Control Procedures of Standardization for GIS Terminology

GIS 용어 표준화과정에 대한 고찰

The motivation of this paper comes from a recognition that GIS educators in the private and public sectors are faced with both an opportunity and a dilemma. As the GIS vendors move to open systems which can be integrated with many traditional operations, the use of spatial data and analysis will become widespread throughout business, government and education. Hence the need for standardization in GIS fields is expanding rapidly. Especially non-standardized terminology of GIS prevents GIS-users from communicating among the GIS application fields. This paper will assist this shifting foundation by providing terminology control procedures for ISO/TC2ll family of standards and KS(Korea Standards) information terminology and make recommendations for the improvement and harmonization of terminology.

본 연구는 한국 95용어 표준을 구축하기 위한 기초를 마련하기 위해 국제표준기관인 ISO의 지리정보기술 위원회(TC211)에 제시된 용어표준화 과정과 국내 정보산업 표준화 과정을 분석하였다. 이를 위해 ISO/TC211에서 제시되는 문서들을 수집하여 용어 표준화 과정 및 최근까지 구축된 지리정보 용어의 표준안을 참조하였다. 특히 다양한GIS표준화 기구에서 수행되고 있는 국제 GIS용어표준안을 비교 분석하여 실제적 흑은 잠재적인 문제들에 대하여 주어진 상황에서 최선의 질서를 이루기 위해 공통적이거나 혹은 반복적으로 적용될 수 있는 규정을 제정하는데 도움을 주려한다. 국제적으로 GIS의 용어표준화 과정은 제안단계를 거쳐 준비단계에서 작업초안(WD:Working Draft)을 작성하는 단계에 머무르고 있다. 반면에 우리나라에서 정보산업 분야의 국제표준 제정작업은 정보산업의 경쟁력을 획기적으로 향상시키기 위해 추진하는 국책과제로서, 통상산업부가 추진하는 산업기술 기반조성사업의 일환으로 추진되고 있다. 우리나라에서 적극적으로 용어표준화과정에 참여할 경우 우리나라 상황에 적합한 용어표준으로 국제표준화를 선도할 수 있다고 생각된다. 따라서 현재 국제표준화기구에서 추진되고 있는 용어 표준화추세를 정확하게 파악한다면, 한국의 ISO/TC211ㆍ지리정보기술위원회의 용어 표준 작업반에서 국내의 업계 및 관련기관의 의견을 수렴한 GIS용KS(안)을 개발하는데 매우 중요한 자료로 활용될 수 있으리라 생각된다.
