A Study of IT Maintenance Outsourcing Service Factors of Local Governments: Based on AHP Analysis Method (지방자치단체의 IT 유지보수관리의 아웃소싱 서비스 요인에 관한 연구: AHP 분석을 기반으로)

  • With the development of information technology, IT-based services in public administration has become more indispensable. As a result, the importance of IT maintenance projects to improve the efficiency of IT services and secure service levels is growing. Due to the nature of IT maintenance projects on local government, which mainly involve small and medium-sized IT companies in the region, business participating companies often do not have an appropriate methodology for service quality management. To solve this situation, the government has prepared a service level agreements (SLAs) that can be applied to IT maintenance projects. However, most local governments do not use SLAs for IT maintenance projects. As a result, various problems such as failure of the IT maintenance project or deterioration of quality are occurring Thus, this paper suggested major indexes to evaluate which service factors affect the efficient operation of information systems and the improvement of service quality in IT maintenance projects of local governments and analyzed the importance of indexes based on AHP method. Using this research method, this study found the theoretical implications on the outsourcing service of IT maintenance.

A Study on the Effect of Maintenance Organization over Maintenance Performance Index : Based on Paper Industry (보전조직이 보전성과지표에 미치는 영향에 관한 연구 : 제지산업을 중심으로)

  • This study is intended to propose optimal maintenance organization to process industry, especially paper industry by analyzing maintenance organization of paper industry and finding out how the maintenance organization and the allocation of maintenance resources influence maintenance performance indices here in this paper. In this study, we analyzed the maintenance organization in detail and studied correlation between maintenance organization and equipment failure rate for the major top six domestic paper-mills in market share. According to the study, the maintenance organization has been changed in accordance with its business environment, but its performance was different by both the allocation way of maintenance resources and the structure of maintenance organization. For paper industry, whose availability is the most important key index that determines the success or failure of a business, it turns out to be the most effective strategy that operates the combination maintenance combined central maintenance with area maintenance and allocates the maintenance resources mainly for preventive maintenance. In particular, it turned out to be that there is the strong positive correlation between the rate of shift workers and the equipment failure rate. The results of this study is not limited to paper industry, but expandable to other industry. So it is expected that the direction of the maintenance organization would be given to the company which is struggling to improve its availability.

A Study on Optimal Preventive Maintenance Policy When Failure Rate is Exponentially Increasing After Repair (수리 후 고장률이 지수적으로 증가하는 경우에 최적 예방보전 정책)

  • This paper introduces models for preventive maintenance policies and considers periodic preventive maintenance policy with minimal repair when the failure of system occurs. It is assumed that minimal repairs do not change the failure rate of the system. The failure rate under prevention maintenance received an effect by a previously prevention maintenance and the slope of failure rate increases the model where it considered. Also the start point of failure rate under prevention maintenance considers the degradation of system and that it increases quotient, it assumed. Per unit time it bought an expectation cost from under this prevention maintenance policy. We obtain the optimal periodic time and the number for the periodic preventive maintenance by using Nakagawa's Algorithm, which minimizes the expected cost per unit time.

  • According to software growth, also software maintenance has been continuously improving. In addition, the existing concept of software maintenance process demands operational management and improvement of service task. However, when we perform maintenance task, we have several constraints about applying service based requirement to system. Therefore, in order to solve these problems, we need a study of task of process for service based maintenance. In this paper, we propose a Service based Software Maintenance Process. Proposed process based on MaRMI-RE standard for software development and maintenance and compares it with the service based representative standards. In a related works, we study activity of ITIL and identify activities and tasks for maintenance. After this, identified activities and tasks compare with activities of MaRMI-RE. And then, we derive activities and tasks of a Service based Software Maintenance Process. Finally, we validate a result by comparing the proposed process with a general service operational process.

  • Several research institutes including KISTEC and KRRI etc., recently, have studied maintenance activities and performance, in order to determine proper maintenance level and maintenance cost of rail tracks. But it may extremely difficult to make a decision in maintenance matters of concrete track and ballast containing other sub-components. For these reasons, this study investigate variables related to current maintenance, essential maintenance, and preventive maintenance. It is intended to suggest estimation method of proper maintenance cost maximizing rail track performance. It is stated that proposed approach may be very useful to make a decision of proper maintenance level.   • Software is more diverse and complex and the level of importance for the maintenance of application software to securely operate software is also gradually increasing in proportion. The calculation method for maintenance cost of application software applied in Korea public enterprises is involved in the range of 10 to 15% of development cost, depending on the Software Project Cost Estimation Guide. Moreover, as most software maintenance cost estimation procedures do not take into consideration of the risk factors related of maintenance, it can be seen as a main cause for the occurrence of maintenance related accidents. This study proposes a maintenance cost estimate model that takes into consideration of the risks related to the software maintenance activities to improve and resolve issues arising from the estimation of maintenance cost. In doing so, maintenance risk factors are analyzed and a risk index is derived through the analysis of risk levels based on the risk factors. Based on such analysis, a maintenance cost estimate method which reflects the maintenance risk index was established.

  • Maintenance is classified preventive maintenance before performing equipment failure and corrective maintenance after performing equipment failure. In preventive maintenance, we may analyze the failure data to end from beginning of equipment and allocate maintenance method and calculate maintenance cycle quantitatively by the failure data analysis. So, it has a merit to reduce system maintenance cost and to operate effectively but, it require high cost in system introducing and continuous operation to end of system. In corrective maintenance, we may calculate MTTR(mean time to repair) quantitatively based on function failure time. it can be based on establishing maintenance system for operation efficiency. In this paper, we may reflect the MTTR for the onboard equipped in Tilting train to establish maintenance system for Tilting train operation efficiency.

주기적 예방보전의 최적정책에 관한 연구

  • Present maintenance of a high speed railway is after the fack maintenance that executes a task when measured value goes over threshold value except some planned maintenance. It is difficult from efficient management of maintenance human resource and equipment commitment because it is difficult to predict quantity of maintenance targets. Corrective maintenance is pushed back on the repair priority of other target to need repair and it is exceeded repair cost potentially. For safety and dependable track management because track deterioration prediction is linked directly with track's life and safety of train service, it is very important that track management be based on preventive maintenance. In this study, we propose statistics model of track quality to use track inspection data and forecast model for track deterioration prediction.

  • Industrial equipment reliability improvement and maintenance is gaining attention as the next great opportunity for manufacturing productivity improvement. Reactive maintenance is expensive because of extensive unplanned downtime and damage to machinery. To avoid such an unplanned machine downtime, it is needed to use proactive maintenance approach by either using historical maintenance data or by sensing machine conditions. This paper discusses failure diagonosis and prediction based on the condition-based maintenance and reliability technique. Thus, by enabling such a framework, it can bring us more efficient planning and execution of maintenance to reduce costs and/or increase profits.
