  • International Standard Organization for Standardization Technical Committee 211(ISO TC 211) aims to define and develop standards for information concerning objects or phenomena that are directly or indirectly associated with a location relative to the Earth. ISO TC 211 is working with LADM as a new project based on the existing research which is CCDM. Land Administration Domain Model is, as a international standard model, mainly connected to administration law, spatial surveying components related to cadastre all over the world and provides an extensive basis for an efficient and effective land administration system to avoid reinvention and re-implemention. Further, LADM helps to communicate land information both within a country and between different countries. This study introduces what LADM is and researches how to adopt administration law, spatial surveying components of LADM for Korea Land Information System(KLIS).

  • 국가GIS가 주요 정보인프라 역할을 수행하기 위해서는 구축되는 공간정보에 대한 표준화가 필수적이다. 본 연구에서는 국가GIS 표준화 내용에 어떤 것이 있으며 어떠한 방향으로 추진되어야 하는지를 외국사례 분석을 통해 살펴보았다. 미국, 호주, 일본, 영국 4개국의 국가GIS 표준화와 ISO/TC211, OGC의 표준화를 분석한 결과 첫째, 국가GIS 표준화는 지리정보 표준과 지리정보 서비스 표준의 두 방향으로 추진되어야 하며 둘째, ISO/TC211 프로파일을 통해 국가GIS 표준을 개발하는 것이 바람직하며 셋째, 지리정보 어의(語義) 정의를 개체-관계의 데이터 내용으로 표현해야 하며 넷째, 지리정보 서비스 표준 연구에 적극적인 관심을 가져야 할 것으로 나타났다.

  • 앞으로 다가오는 정보화 사회에서의 국가경쟁력을 키우기 위해서는 정보처리 및 운영능력이 대단히 중요하다. 지리정보는 이러한 정보화 사회에서 중요한 국가 간접자본중의 하나이다. 그리고 국가 GIS에서 가장 풍요한 요소는 지리정보의 호환, 공유, 유통 등을 포함한 지리정보의 활용이다. 따라서 국가적으로 GIS의 활성화를 위하여 지리정보의 표준화가 시급한 실정이다. 이 논문에서는 국제 표준화 기관인 ISO/TC211에서 수행중인 표준화 내용을 분석한다. 특히, 지리정보의 활용과 GIS들간의 상호 연동성을 위한 지리정보/지리공간 서비스를 중점으로 하여 IS0/TC211에서 표준안으로 제시하는 서비스 항목, 인터페이스 등 지리정보 서비스와 관련된 내용을 분석한다.

  • In Ubiquitous Information society, real shape of spatial information and accurate position information are required. Spatial information standardization is needed to service for the people. International standard was defined to ensure compatibilities of various standards, technologies, and terminologies and to promote mutual trade certain criteria and standard forms were established through international agreement. International standard is made by International Organization for Standardization, and International Standard Organization Technical Committee 211 manages the geographic information field. ISO TC 211 is working on LADM (Land Administration Domain Model) which defines administration law and spatial surveying component related to land and efficiently manages data and land systems of the countries. This study introduced processing of standardization of a surveying package which is related with LADM and comparing it with Korea Cadastral information system.

  • The motivation of this paper comes from a recognition that GIS educators in the private and public sectors are faced with both an opportunity and a dilemma. As the GIS vendors move to open systems which can be integrated with many traditional operations, the use of spatial data and analysis will become widespread throughout business, government and education. Hence the need for standardization in GIS fields is expanding rapidly. Especially non-standardized terminology of GIS prevents GIS-users from communicating among the GIS application fields. This paper will assist this shifting foundation by providing terminology control procedures for ISO/TC2ll family of standards and KS(Korea Standards) information terminology and make recommendations for the improvement and harmonization of terminology.

  • The role of a GIS as a tool for a national information infrastructure can best be fulfilled once GIS standards are implemented. In this paper, we have identified what the contents of GIS standards in other countries are, and what should be the future direction for implementing a nation's GIS standards. Based on a detailed review on GIS standards in the USA, Australia, Japan and the United Kingdom, we derived the following: (1) A nations's GIS standards should include both geographic information content standards and geographic information service standards: (2) A nation's GIS standards should be a profile of ISO GIS standards: (3) Each GIS standards should be developed on the bassis of the Entity-Relationship Model using Unified Modeling Language: and (4) Experts in GIS should pay much more attention on studies on GIS service standardization. As for building the national GIS Standards for Korea, we recommend both GIS Content Standards and GIS Service Standards be simultaneously developed. GIS Content Standards include geographic feature content standard, feature classification standard, portrayal standard, rules for application standards, spatial reference model and terminology. GIS Service Standards include standards for data sharing such as metadata standard and transfer standard, quality standard, quality principle and portrayal standards.

  • Recently international organizations such as ISO/TC211, OGC, INSPIRE (Infrastructure for Spatial Information in Europe) make an effort to share geospatial data using semantic web technologies. In addition, smart phone and social networking services enable community-based opportunities for participants to share issues of a social phenomenon based on geographic area, and many researchers try to find a method of extracting issues from that. However, serviceable spatial ontologies are still insufficient at application level, and studies of spatial information extraction from SNS were focused on user's location finding or geocoding by text mining. Therefore, a study of extracting spatial phenomenon from social media information and converting it into geosemantic knowledge is very usable. In this paper, we propose a framework for extracting keywords from micro-blog, one of the social media services, finding their relationships using data mining technique, and converting it into spatiotemopral knowledge. The result of this study could be used for implementing a related system as a procedure and ontology model for constructing geoseem antic issue. And from this, it is expected to improve the effectiveness of finding, publishing and analysing spatial issues.

Development of a GML 3.0 Encoding System Using Mapping Rules (매핑 규칙을 활용한 GML 3.0 엔코딩 시스템의 개발)

  • Recently, because of the extensive use of geographic information in the various fields, the requirement for the easy circulation and utilization of the various geographic information among the individuals, organizations, societies and countries is raised. In order to support the interoperability of the heterogeneous geographic information in the various fields, OGC(Open GIS Consortium) proposed the GML(Geography Markup Language) specification that defines the XML encoding rule about the heterogeneous geographic information. In addition, ISO/TC 211 adopted the GML specification to make it as the international standard. Therefore, in this paper we first analyzed the GML 3.0 specification in detail that can support the interoperability of the heterogeneous geographic information. And then we suggested and applied the mapping rule that define the encoding method to improve the encoding process easily and efficiently. Finally we designed and implemented the GML 3.0 encoding system using the mapping rule to encode the geographic information that was constructed in spatial databases into the GML 3.0 document. Especially, we used ZEUS as a spatial database system to test our encoding system in this paper.

  • In this paper, we propose a standardization strategy for next generation electronic navigational chart which can be classified as S-100 Universal Hydrographic Data Model, to accept various requirements arising from various marine information and services as well as support e-navigation service strategies. IMO uses the next generation electronic chart standard, S-100 as Common Maritime Data Structure. It means that a common data model is needed as a key element for realization of e-Navigation and also points out that a new ICT convergence paradigm is needed not only for marine safety but also for maritime information and services. this paper considers he model-based data representation and reference model in order to understand the content and use of the S-100 standard and also considers the interconnectivity and role of the ISO/TC211 standards, which are being used as base standards for profiling to develop S-100 standard. Finally, we look at what standardization items are required for standardization of next generation electronic navigational chart supporting multi-purpose and how they are used mutually.
