Relationship between Value Based Strategy and Industry Competition (산업 내 경쟁강도와 가치기반전략에 따른 기업성과 간의 관계)

  • The Korea government has been pursuing various policies to find a new industrial growth engine based on ICT (Industry and Communication Technology). However, ICT industry recently faces a serious crisis due to a lack of fundamental competitiveness and capital and technological gap with other countries. Accordingly, it is necessary for ICT industry to recognize the rapidly changing competitive business environment and to establish appropriate value-based strategies. This paper analyses factors affecting value-based strategy in the Korean ICT industry using 10 years data set. The result shows that the value-based strategy in the Korean ICT companies has a significant influence on their financial performance. In addition, it is confirmed that the competition level in the industry has a significant moderating effect on this relationship. In addition, when the companies are categorized based on performance, it is confirmed that there is a significant difference in competition level and value-based strategy in each categories. The results of this paper are expected to suggest implications for the effective use of balanced value-based strategies in the ICT industry.

  • The rail transport system is developing into a smart railroad that pursues intelligence beyond the automation stage of each component in recent years. Smart railways based on ICT (: Information & Communications Technology) technologies such as IoT (: Internet of Things), big data, deep learning, AI (: Artificial Intelligence), and block chain are expected to cause many developmental changes in domestic and foreign railway technologies. In this paper, we look at the domestic and international standardization trends of railway communication technology, which forms the basis of such smart railway system, and discuss the direction for train control technology(CBTC) in Korea's railway transportation system to become a leading technology(UBTC) in the world railway industry in the future.

  • The ICT technology by using smartphone is leading the world. Apple opened the smart age with its smartphone on the first place in the world. In 2013, Samsung of Korea is spotlighted in the world, but China will run after Samsung with medium- and low-priced smartphones equipped with functionality and low and medium prices after 2014. That is, the life cycle of ICT technology gets shorter, and the volume of investment is increased. There is increasing uncertainty of enterprises and nations because the expanded volume of investment. Therefore, it is very important to predict emerging ICT technology, and investment development. Korea based on the creative economy is at the point of strengthening ICT. Therefore, this study aims to analyze intellectual property rights (patent) and the ICT market environment for the emerging ICT technology. The result of analysis will contribute to studying the intellectual property rights (patent) and the R&D matrix module in the ICT market environment for discovering and predicting national emerging ICT technology.

  • ICT(Information Communication Technology) is a key word in our society on today. Various support programs by the government have given many quantitative and qualitative changes to the software industries. Software is instructions(Computer Program) and data structure. Software can be divided into Application program and System program. Application programs have been developed to perform special functions or provide entertainment functions. Because of this rapid growth of software industries, one of the problems is issue on copyright of program. In this paper, we described an analysis method for program similarity based on source code in program.

An Empirical Investigation of Mediation Effects between Information Communication Technology Implementation and Firm Performance: Role of Knowledge Absorptive Capacity and Knowledge Management Capability

  • This research examined the mediation effects of knowledge absorptive capacity (KAC) and knowledge management capability (KMC), between information communication technology (ICT) implementation and firm performance. In the past, studies investigated KAC and KMC separately. While studies of KAC focus on the flow of information, those of KMC focus on knowledge creation triggered by innovative information. However, KAC and KMC are not mutually exclusive and as such we investigated them together in this research. We surveyed 126 companies and analyzed hypotheses with LISREL analysis. This research provided empirical support for the Nonaka's contention that the information processing has a positive effect on knowledge creation. We also found that there is a mediation effect between ICT implementation and firm performance. Not only is there a direct effect of ICT implementation on firm performance, but there is an indirect effect through KAC and KMC. KAC has a positive effect on both KMC and firm performance. However, it has been discovered that while KMC has mediation effect, it is not significant as an independent factor for firm performance.

A Comparative Study on ICT Policy in Education in Korea and Japan

  • Korea and Japan have been making a continuous effort to build information and communication technology (ICT) infrastructure in schools, and integrate ICT into curriculum by training teachers based on own ICT policies in education. ICT policy in education isparticularly diverse and challenging, in part because the rapid development of ICT continues to create new possibilities for use and demands the transformation of the ways we teach and learn. The present study is to analyze ICT policies of Korea and Japan, between 1980's and the present period, in a larger educational and historical context. The study reviews chronological changes in major streamlines of ICT policies of both countries, and discusses in detail changes in two aspects of ICT policies in education, that is, ICT infrastructure and teacher training. The paper points out convergence and diversity of ICT policies in two countries and concludes with a set of guidelines for ICT policy makers.

  • Researches on the business value of IT and ICT in the past has been focused on static content researches such as study of IT ICT itself and study of the relationship between IT ICT and performance. In recent years, however, the need for discussions on the "process of IT and ICT making economic value (performance) difference between companies" is growing. In particular, there is a need for an framework to analyze the process of qualitative change (progress, evolution, improvement) of IT and ICT affecting the competitive advantage. In this paper, we present a framework for analyzing the process of creating competitive advantage by IT ICT and show the structure of how IT and ICT resources lead to the creation of competitive advantage. In order to achieve these objectives, this paper proposes a framework for the process of creating competitive advantage by linking IT and ICT related resources, value activities, value chains, and business processes.

Factors Affecting the Use of ICT in Resolving Work of Community Officers in Vietnam

  • In general, using information and communication technology (ICT) to support problem-solving is becoming increasingly common across various industries, sectors, and regions. However, there have been few analyses on the factors affecting ICT problem-solving among officers working at People's Committees of mountainous communes. Using survey data, exploratory factor analysis (EFA), and multivariable linear regression, this study examined the factors that influence the use of ICT in resolving works among community officers at People's Committees in the Northwest mountainous region of Vietnam. The results showed that three factors with statistical significance affecting the dependent variable are computer skills, gender, and occupation of community officers. Therefore, it is recommended that officers participate in ICT training courses or engage in regular self-study to improve their computer skills and qualifications. Both men and women should also prioritize the use of ICT equipment. The study also found that officers in managerial positions were more likely to use ICT for problem-solving than their counterparts. However, some factors that affect the use of ICT were not identified in this study, leaving room for further research.

  • The paper aims to examine the association between information and communication technology (ICT), economic growth and population health based on health production model in Malaysia. This theoretical health production function is represented as follows: where the output is an individual health outcome, and the inputs are determinants of health, such as income, education, health care costs, medical facilities, the environment, and lifestyle. The development of information and communication technologies are represented as of mobile cellular subscriptions (per 100) and fixed telephone subscriptions (100) using time series data from 1993-2017 from the World Bank database. Using the bound testing technique of cointegration, this study finds that ICT affects population health significantly and positively in the long- and short-run. This is because ICT inclusion improves human health and longevity. Whereas, economic growth has no significant impact on the population's health both in the short- and long-run. The findings indicate that a weak global economy affects Malaysia's economic growth and reduces the health expenditure per capita. The results of this study suggest that policymakers must develop policies that improves public health by increasing health literacy, disseminating health information and facilitating medical facilities. This study also suggests that health care systems should to concentrate on digital inclusion.

Analysis of The Information Communication Technology Textbooks For Elementary Schools (초등학교 정보통신 기술 교과서의 분석)

  • Many advanced technologies of computer and internet make the information communication technology education to be changed in elementary schools. The transition from the education of computer utilization to the education of computer science knowledge in ICT education area helps the child to enhance his or her logical thinking and the abilities of problem solving. In this study, we did some analysis of textbooks which have the updated information communication technology education, supporting these features. We collected six textbooks developed according to the guideline of information communication technology education since 2007. The main contents of this study are systematic analysis, quantity analysis and Romey's analysis about six textbooks. Specially, we found that 'Understanding of Information Society', 'Understanding of Information Processing' and 'Various Activity' among the ICT five area in textbooks support student's inquiry activities in elementary schools.
