Visions and the Use of a Community Information and Communication Technology (ICT): Assessing the Effectiveness of the Delivery of Community Network Services

  • This study investigated the use of community information and communication technologies in light of its dual visions (i.e., serving as an affordable Internet service provider and a community building tool). Surveying the randomly selected users of a community network (n = 213), this study examined the influence of the community features on service use compared to that of Internet features. The present study found that the respondents were using the service mainly for general Internet features, such as email and web access. More than two-thirds of the respondents did not recognize community contents as available service. Community features of the service were found as significant predictors of use only among people who were aware of community contents but not among people who were not. Nonetheless, there was no difference in the amount of use between the two groups, indicating that the awareness of community contents itself did not increase use. Findings suggest that the service providers did not fully communicate the community aspect of the service with the users although the very aspect distinguishes the service from other Internet services.

An Examination of Preconditions for the Creation of Collective Intelligence (집단지성 발현의 선행요인 검토)

  • This study aimed to reveal factors that contribute to the creation of collective intelligence (CI) and to provide a cornerstone for future studies on this subject. We hypothesized that effects of the complexity and meaningfulness of the task, diversity, openness to experience, independence, decentralization, and the use of information and communication technology (ICT) are preconditions for the creation of CI. To investigate these hypotheses, we surveyed 200 individuals in the research and development-based manufacturing industry and collected a total of 185 valid responses. The results of the analysis showed that the meaningfulness of the task, openness to experience, independence, decentralization, and the use of ICT had positive effects on CI. Both perceived dissimilarity and value diversity had negative effects on CI. When all variables were included, their significance for the creation of CI showed the following order: use of ICT, the meaningfulness of the task, openness to experience, perceived dissimilarity, and value difference. The theoretical and empirical implications of these results were discussed.

  • For the bridges managed by the municipalities, there is a need for a maintenance management system for the municipal governments for the scientific and systematic maintenance standard and the scientificization of the budget acquisition and execution through the quantified data base. The purpose of this study is to develop a system for efficient management of small bridgies maintained by the municipality and use ICT convergence technology such as BIM / GIS technology. The details of the system development include the development of the small bridgies maintenance program for mobile devices, the development of the small bridgies maintenance database, the development of the small bridgies integration maintenance management, and the reliability of the program system developed by checking the construction and operation contents of the small bridgies test-bed. The developed program system is linked to the development of smart name plate and reader module of non - power system.

  • Silicon Valley's legal foundation in recent years has surfaced on the radar of policy planners who model Silicon Valley's information and communication technologies (ICT) industry. Precisely, the prohibition of covenants not to compete (CNCs) is linked to firm-to-firm knowledge spillovers by way of mobile workers positioned as nodes in a system of innovation. Meanwhile, traditional frameworks support enforcement of CNCs as a way to encourage R&D activities to the worker and to prevent the worker's tacit knowledge and know-how from fleeing. Amidst the battle for the restraint or release of human capital, we present an industrial approach to reconcile the ostensible strife between enforcement and prohibition frameworks. Theoretically, we contend an industrial approach can maximize the policy tools of discorded planners. Moreover, this article newly compares the ICT industries of Silicon Valley and Route 128 to argue that California's law is a unique factor in the greater success of Silicon Valley firms.

  • The article clarifies the definition and components of the ICT competence of future teachers, justifies the introduction of a motivational-value component. ICT competence of future teachers has a four-component structure: motivational-value, general-use, general pedagogical, subject-pedagogical components. The levels (reproductive, productive, creative), criteria and indicators of the formation of ICT-competence of students of a pedagogical college are determined, the content of these levels (reproductive, productive, creative) is disclosed, respectively.

  • As the international standardization of 5G element technologies (e.g., 5G vertical satellite, direct communication functions between 5G NR (New Radio)-based devices) required not only in 5G verticals but also in autonomous navigation services is currently underway, it is expected to be utilized for autonomous navigation services while utilizing the economic size advantages of the scale of international standard-based solutions through 3GPP international standardization of marine communication services related to autonomous navigation vessels. In order to establish the ecosystem of ICT convergence market related to autonomous navigation vessels and to preoccupy core communication technology based on international standards, it is necessary to develop digital communication systems and gateways that have global compatibility, (2) secure core element technology based on next generation communication, and (3) promote international standardization for internationalization of related technologies. For this, data analysis and standard technology should be developed through service analysis by distance. Currently, the requirements for the operation of autonomous navigation vessels can be classified into three categories.

  • ICT(Information and Communications Technologies)의 빠른 발전으로 직류 전원의 직접 사용이 증가하고 있다. 그러나 대용량 가변가능 직류 전원 장치가 보편화되지 않았으며 현재 ICT 기기들은 내부 또는 외부에 직류 전원 정류 장치를 내장하고 있다. 앞으로 더욱더 많은 기기들이 교류 전원이 아닌 직류 전원을 사용하게 되므로 가변이 가능한 대용량의 직류 전원 장치가 필요하게 될 것이다. 그러나 가변 가능한 구조의 전원장치는 다수의 전원 장치를 병렬로 연결하여야 하므로 고장에 대한 검출 및 분리가 필요하게 된다. 이러한 고장 검출을 위하여 확장 패리티 공간 기법을 적용하였다.

Information Technologies as an Incentive to Develop the Creative Potential of the Educational Process

  • The new millennium is characterized by an unprecedented breakthrough in knowledge and information and communication technologies, and the challenges of the XXI century require modernized paradigms of interaction in all spheres of life. Education continues to play a key role in national and global growth. The key role of education and its leadership in developing creative potential, as the main paradigm of the countries' stability, have significantly influenced educational centers. The developers of educational programs use information technologies as an incentive to develop creative potential of educational process. Professional training of the educational candidate is enhanced by the use of information technologies, so the educational applicants should develop technological skills to be productive members of society. Using the latest achievements in the field of information technologies for the organization of the educational process helps to form the operational style of education applicants' thinking, which provides the ability to acquire skills of processing information, that is presented in the text, graphic, tabular form, and increase the level of general and informational culture necessary for better orientation in the modern information space. The purpose of the research is to determine the effectiveness of information technologies as an incentive to develop creative potential of educational process on the basis of the survey, to establish advantages and ability to provide high-quality education in the context of using information technologies. Methods of research: comparative analysis; systematization; generalization, survey. Results. Based on the survey conducted among students and teachers, it has been found out that the teachers use the following information technologies for the development of creative potential of the educational process: to provide video and audio communication process (100%), Moodle (95,6%), Duolingo (89,7%), LinguaLeo (89%), Google Forms (88%) and Adobe Captivate Prime (80,6%). It is determined that modular digital learning environments (97,9%), interactive exercises tools (96,3%), ICT for video and audio communication (96%) and interactive exercises tools (95,1%) are most conducive to the development of creative potential of the educational process. As a result of the research, it was revealed that implementation of information technologies for the development of creative potential of educational process in educational institutions is a complex process due to a large number of variables, which should be taken into account both on the educational course and on the individual level. It has been determined that the using the model of implementation information technologies for the development of creative potential in educational process, which is stimulated due to this model, benefits both students and teachers by establishing a reliable bilateral connection between teacher and education applicant.

  • In the smart societies, such as the current unlike in the past, the voice that listeners will feel favor is changing through the development of ICT technologies and infrastructure. In other words, in the past, loud, intensive and fast voice is a favorite but now a new social and cultural situation that is changing them with ICT technologies. Now, this becomes one of the important things that we clarify 'Is it a voice that feels a favor?'. For this, in this paper, we identified what voice that listeners feel favor by applying ICT technologies. Studies were carried out to proceed largely divided into two categories. Firstly, as the quantified data, we extracted the impact on favorable feeling of listeners which related with emotional speech by empirical analysis work. To do this, we performed the experiment for the public. Secondly, we identified what kind of voice which listeners feel a good impression. For this, we identified voice characteristics that there are people who are influential in the real society. Also, we extracted both the voice characteristics of each influential people and common voice characteristics. In addition, we want to overcome the problems of qualitative methods that have originally limitations in objective respects which is significant to the voice analysis. For this, we performed the experiments of the voice analysis by numerical and visual approaches.

Predicting Crop Production for Agricultural Consultation Service

  • Smart Farming has been regarded as an important application in information and communications technology (ICT) fields. Selecting crops for cultivation at the pre-production stage is critical for agricultural producers' final profits because over-production and under-production may result in uncountable losses, and it is necessary to predict crop production to prevent these losses. The ITU-T Recommendation for Smart Farming (Y.4450/Y.2238) defines plan/production consultation service at the pre-production stage; this type of service must trace crop production in a predictive way. Several research papers present that machine learning technology can be applied to predict crop production after related data are learned, but these technologies have little to do with standardized ICT services. This paper clarifies the relationship between agricultural consultation services and predicting crop production. A prediction scheme is proposed, and the results confirm the usability and superiority of machine learning for predicting crop production.
