An Empirical Study on High-technology Innovative SMEs' Characteristics and their Bottlenecks across the Growth Stages (기술혁신형 중소기업의 특성과 성장단계에 따른 애로요인의 실증적 연구)

  • This study is to suggest the government's support direction for the small and medium sized enterprises (SMEs) by examining the relations among technology level, innovation factors, entrepreneur's characteristics, and start-up reasons. The management bottlenecks and the necessary fields of government's support are also investigated across the company's growth stages. Empirical analysis was conducted based on the 318 Korean SMEs' data receiving the Venture and/or Inno-biz certification. Results show that managing difficulties of the company have typical pattern according to the stage of growth. The characteristics of an entrepreneur such as age, education background and past experience affect the early stage of starting business. We also found that the technology level is closely connected with operational innovation activities and circumstances, entrepreneur's characteristics, start-up motives, and technological innovation activities.

  • The aim of this paper is to evaluate policy impact of Inno-biz verification and Venture verification, especially focusing on the complementarity effect according to the overlapped support in Korean ICT industry. Alongside the implementation of various government innovation policies, discussions regarding evaluations of such policies have been consistently undertaken in economics, because it is very important to evaluate whether public policies have played a proper role. However, one of the distinguished point of this research from previous studies is that this paper not only includes evaluations of a single policy, but also the discussion about interaction between different innovation policies. The main result of this paper is that, in the case of overlapping homogeneous policies such as Inno-biz and venture verification, the complementarity effect is negative. Compared with previous studies, the uniqueness of this research is as follows. First, deviating from the view of previous studies that focused on the evaluation of a single policy, this paper has considered interactions and the complementarity effect of innovation policy through "policy mix," an economic term. Second, based on this concept, the paper suggests an analysis framework for the evaluation of interactions and the complementarity effect of innovation policy.

The Effect of Entrepreneurial Orientation on New Product Performance of Korean Exporting SMEs: The Moderating Role of Technological Uncertainty

  • Purpose - In this paper, we aim to analyze to what extent entrepreneurial orientation (EO) can help overcome Korean SMEs' liabilities of foreignness in overseas markets. In this end, we examined three sub-dimensions of EO (proactiveness, innovativeness, risk-taking) and examine their individual effects on NPD performance of exporting SMEs. Research design, data, and methodology - We collected survey questionnaires from Korean exporting SMEs that are certified with Inno-biz by the Korean Ministry of SMEs and Startups. The collected data was analyzed using SPSS 26 and AMOS to create an integrated model. Result - As a result of the analysis, we found that proactiveness and innovativeness dimension of EO have positive effect on new product performance of exporting SMEs. Furthermore, technological uncertainty has negative moderating effect between innovativeness and new product performance of SMEs. Conclusion - While proactive attitude and innovativeness of EO positively affected the performance of new products of SMEs, the tendency to take risks and pursue opportunities with bold behaviors did not have a positive effect on NPD performance in foreign nations.

  • Purpose - This research paper aims to examine the impact of entrepreneurial orientation (EO) and government support programs (GSP) on new product performance in Korean Small and Medium-sized Enterprises (SME). We specifically focus on the interaction between these two factors and their influence on the new product performance of Korean SMEs. Research design, data, and methodology - We collected survey questionnaires from SMEs that are certified with Inno-biz by the Korean Ministry of SMEs and Startups. The collected data was analyzed using SPSS 26 and AMOS to create an integrated model. Result - Based on the analysis, our findings indicate that the proactiveness and innovativeness dimensions of EO have a positive effect on new product performance. However, the risk-taking dimension of EO has a negative effect. Additionally, GSP exhibit both positive and negative moderating effects on different dimensions of EO. Conclusion - It is important to recognize that GSP are not a universal solution for all challenges faced by SMEs. Hence, it is crucial for policy-makers to have a clear understanding of SMEs' capabilities and the level of EO dimensions in order to identify types of GSP that could lead to positive outcomes, while minimizing the negative effects of GSP.

Entrepreneurial Orientation and Performance for Subcontracting Korean SMEs: The Role of Buyer-Supplier Relationship

Specifically, we seek to examine whether the power dynamics between buyer and supplier either support or hamper subcontracting SMEs' ability to effectively pursue EO for enhancing their performance. Research design, data, and methodology: We collected survey questionnaires from Korean SMEs that are certified with Inno-biz by the Korean Ministry of SMEs and Startups. The collected data was analyzed using SPSS 26 and AMOS to create an integrated model. Result: Based on the analysis, our findings indicate that the proactiveness and innovativeness dimensions of EO have a positive effect on the SMEs' performance. However, the risk-taking dimension of EO has a negative effect on performance. Additionally, buyer dependency exhibit both positive and negative moderating effects on different dimensions of EO. Conclusion: For SMEs that rely heavily on a particular buyer in terms of sale, pursuing innovativeness dimension of EO could lead to positive performance, while pursuing proactiveness dimension of EO had a negative moderating effect on performance.

Effects of the Innovative Company Certification System on Technological Innovation Activities and Performance of SMEs (혁신형 기업 인증 제도가 중소기업의 기술적 혁신 활동과 성과에 미치는 영향)

  • In this study, the effectiveness of the innovative company certification system, which is one of the important means of the SME innovation promotion policies, was examined in terms of technological innovation activity and performance. To this end, we used the results of 'SME Technology Statistical Survey' conducted by the Small and Medium Business Administration and the Korea Federation of Small and Medium Business in 2013~2015 to compare the innovative SMEs that have received the certifications such as Venture Certification, Innobiz Certification, and Mainbiz Certification with the general SMEs that did not. As a result, it was found that the innovative SMEs have comparative advantage in many detailed indicators related to the technological innovation activity and performance. However, the ratio of external use of R&D expenditure, the number of technology development attempts and the number of successes were not different according to the survey year, so it is necessary to strengthen the follow-up management of the system. On the other hand, the proportion of self-procurement R&D expenditure of the general SMEs was significantly higher than that of the innovative SMEs in all three-year surveys. Therefore, it is necessary to regulate the government funding for the innovative SMEs to be used as a complementary material, not as a substitute for their own R&D investment. In addition, the technological innovation activity and performance of a company were more influenced by the size of the company and the participating industry rather than by the certification, so it is necessary to consider it when establishing the technology innovation promotion policies.

Analysis of Important Indicators of TCB Using GBM (일반화가속모형을 이용한 기술신용평가 주요 지표 분석)

  • In order to provide technical financial support to small and medium-sized venture companies based on technology, the government implemented the TCB evaluation, which is a kind of technology rating evaluation, from the Kibo and a qualified private TCB. In this paper, we briefly review the current state of TCB evaluation and available indicators related to technology evaluation accumulated in the Korea Credit Information Services (TDB), and then use indicators that have a significant effect on the technology rating score. Multiple regression techniques will be explored. And the relative importance and classification accuracy of the indicators were calculated by applying the key indicators as independent features applied to the generalized boosting model, which is a representative machine learning classifier, as the class influence and the fitness of each model. As a result of the analysis, it was analyzed that the relative importance between the two models was not significantly different. However, GBM model had more weight on the InnoBiz certification, R&D department, patent registration and venture confirmation indicators than regression model.

  • Recent increase of academic interest in Born Globals has brought abundant researches, which accounts their causes and states, both in and out of the country. However, postulating that types of companies see the different perception of environment of global markets, and this difference will also bring different effects on enterprise capabilities and performance, this study implemented theoretical inquiry and evidential analysis. Technologically innovative SMEs, main subjects of this study, were categorized into Rapid Globals and Gradual Globals according to their internationalization speed, then followed by a CSA. This analysis has shown, regardless of corporate types, early perception of changes in global market environments, affects, in great amount, on marketing and R&D capabilities as well as performance. However, corporate types also showed difference in early perception of changes, marketing and R&D capabilities as well as performance. This evidential analysis provides enterprises pursuing internationalization in early stage with enforcement in their early perception of changes in global market environments.

A Study on the Effects of the R&D Activities and Patent on the Corporate Performance of Medical Device Firms in Korea (국내 의료기기 제조기업의 연구개발활동과 특허가 기업 경영성과에 미치는 영향에 관한 연구)

  • Companies conduct R&D for continuous development and enhancement of corporate value, and obtain patents as an intangible asset resulting from this process. This study screened 103 medical device firms whose R&D information, patent information, and management performance information were all published to determine how R&D activities and patents affect corporate operational performance. The number of patents, R&D costs, company type and Inno-Biz of the company were set as independent variables, and the companies' sales, intangible assets, operating profit ratios, net profit margins, corporate ratings and profit-related financial ratios were used as dependent variables. The results confirmed that R&D expenditure had negative (-) effects on most indicators, including sales volume, operating profit ratio, and net profit ratio, while it had positive (+) [ED highlight - these are unnecessary if negative and positive are also written out.] effects only on intangible assets. Additionally, domestic patents were found to have negative (-) effects on sales, cash flow ratings, and dropped capital return, and positive (+) effects on net profit growth. Moreover, the business performance variables affected by the company characteristics were sales volume and cash flow ratings. The medical device industry is dominated by small and medium-sized businesses Although research and development activities and patents have been shown to have a negative impact on corporate management in the short term, they are expected to have a positive long-term impact when reflecting the characteristics of the medical device industry that must undergo clinical trials and authorization procedures after R&D.

  • To promote the commercialization of high technology based start-up company, it is essential to activate technology trading for the Innovative Small & Medium companies which eager to acquire technology competitiveness through technology trading and facilitate financial system which provide Small & Medium companies with technology commercialization money. This study focus on enhancing credibility of technology valuation solutions through the improvement of the existing technology valuation solutions. The existing technology valuation solutions in practice have deficiency in reasonable valuation because of subjective technology factor's calculation. And the commercialization risk of high technology based start-up companies cannot be fully reflected in the existing valuation solutions. The high risk of technology commercialization acts as a hurdle in the facilitation of providing money for the start-up companies. The improved new model will have more acceptable objectivity and reasonably reflect the commercialization risk of start-up companies. The new model has two distinctive features compared to existing solutions. The new model newly adopts commercialization success factor which reflects the risk of high technology based start-up company. And the new model excludes technology factor which is controversial among interested parties. The exclusion of technology factor will improve the objectivity of technology valuation and the adoption of commercialization success factor will solicit investor and capitalist who concern the high risk of technology based start-up companies. In conclusion, the improved new model is expected to activate technology trading and facilitate the money market through which high technology based start-up companies raise commercialization money.
