A Study on ICT Usability and Availability of Between Korean Students and OECD Students : Focus on PISA 2015 (OECD 국가들과 한국 학생들 간 ICT 접근성과 활용성 연구-2015년 데이터를 중심으로)

  • It is in the vortex of the Fourth Industrial Revolution in all areas of our society. Education is no exception. We all know that software is at the center of the education in the 4th industry revolution. It is very important for students to survey the ICT background in order to be good at software education. The OECD PISA has surveyed ICT background of students in a three-year cycle from 2003. This study analyzes PISA ICT statistical data based on the data released in April 2017. We compare and analyze the availability and usability items among the 81 items of the ICT background of the students. The results of linear regression analysis showed that Korea was the lowest among OECD countries. ICT availability is ranked 28 out of 30 countries and ICT usability is ranked 31 out of 31 countries. This reflects the fact that ICT education is not implemented in the country since 2008. For the students who will be the leaders of the future society, ICT education that had implemented in 2000 should be carried out quickly.

A Study on the Relationship between ICT Usage and Job Creation in Service Industries (ICT 활용과 서비스산업 일자리창출 관계 연구)

  • The purpose of this research is to investigate the relationship between job creation and ICT usage in service industries. This research is particularly important because job creation is one of the most critical issues for the country. With technology innovation and system integration, manufacturing industries do not create enough employment, therefore, the society relies on service industries for creating job opportunities. Until now, due to limitations, analysis of job creation in service industries through ICT usage has not been investigated in depth. Thus, development of an effective ICT support policy was impossible. In this research, we used seven methods to investigate overall relationship between ICT usage level and job creation. A rule of large numbers has been applied to reach conclusion. Through this research, the government can focus its investment on service industries where job creation rate is the highest. We can expect both reinforcement in competitiveness of our service industry and continuous creation in employment, eventually leading to a virtuous cycle.

Relationship between Value Based Strategy and Industry Competition (산업 내 경쟁강도와 가치기반전략에 따른 기업성과 간의 관계)

  • The Korea government has been pursuing various policies to find a new industrial growth engine based on ICT (Industry and Communication Technology). However, ICT industry recently faces a serious crisis due to a lack of fundamental competitiveness and capital and technological gap with other countries. Accordingly, it is necessary for ICT industry to recognize the rapidly changing competitive business environment and to establish appropriate value-based strategies. This paper analyses factors affecting value-based strategy in the Korean ICT industry using 10 years data set. The result shows that the value-based strategy in the Korean ICT companies has a significant influence on their financial performance. In addition, it is confirmed that the competition level in the industry has a significant moderating effect on this relationship. In addition, when the companies are categorized based on performance, it is confirmed that there is a significant difference in competition level and value-based strategy in each categories. The results of this paper are expected to suggest implications for the effective use of balanced value-based strategies in the ICT industry.

Dynamics of the Evolution of ICT Convergence : Knowledge Convergence in Silicon Valley (ICT 융합 진화과정의 동태성 : 실리콘밸리 지식 융합 사례를 중심으로)

  • Convergence is now the trend of knowledge information society. Information technology and knowledge transfer are main sources of convergence. There are many articles which studied outcomes of convergence while there are few articles that try to study the process of convergence. The purpose of this study is to investigate how convergence is dynamically formalized. For the analysis, we used Institutional Analysis and Development(IAD) framework from the point of convergence. IAD framework could synthetically study the origin and the process of convergence. We investigated the case of sillicon valley whether or not dynamics of ICT convergence could be explicable by IAD framework. The results shows that ICT technology and knowledge could be the enabler for the formation of convergence. ICT technology accelerates convergence and knowledge convergence from information converge different technologies and industries. This article provides a theoretical foundation for future research to analyze dynamics of ICT convergence by the IAD framework. For the future work, it is recommended that a study is to be empirically analyzed the dynamics of ICT convergence.

  • IT convergence with agriculture is expected to bring more efficiency and quality improvement in producing, distributing, consuming of agricultural products with the aid of information processing and autonomous control technologies of the IT area. In this paper, it is required to consider the actualized IT convergence case for agriculture, namely Smart Farming as a solution to cope the presented problems. In addition, suggest to ICT standardization road map for the smart farming based on network.

The Causal Relationship between ICT Growth and Employment in Korea (한국의 ICT산업의 발전과 고용 간의 인과관계에 관한 실증적 분석)

  • From the success of TDX and CDMA to today's social media boom, Korea's ICT has achieved an amazing growth for the last couple of decades. However, in spite of ICT's role as an engine of growth in Korea, there have been concerns that ICT growth would negatively affect national employment due to the labor substitution effect. While some scholars insist that ICT would positively affect employment because it will enlarge the size of industry itself, many people blame ICT as a main culprit of rising unemployment rates. In this study, we try to empirically find the true effect of ICT growth on employment in Korea. We use the data of ICT productions, ICT investments, and various industries employments from 1995 to 2011. The methodologies we adopted for this study is Granger causality tests and impulse response functions based on vector autoregression (VAR) model. We find that ICT has negative impact on service industries, while it has positive impact on manufacturing industries. Meanwhile, ICT has no statistically significant impact on ICT industry itself. Since the impacts of ICT on employment are mixed, we can argue that ICT should not be blamed for the main cause of low employment. We suggest a direction of future policies to utilize ICT for vitalizing employments in Korea.

Information Communication Technology Capital and Total Factor Productivity across sectors in Korea (한국의 산업별 정보통신자본과 총요소생산성)

  • This paper examines empirically whether information and communication technology(ICT) has improved total factor productivity at industry level in Korea, considering time lag between ICT capital accumulation and improvement of productivity. To evaluate if ICT is pervasive enough to raise productivity, ICT capital stock of Korea is compared with those of advanced economies. From the perspective of aggregate economy, the ICT capital in Korea has increased fast since the mid-1990s and became comparable with advanced economies. However it is mostly attributed to rapid growth of ICT-producing industries. In other industries, ICT capital are still less accumulated than advanced economies. Growth accounting results exhibit that the productivity has risen faster since 2000 in industries using ICT intensively, but looking into specific industries, it is not likely for ICT to be the main factor of productivity improvement except in business service industry. Regression results provide some evidence that ICT is useful in raising productivity only after considerable amount of time allowed. To fully exploit the positive effect of ICT on productivity, it may be necessary for the Korean economy to create institutional environment facilitating complementary innovations as well as ICT captial accumulation.

Analysis on Determinant Affecting Open Innovation of Korean ICT Service Industry : Focusing on Network Service (한국 ICT서비스산업의 개방형 혁신에 영향을 미치는 요소 분석 : 네트워크 서비스를 중심으로)

  • Due to the emergence of open innovation driven by development of network service technologies and convergence in ICT service industry, It is necessary for ICT service firms to examine their capabilities for open innovation. The purpose of this paper is to empirically examine determinants affecting open innovation in Korean ICT service industry. In order to analyze, this paper uses logistic and multiple regression models based on survey data of Korean ICT service firms. Estimation results show that external network for collaboration is positive on the technological innovation activity regardless of the innovation type. Specifically, user networks are significant in all types of technology innovation, revealing that it is important to innovation activities of the ICT service firms.

A Study on ICT Competences of Turkey and Korea Focus on PISA 2009 and PISA 2012 (터키와 한국의 ICT 능력 비교 연구 - PISA 2009와 PISA 2012를 중심으로)

  • In our information society, ICT education is becoming basic and fundamental task that many countries are putting emphasis on it, considering it as "the most important step in reformation of education." ICT education have many differences in many countries. Currently, we are considering the suggestions for ICT education in Korea, and through comparative analysis of ICT education in Turkey, a country which has similar economic and cultural conditions, we will provide helpful solutions on ICT education policy for mutual countries. For an objective comparative analysis. we used the PISA 2009 and PISA 2012 data. The results show that Korea is has a better and easy access to computer at home only. Accessability to information devices in school, computer use in schools, and the students aptitudes on using the devices were excelled by Turkey. General attitudes about computers was similar, but Turkey proved to be better at utilizing computers in schools settings. With these findings, Korea must redefine current ICT education policies and establish policies for activating the ICT education nationwide.
