Critical Success and Failure Factors of e-Government Project Implementation in Kenya (케냐의 전자정부 프로젝트 핵심 성공 및 실패 요인)

  • Use of ICT in Government has ability to improve service delivery to its citizens, and yet many developing countries have lagged behind in the implementation of e-Government. Many e-Government initiatives also failed to achieve their objectives in developing countries. This paper therefore aims to identify critical failure or success factors in Kenya, using Heeks' Factor Model. A survey questionnaire was developed and data were collected and analyzed from officials and interested citizens. The analysis results enabled to highlight seven specific success and failure factors, and their constituent elements in Kenya. The Kenyan overall e-Government implementation score belongs to the Zone of Improvement (3.52 of total 5.0), which means partial success or failure. The enablers of e-Government projects are good strategy formulation, and internal and external drive, whereas main failures of e-Government are weak ICT infrastructure. The areas for improvement are project management, design, competencies and funding. Data analysis highlights both strengths and weaknesses for each factor or variable. In particular, Kenyan government excels at the drive for change by top to bottom government officers as well as external stakeholders, while the government officers who are using e-Government are satisfied with the availability of vision, strategy and plan of e-Government implementation. Both technologies and e-transactions laws were the worst of all the variables in e-Government implementation. Two areas should be improved using immediate corrective action. In-depth study reveals that government officers and citizens can't fully use their laptop and mobile devices due to the lack of both ICT network and its operating technology, and legal system associated with the transaction of business information. Finally, the study ends up with recommendations for policy makers to shape the future of e-Government system in both developing and developed countries.

  • 6 sigma is a management innovation strategy which improves most of all managerial processes including transactional and project based operations such as marketing, purchasing, accounting, and construction. Even though 6 sigma is trying to solve problems from the customer's viewpoint in the scientific manner, project leader feels some difficulties in implementation because of several reasons. Especially the difficulties are prevalent in construction site. This paper investigates the cause of the difficulties through questionnaires, analyzes the investigation results, and verifies the critical success factors of 6 sigma implementation. Factor analysis has been usually employed in reducing quantity of data and summarizing information chaos. In this study, several variables from questionnaires are grouped into just only four factors by the process of factor analysis. The critical success factors are extracted as project management system, implementation mechanism, site condition, and project ownership. Some ideas for each individual success factor are suggested, which are expected to be useful in successful implementation of 6 Sigma in construction site.

  • Purpose. The purpose of this study is to investigate the success model related to the hospital information system accomplishment. It is important to examine the success model of the hospital information system and to analyze the factors affecting the job satisfaction accomplishment. Methods. The method of this study is to 150 copies of the entire survey data were distributed and 135 copies were collected, showing a collection rate of 90%. In order to ensure the reliability of the questionnaire items, Cronbach's Alpha was used to test reliability, and exploratory factor analysis was conducted to determine the convergence of various items. In order to grasp the convergence of various items, exploratory factor analysis was performed. The results of exploratory factor analysis were used to analyze the correlations between variables that were proven to have a single dimensionality before calculating factor loadings and regression analysis by Orthogonal Rotation by Varimax method Results. The results of this study, first, the system quality of the hospital information system has a statistically significant effect on user satisfaction. Second, the information quality of hospital information system is statistically significant for user satisfaction, indicating that information quality improves user satisfaction. Third, service quality of hospital information system was statistically significant in user satisfaction. Finally, the higher the satisfaction of the users who use the hospital information system, the higher the accomplishment of the organization Conclusions. This study is based on the successful model of D & M information system. In addition, the hospital information system, the user satisfaction, and the organizational accomplishment in connection with it can be found significant.

Electromagnetic and Thermal Information Utilization System to Improve The Success Rate of Laser Fault Injection Attack (레이저 오류 주입 공격 성공률 향상을 위한 전자파 및 열 정보 활용 시스템)

  • As IoT(Internet of Things) devices become common, many algorithms have been developed to protect users' personal information. The laser fault injection attack that threatens those algorithms is a side-channel analysis that intentionally injects a laser beam to the outside of a device to acquire confidential information or abnormal privileges of the system. There are many studies to determine the timing of fault injection to reduce the number of necessary fault injections, but the location to inject faults is only repeatedly searched for the entire area of the device. However, when fault injection is performed in an algorithm-independent area, the attacker cannot obtain the intended faulted statement or attempt to bypass authentication, so finding areas vulnerable to fault injection and performing an attack is an important consideration in achieving a high attack success rate. In this paper, we show that a 100% attack success rate can be achieved by determining the vulnerable areas for fault injection by using electromagnetic and thermal information generated from the device's chip. Based on this, we propose an efficient fault injection attack system.

  • In this paper, Author of this article presents a system to ensure the safety of residents in case the residents occurs an fall situation. Author of this article use weighted difference image and motion vector. Proposed system suggested the fall detection algorithm using weighted difference image and motion vector. Fall detection algorithm showed a success rate of 85% ~ 97.1% through 150 experiments. Proposed algorithm showed a litter higher or similar success rate than the existing camera based system.

  • Recently to take actions to environmental changes like rapid development of IT techniques and acceleration of internal and external competitions etc, domestic universities are conducting projects for establishment and upscaling of integrated information system. In this regard, in this study, the status of integrated information system of national and private universities was analyzed in order to deduce environmental factors for establishment of integrated information system of higher education institutions out of the recognition that environmental factors also are important factors in making the information system a success, and on such basis, 3 environmental factors and 21 detailed measurement items to be considered in establishing integrated information system of higher education institutions were deduced, and plan for successfully application of such integrated information system to the universities that intend to establish integrated information system was proposed. It is anticipated that this study results will be utilized as basic data for successfully establishment of integrated information system in universities when they establish integrated information system.

  • This research suggests critical factors affecting success and failure of several commercial mobile operating systems from Palm OS appearing in to main mobile OSs appearing in 2013. For this, we analyses several mobile operating cases, elicit factors affecting success and failure of mobile OS, and conduct ID3 based inductive learning analyses based on elicited factors and values in case dataset. Through this, we draw rules in success and failure of mobile OS and suggest strategic implications for the commercial success of mobile OS in perspective of innovation and globalization.

  • Information System (IS) Outsourcing is one of the powerful alternatives to guarantee the competitive advantages in the rapidly changing business environment. Most studies on IS outsourcing area have focused on the Critical Success Factors(CSFs) influencing the Success of IS outsourcing or the performance measuring the success of IS outsourcing projects. The CSFs or the performances which measures the success of IS outsourcing project have limitations to explain how to succeed in doing IS outsourcing project. This study uses Real Options Approach to make IS outsourcing projects' success by recognizing and minimizing IS outsourcing risks.

Antecedents of Online Shopping Success: A Reexamination and Extension

  • The qualities of the technological artifact of online shopping websites and the overall support delivered by the service provider through the website are generally agreed to be crucial elements in creating customer satisfaction and loyalty. However, a lack of consensus exists on how those qualities are related to each other, what they consist of, and how they can be conceptualized. Based on relevant literature and using a servicescape framework as a theoretical lens, we divide online shopping website qualities into information and system qualities and argue that both factors affect service quality. We conceptualize each of the three types of quality as a second-order formative construct comprising its most salient quality dimensions: information quality consisting of reliability, understandability, currency, and relevance; system quality consisting of usability, availability, and responsiveness; and service quality consisting of efficiency and fulfillment. Our model of how information, system, and service qualities are related to one another and to customer satisfaction and loyalty is then tested empirically with a data set of 570 online shopping customers. Our integrated model reconciles the seemingly contradictory conceptualizations of previous researchers and provides an effective way to create customer satisfaction and loyalty.

  • As National Education Information Systems (NEIS) is supposed to broadly introduced all over the country, we need to understand factors that would affect its successful use. Studies regarding the NEIS have been made in terms of a social issue according to its introduction and use, however there has been only little research made in terms of the use of the system so far. Therefore, this study aims to investigate the factors that would have effect on a successful use of the NEIS. A research model of the study is based on the extended DeLone and McLean's information systems success model with two characteristics of computer self-efficacy and perceived fairness. Based on the survey data from 168 subjects, the present study performs SEM analysis with PLS. The results show that perceived usefulness and computer self-efficacy improves the user satisfaction. However, the user' satisfaction does not cause system characteristics- system quality, information quality, service quality -and perceived fairness not effect. The study provides characteristics which can effectively and smoothly introduce the NEIS for its successful use on the upcoming full scale execution on the NEIS.
