A terminal response time analysis for a general class of terminals-to-computer subsystem is presented in this paper. On the point of the front view, it should be considered for R.O.K. Military Defense to set up the communication network in order to facilitate for the currency of the information and the data communication system. The model used to study is based on the advanced data communications system in which terminals are connected to Terminal Control Units(TCU) that are in turn connected to local Front-End Processor(FEP). The line control procedures used to interface a TCU and an FEP may be half-duplex Binary Synchronous Communication(BSC), half-duplex Synchronous Data Link Control(SDLC), or full-duplex SLDC. This paper will contribute to facilitate the initial phase of system design and configuration for the Military Defense Communication Network System in future.

This paper suggests a balanced scorecard (BSC) framework for measuring and evaluating the performance of knowledge workers in professional service firms(PSFs) which are typical knowldege-based organizations. As a strategic learning system, the balanced scorecard allows business leaders to drive and modify their business strategies based on the balanced measurement of key performance indicators(KPIs), which are basically divided into four domains such as financial achievement, customer orientation, internal business process, and innovation and learning. Conducting a focused case study on performance evaluation of knowledge workers from a balanced viewpoint, we could evaluate their competency and potential in more comprehensive manner. We also employ the analytic hierarchy process (AHP) approach for derive relative weights of key performance indicators and link it to a spreadsheet model for rating the individual performance of knowledge workers in a systematic way.

Aimed at fostering global human resource and utilizing it, this study presents a more systematic approach for encouraging overseas employment of the young generation. This study suggests a method for the objective evaluation of the overseas employment program through to used the M. Porter's 5-Forces and business administrative technologies. The result of this research will allow us to suggest a well-organized and more systematic frame of the international exchange programs, in which various new policies can be found. Since the overseas employment program is a non-standard, yet important, national policy plan, the future direction of the program was suggested based on the data of the previously-promoted programs.

Bio safety level-3 laboratory is the research facility with concerns for the BL-3 contamination, at the same time the safety of it is guarantied. Based on comfortable environmental maintenance of the research laboratory, building, machinery, electricity, and controls are facilitated to keep airtightness(minus pressure) of each room in case of not only access and operation, but even emergency.

This paper suggests the concept of the innovation management. Above all it is important to make excellent application of the management for the S&T Research Council and Government Sponsored Research Institutes. This paper will discuss three critical issues that is, the first, what makes clear a point of different strategy for the organizational and the technological innovation focused organization. Second, how makes containing the environmental factors and the target of the innovation into the innovation management strategy. Third, how achieves the performance through the managing innovation. We present a modified BSC strategy in order to manage innovation and to set up a platform for sustaining to deal with the innovation.

There are many Korea companies who are introducing many kinds of management renovation methods in order to attain more management achievement. So many personnels under CEO are trying to change themselves to fit those kinds of management renovation methods. Now, all kinds of books for supervisors have published, but it is not easy for those supervisors to understand those books as those books do not fit for their own companies situation. The best management methods in the best companies in U.S.A. actually can not be well introduced in Korea. So, the management methods should be changed with the environment's changing. Therefore, the company management is the process to suit the continue changing environment.

The balanced scorecard has drawn attention from many researchers in various fields since its appearance in 1992. It became a norm for performance evaluation framework in many areas, such as marketing, information system evaluation, strategic planning, etc. Centered in the large companies in Korea, the balanced scorecard has been popularly used as a performance evaluation tool for human resource management. Now we Question its applicability to performance evaluation tool even in small business. This study tried to apply the balanced scorecard in developing an information system for performance evaluation in a small business. The study showed that the balanced scorecard can be nicely used in small business as a performance evaluation tool. The process of developing an information system is described in detail. The practitioners are to obtain a lot of insights in designing their human resource management systems from the study results.

When digital image signals are transmitted or stored, they may be usually degraded by impulsive noise such as BSC noise. Though median filtering is a very effective method to reduce the impulsive noise, it brings non-negligible distortion after filtering. Several algorithms have been proposed to reduce such a distortion, but their reconstructed image quality are inadequate in some cases and they have a difficulty in real-time processing. In this paper, an effective filtering algorithm which can not only reduce the noise effectively but also preserve the edges well and lessen the distortion greatly, is presented. The proposed algorithm is an adaptive algorithm of median filter using local statistics, based on the characteristics of human eyes. The adaptive algorithm results shwo performance improvement of up to 3-4 dB over the nonadaptive one.

Ministry of Land, Transportation and Maritime Affairs has implemented Construction CALS project for improving informationization level of construction industry and for making construction production system efficient. Although an importance of evaluation on level and performance of construction informationziation projects has been emerged, Construction CALS hasn't been evaluated so far. In this study, the performance indicators of construction CALS as the most important base in creating a performance management system were deduced. For this aim, this study reviewed the former researches on system construction for managing performance, analyzed current status of Construction CALS, arranged the relationship between upper strategies and ISP, developed pools of performance indicators, and this study followed IT BSC methodology. As a result, this study developed performance indicators of Construction CALS through four strategies such as globalization and activation of Construction CALS standards, research & development for reaching to international level in construction informationization technology, stabilization of system operation and distribution by publicizing Construction CALS and improving its functions, and policy implementation for managing and coordinating Construction CALS projects. These indicators will be applied to build a system of performance management.
