A Research on Institution's Countermeasure for Personal Information Protection Act Based on the Examples of Performing the Privacy Impact Assessment (개인정보 영향평가 수행 사례에 기반한 기관의 개인정보보호법 대응방안에 관한 연구)

  • According to the enforcement of Personal Information Protection Act as of September 2011, the laws and regulations for the protection of personal information that were applied only to the certain sectors such as information & communication network, financial institutions, public sector etc. for the time being has been expanded to apply to all public and private sectors to process personal information. In particular, because the public institutions are obliged to be mandatorily conducted of the Privacy Impact Assessment, it will be enforced in earnest for each agency's informationization business that handles personal information. In this paper, I examine the most derived vulnerability and set up the improvement measure to supplement it with the examples of 10 of all the institutions conducting the Privacy Impact Assessment in the year 2011. And, I suggest the measures to be prepared by the institutions to observe the Personal Information Protection Act.

A Study on the Management Capabilities Enhancement of Consignor's Personal Information Protection (위탁자의 개인정보보호 관리역량 제고에 관한 연구)

  • Personal information processing works, including resident registration number is common to be consigned by IT specialized company due to high level expertise and tremendous cost. The accident related to personal information is increasing and most of accidents are caused by the consignee's leaking information. According to the Inspection of personal information protection and the management level diagnosis of personal information protection, public Institutions need to build the consignee's accident prevention and personal information management system as soon as possible. In this paper, the efficient enhancement ways for the personal information protection is studied. We analyze the law of business consignment and select basic management items related with personal information protection, and propose a analysis scheme for management level of personal information protection and a enhancement scheme for management system of personal information protection. This paper suggests consignee's management system of personal information protection for the enhancement way and the three Strengthening ways in law. To compose the a enhancement scheme for management system of personal information protection, we conduct questionnaire survey to 30 consignees(IT maintenance, notice printing, call center, welfare center) related to typical tasks of public organizations, present reference for this scheme, and execute verification of this scheme by focus group interview of consignor and consignee.

Awareness of Dental Hygiene Department Students regarding the Protection of Patients' Personal Information (환자 개인정보보호에 대한 치위생 전공 학생의 인식도)

  • Background: The purpose of the present study was to gather basic data necessary for developing an educational program regarding the protection of patients' personal information. Such a program would stress the importance of the protection of patients' personal information for dental hygiene students obtaining clinical practice. Methods: A self-reported questionnaire-based survey was conducted targeting dental hygiene undergraduates who were obtaining clinical practice in the capital region. A total of 543 questionnaires were included in the analysis. Results: The results of this study were as follows: 1) the average score for awareness of the Patient Privacy Act was 2.93 on a 4-point scale; 2) the average score for the recognition of the protection of patients' personal information was 3.22 on a 4-point scale; 3) the area-based perception of the protection of patient's personal information was 3.37 points for communication, which scored highest, followed-by the linked-work area at 3.27 points, the patient's information management at 3.22 points, and the direct dental hygiene work at 3.18 points; 4) with regard to awareness of the protection of patients' personal information according to general characteristics, the perception was higher in the advanced academic year (p < 0.01), in those who had education regarding the protection of patients' personal information at both the university and the clinical practice institution (p < .05), and in those with higher grades (p < 0.01). Conclusions: Based on the above findings, the development and application of an educational program to improve awareness of the protection of patients' personal information are considered to be necessary by both universities and clinical practice institutions.

Personal Information Protection Behavior for Information Quality : Health Psychology Theory Perspectives (정보품질을 위한 개인정보 보호행위: 건강심리이론 관점을 중심으로)

  • The purpose of this research is to understand users' information protection behavior on personal information security from health psychology theory perspectives. Empirical results indicate that users' information protection behavior on personal information is predicted by perceived threat and perceived responsiveness. Perceived threat is determined by perceived susceptibility and perceived severity. Perceived responsiveness is determined by response efficacy and self-efficacy, but response cost is not significant. These findings provide an enriched understanding about users' information protection behavior on personal information security.

  • This study was conducted with the goal to identify the degree to which elementary school students' knowledge about personal information protection practices impacted their actual behavior with regard to privacy protection. To fulfill this goal, knowledge about personal information protection was set as (1) knowledge about concepts of personal information, (2) knowledge of the rights of information holders, (3) knowledge about the code of conduct for information protection, and (4) awareness of the value of personal information. As for students' behaviors to ensure their personal information protection those were set as their habits to comply with the personal in-formation protection code of conduct and their efforts to respond and recover from any personal information violation. This study was conducted targeting 510 elementary students. The degree of the students' knowledge and their behaviors was measured by first distributing a self-report survey to the students and then analyzing their responses. The results of the analysis revealed the following: First, it was found that there are no differences among the four factors of knowledge and behavior according to the status of their education. Second, the two factors that primarily affected their personal information protection behavior were found to be their awareness of the information protection code of conduct and awareness of the value of personal information. This study holds significance in that it makes suggestions as to how personal protection practices should be taught to public school students.

Trade-off between Resource Efficiency and Fast Protection for Shared Mesh Protection

  • Shared mesh protection (SMP) protects traffic against failures occurring in a working path, as with linear protection, and allows resource sharing of protection paths with different endpoints. The SMP mechanism coordinates multiple protection paths that require shared resources when failures occur on multiple working paths. When multiple failures occur in SMP networks sharing limited resources, activation can fail because some of the resources in the protection path are already in use. In this case, a node confirming that a resource is not available has the option to wait until the resource is available or to withdraw activation of the protection path. In this study, we recognize that the protection switching time and the number of protected services can be different, depending on which option is used for SMP networks. Moreover, we propose a detailed design for the implementation of SMP by considering options and algorithms that are commonly needed for network nodes. A simulation shows the performance of an SMP system implemented with the proposed design and utilizing two options. The results demonstrate that resource utilization can be increased or protection switching time can be shortened depending on the option selected by the network administrator.

Perception and Performance of Emergency-room Nurse's Protection Behavior for the Consumer Health Information (응급실 간호사의 환자 의료 정보 보호행위에 대한 인식 및 실천 정도)

  • Purpose: The purpose of this study was to investigate the emergency-room nurse's perception and performance about the protection behavior of the consumer health information. Method: The participants were 191 emergency-room nurses in secondary, tertiary medical center nationally. The data were analyzed by SPSS 12.0 program. Result: First, the total average scores of the degree of the perception and performance by emergencyroom nurses on protection behavior of the consumer health information were $4.24{\pm}0.30$ and $3.51{\pm}0.26$. Second, the degree of the perception and performance on protection behavior of the consumer health information was heavily dependent on the following general characteristics of the participants: age, nurse position, career, and education experience on protection behavior of the consumer health information. Third, there was a positive correlation between the degree of perception and performance about the protection behavior of the consumer health information. Conclusions: The results showed the statistically significant partial correlation between the degree of perception and performance. Therefore, it is suggested to apply the concrete education program to enhance the perception in order to improve the performance.

  • Purpose: This study sought to analyze perceptions and attitudes regarding patient personal information protection according to the general characteristics of paramedic students and their clinical practice experience. Methods: A total of 215 paramedic students from G university in I metropolitan city and D university in G do were surveyed. Frequency analysis, percentage analysis, and one-way distribution analysis were conducted using the software SPSS version 23.0. Results: First, recognition regarding the operation of laws and systems related to medical law and personal information protection was high among students who had no clinical practice experience, and there were no differences with regard to students' general characteristics. Second, the level of recognition regarding patient personal information protection and exposure did not differ depending on students' general characteristics and clinical practice experience. Conclusion: Based on the results of this study, students' recognition and attitude should be improved by carrying out continuous education on patient personal information protection. Furthermore, more specialized and systematic training related to patient personal information protection should be conducted to nurture appropriately trained paramedic students.

  • Cyber hackings are increasing and becoming more intelligent. The government and private companies conduct various information protection activities by investing lots of money and employing security personnel to protect import ant assets and personal information. It is important to evaluate the efficiency of the information protection activities that cost lots of money and manpower. However, the studies on the efficiency of the information protection activities were mainly conducted for government agencies the information of which is more readily available. This study suggests a model that can evaluate the efficiency of the activities of information protection and information security certification of various private companies. Our model evaluates the efficiency of the information protection activities by applying AHP and DEA on the information that are publicly announced by the private companies. Our model identifies the DMUs that are efficiently operated and suggests the improvement policies for the DMU that are non-efficiently operated.

  • The purpose of this study is to find out the most successful way for the protection of medical information focusing on the electronic medical record(EMR). In this study, every aspect of the EMR is reviewed in terms of the hospital management. In particular, definitions, major functions, strengths and weaknesses of the EMR are considered. This study also examines the general development of the EMR as well as the current situation of applying the EMR.
