A Study on Increasing Security Following Mutual Interaction and Integration of Dualized Security Category between Information Security and Personal Information Protection (정보보안과 개인정보보호 간의 이원화 보안범주의 상호연계 및 통합에 따른 보안성 증대에 대한 연구)

  • While the legislation on the protection of personal information in public institutions was enacted and amended, the guidelines and laws on information security were focused, contracted and realized with focus on specific institutions. Mutual laws and guidelines have been applied and realized for the dual purpose of securing both the asset of macroscopic information and the asset of personally identification information, which are mutually different media information. However, in a bid to present the definition and direction of the fourth industrial revolution in 2017, a variety of products and solutions for security designed to ensure the best safety line of the 21st century, and the third technology with the comprehensive coverage for all these fields, a number of solutions and technologies, including IOT(: Internet of Things), ICT Internet of Things(: ICT), ICT Cloud, and AI (: Artificial Intelligence) are pouring into the security market as if plastic doll toys were manufactured in massive scale into the market. With the rising need for guaranteeing the interrelation for securities with dualistic physical, administrative, logical and psychological differences, that is, information security and personal information security that are classified into two main categories and for the enhanced security for integrated management and technical application, the study aims to acquire the optimal security by analyzing the interrelationship between the two cases and applying it to the study results.

A Study on the Relationship between R&D Information Support Programs and SME Performances: With Focus on ICT SMEs (중소기업 R&D 정보 지원과 성과의 관계에 대한 연구: ICT 기업을 중심으로)

  • Recently, to overcome the global economic recession and stimulate the sluggish economy, Korea government has adopted various policies designed to strengthen the innovative capabilities of its small or medium sized enterprises (SMEs). With our focus on ICT technology companies, this study empirically analyzes both the potentials and the limitations of the R&D information support programs which are part of these governmental efforts. Our goal is to generate insights and help develop policies based on evidence. In this study, we used statistics from 2014 on small or medium business technologies to analyze the effect that the government's R&D information support policy has had on the technological or economic performance of small or medium businesses. According to these research results, R&D support programs (assistance with R&D planning and provision of technological information) made available to small or medium businesses did have a significant correlation to technological investment. By contrast, R&D information supporting programs were found to have no direct, significant correlation to technological or economic performance. One exception was that programs that gained the benefits of R&D planning support did have a significant correlation to technological performance in the case of companies engaged in ICT research. The results of this study will provide various insights for policymakers designing policies to support technologically-driven small or medium businesses, including ICT-based companies. We anticipate that this study will be a particularly helpful guide to policy development for corporations or researchers that provide supportive information to small or medium businesses.

  • In the Fourth Industrial Revolution and the foundation of software and hardware technologies through ICT, the technology to analyze the principles of information processing activities is the ability to implement programming. In this study, to improve the programming academic performance of electronics majors, firstly, we presented an effective teaching method in order to promote employment in the programming field by improving problem-solving skills and logical thinking skills in the programming field that electronics majors do not prefer. Secondly, we plan to promote intelligence informatization by converging intelligence information technology into the existing electronics industry by developing software utilization skills through programming curriculum that reflects the specificity and reality of electronics. Lastly, as computer programmers, we would like to expand creative talent education by developing learners' capabilities to cultivate smart talents who have both hardware and software capabilities.

The Validity Analysis of SDN/NFV Military application (SDN/NFV의 군 적용 타당성 분석)

  • SDN and NFV are next-generation network technologies, and cloud, such as data centers, campuses, and large companies, has been established, or is actively applied by service-oriented communication companies. In particular, the Defense Integrated Data Center will be a prime example for military applications. In order for the Defense Integrated Data Center (DIDC) to become an intelligent center, it is accelerating the promotion of the "Smart Defense Integrated Data Center", which applied the latest information and communication technology (ICT). At the time of the establishment of DIDC, it plans to start building infrastructure such as cloud services at around 30% level, and expand D-Cloud to 75% through 'Cloud First'. In addition, the introduction of SDN/NFV will reduce the operation cost and manpower of DIDC, strengthen the ability to efficiently use information resources and cyber information protection systems, and increase flexibility and agility in using each system to improve efficiency in defense management in the future. Therefore, we will discuss the justification and expected effects of SDN/NFV introduction, focusing on DIDC.

  • The development of ICT has promoted the infusion of 'social,' which is not only 'personal,' but also strengthens social connection and communication; and SNS lies in the center of the infusion. Although SNS has been positioning itself as a significant domain in our lives based on the developed technologies, such as openness, extendibility and real-time, it has caused social concerns due to unexpected side effects. Therefore, this study aims to identify the stressors causing SNS stress and the factors influencing discontinuance of SNS. As a result, 5 factors including 'techno-overload,' 'techno-invasion,' 'techno-insecurity,' 'techno-complexity' and 'pace of change' were found to be SNS stressors. It is thought that this study would provide an academic implication for the future studies of stress and discontinuance related to SNS and a guideline for establishing practical strategies.

  • As the information and communications market goes more uncertain, foresight activities becomes more important. A number of foresight activities, such as trend analysis, have been used to predict customer needs. However previous studies tend to lack objectivity and systematization. In this study, we suggest a meta analysis methodology which combines both top-down and bottom-up approach in order to systematize the analysis process. Secondly, we applied this approach to ICT market to identify essential future technologies. Based on the result from the meta analysis, we have constructed the future technology roadmap.

The Utilisation of ICTs For Knowledge Management In A Zimbabwean Urban District Council

  • Purpose: This study established the state of the utilisation of information and communication technologies (ICTs) in Zimbabwean urban district councils to manage municipal knowledge. The way municipal knowledge and service delivery information are managed influences the usefulness and accessibility of the information to the various stakeholders. The effective management of this information thus determines the quality of decisions made by Zimbabwean urban councils. Research design, data and methodology: The study adopted a single case study design, employing a purely qualitative research approach. The purposive sampling technique was used to select key informants who participated in the study. Collected data were analysed using thematic content analysis. Results: The findings revealed that the Masvingo City Council was not fully utilising ICTs to manage service delivery knowledge. It has been at a minimum level in cases where they have been used. Conclusions: This research contributes to the Zimbabwean local government body of knowledge, providing the evidence needed to form a basis for future research, focusing on knowledge management and information technology utilisation in municipal organisations. The researchers recommended that Masvingo City Council direct more resources towards improving the existing ICT infrastructure and employee training programmes to improve the management of the organisation's knowledge.

A multi-hop Communication Scheme in Vehicular Communication Systems (차량통신시스템에서의 멀티홉 전송 방법)

  • Vehicular communication is one of main convergence technologies which combines information and communication technology (ICT) with vehicle and road industries. In general, vehicular communication adopts IEEE 802.11p standard which is commonly referred as wireless access in vehicular environments (WAVE). In this paper, we investigate a multi-hop communication scheme for IEEE 802.11p based communication systems which support both vehicle-to-infrastructure (V2I) and vehicle-to-vehicle (V2V) communications. First, we briefly overview the performance of IEEE 802.11p based communication systems. Then, a multi-hop communication scheme is introduced for both broadcast and unicast. The performance of proposed scheme is presented via experimental measurements.

  • Recently, many countries around the world including Korea (Rep. of) have actively introduced online voting using distributed ledger technology (e.g. blockchain). However, online voting using distributed ledger technology based on the widely deployed telecommunication/ICT infrastructure. There is insufficient analysis of potential security threats. In this paper, we suggest a model for online voting system using distributed ledger technology and propose countermeasures by analyzing the security threats that may occur in online voting process in terms of information security.
