Analysis of Spatial Characteristics of Old Building Districts in Daegu to Evaluate Fire Risk Factors (화재위험요소의 도출을 위한 대구지역 노후건축지구의 공간특성분석)

  • The proportion of old buildings over 30 years old increased from 29.0% in 2005 to 37.8% in 2019. These old buildings were created during the absence of building-related safety standards such as fire safety performance. In the process of use, illegal changes and extensions were made, making them more vulnerable to safety. In the 1st Basic Plan for Fire Safety Policy, among the 12-Key Tasks, one is to ensure the safety of residential living spaces. Fire safety investigations are being conducted to prevent large-scale disasters such as multi-use buildings, but no investigation has been conducted at the regional district level where small-scale old buildings are concentrated. Therefore, in order to derive fire risk factors in the old building district where old buildings are concentrated, the composition characteristics of the buildings were first analyzed.

A Study of the Remodeling Techniques for Old Apartment Blocks (아파트단지 내부의 리모델링 수법에 관한 연구)

  • The rebuilding method for old apartment housing blocks has merits of providing new buildings and larger private living spaces. However, it causes many serious urban problems, such as shortage of infrastructure capacity, traffic congestion, reduction of building life, and deterioration of open space quality. Nowadays, remodeling is accepted as a way of overcoming such negative effects of the rebuilding method. This study focuses on the various techniques of remodeling. The results of this research are as follows; First, old apartment blocks provide poor level of service in general, so they have problems of bad accessibility, deterioration of facilities, and degraded landscape. In many cases, there is a hindrance from walking freely and security problem due to illegal privatization of public spaces. Second, various remodeling techniques are required to meet residents' different needs. The residents of apartment housing value private space above public space, and show low level of willingness to pay cost for remodeling. Third, based on these findings, some remodeling techniques are suggested - integration of a space to another, expansion of spaces, connection of spaces, reuses of roofs and walls, relocation and renovation of paths between buildings, and so on.

  • This study analyzes the physical environments of studio-housing and suggests alternative solutions for the problems of studio-housing. Based on solving the problems of it through previous research review, the research methods are decided on-site survey and the housing floor plan analysis. The results of this study are follows. First, parking lots make passengers uncomfortable. Narrow spaces between buildings cause problems in terms of light, ventilation, and privacy. Moreover, the short of green space makes living conditions less amenable. Second, the narrow corridors of studio-housing buildings bring about bad effects on walking and privacy. The living conditions becomes worse due to the illegal remodeling. Third, even though a multi-family housing provision for low or middle-income families is a good housing policy, new design policies or interventions are needed to make residents' behavior comfortable.

Worse, during their years of use, many such old buildings have had illegal changes and extensions made, making them more vulnerable in terms of safety. Fire safety investigations are being conducted to prevent large-scale disasters in multi-use buildings, but no investigation has been conducted at the regional district level, where small-scale old buildings are concentrated. Therefore, to identify fire risk factors in the old building district where old buildings are concentrated, the composition characteristics of the buildings were first analyzed. To examine the spatial characteristics of old building districts in order to derive fire risk factors, the results of this analysis based on the structure, use, roof type, and year of approval for use are as follows. It was found through our analysis that as of the date of approval for the use of the building, the main structure of the building has the greatest impact.

  • In order to carry out construction work, it is urgent to introduce a proper wage system so that the cost burden of projects that have been won due to bleeding competition among original government buildings based on low-priced bids can be transferred to subcontractors. Purpose: Construction with illegal multi-level industrial structure needs to improve the wage reduction environment leading to order (100%) → original contractor (80%) → subcontractor (65%) → load contractor (65%) and aims to ensure wages for end workers. Method: Investigate the current status of labor cost appropriate payment plan in the construction industry, and investigate the case of the appropriate wage system (P.W) in the United States. In addition, the effect and direction of the appropriate wage system are presented. Result: Individual minimum wage security was also mentioned in the Constitution, and many researchers suggested that only the introduction of an appropriate wage system could solve the problem of reducing worker labor and ensure quality and safety. Conclusion: The proper wage system in the construction industry will block illegal multi-level and illegal foreign work, improve the labor environment in the construction market, create an influx of young workers, and have a significant impact on the construction industry's competitive structure, safety, and quality.

A Study on Utilization of Unmanned Aerial Vehicle for Automated Inspection for Building Occupancy Authorization (건축물 사용승인 제도의 현장조사 자동화를 위한 UAV활용방안 연구)

  • The inspection for building occupancy authorization has lacked objectivity due to manual measurement methods. This is why connivance of the illegal buildings has been rampant, which has led to so many incidents. Consequently, this law has lost its intent to protect people's lives and property. In this study, for the purpose of improvement of this law, the research was conducted by the utilization of unmanned aerial vehicle for automated inspection for building occupancy authorization. Theoretical considerations about building occupancy authorization and the trend of UAV technology were accomplished. Secondly, a series of reverse engineering was conducted including digital photography, network RTK-VRS surveying and post-processing data. Thirdly, the resultant spatial information was used for building occupancy inspection authorization in a BIM platform and the effectiveness and applicability of UAV-based inspection was analyzed. As a result, methodology for UAV-based automated building occupancy inspection authorization was derived. And it was found that eleven items would be possible to be automated among thirty total items for building occupancy authorization. Also it was found that UAV-based automated inspection could be valid in inspecting building occupancy authorization due to authentic accuracy, effectiveness and applicability with government policy.

A Study on the 3D Precise Modeling of Old Structures Using Merged Point Cloud from Drone Images and LiDAR Scanning Data (드론 화상 및 LiDAR 스캐닝의 정합처리 자료를 활용한 노후 구조물 3차원 정밀 모델링에 관한 연구)

  • With the recent increase in old and dangerous buildings, the demand for technology in the field of structure demolition is rapidly increasing. In particular, in the case of structures with severe deformation of damage, there is a risk of deterioration in stability and disaster due to changes in the load distribution characteristics in the structure, so rapid structure demolition technology that can be efficiently dismantled in a short period of time is drawing attention. However, structural deformation such as unauthorized extension or illegal remodeling occurs frequently in many old structures, which is not reflected in structural information such as building drawings, and acts as an obstacle in the demolition design process. In this study, as an effective way to overcome the discrepancy between the structural information of old structures and the actual structure, access to actual structures through 3D modeling was considered. 3D point cloud data inside and outside the building were obtained through LiDAR and drone photography for buildings scheduled to be blasting demolition, and precision matching between the two spatial data groups was performed using an open-source based spatial information construction system. The 3D structure model was completed by importing point cloud data matched with 3D modeling software to create structural drawings for each layer and forming each member along the structure slab, pillar, beam, and ceiling boundary. In addition, the modeling technique proposed in this study was verified by comparing it with the actual measurement value for selected structure member.

Implementing Special Transportation Management Zone System for Dongdaemoon Garment District (동대문 의류밀집상가 교통혼잡특별관리구역 사례연구)

  • The Purpose of this study is to test the effectiveness of Special Transportation Management Zone system (TZ) when it is applied to Dongdaemoon commercial zone located in downtown Seoul. The study consists of two Parts ; the legal components of TZ and the case study on Dongdaemoon district. The case study includes the analysis of current traffic situation on the study zone, the design of implemention alternative for each component of TZ, the framework of impact analysis system, and the analysis results. The study finds, if 2,000 won mandatory parking fee on drivers parking in the buildings only with over 10 parking spaces and over 3.000$m^2$ in floor area, strong illegal parking enforcement, and Pro-hibition of parking passenger cars whose last digit plate number matches with the last digit of date, are implemented in the zone simultaneously, the traffic speed increases to 20.56km/h which is above the target set in the zone. In conclusion, we find that TZ2 can be an effective tool relieving traffic congestion in Seoul, and that it is necessary for introducing TZ in Seoul that relevant laws should be revised and expecting problems should be overcome.
