Comparative Policy Analysis on ICT Small and Medium-sized Venture Using Cognitive Map Analysis (인지지도를 활용한 ICT 중소벤처 지원정책 비교분석)

  • The purpose of this study is to compare and analyze each government's ICT SME support policies to cope with changes in the ICT ecosystem paradigm. In particular, the core policies and policy trends of the Moon's government are presented through keyword network analysis and cognitive map analysis. As a result, core technologies such as ICT(Information Communication Technology), AI(Artificial Intelligence), Big Data, and 5G, which have high values of betweenness centrality and closeness centrality, are major keywords with high propagation power. The cognitive map analysis shows that the opportunity factors for the 4th industrial revolution are being activated through the ICT infrastructure circulation process, the domestic market circulation process, and the global market circulation process. This study is meaningful in terms of cognitive map analysis and utilization based on scientific analysis.

  • People can easily use a shared economic service system based on ICT technology. Most of the shared economic services are provided by private companies, and discussion on public goods is insufficient. If we look at the current shared economic service from the point of view of courier service, $\ddot{U}ber^{\prime}s$ system can be an alternative. The post office courier service uses ICT technology but differs from the service of the shared economy. This study uses Delphi analyzer method and AHP methodology to derive important factors in introducing shared economic system. As a result, socioeconomic characteristics were found to be the most important in the upper tier, and the shared economic platform, sharing of idle resources, popularization of smartphone, and increase of e - commerce were the four important factors in the lower tier. In order to maximize efficiency, which is the essence of the shared economy, the necessity of introduction into the shared economic system and important factors in the introduction of public goods are presented.

  • In the era of the Fourth Industrial Revolution, where the concept of comprehensive security is applied, the most remarkable ICT is believed to be artificial intelligence (AI). Therefore, The purpose of this study is to explore the factors and to establish a development strategy for the development of national crisis management policies based on artificial intelligence (AI). To this end, Analyze the internal capabilities of the Korean government through SPRO analysis to derive strengths and weaknesses. And the external environment through PEST analysis to derive opportunities and threats. The various factors that have been derived through SWOT analysis to derive SWOT factors with consultation from experts who studied and worked for long-term information and communication technology (ICT), security and disaster areas. Focusing on these factors, the Korean government's development of national crisis management policies in the era of the Fourth Industrial Revolution. Focusing on these factors, the Korean government established strategies for the development of national crisis management policies and made policy suggestions during the Fourth Industrial Revolution.

An Analysis on the Current Status of ICT Uses in Higher Education (대학교 정보통신기술 활용 실태 분석)

  • The purpose of this study was to investigate the current status of information and communications technology(ICT) uses of the faculty members at national universities of education and to provide guidelines for ICT in education. The survey was conducted to examine factors related to the use of ICT, including faculty members' abilities to use ICT with respect to gender, age, and previous experiences with computers and to analyze their relevance to instructional methods. The results of the survey showed that female faculty members and male faculty members in their sixties and those with less years of teaching career were more likely to need support for using ICT than the others. The direct instructional method and discussion were the most frequently used; discussion was positively correlated with ICT uses. It was also found that faculty members anticipated more difficulties in using ICT in class and needed to work in a collaborative way and learn more effective use of ICT in the teaching and learning process.

  • Various information and communication technologies (ICT) and electronic government (e-Government) projects have been planted in hopes of economic and social growth in developing economies. These types of ventures usually involve working in societies with their own unique cultures in various aspects that often cause "custom ways" of planning, implementing, coordinating, and controlling in IT projects, thus playing a grand role in determining the success of IT projects. Due to a lack of understanding of local cultural factors and a deficiency of cultural risk evaluation models, however, many IT projects especially in the context of developing economies face failure. This study investigates the major cultural factors involved in IT projects and their effects on IT projects in developing economies. The framework is validated using the United Nations Development Programme's (UNDP) information and communication technology (ICT) and e-Government project cases of two countries in Central Asia, Uzbekistan and Kazakhstan. This study will help project managers develop management practices and strategies associated with the cultural factors they face during the various stages of their IT projects in their specific contexts.

  • This study focuses on the ICT literacy, the perceived value of ICT utilization, and the perceived use of ICT environment as the factors influencing the activation of ICT using classes, in order to identify how these differences affect intended use of ICT. A total of 3,942 high school teachers participated in the survey. Two factor analyses were conducted to verify and check the validities of measurement items for independent and dependent variables. With the research questions, a multiple regression analysis was implemented to verify the predictive power of the independent variables on the teachers' ICT utilization. All the independent variables set in the research issue had a significant influence on the intended use of ICT, which is a dependent variable. ICT utilization was found as the most influential variables followed by the perceived value of ICT utilization, the affective domain of ICT literacy, and the psychomotor domain of ICT literacy, the cognitive domain of ICT literacy, and the perceived use of ICT environment. In order to enhance teachers' ICT utilization in school settings, teachers should understand the educational value of ICT utilization and recognize its necessity and importance.

The Influencing Factors and Moderating Factors on Intention to Continuously Use Car-Hailing Mobility Service (차량호출 모빌리티 서비스 지속이용의도의 영향요인 및 조절요인 연구)

  • Mobility services are rapidly developing along with information and communication technology (ICT) innovation. Recently, the on-demand mobility platform market is growing, and an environment is provided in which users can call services more conveniently and check the connection status in real time using smartphones. This study investigates the current status of users' perceptions and experiences of car-hailing mobility services such as KAKAO Taxi and UT Taxi, and it analyzes the factors affecting the intention to continuously use the car-hailing service, focusing on environmental and instrumental benefits and trust in driver and platform. In particular, this study examines whether the significance of the relationship between influencing factors and continuous use intention could vary depending on the degree of innovativeness and ICT utilization. The results of this study showed that perceived benefits (environmental benefits and convenience and economic instrumental benefits) and trust in driver had significant effects on increasing trust in platform. It was analyzed that the higher the trust in platform, the higher the intention to continuously use the car-hailing service. Furthermore, the influence of perceived environmental benefits and economic benefits on the trust in platform was different depending on the degree of individual innovativeness, and the influence of convenience and economic benefits on the trust in platform varied depending on the degree of ICT utilization. Referring to the results of this study, mobility service providers can better understand the current status of users' perceptions and trust for car-hailing services, and implement service promotion strategies suitable for individual characteristics.

  • While the 4th Industrial Revolution (4th IR) is actively being discussed in Korea, the core and common point is that in the era of the 4th IR, computer networking is becoming more common due to the generalization of ICT(Information and Communication Technology). There may be a variety of factors that have allowed ICT to occupy a core position in the 4th IR, but the most important may be the position of ICT as a foundation technology. ICT has important technical value in itself, but when it is converged with other technology or industry, or when it acts as a foundation technology of such technology or industry, it greatly improves the value of existing technology or industry. Thus, this paper focused on ICT, the core technology of the 4th IR, to examine the past, present and future of ICT-related R&D and ICT-based convergence industries. In other words, the purpose of this study is to identify which areas ICT has been actively researched from past to present and what changes have been made in such areas.

  • In order to cope with the decrease of construction manpower caused by the aging population and to improve construction productivity, Japanese Ministry of Land, Infrastructure, Transport and Tourism has been promoting construction methodology using ICT (Information & Communication Technology) since 2016. The ministry has established and implemented new cost estimation standards, delivery systems, and government support policies to boost automated earthwork using ICT, and is expanding the types of automated construction methodology applied at the construction sites. To utilize ICT at construction sites in Korea, as in case of Japan, laws, systems, and policies should be readjusted first. By comparing the ICT-related systems and policies between Japan and Korea, this paper scrutinizes critical benchmarking factors. As a result, we have reached the conclusion that in order to promote ICT methodology at Korean construction sites, Korean government should establish ICT-related cost estimation standards, delivery systems, and economic support policies in advance.

  • Agriculture plays an industrial and economic role, as well as an environmental and ecological conservation role, group harmony and the inheritance of traditional culture. However, no matter how advanced the industry is, the basic food necessary for human life can only be produced through the photosynthesis of plants with natural resources such as the sun, water, and air. The Food and Agriculture Organization of the United Nations (FAO) predicts that the world's population will increase by another 2 billion people by 2050, and it faces a myriad of complex and diverse factors to consider, including climate change, food security concerns, and global ecosystems and political factors. In particular, in order to solve problems such as increasing productivity and production of agricultural products, improving quality, and saving energy, it is difficult to solve them with traditional farming methods. Recently, with the wind of the 4th industrial revolution, ICT convergence technology and artificial intelligence have been rapidly developing in many fields, but it is also true that the application of new technologies is somewhat delayed due to the unique characteristics of agriculture. However, in recent years, as ICT and artificial intelligence utilization technologies have been developed and applied by many researchers, a revolution is also taking place in agriculture. This paper summarizes the current state of research so far in four categories of agriculture, namely crop cultivation environment management, soil management, pest management, and irrigation management, and smart farm research data that has recently been actively developed around the world.
