Analysis of the Hebei Spirit Oil Spill Incident and its Aftermath (허베이 스피리트호 유류오염사고와 그 영향에 관한 분석)

  • The Hebei Spirit oil spill incident occurred in December 7, 2007 and caused approximately $12,547k{\ell}$ of crude oil spillage along 370km off the west coast of Korea. Due to the astronomical and irrecoverable damage to the marine ecosystems and the overall living standards of the residents, the oil spill incident has been notoriously named as the "worst oil spill incident" occurred in Korea. Nevertheless, though almost a decade has passed since the tragic incident in Korea, it appears that compensation and recovery efforts seem not close to satisfaction and the local residents are still struggling with various negative impacts incurred by the incident because of critical cleavage among the interests of the relevant parties to the incident. In this paper, the analysis of Hebei Spirit oil spill incident regarding two aspects was carried out; First, meticulously analyze the practical and statistical data of the incident to precisely examine the fundamental causes for its occurrence to further prevent the reoccurrence of such disastrous incident; and the second, comprehensively inspect reasons for the protracted and inefficient damage recovery and victim-oriented compensation. To be specific, this study observed the levels of compensation against damages from the incident, and the adequacy of it in terms of ultimately and inclusively addressing financial, social and ecological aspects based primarily upon the legal verdicts, and statistical and empirical surveys.

  • Dynamic interaction analysis of surface structure on layered half-space is performed in frequency domain under incident wave excitation. This present study adopts a coupling method that combines the finite element(FE) for the flexible structures and boundary element(BE) for the layered half-space. A semi-analytical approach is employed to reduce the integration range of wavenumbers in the BE formula. For the incident wave input, the response is decomposed and formulated after the impedance matrix for the structure system. Numerical examples are presented to demonstrate the accuracy of the method. The examples show the feasibility of an extended application to the complicated dynamic analysis of structures on layered media under incident wave excitation.

Investigating the Determinants of Major IT Incident Tickets: A Case Study of an IT Service Provider Firm for Logistics and Distribution Industry

  • Purpose - This study investigates the determinants that affect the number of IT Incident tickets of an IT Service Provider ("ITSP") to logistics industry in order to improve its management process by reducing the incident tickets. Research design, data, and Methodology - This study uses weekly data of IT incident tickets from September 2012 to June 2015. Correlation and regression analyses are conducted. Six identified determinants i.e., IT Change, User Errors, Shipment Volume, Network, Hardware and Software Issues are used as the explanatory variables. Results - Our findings show as following. First, our analysis indicates that IT Change is not a significant determinant as opposed to what commonly believed by many as the most important factor. Second, Software issue is the highest contributor to the Major IT incident tickets, followed by User Error, Network and Hardware issues. Third, it seems there is lead-lag relationship between IT Change and Major IT Incidents tickets as indicated by earlier studies. Fourth, the relationship between IT Change and Major IT tickets is also affected by shipment volume. Conclusions - As policy recommendation, all identified determinants should be treated according to priority. In addition, improving the way IT Changes are implemented will definitely reduce the IT incident tickets.

  • Construction sites have gradually become bigger and bigger according to Korea economic growth. Also use of tower crane and other heavy equipment has been increased. The increased use of heavy equipment like tower crane is leading to fatality incident. This study will verify hazards to influence tower crane incident through structural and positive verification and find which hazard influence incident risk. The result of this study is as follows. First, while there is a significant difference between safety managers and tower crane operators for working environment, safety management, personal manage among risk factors, we can not find any evidence on the difference in perception of tower crane incident risk between them. Second, task manage risk and personal manage risk has a significant positive effect on perception of tower crane incident risk. Third, while site environment risk has a significant positive moderating effect of task type between risk factors and perception of tower crane incident risk, personal environment risk has a significant negative moderating effect between them.

The Characteristics of Waves on the Steep Sloping Sea Bottom (급경사 해저면에 대한 파랑의 반응특성)

  • This study discusses the interacting with deep water waves approaching from deep water based on the linear wave theory and steep sloping sea bottom floor by the numerical procedure. The results of particular interest are particle velocity and acceleration in x, y, z direction wave height amplification factor reflection coefficient and dimensionless pressure distribution on the steep sloping bottom with respect to the various incident wave angle. The wave loads relative to various bottom slopes, incident wave angles and wave periods on submerged breakwater and pipe are represented in comparison with mild sloping bottom the wave load parameters on the steep sloping bottom seemed to be influenced by variation of incident wave angle. In general the particle velocities and accelerations in x, y, z directions on the steep sloping bottom represented larger value or about two than those on the mild sloping bottom according to incident wave angle. However, the wave height amplification factors did not show distinct difference, but the slight variation with respect to the various incident angle showed on mild sloping bottom. The reflection coefficient increased with respect to increase of the incident angle on the steep sloping bottom the results also indicate that the very steep sloping beach produces a rather substantial amount of reflection as we expected. No significant variation of wave pressure was shown on the steep sloping bottom but it represented a certain amount of variation on the mild sloping bottom according to the various incident wave angle. The analysis at the OTEC site also showed similar results.

Application of Multi-Agent Transport Simulation for Urban Road Network Operation in Incident Case (유고상황 시 MatSIM을 활용한 도시부 도로네트워크 운영 분석)

  • PURPOSES : The purpose of this study is to check the possibilities of traffic pattern analysis using MatSIM for urban road network operation in incident case. METHODS : One of the stochastic dynamic models is MatSIM. MatSIM is a transportation simulation tool based on stochastic dynamic model and activity based model. It is an open source software developed by IVT, ETH zurich, Switzerland. In MatSIM, various scenario comparison analyses are possible and analyses results are expressed using the visualizer which shows individual vehicle movements and traffic patterns. In this study, trip distribution in 24-hour, traffic volume, and travel speed using MatSIM are similar to those of measured values. Therefore, results of MatSIM are reasonable comparing with measured values. Traffic patterns are changed according to incident from change of individual behavior. RESULTS : The simulation results and the actual measured values are similar. The simulation results show reasonable ranges which can be used for traffic pattern analysis. CONCLUSIONS : The change of traffic pattern including trip distribution, traffic volumes and speeds according to various incident scenarios can be used for traffic control policy decision to provide effective operation of urban road network.

  • The central core of the Traffic Management System is an Incident Management System. Whole approach has been component-orientated, with a secondary emphasis being placed on the traffic characteristics at the sites. The first action taken during the development process was the selection of the required data for each components within the existing infrastructure of Algeria freeway system. After review and analysis of existing incident detection methodologies, Paramics was utilized to test the performance of APID, DELOS algorithms. The existing system of Algeria freeway was tested in a different configuration at different sections of freeway, thereby increasing the validity and scope of the overall findings. The incident detection module has been performed according to predefined system validation specifications. The Paramics simulation was done with the use of synchronous analysis, thereby providing a means for testing the incident detection module.

Study on Normal and Random incidence Absorption Coefficient (수직 및 랜덤입사 흡음률에 관한 연구)

  • Comparison for various empirical models of normal incident absorption was made, along with experiments. Comparative result indicates that Voronina model which is function of fiber diameter and porosity is more suitable than the other models. An investigation for correlation between normal and random incident absorption was carried out by experiment and analysis. It appears that at the low frequencies, the random incident absorption is higher than the normal one, whileas at the high frequencies, the random incident absorption is decreased due to the effect of grazing incident components.

An investigation for correlation between normal and random incident absorption was carried out by experiment and analysis.   • The acoustic liner has been used for the suppression of noise. The impedance characteristics of the acoustic liner are increased by the incident pressure. For the estimation of the acoustic liner on the incident acoustic pressure effect, the modified impedance model is suggested on the basis of the GE impedance prediction model. The modified impedance model is originated from the 3 parameter impedance model, and extended to the incident pressure parameter. The modified model is applied on the simple duct analysis with variant source pressure. Through the computation, it is observed that the fore directivity patterns of the duct are varied by the incident SPL level.
