In order to develop the indicators which evaluate the management effectiveness for the protected forest areas in Korea, candidate indicators were listed based on literature and experts interviews, then questionnaire survey on the experts were conducted. 5 elements of context, planning, input, process, output and outcome and 32 indicators were selected. Context element includes 6 indicators of 1) documentation and assessment of values; 2) documentation and assessment of threats, 3) influence of government policy, 4) related regulations, 5) community cooperation and 6) the structure of management organization. 6 indicators of Planning element were 1) the management objective, 2) protected area design, 3) protected area size and number, 4) representation, 5) standards and categories and 6) management planning. Input element of 3 indicators were 1) management staff, 2) funding, 3) establishment and application of information. Process element were consisted of 1) governance, 2) management guidelines, 3) human resource management, 4) law enforcement, 5) eco-management, 6) disaster management, 7) education program and 8) research and monitoring. The element of outputs and outcomes were 1) accomplishment of plan, 2) accomplishment of program, 3) private land management, 4) threats change, 5) biodiversity change, 6) ecosystem health and vitality, 7) impact on community, 8) international management level and 9) visitors' satisfaction and variation in civil compliant. It is recommended to have further research on evaluation methods development by applying those above developed indicators for the protected forest areas to ensure the practicality of the indicators.

공공교육시설 발주기관에서는 '98. 5월 건설공사비 절감방안을 수립하여 '98년 후반기부터 현재까지 추진 중이다. 이 절감방안은 공공공사에 반영토록 규정되어 있는 공사제잡비율의 인하 적용, 표준품셈 중 과다하게 계상되어 있는 노무품의 인하 적용, 소규모 공사의 통합발주를 통한 최저가입찰 유도를 주요내용으로 한다. 그러나 이 공사비절감방안은 그 시행초기부터 현재까지 공사부실과 건설업체 경영부실을 가중시킨다는 각종 민간건설단체, 정부기관 및 교육시설 발주기관의 지적과 개선요구가 있어 왔다. 본 연구의 목적은 현행 공공교육시설 공사비절감방안의 문제점을 도출하고 그 정책적 개선방향을 제시하는 데 있다.

Electric drive technology is continually advanced to improve fuel efficiency in the automobile industry. It could improve the fuel efficiency of automobiles by 50% as well as agricultural machinery. The purpose of this study was to measure and analyze the power and current of an electric transplanter based on the planting distances during field operations. The electric transplanter was constructed by mounting the major components of a motor drive system onto a transplanter. The electric transplanter had a 3 kW motor power, and the major components included an inverter, battery, and a battery management system (BMS). The field tests were conducted by travelling at two speeds (300 and 760 mm/s) and by planting at three distances (260, 420 and 630 mm) with the working speed (300 mm/s), during travelling and transplanting. The results showed that the required power increased when the travelling speed was fast. One-way ANOVA for the planting distance and Duncan's multiple range test at a significance level of 0.05 were used to analyze the motor power using statistical analysis software. In addition, the required power increased when the planting distances were short at every working condition. The results of this study would provide useful information for the development an electric transplanter.

본 연구는 부산국제영화제와 전주국제영화제를 중심으로 지역개발을 위한 문화전략의 하나로 영화제에 대한 현황들을 짚어보고 그 활성화 방안을 제시해 보고자 한 것이다. 부산과 전주는 그 나름대로 영화의 뿌리를 가지고 있는 역사성이 있었으며 영화제의 특성이나 목적에 차별성을 갖고 있었다. 그러나 이러한 목적이 지역축제로서 성공적인 자리매김을 하기에는 지역적 주제설정과 독창적 이벤트가 부족하였다. 부산국제영화제의 경우 참여와 체험중심의 프로그램을 보강함으로써 부산이라는 지역성을 살릴 수 있는 영화축제가 되어야 할 것이며 전주국제영화제의 경우는 전주가 영상산업의 중심으로 자리 잡을 수 있는 지속적인 기획 및 정책들을 내놓아야할 것이다. 마지막으로 지역문화축제로서 국제영화제의 활성화 방안으로는 영화 로케이션 장소로서의 지역공간의 적절한 활용과 지역문화축제 콘텐츠 개발, 네트워크 형성, 지역문화 인력양성, 필름마켓 조성, 문화복합산업으로서 영화제 활성화 등을 제시하였다.

Background: Recent inquiries into high-quality foods have discussed the importance of the functional aspects of foods, in addition to traditional quality indicators such as color, firmness, weight, trimming loss, respiration rate, texture, and soluble solid content. Recently, functional Chinese cabbage, which makes up a large portion of the vegetables consumed in Korea, has been identified as an anticancer treatment. However, the investigation of practical issues, such as the effects of storage conditions on quality indicators (including functional compounds), is still limited. Purpose: We reviewed various studies on variations in the quality indicators and functional compounds of Chinese cabbage in response to different storage environments, focusing on storage temperature and storage period. In particular, we emphasized the effect of storage temperature and storage period on glucosinolate (GSL) levels, in order to provide guidelines for optimizing storage environments to maximize GSLs. Additionally, we used response surface methodology to propose experimental designs for future studies exploring the optimal storage conditions for enhancing GSL contents. Review: Large variations in quality indicators were observed depending on the cultivar, the type of storage, the storage conditions, and the harvest time. In particular, GSL content varied with storage conditions, indicating that either low temperatures or adequate air composition by controlled atmospheric storage may preserve GSL levels, as well as prolonging shelf life. Even though genetic and biochemical approaches are preferred for developing functional Chinese cabbage, it is important to establish a practical method for preserving quality for marketability; a prospective study into optimal storage conditions for preserving functional compounds (which can be applied in farms), is required. This may be achievable with the comprehensive meta-analysis of currently published data introduced in this review, or by conducting newly designed experiments investigating the relationship between storage conditions and the levels of functional compounds.

The purpose of this study was to investigate the consciousness of dietitians who provide the basic data for the utilization of traditional food in school food service. The conclusions of this study are as follows. The rate of recognition and awareness of traditional Korean food as the pursuit of learning about socio-demographic was generally high, and was remarkable in the elderly dietitians who have worked for a long term. The way how they learned about traditional Korean food was through media, school education, books, and home education, in order. Also, the dietitians who are relatively older or have worked for a long term have pride in traditional food because it suited their taste and was our traditional food. However, it was difficult to provide the food to school food service because the cooking process is complex, and students don's prefer it. Accordingly, improvements of recipe with use of traditional Korean food in school food service are urgently required. The dietitians in Gwangju City in Jeonnam province felt the need to make a standard traditional Korean food recipe, and the demand was especially the strongest among dietitians who have worked from 6 to 10 years. They suggested that the standard recipe should be made by the Korean Dietetic Association, dietitians working at school, Ministry of Education & Human Resource Development, professors majoring in Food & Nutrition, and Ministry of Health & Welfare in order.

최근 정보보안을 전공하는 대학생과 보안 업무를 담당하는 내부자가 사이버범죄의 유혹에 넘어가 범죄에 가담하는 사건이 잇따라 발생함에 따라 컴퓨터 및 보안전문가들의 직업윤리의식 부재가 심각하다는 지적이 나오고 있다. 본 논문에서는 정보보안을 전공하는 대학생들을 대상으로 보안윤리에 대한 인식과 교육 실태를 조사하여 분석하고, 인성과 자질을 갖춘 인재양성을 위한 보안윤리 교육 방안을 고찰하였다. 정보화 사회 기반이 확대될수록 직업윤리가 더욱 중요해지고 있는 시점에서 정보보안을 전공하는 대학생들의 보안윤리에 대한 인식과 교육, 그리고 정보보안 전문가의 일탈행위에 대한 인식 등 윤리성과 직업의식이 미흡한 것으로 확인되었다. 이러한 문제를 해결하기 위한 방안으로 제안한 정보보안 전공 대학생들의 보안윤리를 제고하는 교육 방안을 통해 소명의식을 갖춘 보안전문가의 양성이 가능할 것으로 기대된다. 논문에서 제안한 보안윤리 교육체계에 따라 교육을 받은 그룹에서 보안윤리 의식이 현저하게 개선된 것으로 분석되었다.

본 연구는 지방공무원 인사혁신에 대한 정책우선순위를 통해 인적자원관리의 방향성을 모색하기 위해 AHP 분석을 실시하였다. 연구결과는 다음과 같다. 첫째, 측정영역에서는 인사교류시스템, 보직관리시스템, 채용관리시스템, 교육훈련시스템 중에서 인사교류시스템이 가장 중요한 평가요소로 분석되었다. 둘째, 평가항목의 관점에서 보면, 인사교류시스템에서는 직무와 성과중심의 인사관리 전환, 보직관리시스템에서는 전문직위제 지정 및 확대, 채용관리시스템에서는 민간에서 시행중인 인성, 적성 검사도입, 교육훈련시스템에서는 맞춤형 교육과정프로그램 개발 등이 가장 중요하게 평가되었다.

Improving the formal objection system regarding reviewing medical expenses requires authority and confidence in the aspect of well-functioning the health insurance review and assessment system, legally and appropriately. The purposes of improvement of the formal objection system should aim for protecting the people's right of health. On handling the formal objections, the disputes of the rights should be settled economically and promptly by fairness, specialty, and objectivity in the health insurance review and assessment administration. Therefore, in order to promote the administrative specialty of health insurance, the formal objection committee needs to be organized independently and guaranteed expertly. Under the current formal objection system, however, the organization of committee lacks right-relief function, recognition and public relation as a health insurance appeal system, and related professional man powers. It is also analyzed that there are several controversial points, such as mass deliberation to the formal objection committee and its conference procedure. As a measure of improvement, it is analyzed that the committee needs to be organized independently with a proper number of professional man powers. The strict deliberation procedures and the prohibition of the decision-making by non-conference are also required to be empowered. The formal objection procedure provides the beneficiaries and the claims legitimately, so that it secures the legal relations on the health insurance system. Therefore, on the conference process of formal objection, the expert and guaranteed protection should be provided promptly, and its procedures to the appellants should also be assisted kindly.

본 논문에서는 뇌파데이터를 기반으로 한 디바이스 제어 시스템을 구현한다. Brain-Computer Interface(BCI) 기술은 언어나 신체의 동작을 거치지 않고 직접 시스템에 전달할 수 있다. 상태의 변화에 따른 뇌파를 실시간으로 감지하여 디바이스를 제어함으로써 움직임이 불편한 장애인이나 수험생, 멀티태스킹이 필요한 사람 등 다양한 서비스 대상자에게 편리한 생활을 할 수 있도록 도와준다. 또한, 홈 디바이스 제어 시스템 등 응용서비스를 개발할 수 있다. 이를 위해 논문에서 구현한 디바이스 제어 시스템은 뇌파 측정 헤드셋으로부터 수집된 데이터를 기반으로 사용자의 스마트폰과 연동하여 전원 및 오디오를 제어한다. 집중도에 의해 전원 ON/OFF 동작을 제어하고, 명상도와 눈 깜빡임에 의해 오디오를 제어하는 서비스 기능을 지원한다. 실험실 테스트를 통해 뇌파데이터를 이용한 디바이스 제어가 성공적으로 동작되는 것을 확인하였다.
