Variable message sign (VMS), which is used for providing real-time information on traffic conditions and incidents, is one of the important components of intelligent transportation systems. VMS messages need to meet the requirements with the consideration of human factors that messages should be readable and understandable while driving. This study developed a legibility distance model for VMS messages using in-vehicle differential global positioning data (DGPS). Traffic conditions, highway geometric conditions, and VMS message characteristics were investigated for establishing the legibility model based on multiple linear regression analysis. The height of VMS characters, speed, and the number of lanes were identified as dominant factors affecting the variation of legibility distances. It is expected that the proposed model would play a significant role in designing VMS messages for providing more effective real-time traffic information.

There exists a limitation to provide proper advance information for safe maneuvering through guidance and caution signs in freeway mobile work zones, unlike fixed work zones. Although a work-protection vehicle is currently deployed at the rear of the work vehicle, more active countermeasures to prevent crashes are required. The purpose of this study was to propose a method to evaluate the safety in mobile work zones and to present effective countermeasures. Driving simulation experiments were conducted to analyze characteristics of driver's behavior in mobile and fixed work zones. Safety distance index (SDI) based on the comparison of stopping distances of a work-protection vehicle and a following subject vehicle was used to evaluate traffic safety. More dangerous driving behavior was observed in the mobile work zone. Especially, it was identified that the lane-change of vehicles following the work- protection vehicle was late. Therefore, it is necessary to actively introduce methods to provide warning information so that the driver can recognize the work-protection vehicle in advance and carry out appropriate evasive maneuvers.
Reservoir turbidity flows degrade the efficiency and sustainability of water supply system in many countries located in monsoon climate region. A decision support system called RTMMS aimed to assist reservoir operations was developed for the real time monitoring, modeling, and management of turbidity flows induced by flood runoffs in Daecheong reservoir. RTMMS consists of a real time data acquisition module that collects and stores field monitoring data, a data assimilation module that assists pre-processing of model input data, a two dimensional numerical model for the simulation of reservoir hydrodynamics and turbidity, and a post-processor that aids the analysis of simulation results and alternative management scenarios. RTMMS was calibrated using field data obtained during the flood season of 2004, and applied to real-time simulations of flood events occurred on July of 2006 for assessing its predictive capability. The system showed fairly satisfactory performance in reproducing the density flow regimes and fate of turbidity plumes in the reservoir with efficient computation time that is a vital requirement for a real time application. The configurations of RTMMS suggested in this study can be adopted in many reservoirs that have similar turbidity issues for better management of water supply utilities and downstream aquatic ecosystem.

This study was carried out to investigate members' affiliation motive to Forest Management Cooperative which is the main managemental body of the private forests and management problems of the organization to find out a solution of the problems and set active promotion plan. The questionnaire about the management of the cooperatives was done by interviewing the members at Seoha Inboh Forest Management Cooperative in Ulsan-gun, Kyongsangnam-do and Sechong Forest Management Cooperative in Chinan-gun, Chollabuk-do from July to August in 1993. Twenty interviewees were selected in the order of their business quantity on the forest from the members who reside in their villages. Integrated matters such as were members' affiliation motive, benefit after their affiliation, management system, incorporation of the organization and other issues concerning to managemental plans questioned. During the survey period, other data about management of the cooperatives were collected from the related organizations and opinions of every president of nine cooperatives in the investigated regions. The majority of the members agreed that the cooperative is an independent forest organization and evaluated the Training and Extension Service Center high. However, their participations in the cooperative such as forest technical training and cooperative forest management were low since they have not earned any income from their forest management.
A wide range of projects for ocean renewable energy are currently in development around the world and ocean energy industries continue to receive significant support from their governments. Surrounded by sea on three sides, Korea has potentially abundant renewable ocean energy resources, which include tidal current, tidal range, offshore wind power, osmotic pressure and ocean thermal energy. Numerous ocean renewable energy projects has been developed in Korea. Nevertheless, there are some concerns that those developments often select an environmentally unsuitable location and/or there are very few existing information on those environmental effects. The purpose of this study is to improve supporting policies and regulation systems of ocean renewable energy development in Korea by reviewing and compiling government policies and environmental assessment systems related to ocean renewable energy development around the world. The study suggests several policy implications for its environmental-friendly development in Korea, including requirements of strategic environmental assessment for proactive and environmentally suitable site selection of ocean renewable energy development and continuous post-development environmental monitoring, and so on.

In this paper, I propose the level of satisfaction with online classes of nursing students and its influencing factors. The participants was 175 nursing students who had enrolled in H university located at Chungcheongbuk-do. The data was collected using a questionnaire which consisted of satisfaction with online classes, learner's efforts, instructor's efforts, interpersonal interaction, and university's supports. The mean score for satisfaction with online classes(scores ranged form 1 to 5) was 3.99. The influencing factors of satisfaction with online classes were intention of using online(p<.001), academic achievement(p=.003), instructor's effort(p=.038), and evaluation of class and management(p=.044), and its explanatory power was 50.2%. The most important things to improve online learning were instructor in problem of operation and server capacity and sound in problem of techniques. Based on the theses results, in order to increase satisfaction with online classes, it is needed to develop strategies to improve intention of using online and academic achievement. Also, instructor's efforts and university's active supports were considered to increase satisfaction with online classes among nursing students.

Health sub-centers(HSCs) have played an important role in primary health care in rural area in Korea. The unification of neighboring HSCs was a strategy to improve the role of HSCs. This study was conducted to reveal the efficacy of the unified HSC established in Yangbuk-myeon, Gyeongju-si in1997. The utilization patterns of HSC and its related factors, and satisfaction of consumer on HSC were compared before and after unification of two HSCs in Gampo-eup, Yangnam-myeon using questionnaire survey, and also the statistics of medical care services and public health services were compared. Four hundred forty nine subjects were questioned in survey, 156 from Gampo-eup, 147 from Yangbuk-myeon, and 146 from Yangnam-myeon. Following unification, the utilization rates and the frequency of visits in Gampo-eup declined. In all three areas, chronic illness was the common factor influencing the utilization and change in frequency of visits to the unified HSC. Following unification, aspects of consumer satisfaction, for example; accessibility and affordability decreased in Gampo-eup, but increased in both Yangbuk-myeon and Yangnam-myeon. The statistics relating to medical care, X-ray examination, home visiting service, vaccination, and health education showed an increase for the unified HSC when compared to the sum of the statistics for the previous two. The execution rates for other public health services were the same, or a little decreased. Clinical laboratory examinations and the issuing of civil affair documents were new services offered by the unified HSC. It is concluded, the overall consumer satisfaction with the unified HSC was improved. In Gampo-eup, where after unification there was no HSC, it seemed to be a barrier to accessing the unified HSC. The effect of the unified HSC, in the respect of medical care and public health services, was not as significant as expected at the time of being established. Therefore, the strategies to reenforce the unified HSC should be developed to provide all residents with comprehensive primary health care services.

The number of public transportation users has dropped drastically due to COVID-19. In this work, my survey was conducted to uncover the factors that influence citizens' travel patterns. Data were collected and logistic regression analysis on the shifts in transportation was undertaken. Additionally, an importance-performance analysis was carried out to investigate how to effectively operate public transportation systems and improve facilities. The main research findings were as follows: First, the more individuals were concerned about COVID-19 (+) and being infected when using public transportation (+), the greater the tendency to switch to private transportation modes. Secondly, when it came to personal traits, respondents who could drive a car (+) or owned a car (+)or did more online shopping (+) or used public transportation for trips (+) tended to switch over, compared with respondents who could not drive or did not own a caror used public transportation to commute. In addition, respondents who were vaccinated (-) or had more household members tended not to switch transportation modes, compared with those who were not vaccinated or had fewer household members. Third, it is important to continue the following efforts to safeguardhygiene linked to public transportation: wearing masks, disinfecting hands, controlling diseases, and general cleaning. The conclusion was that it is important to put traffic congestion and ventilation issues first, especially in regards public transportation, which was not rated as satisfactory enough compared to its importance. The research findings can provide useful basic data when establishing countermeasures to the current COVID-19 circumstances in the areas of public transportation operation and management and in the event of an infectious disease outbreak in the future.

The scale of a natural disaster grows bigger and bigger every year. The government spends much of its budget on recovering the resulting damage on a national scale. It is important to shift the paradigm from taking measures after a disaster to that of taking preventive actions before a disaster in order to bring a fundamental resolution to such problems. In taking preventive actions and policies, it is necessary to integrate various kinds of advanced technologies including IT, high-tech information gathering technology and operational technology, and to predict and evaluate natural disasters on a comprehensive level. Although Korea is a country with a strong IT sector, most information gathering is still performed in paper. In particular, information about the areas of previous landslide occurrences and slopes remains on paper, which makes it difficult to share the information and to discern the contents, and also raises the possibility of missing documents. Thus this study set out to develop an information gathering and management system for cutting slopes using PDA from the perspective of information gathering, system compatibility, and information management. As a result, field information may be gathered in a variety of forms (location, photos, and texts) real-time. A rough judgment was also made of the stability of rock slopes using the SMR method on the field.
A Collective intelligence as a means of creation of new knowledge is a keyword in the internet era. However, all parts of the collective intelligence is not useful. This paper examined the process of scattered historical data restoration by use of collective intelligence. and conditions for effective restoration. A restoration of historical data is the basis of research and uncovering the historical facts. In the past, some passionate researchers restored the historical data. However, its progress was slow and the amount of the restored data was not much. Moreover, the restoration itself was not easy even to verify the results. The internet made a number of researchers and the general public collaborate for restoration of historical data. Due to the collective intelligence of the internet, a possibility of historical data restoration increased. This paper examined the restoration process of the military examination roster(武科及第者) in Korean Historical Figures DB(韓國歷代人物綜合情報). The passionate users took part in the restoration in such a way to donate the old documents and inform the location of originals and articles of military examination. The results of the restoration were reliable. And this paper confirmed that passionate participants, competent and professional operators, and reliable focal point(Internet Community) should be added in order to more accurately restore the data.
