A Study on the Development Plan of Smart City in Korea

  • Purpose: This study analyzes advanced cases of overseas smart cities and examines policy implications related to the creation of smart cities in Korea. Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.

  • Currently, managers and researchers have come to recognize the importance of knowledge as an asset to the organization. Knowledge Management System (KMS) is developed as a tool to manage the organizational knowledge. A significant literature about Knowledge Management in the private, but not public sector. The purpose of the study is to analyze the influencing factors for KMS utilization in a public sector, Jeju Provincial Government Organization. This study performed an empirical research on factors that affect the use of KMS using Knowledge Management system capability and individual & organizational capability criteria. Survey was conducted with 150 employees from Jeju Provincial Government Organization. The Results show that an ability to create knowledge, and knowledge infrastructure are significant factors in determining the level of usage of Knowledge Management system. In particular, the most important factor that influences the usage of Knowledge Management is knowledge creation. and then knowledge infrastructure. The result also shows that the usage of KMS is affected by management's support willingness.

  • This study presents the results from an investigation into ABS to revitalize small and medium construction enterprises, and to analyze merits and demerits of ABS introduction using sensitivity analysis some realistic cases. According to some available procedures, this study suggests ABS introduction structure of new education facilities construction in BTL projects of two different types. In order to analyze the effectiveness of introduction, a model was built as new education facilities construction in this paper. In addition, this study tried to put a figure on finance interest changes by analyzing changes for earning rates and money that payed by the government. Moreover, this study also presents merits and demerits of ABS introduction.

A Study on the Development and Applicative Estimation of Safety Evaluation Model for Water Supply Pipelines using Quantification Theory Type II (수량화II류이론을 활용한 상수도관로의 안전성 평가 모델 개발 및 적용성 평가 연구)

  • Owing to time and cost constraints, new methods that would make it possible to evaluate the safety of the water supply pipeline in a less time- and cost-consuming manner are urgently needed. In response to this exigency, the present study developed a new statistical model to assess the safety of the water supply pipeline using the quantification theory type II. In this research, the safety of the water supply pipeline was defined as 'a possibility of the pipeline failure'. Quantification analysis was conducted on the qualitative data, such as pipe material, coating, and buried condition. The results of analyses demonstrate that the hit ratio of the quantification function amounted to 77.8% of hit ratio, which was a fair value. In addition, all variables that were included in the quantification function were logically valid and demonstrated statistically significant. According to the results derived from the application of the safety evaluation model, the coefficient of determination ($R^2$) between K-region's water supply pipeline safety and the safety inspection amounted to 0.80. Therefore, these findings provide meaningful insight for the measured values in real applications of the model. The results of the present study can also be meaningfully used in further research on safety evaluation of pipelines, establishing of renewal prioritization, as well as asset management planning of the water supply infrastructure.

  • 공공시설 자산관리는 기존의 대응적 유지보수 개념의 시설물유지관리체계에서 예방적 유지보수 개념으로 전환한 시설물 유지보수의 새로운 개념이다. 기존에 운영되고 있는 공공시설관리 시스템들을 효율적으로 관리하기 위해서는 자산관리 모형이 표준화되어 범정부EA 지원시스템에 목표아키텍처로 등록되고 더 나아가서는 범정부 표준시스템으로 만들어 필요한 기관에 보급할 필요가 있다. 이 연구에서는 공공시설 자산관리 정보시스템을 구축하는데 필수적인 참조모델을 시스템의 상호운영성과 정보의 호환성을 확보하기 용이하도록 범정부EA 관점에서 제시하였다. 제시한 자산관리 참조모델이 GEAP에 등록 관리 된다면 이것을 바탕으로 타 기관에서 향후 정보시스템을 구축할 때 사전에 파악하고 활용하도록 제안 할 수 있을 것이다.

  • 정부와 시설물유지관리 기관에서는 공공시설의 안전성 확보와 유지관리 업무의 생산성 향상을 위해 다양한 시설물유지관리시스템을 구축하여 운영중에 있으나 대응적 유지보수 체계의 한계로 인하여 합리적인 예산수립을 위한 최적의 의사결정을 하기가 어려운 실정이다. 이러한 이유로 유지관리의 효율성 증대 및 예산 절약을 위해 공공시설에 예방적 개념의 자산관리체계를 도입해야 한다는 요구가 증대되고 있다. 자산관리는 시설물의 최적화된 관리를 위한 경영전략으로 시설물 상태에 대한 공학적, 해석적 분석을 넘어 대상물을 자산으로 인식·평가하고 가치유지 및 향상을 목표로 하며 동시에 사용자의 최대만족을 얻기 위한 전략이다. 국내에서는 이러한 시대적인 요구에 따라 자산관리에 대한 연구가 진행 중이며 본 논문에서는 자산관리정보시스템을 개발하기 위한 해외 사례조사를 통해 시스템 핵심 기능을 도출하고 이를 통해 데이터 항목 분류방안을 제시하였다.

Industry 4.0 in India: A Comparative Study

  • The purpose of this paper is to shed light on the current status of Industry 4.0 policies in India and provide holistic policy recommendations in the transition towards Industry 4.0. The study was conducted based on the content-centric review of written policy documents like policy memoranda (memos), green papers and white papers, policy briefs, policy reports, opinion pieces, and newspaper and academic publications on Industry 4.0. India lacks infrastructure, regulatory framework, architectural reference model, incentives, skills, and standard roadmap towards Industry 4.0. The current policy status and policy recommendations presented in this study can serve as a great asset for academicians, policymakers, and practitioners to prepare a holistic roadmap for Industry 4.0 policy implementation. The study is first to assess India's current policy status and compare with Germany towards Industry 4.0. Besides, it is expected to assist government policymakers in formulating tangible policy outputs and strategic roadmaps.

A Study on North Korea's Residential Environment in the Kim Jong-un

  • Purpose: The purpose of this study is to present policy implications by analyzing the residential environment in North Korea under the Kim Jong-un regime. Research design, data, and methodology: Residential environment analysis was reviewed by dividing it into physical, socio-cultural, economic, environmental, and policy aspects. Results: Pyongyang are considerably superior due to it being the residence of the country's leadership and middle class. Secondly, there is a concerning problem with the provision of substandard housing. Construction materials are in short supply, and unreasonable timelines often lead to uninhabitable houses, signaling a need for assistance in housing construction. Thirdly, there is a severe lack of essential residential infrastructure, such as reliable electricity and clean water supply, which significantly impacts the quality of life. Lastly, due to the country's economic hardships, basic housing rights are not guaranteed, leading to deplorable living conditions for many North Koreans. The report suggests that these issues should be addressed through international aid to guarantee the basic human rights of North Koreans. Conclusions: In North Korea, the poor living environment deteriorates the health and quality of life of citizens and adversely affects social and economic development. Therefore, international support and cooperation to improve the living environment of North Koreans is important.

  • In the 21st century, knowledge is an important asset to improve productivity in the business world. In today's rapidly changing business environment, companies have rigorously brought in knowledge management system in order to secure the sustainable competitiveness and effective knowledge management. Knowledge management has now become mandatory, not optional. Today many companies which have built knowledge management on top of information technology and hardware-based infrastructure are having a difficulty in creating organizational culture in knowledge management. Even though companies have invested substantial time and money in knowledge management, the performances have not met their expectations. To solve this problem, software oriented strategy for knowledge management such as education and networking is more needed rather than hardware oriented strategy such as information technology systems. Though the knowledge management framework suggested in this study is exploratory, this study contributes to the clarification of the critical elements that companies which are about to build knowledge management should take in account.

Infrastructure Health Monitoring and Economic Analysis for Road Asset Management : Focused on Sejong City (도로 자산관리를 위한 상태 모니터링 및 경제성 분석 : 세종시를 중심으로)

  • In this study, a novel method for monitoring road pavements using the Mobile Mapping System (MMS) and a deep learning crack detection system was presented. Furthermore, an optimal maintenance method through economic analysis was presented targeting the pavement section of Sejong City. As a result of monitoring the pavement conditions, it was confirmed that the pavement ratings were good in the order of national highways, municipal roads, and roads of provinces. In addition, economic analysis using the pavement deterioration model showed that micro-surfacing, one of the preventive maintenance methods, is the most economical in terms of maintenance costs and user benefits. The results of this study are expected to be used as fundamental reference for local governments' infrastructure management plans.
