Purpose: To overcome the question that depends too much on expert's subjective judgment in traditional risk identification, this paper structure the multilevel generalized fuzzy comprehensive evaluation mathematics model of the risk identification of project, to research the risk identification of the project. Research design, data and methodology: This paper constructs the multilevel generalized fuzzy comprehensive evaluation mathematics model. Through iterative algorithm of AHP analysis, make sure the important degree of the sub project in risk analysis, then combine expert's subjective judgment with objective quantitative analysis, and distinguish the risk through identification models. Meanwhile, the concrete method of multilevel generalized fuzzy comprehensive evaluation is probed. Using the index weights to analyse project risks is discussed in detail. Results: The improved fuzzy comprehensive evaluation algorithm is proposed in the paper, at first the method of fuzzy sets core is used to optimize the fuzzy relation matrix. It improves the capability of the algorithm. Then, the method of entropy weight is used to establish weight vectors. This makes the computation process fair and open. And thereby, the uncertainty of the evaluation result brought by the subjectivity can be avoided effectively and the evaluation result becomes more objective and more reasonable. Conclusions: In this paper, we use an improved fuzzy comprehensive evaluation method to evaluate a railroad engineering project risk. It can give a more reliable result for a reference of decision making.

In this study, the evaluation items related to the effectiveness evaluation of the LVC (Live, Virtual, Constructive) training system of the Air Force were derived and the weights of each item were analyzed. The LVC training system evaluation items for AHP (Analytic Hierarchy Process) analysis were divided into three layers, and according to the level, 3 items were derived at level 1, 11 items at level 2, and 33 items at level 3. For weight analysis of evaluation items, an AHP-based pairwise comparison questionnaire was conducted for Air Force experts related to the LVC training system. As a result of the survey, related items such as (1) Achievement of education and training goals (53.8%), (1.2) Large-scale mission and operational performance (25.5%), and (1.2.1) Teamwork among training participants (19.4%) was highly rated. Also, it was confirmed that the weights of evaluation items were not different for each expert group, that is, the priority for importance was evaluated in the same order between the policy department and the working department. Through these analysis results, it will be possible to use them as evaluation criteria for new LVC-related projects of the Air Force and selection of introduction systems.

본 연구는 2016년 문화영향평가 시행과정에서 나타난 다양한 이슈와 문제점을 분석하고 평가 단계별 개선점을 도출하는 것이다. 분석결과 문화영향평가제도를 시행함에 있어서 평가지표가 일반 사람들이 이해하기 어려운 점, 사전평가는 미비한 사업계획서와 판단할 수 있는 근거자료가 부족하다는 점, 다양한 방법론 보다는 설문조사를 중심으로 평가를 진행한 사례가 많다는 점, 평가척도와 가중치 적용의 문제점, 평가결과의 활용보다는 평가 그 자체에 다소 치중되어 있다는 점 등이 지적되었다. 이에 대한 개선방안으로는, 먼저 평가기획단계에서는 사업시행 전, 사업진행, 사업완료 시점에 따라 평가결과를 비교하여 결과를 도출하는 방식을 도입하고, 또한 평가대상 정책 사업의 담당자와 평가기관이 공동으로 평가지표를 개발하며, 시스템다이내믹스와 같은 인과적 추론을 위한 지표개발이 필요할 것으로 보았다. 평가추진단계에서는 주민참여 다각화, 풍부한 사례조사, 계량적 방법론의 적용 등 복합적 방법론을 도입하고, 기술과 지식이 풍부한 전문가 평가단을 좀 더 운영하고 활용할 필요가 있다는 것을 제안하였다. 평가활용단계에서는 인과관계를 파악할 수 있는 방법론을 활용함으로써 활용성을 제고시키면서, 평가결과를 기반으로 하여 철저하게 컨설팅을 제공할 필요가 있다는 점이다.

지금까지 이러닝 소프트웨어 평가에 관한 다양한 연구가 진행되었으나 관련 표준에 따라 체계화된 형태가 아닌 연구자의 시각에서 제시된 분류에 따라 주관적인 평가 기준을 구성하고 있다. 또한 소프트웨어 평가 관련 표준도 실질적인 활용을 위해 지속적으로 보완되고 있으므로 이에 부합하는 평가 기준의 마련을 통해 평가 근거의 확보 및 체계화가 절실하다. 따라서 본 연구에서는 이러닝 소프트웨어의 품질평가 기준을 구축하기 위해 소프트웨어 제품평가 표준인 ISO/IEC 25000 시리즈의 품질특성 중 사용성에 관한 체계를 근간으로 하고 이러닝 소프트웨어의 품질 요구사항을 분석하고 체계화하여 사용성의 부특성에 따른 평가 기준을 구축하였다. 본 평가 기준은 지속적으로 변화하는 관련 최신 표준화 동향을 반영한 이러닝 소프트웨어 평가기준을 구축하여 실질적인 활용도를 제고했다는 점에서 차별화된다. 향후 이러닝 소프트웨어의 품질평가 및 인증에 효과적인 활용이 가능할 것으로 사료된다.

Early neutral evaluation (ENE) is a fairly recent form of alternative dispute resolution procedure used in the construction industry. In the UK, ENE is usually carried out on an entirely without prejudice basis, however the parties may agree that any or part of it may be referred to at trial or any subsequent hearing. The early neutral evaluation consists of a preliminary assessment of the issues in dispute for use as a basis for negotiations which may result in a settlement of the dispute. An independent person is appointed by the parties who reviews the case and provides an opinion, in written form and in some detail, with reasons on the merits of the matters in dispute. The opinion is non-binding but provides the parties with what in the opinion of the independent person a formal tribunal may decide whether a court or an arbitrator, if the dispute is not resolved. However, ENE has yet to take off in the construction industry in the UK. This paper will explain this procedure and explore the use of it in the UK and internationally, considering the benefits and drawbacks of its use. It will consider whether or not it is more effective than other early resolution forms such as mediation and adjudication. It will argue and conclude that it is a very useful cost effective procedure, particularly in the resolution of complex disputes, whether local or international.

본 연구는 본 논문에서는 1970년대 초반 Pennsylvania대학의 Thomas Saaty에 의하여 개발된 AHP를 이용하여 수출보험의 기능 중에서 상대적 중요도를 측정하여 향후 지속가능한 성장을 달성하기 위한 수출보험제도의 종합적인 전략을 수립하는데 도움을 주고자 하는데 연구의 목적이 있다. 분석결과 수출보험제도의 가능에 대한 우선순위를 도출하기 위해 2개의 평가기준과 4개의 개별 평가항목에 대하여 상대적 중요도인 가중치를 도출하였다. 2개의 평가기준 중에서는 신용공여의 기능이 63%를 나타내서 정책수단(37%)보다 중요한 기능으로 나타났다. 4개의 개별 평가항목에서는 금융보완적 기능이 60%로 해외수입업자에 대한 신용조사기능(40%)보다 중요하게 간주하고 있으며, 수출진흥정책수단의 기능이 69%로 31%를 보인 수출거래상의 불안제거 기능보다 중요하게 나타났다. 전체평가항목의 우선순위 비교결과는 금융보완적 가능이 38%로 가장 중요하게 인식하고 있으며, 그 다음으로 수출진흥정책수단의 기능(26%), 해외수입업자에 대한 신용조사기능(25%), 수출거래상의 불안제거기능(12%) 순으로 나타났다.

본 연구는 프랑스의 품질인증 가이드라인과 한국의 품질인증 평가준거를 비교하고, 이러닝 품질관리에 대한 표준화된 이러닝 품질인증 평가준거를 적용한 품질인증 제도에서 품질인증에 성공한 사례와 실패한 사례를 비교분석함으로써 이러닝 품질인증 평가준거에 대한 주요 평가영역과 평가항목을 구별하였다. 이를 근거로 프랑스의 품질인증 평가항목에서 반영해야할 이러닝 품질인증 평가준거, 평가영역, 평가항목에 대한 일반화 모형을 개발하였다. 이는 우리나라는 물론 AUF와 관련이 있는 아프리카나 아시아 국가들에게 그들이 응용할 수 있는 평가준거를 제시한 것이다. 본 연구의 결과는 이러닝 품질인증 제도를 시행하려는 전 세계의 기관들이 활용할 수 있을 것이며, 동시에 이러닝 품질인증 평가를 받고자 하는 이러닝 관련 기업이나 기관들에게 중요한 활용자료가 될 것이다.

Objectives: In Korea, there are many kinds of evaluations for medical institutions. However, evaluations are increasingly burdensome for medical institutions because evaluation agencies, evaluation timing, and evaluation methods are different. The purpose of this study is to improve the efficiency of evaluation for medical institutions and ultimately to provide quality medical services to patients. Methods: In this study, 2,310 indicators of 19 kinds of evaluation for medical institutions were analyzed. Results: 1,424 indicators were available for on-site surveys and 886 indicators were not available for on-site surveys. There were 4 kinds of evaluation that can be integrated in total, 12 kinds of evaluation that can be integrated partially, and 3 kinds of evaluation that need to maintain the current evaluation system. Conclusion: In order to provide patient-centered quality medical services through reduction of burden due to the evaluation for medical institutions, it is necessary to deeply discuss the efficiency of evaluation integration and result utilization.

The purpose of this study is to develop an evaluation index for evaluating the economic value of libraries. To this end, a preliminary evaluation index was derived from analyzing a total of approximately 60 domestic and foreign papers that examined the value of libraries. Based on the derived preliminary evaluation index, 11 experts were selected and the final evaluation index was developed by conducting the Delphi survey for 3 times. The final evaluation index consists of four evaluation areas, such as the economic value of the public library, economic revitalization, manpower development and job creation, and the improved investment value, seven evaluation items, and 22 evaluation indices. In the future, it will be necessary to conduct research to measure the economic value of public libraries.

최근 공공 및 국가 기관 등의 조직에서 다양한 정보보호 제품을 설치, 운영함으로써 안전한 시스템을 구축하고 있다. 이러한 제품의 보안성 평가를 위해 공통평가기준을 요구하고 있지만 비용과 시간적 측면에서 문제가 발생함에 따라 기업의 제품 출시 시기 및 개발 투자에 대한 어려움이 증가되고 있다. 그러므로 본 논문에서는 국내 평가 서비스와 해외의 평가 서비스 제도를 비교 분석하고, 이를 바탕으로 비용과 시간적 측면의 효율성을 제공하는 간소화된 정보보호제품 평가 방안을 제안한다.
