  • After the huge explosive accident in port of Tianjin, it is being strengthened on the dangerous goods regulations. This also has been make an extra impact which must meet international standards and even different parts became possible import customs regulations exporting from Korea. Since 2004, internationally in compliance with the enforced the transport of dangerous goods regulations (IMDG Code), but becomes substantial damage to the domestic industry that exports of dangerous goods is a lot of difficulties in the logistics of efficiency due to possible follows only the clearance to the needs of the Chinese Government. In Korea and secure hazardous materials management needs have emerged, but piecemeal ad hoc policy is connected economically costly and unnecessary regulations weighted long-term safe at the same time enables continuation of the development of the only domestic chemical industry to find effective hazardous materials management plan it is.

A Study on the Export Strategy of China to the Cosmetic Industry: Focus on Countermeasures against Tariffs and Non-Tariff Measures (화장품 산업의 대중국 수출전략에 관한 연구: 관세 및 비관세조치 대응전략 수립을 중심으로)

  • Purpose - The purpose of this study is to suggest strategies and solutions for entering China in the tariff and non-tariff sectors of the cosmetic industry. Design/methodology/approach - This study analyzed the import tariff rate of cosmetics in China, and analyzed the export cost by actually interviewing the exporting companies to derive the economic effect of non-tariff measures. Findings - First, We proposed the use of the FTA business model (basic cosmetics), the use of Korea-China FTA tariffs (foam cleansing, toothpaste), and the use of APTA tariffs (perfume). Second, We proposed cooperation between the governments to facilitate customs clearance procedures and improvement of FTA awareness among corporate practitioners. Third, We proposed the expansion and support of the AEO MRA system and the expansion of Korea-China MOU conclusions regarding the certification system, and the international standardization of domestic licensing system and technical conditions. Fourth, We proposed the use of government-supported projects related to obtaining overseas certifications and overseas expansion through collaboration with the same industry. Research implications or Originality - HS3304 products excluded from the Korea-China FTA should take full advantage of the FTA business model. In addition, the non-tariff measure costs are fixed costs per year, so the ratio decreases as the number of exports and export volume increases.

  • The Korea Customs Service is efficiently handling business with an electronic customs system that can effectively handle one-stop business. This is the case and a more effective method is needed. Import and export require HS Code (Harmonized System Code) for classification and tax rate application for all goods, and item classification that classifies the HS Code is a highly difficult task that requires specialized knowledge and experience and is an important part of customs clearance procedures. Therefore, this study uses various types of data information such as product name, product description, and product image in the item classification request form to learn and develop a deep learning model to reflect information well based on Multimodal representation learning. It is expected to reduce the burden of customs duties by classifying and recommending HS Codes and help with customs procedures by promptly classifying items.

  • China's 'One Belt One Road' initiative has had a profound impact on China's relationship with Central Asia, which shares borders at North-western region. Central Asia plays an important role in securing the export market of Chinese products, supply of raw materials, and transportation route to Europe. The inland port is of significance to facilitate the development of logistics, trade and industry in the surrounding areas by enabling the distribution and import and export clearance in the region by performing the role of the seaport on the hinterland. The purpose of this study is to analyze the effect of the development of inland ports in central and western China on the geopolitical relationship between China and Central Asia. To this end, we analyze the status of inland port development in China's Midwest by employing the SWOT-PEST analysis method to analyze the current status as well as prospects of trade, investment and transportation routes with Central Asia in terms of geopolitics. As a result of the analysis, the relations between China and Central Asian Countries are becoming more politically and economically close, but it has brought about serious challenges by domestic and foreign environmental changes. Therefore, the development of the inland ports in central and western China are determined by the geopolitical relations under 'One Belt One Road' initiative between China and Central Asia, while the development of the inland port is also expected to serve as a catalyst for the development of both regions.

  • Korea is an import and export-oriented economy that relies on shipping transportation, and sea ports play an important role in national economic growth. To secure and maintain the competitiveness of these ports, hardware and software investments are required, but policy support can also be expected to have an effect. This study identified the irrationality of the system by exploratory analysis of the port facility fee discount system for Ulsan Port, an energy hub port, and suggested improvement measures to resolve it.This study analyzed the volume of Ulsan Port and the reduction of port facility usage fees for about 10 years and identified irrational factors that despite a special port for liquid cargo, a considerable reduction for container cargo is concentrated, and even because it was a passing ship, 100% reduction for entrance and clearance fees were provided to them, which could cause serious moral hazard.. As a way to improve the port facility charge discount system at Ulsan Port, this study proposed strengthening support for eco-friendly activities to support containers, adjusting the reduction rate for passing ships, or improving the reduction and exemption application process.

  • The reviewing of an analysis of the Korea-China FTA due to guidance introduced for the new regulations or exceptional regulations compared to the KORUS, Korea-EU, Korea-ASEAN FTA. Commodity sectors in the Korea-China FTA and the KORUS, Korea-EU, Korea-ASEAN FTA(the majority in the country and trade criteria analysis result) compared and analyzed the results, rules of origin and the customs clearance procedures of origin, preferential tariff rate of origin and the origin preferential specific rules are somewhat difference, but customs and trade facilitation regulations are already quite consistent with the Korea customs system. Relatively important research results were as follows. First, the calculation of the regional value content in KORCHINA FTA is that I'm to use the deduction method can comprehensively reflect a regional value ratio, with respect to the materials acquired originating status as the FTA in the US and EU use the product non it's not to consider the value of the originating materials originating materials can be utilized for intermediate goods.   • FTA(Free Trade Agreement) of South Korea and European Union(EU) took effect from July 1, 2011. Korea signed a contract FTA with the European Union by first among Asian country, and Korea EU FTA is evaluated that it is wide, comprehensive and high level FTA. Therefore, Korea EU FTA will become FTA that dimension is high, and FTA fermentation with the European Union may activate the Korean economy through extension of export. By the way, in Korea EU FTA, the stipulations on import and export clearance system is different compared with other FTA. Therefore, exporter and importers should compare thoroughly on essential factor of origin standard and preferential tariff which is set in FTA Agreement. In this study, I analyzed 'conditions of direct transport' that is prescribed in article 13 of Korea EU FTA. Particular, I analyzed recently example of appeal for review that decision is made in the Korea Customs Service(KCS). Laying stress on counter measure of business, conclusion in this study is as following. First, companies must understand correctly a single consignment and a single transport document under Korea EU FTA. Second, companies must not analyze wrong 'conditions of direct transport'. Third, when simplicity transshipment or temporary custody is consisted, companies must secure documentary evidence as soon as possible. Fourth, in case goods pass third country, companies must understand uprightly 'a single consignment'. Finally, companies should keep in mind to truth that European Union and EFTA are different FTA.

Preliminary Inspection Prediction Model to select the on-Site Inspected Foreign Food Facility using Multiple Correspondence Analysis (차원축소를 활용한 해외제조업체 대상 사전점검 예측 모형에 관한 연구)

  • As the number and weight of imported food are steadily increasing, safety management of imported food to prevent food safety accidents is becoming more important. The Ministry of Food and Drug Safety conducts on-site inspections of foreign food facilities before customs clearance as well as import inspection at the customs clearance stage. However, a data-based safety management plan for imported food is needed due to time, cost, and limited resources. In this study, we tried to increase the efficiency of the on-site inspection by preparing a machine learning prediction model that pre-selects the companies that are expected to fail before the on-site inspection. Basic information of 303,272 foreign food facilities and processing businesses collected in the Integrated Food Safety Information Network and 1,689 cases of on-site inspection information data collected from 2019 to April 2022 were collected. After preprocessing the data of foreign food facilities, only the data subject to on-site inspection were extracted using the foreign food facility_code. As a result, it consisted of a total of 1,689 data and 103 variables. For 103 variables, variables that were '0' were removed based on the Theil-U index, and after reducing by applying Multiple Correspondence Analysis, 49 characteristic variables were finally derived. We build eight different models and perform hyperparameter tuning through 5-fold cross validation. Then, the performance of the generated models are evaluated. The research purpose of selecting companies subject to on-site inspection is to maximize the recall, which is the probability of judging nonconforming companies as nonconforming. As a result of applying various algorithms of machine learning, the Random Forest model with the highest Recall_macro, AUROC, Average PR, F1-score, and Balanced Accuracy was evaluated as the best model. Finally, we apply Kernal SHAP (SHapley Additive exPlanations) to present the selection reason for nonconforming facilities of individual instances, and discuss applicability to the on-site inspection facility selection system. Based on the results of this study, it is expected that it will contribute to the efficient operation of limited resources such as manpower and budget by establishing an imported food management system through a data-based scientific risk management model.
