This paper presents the policies Korea adopted to educate and train scientists/researchers and technicians/skilled workers. The Korean policies for the increase of human resources in science and technology that stimulated an upgrading of skills in industry and adapted to technical advancements are identified. An important factor is that the supply and demand mechanism created a virtuous circle so that the science and technology education and training policies were responsive to economic demands. In addition, policies to foster a human resource capacity have enhanced the contribution of human resources in science and technology for innovation and economic growth.

정부정책은 시장과 기업에 많은 영향력을 행사하기 때문에 정부정책에 대한 평가는 중요한 현안이다. 현재 우리나라에서 CM정책을 제시하는 대표적인 자료는 건설산업기본계획과 건설기술진흥기본계획으로 이를 통해 정부의 CM정책을 이해할 수 있다. 본 연구의 목적은 제3차 건설산업기본계획과 제4차 건설기술진흥기본계획에 제시된 CM정책항목을 중심으로 CM정책에 대한 CM기업의 인식과 평가를 Gap 분석기법을 활용하여 중요도와 실행도의 관점에서 분석하고 주요 특징 및 시사점을 도출하는데 있다. 본 연구를 통해 나타난 주요 결과는 정부가 제시한 CM정책항목에 대해서는 전반적으로 중요하다고 CM기업이 인식하고 있는 반면 실행도에 대해서는 낮은 평가를 내리고 있다는 것이다. 향후 정부는 새로운 CM정책항목의 발굴보다는 이미 발굴되어 있는 CM정책항목의 이행전략과 성과점검에 보다 노력을 경주할 필요가 있는 것으로 나타났다.

문화유산 산업은 한나라의 흥망성쇠에 결정적 영향을 미친다. 본 연구에서 문화유산 산업에 대한 선진국의 여러 가지 정책과 제도를 소개한다. 이를 통해 나라의 상황에 맞게 고쳐 나아가, 문화유산 산업 발전 관련 정책을 제시한다. 특히 '젊우미'라는 제도를 제안해, 청년취업과 문화유산 산업 증진의 두 가지 발전을 위한 정책을 위해 문화재 보존 인력양성, 문화재의 디지털 데이터베이스화 와 문화재 스토리 발굴을 제안한다.

Although the $6^{th}$ industry of agriculture, the subject of this research, is a policy that is implemented nationwide, the result or its performance can vary depending on judgment and basic plan of the local government concerned. To overcome this, support of the central government and provincial governments is important, but each rural family, rural area or management unit also has to grasp the reality fast and overcome it through voluntary participation. In addition, local governments of the nation should operate this project efficiently by implementing required support and policies in each field. Local governments should also promote revitalization of local economy by providing help to rural families and management units that implement the $6^{th}$ industry of agriculture through expert consulting, matching of funding paths, and deregulation.

The purpose of this study is to investigate the degree of difficulty and turnover of nurses working in the field and to derive clinical work activation and supply policy improvements. Data was collected from December, 2014 to January, 2015, from 23 hospitals, and participants were 3,887 nurses working in the field, Survey details : the difficulty of the clinical work of nurses working in hospitals, turnover intentions status and policy proposals for clinical research work enabled General characteristics, difficulties in clinical working, turnover intention and clinical work plan activation are frequency analysis. The difference between each of the variables in accordance with the general characteristics are one-way ANOVA analysis, Correlation analysis of the variables is also a Pearson correlation coefficients. 'difficulties in clinical working' was a statistically significant difference depending on the type of hospital, nursing class, number of beds, location, age, position, employment, gender, working form, working department, salary, career, and degree level. 'turnover intention' was a statistically significant difference depending on nursing rate, number of beds, region, age, position, sex, shifts, departments, annual income, and career. 'policy recommendation' was a statistically significant difference depending on type of hospital, nursing rate, age, position, employ, shifts, departments, annual income, degree level and career 'difficulties in clinical working' is 'turnover intention' (p<.001), 'policy recommendations' (p<.001) and had a significant positive correlation. and 'turnover intention' had a "policy recommendation" significant positive correlation with the relationship (p<.001) The most difficulties point of the nurses working in the field are the environment, such as shift, urgent and dangerous. Major policy proposals are improve treatment such as wages, and welfare.

The purpose of this study is to get a politic advanced idea to operate a pro-environment based u-city through the overcome problems on the construction policy for the even areal distribution, and the development for the model structure of the high level. Advanced pro-environmental ubiquitous urban construction becomes an example of the practical level linked by the national agenda as uKorea policy. The Idea of the national land informal ion systems transforms to enhance or to guide the national strategic industry to implement balanced development as grand objectives of the national land due to the factor that 'the economic development 5 years plan' altered to 'the national land 5 years plan'. Therefore, ubiquitous echo city construct ion becomes realized as static spatial informal ion construct ion and dynamic mobile based ubiquitous lives operable by the information infrastructure and IT839 policy items operation. For the synergy effects through this task, it requires a strong empowerment of the information industries and a new growing core engine of the national economy through the policy of the mutual satisfaction on the spat io-temporal information and the pro-environment information systems.

본 연구는 제4차 건설기술진흥기본계획의 성과평가를 통해 건설정책 성과분석 체계와 관련하여 보완되어야 할 점을 도출하고 더불어 제5차 건설기술진흥기본계획 수립 시 고려할 수 있는 성과평가체계 요인을 제안하는 데에 목적이 있다. 이와 같은 목적을 달성하기 위해 건설분야 전문가들로 하여금 제4차 건설기술진흥기본계획의 성과분석 체계에 대한 평가를 성과지표 적절성, 측정방법 적절성, 목표치 설정 수준을 이용해 평가하도록 하였다. 그리고 선행연구고찰을 통해 해외 선진국의 정책평가 제도를 분석하고 건설정책 평가의 방법론적 제안사항을 도출하여 제5차 건설기술진흥기본계획 수립 시 참고자료로서 활용할 수 있도록 하였다.

The purpose of this paper is to evaluate the Indian Software Industry and t government's industrial policy by analysing the characteristics of the software industry, authority, development process, social infrastructure, and public sector. The Information age is creating profound changes in the way we live and work. It is transforming all aspects of society, stimulating new opportunities. Over the past decade, India has deliberately prepared itself to meet the new challenges of the information age. India became an important player in shaping world software industry. Through the industrial policy, Indian government is focusing on 1) the development of software industry, 2) dramatic increase in IT scientists engineers, and the promotion of education institutes, 3) the establishment of the software technology Parks (STP), 4) the inducement of foreign direct investment, 5) extensive standardization, 6) the coordination of the law and system. India has liberalized finance and telecommunications system in an effort to bring in more business, and has revamped education curriculums to encourage more creativity among students. Government has played crucial role in bringing India one of advanced software nation by presenting the grand vision and sophisticated plan, liberalizing telecommunication market, and enhancing the efficiency of bureaucratic system.

본 연구는 대구경북지역 섬유산업의 경쟁력 회복을 위해 1999년부터 소위 '밀라노프로젝트'로 시작된 대구지역 섬유산업진흥사업을 중심으로 지난 10년간의 대구지역 섬유산업의 정책변화와 지역 섬유산업의 구조변화에 대한 현황분석을 토대로 향후 대구경북지역 섬유산업의 혁신과제를 제안하고자 하였다. 분석결과를 요약하면 다음과 같다. 1단계 밀라노프로젝트('99-'03)는 기획 수립단계에서부터 섬유산업의 중장기 발전시나리오에 기초한 비전과 전략의 부재로 체계적인 사업기획 및 단위사업 선정이 미흡함으로써 패션어패럴밸리 조성 등 사업의 추진일정이 지연된 문제점이 노출되었지만, 신제품개발지원센터, 염색디자인실용화센터 등 차별화 제품의 개발을 지원할 수 있는 기반을 구축하게 되었다는 점에서 성과의 의의가 있다. 2단계 대구섬유산업진흥사업('04-'08)은 경상북도의 도비 매칭을 통하여 대구경북지역의 광역사업으로 추진되었으며, 기 구축된 인프라를 중심으로 지원된 기술개발지원 사업은 특허출원 등 기술적 성과와 신상품 매출액 비중 증가 등의 경제적 성과가 가시화되고 있는 것으로 나타났다. 아울러 섬유업계는 1990년대 후반부터 한계업체 퇴출, 설비매각 이전 등 고강도의 구조조정이 진행되어 왔으나, 현재 영업중인 섬유업체는 재무구조, 생산성, 수익성 측면에서는 기업의 경영성과가 호전되었다. 산업 구조적인 측면에서는 의류용섬유소재분야에서 산업용섬유소재분야로 구조전환이 이루어지고 있는 것으로 나타났다. 기업의 혁신역량 분석에서는 타 산업과 비교할 때 큰 차이는 없으나, 최고경영자의 기술혁신의지, 기업가 정신, 연구개발 역량과 인적자원분야에서 혁신역량이 다소 떨어지는 것으로 나타났다. 향후 섬유산업의 지속발전을 위한 경쟁력 제고를 위해서는 하이테크 섬유소재와 생활용 섬유분야에 대한 선택과 집중이 필요하며, 향후 물리적 집적기반보다는 신뢰와 협력에 기반한 네트워크를 통해 '혁신 시너지'를 창출할 수 있도록 소프트웨어적 인프라 구축에 보다 집중하여야 할 것이다. 특히 지역 섬유산업이 지역 전략산업으로 선정되어 10년 이상 지속적인 지원을 받아 온 만큼, 이제 전통 주력산업에서 미래 성장산업으로 변모하기 위해서는 기업의 기술혁신의지와 기업가정신에 기초한 기업주도의 '혁신 클러스터'를 반드시 창출해야 할 것이다.

세계 항공산업은 디지털 기술의 발전과 더불어 지속적으로 성장하고 있다. 김포지역의 항공전자 시스템을 기반으로 하는 디지털 항공산업 발전방안을 수요적 측면, 제도적 측면, 산업구조적 측면에서 연구 하였다. 항공산업의 성장동력화를 위한 추진전략을 제시하고 전략 달성을 위하여 항공수요의 지속적 창출, 핵심 부품소재 육성 및 경쟁우위 디지털 기술력 확보, 제도 운용의 활성화를 위한 인프라 구축, 행정지원제도의 개선, 민 산 군 학 관의 정책조정기능 강화를 추진과제로 제안하였다. 연구를 수행한 결과 행정적, 산업적인 분야에서 관련 제도 등을 보완하면 항공정비산업과 헬기산업을 중심으로 김포지역의 디지털항공산업 발전이 가능하다는 결론을 도출 하였다.
