated by so-called UAV management system. For that, we propose oneM2M standard based UAV management and control system which is specifically targeted at traffic management of low-altitude UAVs. In this paper, we include oneM2M platform architecture and its implementation for UAV management system in conjunction with UAV interworking procedure.

Analysis of the Crop Damage Area Related to Flood by Climate Change Using a Constrained Multiple Linear Regression Model (구속 다중선형회귀 모형을 이용한 기후변화에 따른 농작물 홍수 피해 면적 분석)

  • In this study, the characteristics of crop damage area by flooding for 113 middle range watersheds during 2000-2016 were analyzed and future crop damage area by flooding were analyzed using 13 GCM outputs such as hourly maximum rainfall, 10-min maximum rainfall, number of days of 80 mm/day, daily rainfall maximum, annual rainfall amount associated with RCP 4.5 and RCP 8.5 scenarios and watershed characteristic data such as DEM, urbanization ratio, population density, asset density, road improvement ratio, river improvement ratio, drainage system improvement ratio, pumping capacity, detention basin capacity, and crop damage area by flooding. A constrained multiple linear regression model was used to construct the relationships between the crop damage area by flooding and other variables. Future flood index related to crop damage may mainly increase in the Mankyung watershed, Southwest part of Youngsan and Sumjin river basin and Southern part of Nackdong river basin. Results are useful to identify watersheds which need to establish strategies for responding to future flood damage.

CTaG: An Innovative Approach for Optimizing Recovery Time in Cloud Environment

  • Traditional infrastructure has been superseded by cloud computing, due to its cost-effective and ubiquitous computing model. Cloud computing not only brings multitude of opportunities, but it also bears some challenges. One of the key challenges it faces is recovery of computing nodes, when an Information Technology (IT) failure occurs. Since cloud computing mainly depends upon its nodes, physical servers, that makes it very crucial to recover a failed node in time and seamlessly, so that the customer gets an expected level of service. Work has already been done in this regard, but it has still proved to be trivial. In this study, we present a Cost-Time aware Genetic scheduling algorithm, referred to as CTaG, not only to globally optimize the performance of the cloud system, but also perform recovery of failed nodes efficiently. While modeling our work, we have particularly taken into account the factors of network bandwidth and customer's monetary cost. We have implemented our algorithm and justify it through extensive simulations and comparison with similar existing studies. The results show performance gain of our work over the others, in some particular scenarios.

An integrated approach for structural health monitoring using an in-house built fiber optic system and non-parametric data analysis

  • Multivariate statistics based damage detection algorithms employed in conjunction with novel sensing technologies are attracting more attention for long term Structural Health Monitoring of civil infrastructure. In this study, two practical data driven methods are investigated utilizing strain data captured from a 4-span bridge model by Fiber Bragg Grating (FBG) sensors as part of a bridge health monitoring study. The most common and critical bridge damage scenarios were simulated on the representative bridge model equipped with FBG sensors. A high speed FBG interrogator system is developed by the authors to collect the strain responses under moving vehicle loads using FBG sensors. Two data driven methods, Moving Principal Component Analysis (MPCA) and Moving Cross Correlation Analysis (MCCA), are coded and implemented to handle and process the large amount of data. The efficiency of the SHM system with FBG sensors, MPCA and MCCA methods for detecting and localizing damage is explored with several experiments. Based on the findings presented in this paper, the MPCA and MCCA coupled with FBG sensors can be deemed to deliver promising results to detect both local and global damage implemented on the bridge structure.
