Legal Interpretation on Management Power of Article 7 Section 1 of Security Business Act (경비업법 제7조 제1항 "관리권 범위"에 대한 법적 해석)

  • Security Business Act of Korea is leaning toward the aspect of regulation, while it provides few provisions about vesting the authority, which causes problems such as legal loopholes to be raised in regard to the rules about authorizing the private security personnel to perform security affairs properly and defining the limit of power. So, it should be done to interpret the law in order to draw the legal basis of empowering as well as to set limits of the authority of security main agent, and Article 7, Section 1, of Security Business Act is the very provision that involves the legal basis. In the scope of 'Management Power', the statutory authority in the first clause of Article 7 of Security Business Act, the security personnel can use force for self-defense, defense of others and property, and prevention of crimes. In addition, the powers of interrogation, access control, and eviction notice are involved in its scope. The private security personnel as the occupation assistant can take precautions and if the infringement on the benefit and protection of the law is imminent or done, he or she can use force within the limits of the passive resistance and the means of defiance on the basis of 'Management Power'. The private security personnel, however, can exercise the force only if the necessary conditions of legal defense, emergency evacuation, and legitimate act of criminal law are fulfilled.

Trend and Perception of Forest Revenue Generation in Akwa Ibom State, Nigeria

  • The study examined revenue generation trend and perception of challenges facing it by forestry personnel in Akwa Ibom State, Nigeria. Data for the study was generated through primary and secondary sources. Primary sources involved the use of questionnaire which was administered to all Forest Officers and Uniformed Field Staff in all the 31 Forest Division and Headquarter in the state. Secondary sources involved collation of generated revenue from all the divisions for the study period. Data obtained were analyzed using descriptive and inferential statistics including Least square regression. The results indicated an increasing trend in forest revenue for the state statistically defined by the function y=45631x-900000000+e (p>0.05) with a coefficient of determination of 0.7492 or 74.92%. There was also a positive correlation (r=0.866) between generated revenue and year for the 20 years under review. The mean revenue was ₦4776247.00 with the highest generated revenue (₦9823550.00) in 2014. However, majority (55.13%) of the respondents perceived revenue generation in the state to be decreasing and attributed the decline majorly to lack of mobility (16.84%) and insufficient man power (15.79%). Attitude and level of offence in the study area was perceived to be fairly cooperative (62.81%) and high (43.80%), while recruitment of more personnel (11.05%) and provision of mobility (10.03%) was considered an effective means of improving revenue generation in the state. Also, educating the people and regular patrol by forest personnel was considered as the best ways of curtailing forest offences in the area. The study recommended increased allocation of funds to the sector in addition to tackling the challenges faced by the personnel.

  • Universities are subject to various safety laws and regulations and practical measures are needed to properly implement them. In order to improve safety management through response to each law, intensive management is required by having an organization and professional personnel in charge, but it is financially difficult to appropriately allocate personnel to respond to laws. Therefore, in this study, necessary safety management policy items were set to reflect the requirements of major laws related to university safety, and a reasonable safety management plan was proposed through the AHP for priorities.

  • This study proposes the practical information security measures that help IT personnel of banks comply the information security policy. The research model of the study is composed of independent variables (clarity and comprehensiveness of policy, penalty, dedicated security organization, audit, training and education program, and top management support), a dependent variable (information security policy compliance intention), and moderating variables (age and gender). Analyses results show that the information security measures except 'clarity of policy' and 'training and education program' are proven to affect the 'information security policy compliance intention.' In case of moderating variables, age moderated the relationship between top management support and compliance intention, but gender does not show any moderating effect at all. This study analyzes information security measures based solely on the perception of the respondents. Future study may introduce more objective measurement methods such as systematically analyzing the contents of the information security measures instead of asking the respondents' perception. In addition, this study analyzes intention of employees rather than the actual behavior. Future research may analyze the relationship between intention and actual behavior and the factors affecting the relationship.

  • In this study, it was empirically proved that there is significant congruence relationships between the information characteristics of Accounting Information Systems and the contextual variables of organiational structure, task characteristics, It was also supported that influence factors, such as user participation, top management support, capability of information system personnel and the existence of steering committee have an effect on the relationships.

  • Recently, researches on IT Service Management (ITSM) for improving information system operation service and information system outsourcing cost estimation model are proliferating. This study suggests a new cost model of IT operation service and optimizing method based upon the characteristics of operation service as a long-term and continuous business service for both user's and service provider's point of view. This study explains the cost optimization model of IT operation service by improving service request management process, such as adequate reception and control, proper valuation, process management using project management methodology, effective organization and time management of service personnel. Especially in this study, service ability improvement effect and fixed operation cost reduction effect are defined to prove the proposed new cost model.

  • Design of personnel teams has been studied from diverse perspectives; the most common are the people and systems requirements perspectives. All these point of view are linked, which is the reason why it is necessary to study them simultaneously. Considering this gap, a decision making model is developed based on factors, models, and requirements mentioned in the literature. The model is applied to a real case. The findings indicate that the Personnel Behavior Based Lean model (PBBL) can be converted into a decision making model for the selection of team members. The study is focused not only on the individual candidates' knowledge, skills, and aptitudes, but also on how the model considers the company requirements, conflicts, and the importance of each person to the project.

Indoor positioning system for naval ship personnel using beacon

  • In this paper, we propose a system that can identify the position of naval ship personnel at a glance by utilizing the Bluetooth-based beacons. The system proposed in this paper, installs a beacon receiver which are short-range wireless communication devices for each cabin, and in the installed beacon receiver receives information from beacons held by personnel. The received information is transmitted to the processing server, and the processing server transmits the integrated information of the cabin to the display module. Display module displays personnel information located in each cabin. As a result of simulations using the designed system, it was confirmed that the integrated information is transferred to the display module and displayed. Unlike existing situations where personnel positions are reported orally within the ship, the system can quickly and in real time determine the position of personnel, allowing for the management of personnel in non-combat situations and the rapid battle disposition in combat situations. This is expected to contribute greatly to the improvement of fighting power.

  • It has been shown that there are four information demensions which have positive influence on perceived utility of information. Subsequently, I have investigated the antecedents of these four information dimensions. The quality of the relationship, interpersonal characteristics and interaction have positive influence on marketing information quality. In addition, Marketing personnel interpersonal characterstics have positive influence on relationship quality. Integration has positive influence on interaction between marketing personnel and R&D personnel. Finally, Organizational climate has positive influence on interpersonal characteristics and integration between marketing function and R&D function.

Use and Work Scope of Oral Health Assistance Personnel as Perceived by Dentists (일부 치과의사의 구강보건보조인력 활용과 업무에 관한 조사)

  • The objective of this study was to identify the current status of use and respective work scopes of dental hygienists and nursing assistants as perceived by dentists, thereby obtaining a model for how to efficiently use oral health assistance personnel. This study was based on a self-reported survey administered to a total of 126 dentists. The following findings were observed. Where competition among neighborhood clinics was relatively high, nursing assistants tended to be used as a resource to assist dental hygienists, whereas where it was relatively low, they were more likely to be considered to work as full substitutes for regular dental hygienists. Looking at the scopes of practice, dental hygienists were allowed to deal with matters of preventive care, oral health education, and health insurance claims. On the other hand, nursing assistants were allowed to be in charge of taking X-ray pictures from the outside and inside of mouth and keeping medical devices clean and safe. This study is expected to contribute to establishing more reasonable oral heath personnel structure design decisions.
