  • The purpose of this paper is to investigate the differences between successful SMEs in Korea and German hidden champions, with respect to both strategic importance and performance of major competitive dimensions, and mode of technology development. Data were collected through survey and public databases, and the sample comprises successful SMEs located in regional area in Korea. The results show that Korean hidden champions are relatively low regarding specialization of business domain and globalization while German hidden champions have positioned in global niche market. It is also found that local firms utilize technology alliances actively for technology development while German hidden champions rely heavily on internal R&D as a primary source of innovation. Based upon these results, policy directions for fostering local hidden champions were suggested.

  • This study is an empirical study on the effect of eco-friendly management activities of small and medium-sized manufacturers on job improvement. The summary of the analysis results is as follows. first. Among the eco-friendly management activities of SMEs, it was analyzed that social activities did not have a statistically significant effect on job improvement, and second. Environmental activities were found to have a significant effect on work productivity with 𝛽= .394 (p<.001), and job satisfaction showed a low causal relationship with 𝛽=.216, p<.05, and third. Economic management activities were found to have a significant effect on job satisfaction, with 𝛽= .388 (p<.001). In addition, a low causal relationship was confirmed with 𝛽= .267 (p<.01) in work productivity. Therefore, among the effects on job improvement, it was found that environmental activities affect job productivity and economic management activities affect job satisfaction. This study is meaningful in creating an environment for SMEs' eco-friendly management activities, presenting competitive strategic directions, and providing basic data for research.

  • The purpose of this study is to present practical improvement plans for policy fund support in national policy banks through an analysis of the efficiency of policy fund support. It targets small and medium-sized enterprises(SMEs) that received policy funding from national policy banks in '17 and '18 consecutively. As for the analysis method, characteristic analysis and corresponding sample T-test was performed. The analysis results are as follows. First, as a result of analyzing the characteristics of small and medium-sized enterprises, most of the financial funds were concentrated on the manufacturing industry. By region, the western region of Gyeonggi Province, by credit rating, was A grade, technology grade was T5, and the use of funds was mostly concentrated on facility funds. Second, as a result of efficiency analysis, profitability had a positive effect on total capital return, stability had a positive effect on interest compensation ratio, and activity had a positive effect on total capital turnover. In conclusion, it is expected to provide practical improvement plans to support policy funds to influence the growth and distribution of funds appropriate to the needs of SMEs.

  • In the Small and Medium Enterprises(SMEs) sector, research has shown an increasing trend due to changes in industrial society and policy. Therefore, the interrelationship between academic research and policy is relatively high. In this study, we analyzed the trends of academic research related to SMEs innovation policy. Moreover, we examined the interrelationships. By using text mining techniques, we have identified key themes and changes in domestic policy papers published since the announcement of the "Five-Year Plan for Innovation of SMEs". Also, we compared them with "Five-Year Plan for Innovation of SMEs" of each period. The result shows that the gap between academic research and policy has been closing over time. This study shows that there is an increasing number of research studies that verify policies at the relevant time from an academic point of view, and that policy issues are in turn influencing academic research due to government-driven policies. Also, it was confirmed that there was a time gap between academic research and policy. Academic research tended to increase compared to the previous year's level, when the policy had been implemented. The results of this study are expected to contribute to the establishment of the "2019~2023 five-year plan for Small and Medium Enterprises" which will be announced in the future, and this study will demonstrate the possibility of devising evidence-based policy.

  • ERP implementations are known to be unusually difficult, even when compared to other large-scale systems developing in a firm level, because it requires a substantial investment of time, money, and internal resources. Moreover, medium and small-sized enterprises that are increasingly adopting ERP feel much difficult due to the lack of resources. To promote the spread of ERP in medium and small-sized enterprises, "ERP template standardization methodology" led by government has been used for constructing ERP system in Korea. In this study, we present a study to measure fitness between ERP standard templates and business processes of 10 small enterprises in 5 industries. Also, we define a fitness measure suitable for this purpose. We car find that ERP template standardization methodology is partly adequate to establish ERP systems and it is required to add to templates which support the differences of business process.

  • Quality management has been applied to the industry for strengthening the competitiveness regardless of the size of company. However, it has been argued that the operational models for quality management used in the large-sized enterprise could not be applied to the small & medium-sized enterprise (SME) directly. This paper analyzes the states and outcomes of movements for quality innovation in the SME and tries to give some suggestions for improving and spreading the movements within the framework of the cooperation with the large sized company. Survey results show that the preferable quality movements depends on the size of company. Especially, the Single PPM movement is most preferable in the SME. It contributes th decreasing the fraction defective and to vitalizing the communication and cooperation between large-sized company and SME.

  • According to the statistics of the National Industrial Security Center under the National Intelligence Service, 209 national technologies have been leaked abroad in the past 5 years. Small and medium-sized enterprises and leakage by insiders accounted for 73% and 80% of them, respectively. This suggests that all the capabilities for preventing leakage of industrial technology should be focused on small and medium-sized enterprises and leakage by insiders. Related studies have been actively conducted on legal consideration of industrial technology leakage crimes, improvement of industrial security policies, and industrial security measures for preventing leakage of industrial technology, but adequate empirical studies have not been carried out on factors of leakage of industrial technology. In particular, there have been few studies on the effect of the experience of industrial technology leakage and enterprise scale(large enterprise, small and medium-sized enterprise) on achieving results in leakage prevention. Therefore, this study extracted factors affecting performance to prevent industrial technology leakage by analyzing previous related papers and to empirically analyze relationships with performance by applying the TAM model after classifying variables into the TOE framework by characterizing these properties.

  • There have been many studies to examine the patterns in innovations reflecting industry-specific characteristics from an evolutionary economics perspective. The purpose of this study is to identify industry-specific differences in product innovation patterns and determinants of innovation performance. For this, Korean manufacturing is classified into high-tech industries and low-tech industries according to technology intensity. It is also pointed out that existing research does not reflect the decision-making process of firms' R&D implementations. In order to solve this problem, this study presents a Heckman sample selection model and a double-hurdle model as alternatives, and analyzes data from 1,637 firms in the 2014 Survey on Technology of SMEs. As a result, it was confirmed that the determinants and patterns of manufacturing in small and medium-size enterprise (SME) product innovation are significantly different between high-tech and low-tech industries. Also, through an extended empirical model, we found that there exist a sample selection bias and a hurdle-like threshold in the decision-making process. In this study, the industry-specific features and patterns of product innovation are examined from a multi-sided perspective, and it is meaningful that the decision-making process for manufacturing SMEs' R&D performance can be better understood.
