  • Recently, the Ministry of Employment and Labor Management is a trend to strengthen all men death rate than the accident rate. A study on the improvement of food cutting machines through industrial accident characteristics in Korea (식품절단기 사용 사업장의 사고성 재해 특성에 따른 개선방안 연구)

  • The past five years, industrial accidents due to food processing machinery have been occurred 725 cases, injury by the food cutter occurred 390 cases in its. On this study, to prevent food cutter injury, an attempt is made to present the improved documentation of fundamental safety of the food cutter workplace through the injury analysis of food cutter injury and surveys on band saw machine business field. Analyzing the result of 390 cases on food cutter injury, amputation, cut, puncture occupied 75.1 percent (293 cases), compressed occupied 23.3% (91 cases), also it showed constant component without reference to gender, age, scale of work place, service period. In the survey, lack of concentration for workers have been pointed out as the biggest factor in the cause of band saw machine injury. Meanwhile, such as the EU and Japan, whereas presents safety standards about band saw machines that are tailored to each country, on the other hand, South Korea doesn't provide the standards. To prevent the food cutter injury, safety standards need to be established in consideration of amputation, cut, puncture, compressed injury and financial support is required to procure protective equipment at each place of business.

A Study on the Analysis of Accident Cases in Laboratories (실험실의 사고사례 분석에 관한 연구)

  • The loss of life and property due to accidents in the research facilities or the laboratories of the university occurs steadily and the necessity of laboratory accident prevention is proposed. Above all, the main work to laboratory accident prevention is a systematic analysis of laboratories accidents. Analyzing reports or researches on industrial accidents in Korea had been carried out but these researches or reports did not based on laboratory accidents analysis. To the establishment of the accident prevention countermeasure in laboratory, a questionnaire sheet has been developed in this study. The questionnaires to survey the accident cases were gathered by electronic mail and visit survey from the laboratories and universities. The data of accident cases from the questionnaires was analyzed and discussed on accident distribution by season, the type of accident classification, the type of occurrence, the objects that caused the accident and laboratory accident by the damage incurred etc.. These results of this study can be used as basic data to the safety security and laboratory accident prevention of the laboratory worker.

  • Despite the efforts for enhancing the safety record, construction industry has been suffered from higher fatalities than other industries. The poor record of safety in construction industry means that there is a clear need for an effective countermeasure. As mentioned in previous studies, it is important to identify the type of activities or risks that are likely to cause accidents and to develop appropriate safety measures. Considering the large number of accident cases on the temporary installations including work platforms and work passages, the temporary installations should be managed first. To support it, this study aims to analyze falling accident cases on construction working platforms and passages which can lead to develop proper safety measures. Through the analysis of 1663 accident cases in the perspective of cost, progress, activity, and type of workers, this study identifies how the recent accidents occur and what is the cause of the accident occurrence. The identified causes of accident occurrence will help us to improve current construction safety.

A Study on the Development of Self-Checklists for Small and Medium-Sized Chemical Industries (중소규모 화학업종을 위한 자율점검표 개발 연구)

  • Major industrial accidents in which workers die due to fires or explosions while working at chemical substance handling workplaces continue to occur. Among the major industrial accidents that occurred between 2005 and 2021, the accident status by work situation and equipment was analyzed. Through analysis, it was confirmed that storage, reaction, and piping facilities were the main causes of the accident, and a self-checklist for each facility was developed. Verification was conducted through the supply and use groups to evaluate the suitability of the use, duties, and items of the self-checklist. The user group showed higher satisfaction than the supplier group for all three suitability of use, job, and item. In particular, since the inspection items of the self-checklist were organized around the cause of the accident derived through the analysis of actual accident cases, the satisfaction level was high in all groups. It is expected that the self-checklist developed through this study will be useful not only for large companies but also for small and medium-sized chemical industries that lack professional manpower.

A Study on the Problem and Countermeasure of Concealment of Industrial Accident in Construction Site (건설업 산재 은폐의 문제점과 대책에 관한 연구)

  • According to statistics released by the Ministry of Labor for the past 6 years, work-related accidents in the construction industry have been on the continued increase, resulting in social and economic losses that are difficult to determine at an exact amount. However, the number will likely get much bigger if unreported cases are included, considering the fact that the aforementioned statistics are based soley on the applications filed with Korea Workers' Compensation and Welfare Service. The practice of businesses choosing not to report and dealing with industrial accidents in an unauthorized manner is defined as "concealment of industrial accident". The reason the employers tend to engage in the concealment practice even at their huge cost is a "pre-qualification" scheme for the applicants in the government procurement process. Under the pre-qualification scheme, the applicants with a high rate of industrial accidents receive a low grade and become less attractive candidates in the procurement process, thus losing an opportunity to win a contract. Such failure relates directly to the fate of business organizations, to survive or not. That is why they are making all-out efforts to obtain a high grade in the pre-qualification evaluation. With regard to the accident-concealment problem, the following can be mentioned as preventive measures: (1) To exclude a rate of industrial accidents from the pre-qualification scheme; (2) To strengthen the institution of imposing penalties on the occurrence of industrial accidents; (3) To introduce private insurance system to the current industrial accident compensation insurance; and (4) To give non-recognition treatment to industrial accidents that were not reported upon occurrence. In conclusion, the concealment problem can be resolved if the aforementioned measures are to be taken continuously along with corrective measures against institutional deficiencies.

  • To prevent similar accidents with the basis of industrial accidents already occurred in industrial plants, it would be possible only after true causes are grasped. Unfortunately, however, most accident investigation carried out with the basis of legal regulation failed to grasp them so that similar accidents have been repeated without cease. This research aimed to find out differences between results from conventional accident investigation and those from human error analysis, and to draw out effective and practical counter-plans against industrial accidents occurred repeatedly in an autoglass manufacturing company. As for analysis, about 110 accident cases that occurred for last 7 years were collected, and by adopting the Comprehensive Human Error Analysis Technique developed by the previous researchers, not direct causes but basic fundamental causes that might induce workers to human errors were sought. In consequence, the result showed that facility factors or environmental factors such as improper layout, mistakes in engineering design, and malfunction of interlock system were authentic major accident causes as opposed to managerial factors such as personal carelessness or failure to wearing personal protective equipments, and/or improper work methods.

The Descriptive Analysis on the General Characteristics of the Inpatients with Occupational Injuries in an Oriental Medicine Hospital (한방병원에 입원한 산업재해 환자의 일반적 특성에 대한 기술적 분석)

  • Objectives : The purpose of this study was to find out the characteristics of patients who admitted due to industrial accident and to promote the superiority of oriental medical treatment on the sequelae of industrial accident. Methods : We analyzed the medical charts of 51 inpatients in a local oriental medicine hospital. The patients had been hospitalized from May 1, 2003 to October 31, 2010. Results : 1. By gender, males accounted for 78.4%, while females 21.6%. By age, most incidences occurred in the forties(29.4%), fifties(23.5%) and thirties(19.6%) in order. 2. Most causes of accident was carelessness(27.5%) and fall down(21.6%) was the next. 3. With regard to the interval from occurrence of accidents to hospitalization, 20 cases(39.2%) were found to be hospitalized 31~90 days after the accidents, followed by 11 cases(21.6%) in 91~180 days and 7 cases(13.7%) in 181~360 days. 4. Most cases turned out to be injuries with 40 patients from Sequelae of intracerebral hemorrhage (23.5%) and Lumbar and other intervertebral disc disorders with radiculopathy(13.7%). The mean duration of hospitalization was $209.03{\pm}346.04$ days. Inpatients of Organic brain syndrome NOS numbered the longest stay($676{\pm}86.26$days), Sequelae of intracerebral hemorrhage recorded $541.91{\pm}541.83$ days hospitalized. 5. Most of inpatients were treated with acupuncture(100%), herbal medication(98.0%), oriental physiological therapy(82.3%), and moxibustion(76.4%). Conclusions : This article will help the researchers related to Oriental medicine establish basic source of Oriental medicine approach for inpatients due to industrial accident.

Analysis of Transplantation of 99 Free Flaps (유리조직 이식술 99례 분석)

  • Free flap transplantation demands meticulous microsurgical technique to cover the exposed vital structures which is important to restore and maintain functions of the extremities. From July 1992 through December 2000, 99 patients were received reconstructive microsurgery in the upper and lower extremity at Department of Orthopedic Surgery, Chonbuk National University Hospital. The most common cause in the upper extremity was industrial accident, 8 cases of total 15 cases and in the lower extremity was traffic accident, 66 cases of total 84 cases. The most commonly involved site was thumb and finger, 8 cases of total 15 cases and in the lower extremity was leg, 65 cases of total 84 cases. In upper extremity, the wrap around free flap was carried out in 4 cases(4.0%), first dorsal metatarsal artery flap and lateral arm flap were 3 cases(3.0%) each in 15 cases and in lower extremity, latissimus dorsi myocutaneous flap were 23 cases(23.2%), gracilis 20cases(20.2%), and rectus abdominis muscle flap 18(18.2%) in 84 cases. Overall 89 cases(89.9%) of 99 cases were survived and maintained and revealed good cosmetic results.

A Study on Accident Prevention through Analysis of Industrial Drone Accidents and Their Causes (산업용드론 재해발생 특성과 원인분석을 통한 재해예방에 관한 연구)

  • It has been only a few years since drones have been introduced to Korea, and as the use of drones has increased in industrial sites as well as in hobby activities, accidents such as workers' body parts coming into contact with rotating propellers have been occurring since 2016. Industrial accident cases are being filed. In the case of a remote control vehicle, if you release the remote controller in the event of an abnormal situation, it stops in place and no further danger occurs but in case of drones flying over the sky is different. Sudden motor stops during flight, uncontrolled changes in flight posture, loss of radio waves, loose propeller, etc, numerous factors can lead to accidents due to unintentional movements. Therefore, drone operators need safety knowledge as well as high knowledge about drones. However, drones with a weight of less than 12 kg can fly without a pilot's certification, and therefore, a minimum accident prevention measure is required. 10 accidents approved as industrial accidents since 2016, 23 accidents surveyed by general drone operator, 40 accidents surveyed by the Korean Consumer Resources Unfortunately for the purpose of writing this paper, drones are a new species and do not have many parameters for analysis but my experience has shown that the type of disaster does not deviate significantly. In addition, there is no paper that analyzes drone related industrial accidents not only in Korea but also in other countries. However, even if you watch an overseas drone accident video through YouTube, it is not much different from the case that occurs in Korea. I hope that this study will be of little help to all the drone pilots as well as the work safety of industrial drones used in industrial sites.
