  • The welfare system and the direction of the welfare policy have been unable to escape greatly from the frame of the past against the facts that the external environments of the national economy of the world including Korea have been changing in quick and rapid speed. Such results have caused the issues related with the welfare, economy and society ended in the ideological collision in connection with the goals of the policy, the right agreement between the policies lacked, and the intervention and conflict between the interest group concerning the policy continued. Social policy of Korea in the past had the level of complementing the parts which could not be solved through the growth. Employment creation had been achieved continuously backed up by the high rate of growth. And the low aging level, the young population structure, and the high rate of childbirth had been the structures that made such achievement possible. Goal of the economic and social policy is to construct the safe economic and social system. And what has been requested has been the formation of the economic and social policy orienting the welfare nation in form of social investment and welfare expansion. Also the direction in strengthening the welfare system of Korea shall have the balance between the protection and activation strength with the necessity of converting to the prevention welfare from the post welfare. Also the public part, market, the 3rd sector and the share of the role of an individual shall be achieved. And what is needed is the achievement of the transfer from the paradigm of residual welfare to the universal welfare. • In a view of rapidly changing business environment, the success and competing power of organizations depend on committed, highly motivated and satisfied human resources. Empowerment is mainly concerned with establishing and building trust between management and employees, and motivating their participation. Also, behavioral integrity emphasizing on the characteristics of effective leaders has shown as direct action that strengthens positive consequences in organizations. However, research regarding behavioral integrity is very limited. Based on the Self-determination Theory, this paper investigates the effect of empowering leadership on employee's job satisfaction and work engagement. Multi-group analysis based on behavioral integrity is also analyzed. An online survey was conducted and 298 employees' data were collected. Using structural equation modeling, results suggest as follows. First, empowering leadership had a positive effect on individual's job satisfaction mediated by their work engagement. Second, the result of the multi-group analysis showed that the effect of empowering leadership on work engagement is stronger in the group with high behavioral integrity. Contrary to the prediction, the result doesn't support the moderating effect on job satisfaction. These findings contribute to our understanding of empowering leadership process. Based on the results, several theoretical and managerial implications are discussed.

  • The establishment of a successful business must be preceded by comprehensive entrepreneurial preparation and research, as well as the development of a truly attractive business idea. Research to-date has tended to be based solely on factors relating to entrepreneurial activity or business performance. Research into the development and evaluation of a business idea has been insufficient. The purpose of this research is to propose a methodology for evaluating the attractiveness of a business idea objectively. This research measures the attractiveness of a business idea by the click through rate (CTR) to a website generated by specific keyword entry into internet search engines. The attractiveness of a business idea can be presented by the formula: number of relevant keyword searches x CTR on search results. As the number of searches for individual keywords is published by the search engines and it is possible to estimate CTRs for specific search results, we can objectively evaluate the attractiveness of a business idea. By analyzing keyword search data and CTRs obtained from search engines over a one month period, 1124 keywords that relate to foreign language education have been identified. A regression formula has also been derived, predicting the click through rate for search results. This research and its findings can be used to raise the success rates of new businesses; proposing objective guidelines for business idea development and evaluation. It is particularly meaningful because it introduces a new methodology to the arena.

  • The recent experience about self-employment shows three main trends: first, its share out of the total workers has steadily increased, recording 37.6% in 2001, implying its prevalence and importance; second, its share out of male workers has caught up female workers', implying its importance to males as well as females; and finally, during the recent Economic Crisis when there was mass layoff and large scale bankruptcy, its share rapidly increased, reflecting its role of a buffer to economic fluctuation. However, there have been few studies on self-employment, mainly focusing on what makes someone choose it as an alternative to being employed. This study analyzes the determinants of the duration to terminate self-employment, by applying the proportional hazard model to the Korea Labor and Income Panel Survey(KLIPS) by the Korea Labor Institute. The KLIPS started the first wave in 1998 with the 5,000 household sample (and about 12,000 individual sample of household members aged 15 and more). In this study, the first four waves are used for analysis. The average duration of 5,357 spells of self-employment is 130 months. It shows slight difference between males(124 months) and females(138 months) while it widely ranges over industries (296 months for agriculture industry while 50 months for restaurant and hotel industry). Estimates of the proportional hazard model of the self-employment duration show that females are more likely to terminate self-employment while it is not statistically significant. The effect of age at starting self-employment on the hazard shows the inverse V-shape, which implies that, until a certain age(47 years), the hazard become higher as aging while, since then, it become lower as aging. The level of education has a positive effect on the hazard, implying that more education is related to the higher probability to be employed. The measures of economic performances, annual sales and earnings, are positively related to continuing self-employment while hardship at the start of self-employment measured by several ways has a negative effect. Training before opening business has a positive effect on keeping on self-employment and its effects are different over its providers, significantly positive for public providers while insignificant for private providers. More and further research on self-employment is urgent in the rapidly ageing society. To help workers to be self-employed, more public assistance is necessary for education, training, financing, marketing, management, and human resource management in order to make the olders consider self-employment as a good alternative rather than an inevitable one.

  • The purpose of this study is to provide a theoretical basis for future studies by systematically integrating existing empirical studies that examine the relationship between the entrepreneurs' competencies and business performance. As the results of empirical studies examining the relationship between the entrepreneurs' competencies and business performance are mixed, this study tries to derive different results from individual studies through meta-analysis into standardized statistics(effect sizes). To accomplish the purpose, this study developed hypotheses about the positive effects of the entrepreneurial competencies including opportunity recognition competency, managerial competency, technical-functional competency, strategic competency, and relationship competencies on the business performance through theoretical reviews of the literature. Also, this study conducted meta-analysis with 15 sample data using open source based statistical program 'R'. The results of this study are as follows. The opportunity recognition competency, managerial competency, technical-functional competency, strategic competency, and relationship competency were found to significantly affect financial business performance. Also, each of the factors had a moderate effect size on the performance. Among these competencies, the most effective factor was the strategic competency, followed by the opportunity recognition competency, technical-functional competency, and relationship competency. There is still no study using meta-analysis on the relationship between the entrepreneurs' competencies and business performance in South Korea. Therefore, the results of this study are expected to provide implications for developing the theoretical basis of future studies.
