Information security management systems (ISMSs) are used to manage information about their customers and themselves by governments or business organizations following advances in e-commerce, open networks, mobile networks, and Internet banking. This paper explains the existing ISMSs and presents a comparative analysis. The discussion deals with different types of ISMSs. We addressed issues within the existing ISMSs via analysis. Based on these analyses, then we proposes the development of an information security management evaluation system (ISMES). The method can be applied by a self-evaluation of the organization and an evaluation of the organization by the evaluation committee. The contribution of this study enables an organization to refer to and improve its information security levels. The case study can also provide a business organization with an easy method to build ISMS and the reduce cost of information security evaluation.

정보화 사회에서 핵심 가치로 평가받고 있는 자원은 정보 그 자체이다. 이런 이유로 기업의 가치 있는 정보를 노리는 시도가 많아지며 정보보안 사고가 급증하고 있다. 기업에서는 정보보안 사고를 예방하기 위해 다양한 정보보안 부문에 투자하고 있으나, 어떤 부문에 대한 투자가 정보보안 사고를 감소시키는 데에 직접적으로 기여하는지는 잘 알지 못한 채 투자하고 있다. 기업의 대표적인 정보보안 투자 부문인 제품뿐만 아니라 대표적인 정보보안 서비스 사업으로 각광받고 있는 정보보안 교육 및 훈련, 보안관제 서비스, 그리고 취약점 분석의 투자 효용을 알아보기 위해 본 연구를 진행하였다. 한국 인터넷 진흥원의 2014년 정보보호 실태 조사의 원자료를 이용하고, 총 정보보안 사고건수를 종속변수로 두고 음이항분포 회귀분석을 실시한 결과 교육 서비스와 취약점 분석 서비스가 정보보안 사고를 줄이는 데에 유의미하게 기여하는 것으로 판단되었다. 이 연구는 학문적으로는 정보보안 경제학을 이론적 배경으로하여 정보보안 투자 부문의 실제 효용을 파악한 연구이며, 실증적으로는 조직에서 한정된 자원을 정보보안 투자에 배분할 때 효율적인 의사결정을 하는 데에 지침을 제공할 수 있는 연구이다.

Enormous losses of shareholders and consumers caused by the risks threatening today's business (e.g., accounting fraud and inside trading) have ignited the necessity of international regulations on corporate ethics and internal control, such as Basel II and SOX. Responding to these regulations, companies are establishing governance system, applying it consistently to the core competency of the company, and increasing the scope of the governance system. Recently occurred security related incidents require companies to take more strict accountability over information security. One of the results includes strengthening of legislation and regulations. For these reasons, introduction of information security governance is needed. Information security governance governs the general information security activities of the company (establishment of information security management system, implementation of information security solutions) in the corporate level. Recognizing that the information security is not restricted to IT domain, but is the issue of overall business, this study develops information security governance framework based on the existing frameworks and systems of IT governance. The information security governance framework proposed in the study include concept, objective, and principle schemes which will help clearly understand the concepts of the information security governance, and execution scheme which will help implement proper organization, process and tools needed for the execution of information security governance.

This paper analyzed factors for employees to violate information security policy in financial companies based on the theory of reasoned action (TRA), general deterrence theory (GDT), and information security awareness and moderating effects of perceived sensitivity of customer information. Using the 376 samples that were collected through both online and offline surveys, statistical tests were performed. We found that the perceived severity of sanction and information security policy support to information policy violation attitude and subjective norm but the perceived certainty of sanction and general information security awareness support to only subjective norm. Also, the moderating effects of perceived sensitivity of customer information against information policy violation attitude and subjective norm were supported. Academic implications of this study are expected to be the basis for future research on information security policy violations of financial companies; Employees' perceived sanctions and information security policy awareness have an impact on the subjective norm significantly. Practical implications are that it can provide a guide to establish information security management strategies for information security compliance; when implementing information security awareness training for employees to deter violations by emphasizing the sensitivity of customer information, a company should make their employees recognize that the customer information is very sensitive data.

공공기관에서는 보안위협에 대응하기 위해 매년 정보보안 솔루션에 투자하고 있다. 하지만 도입된 솔루션이 실제 공공기관의 정보보안 수준 향상에 영향을 미치는지에 대한 연구가 미비한 상태이며, 이로 인해 공공기관에 도입된 솔루션의 투자효과에 대한 측정의 어려움 등이 발생하고 있다. 이에 따라 본 논문은 정보보안 솔루션의 도입 시 실제 정보보안 수준 향상에 미치는 영향에 대한 실증을 위해 전체 공공기관에 도입되어 있는 '내PC지키미' 솔루션을 중심으로 연구를 수행하였다. 분석 결과 내PC지키미 솔루션은 공공기관 사용자의 정보보안 인식향상에 긍정적인 영향을 미쳤고, 이로 인해 조직의 정보보안 수준이 높아진 것을 실증하였다. 또한, 솔루션 운영 시 보안 정책의 강제화 유무에 따른 보안성 향상에 대하여 확인하였다. 본 연구의 결과를 바탕으로 향후 공공기관의 사용자 및 관리자들이 정보보안 솔루션 도입 시 내부 보안정책 수립과 같은 운영 프로세스 개선 방안에 활용할 수 있다.

Infringement of information security has caused the corporate image to be damaged and share price to fall, and it is emerging as an organizational risk. The value of information assets in enterprises has led to a higher level of security than in the past. As a result, companies are aware of the need for officers to protect information and to oversee a security management system. However, despite the growing importance of information security officers, there is a lack of research on their roles and characteristics. This study validates the relationship between determinants that affect the performance of information security. And a structural equation model was presented and empirically analyzed to see the impact of the internal and external characteristics of the staff in charge of information security on the organization's information security performance.

This paper proposes security architecture, security audit framework, and audit check item. These are based on the security requirement that has been researched in the information system audit. The proposed information security architecture is built in a way that it could defend a cyber attack. According to its life cycle, it considers a security service and security control that is required by the information system. It is mapped in a way that it can control the security technology and security environment. As a result, an audit framework of the information system is presented based on the security requirement and security architecture. The standard checkpoints of security audit are of the highest level. It was applied to the system introduction for the next generation of D stock and D life insurance company. Also, it was applied to the human resources information system of K institution and was verified. Before applying to institutions, system developers and administrators were educated about their awareness about security so that they can follow guidelines of a developer security. As a result, the systemic security problems were decreased by more than eighty percent.

최근 사용자의 인터넷 의존성 증가와 각종 IT 디바이스의 보급과 확산에 따라, 과거에 비하여 개인 생활 전반에 정보보호가 미치는 영향력이 확대되었다. 이와 더불어 보안을 위협하는 침해 요인들이 지속적으로 복잡, 다양해지고 가짜뉴스 확산, 온라인 신분 도용, 사이버 불링 등을 비롯한 개인의 안전한 온라인 환경을 위협하는 요소들이 사회적으로 증가함에 따라, 정보보호 전문 인력 양성의 필요성이 증가하고 있다. 나아가 기업의 정보보호 업무 종사자 이외에 사회의 모든 구성원이 정보보안의 위협에서 자유로울 수 없게 됨에 따라, 개인의 정보보호에 대한 인식 제고와 자발적인 정보보호 행동을 유도하기 위한 다양한 정보보호 교육 과정의 마련이 필요하다. 따라서, 본 연구에서는 현재 이루어지고 있는 국내·외 정보보호 교육 과정의 현황과 특징에 대하여 분석한다. 이를 통하여 정보보호 교육 필요성과 교육 체계 수립의 전략을 모색하여 본 연구에서는 국내 환경에 적용 가능한 정보보호 교육 표준 프레임워크를 제시하고자 한다. 이는 개인의 정보보호 인식과 지식 수준을 제고하여 국내 정보보호 전문 인력 양성과 더불어 개인과 조직, 사회 전반의 정보보안 수준을 향상시켜 국가 경쟁력 향상에 기여할 것으로 판단된다.

Internet environment and innovative ICT(information and communication technology) have brought about big changes to our lifestyle and industrial structure. In spite of the convenience of Internet, various cyber incidents such as malicious code infection, personal information leakage, smishing(sms + phishing), and pharming have frequently occurred. Information security must be recognized as a key and compulsory element for surviving in a global economy. Strategic roles of information security have recently been increasing, but effective implementation of information security is still a major challenge to organizations. Our study examines the influencing factors of information security and investigates the causal relationship between information security maturity level and organizational performance through an empirical survey. According to the results of our study, personal, organizational, technical, and social factors affect organizations's information security maturity level altogether. This result suggests that when dealing with security issues, the holistic and multi-disciplinary approaches should be required. In addition, there is a causal relationship between information security maturity level and organizational performance, and organizations aim to establish the efficient and effective ways to enhance information security maturity level on the basis of the results of this study.

데이터 주도 시대가 형성되면서 경제적 활용가치가 높은 정보의 수집과 분석, 생산과 유통에 관한 안전성 확보를 위한 정보보호 관리의 중요성이 날로 높아지고 있다. 이러한 환경에서 기업은 정보보호 관리체계(ISMS) 인증을 통해 정보보안에 대한 신뢰를 보장받고 있으나 관리체계를 구성하는 세부영역에 대한 수준 평가와 활용은 제한적이다. 이에 반해 보안 성숙도 모델은 기업의 정보보호 수준을 단계적으로 진단할 수 있고 시급히 개선해야 할 영역을 판단할 수 있음은 물론 기업의 특성과 수준에 맞는 목표 설정을 지원하는 도구가 된다. 본 논문에서는 성숙도 모델을 바탕으로 정보보호 분야에 특화되어 개발, 활용되고 있는 보안 성숙도 모델의 사례인 C2M2를 국내 ISMS인증과 비교, 분석하여 정보보호 관리 수준을 점검하기 위한 모형을 벤치마크 하고 ISMS인증의 정보보호대책 세부영역을 구성하는 점검항목 간 우선순위를 도출하여 단계적으로 정보보호 관리수준을 점검하고 구축을 지원할 수 있는 방법을 살펴본다.
