Purpose - Based on the analysis of Kazakhstan's experience of digital transformation, this study suggests a concept for digital solution to optimize organizational process, create trust networking between the center of state scholarships programs and recipients. In addition, the authors contribute to the current discussions of an effective digital transformation of state services. Research design, data, and methodology - Policy analysis is based on the combination of both primary and secondary materials collected during a Policy Research Project conducted in Kazakhstan in 2017. It involved semi-structured interviews with the state scholarship' recipients, ICT experts and findings from academic articles. Results - Findings are represented via Policy Development Matrix - a table with three options (status quo, partial change, total change) to deal with policy challenges. Authors suggest a concept for digital solution following the Customer Relationship Management (CRM) principles for optimizing core business processes, communication and networking strategies of the state scholarships program. Conclusions - At the time when digitalization becomes trending for states, the transformation of the state education policy is inevitable. The rapid development of digital technologies creates new opportunities for a single integration platform with key principles of Smart Remote Management in the state scholarships programs.

The advancement of ICT is changing every field of life. It becomes possible with the penetration of personalized devices, that is, smartphone. The boom of IoT will come when there exist diversified and personalized services. In general, we might admit that it is needed that the more privatized services than the overall serviced. Jeju Island is the only one special self-governing province in Republic of Korea and deserves to be proud of the unique culture from its long historical background. One of the very regional culture which performs by women divers, Haenyeo activity or culture, was registered as Intangible Cultural Heritage. When authors were researched Jeju Haenyeo as a worthy reserving service, we recognized that it has never considered to use any point of ICT/IoT yet. Because IoT holds the high potentiality to create any service scenario between interesting groups. We will design a few services for Haenyeo which covers their job territory or daily life, adopts up-to-date technology or method such as sensored network, smart contract and App/Web. In this paper, we intent to show the simplicity and easiness of the application of IoT not to much inconspicuous target. So, we suggest a specialized IoT service for the reservation and promotion of Haenyeo Culture. This service would be composed of sensors, IoT network and App/Web at home and office. This service can be used among interesting groups : Haenyeo, policy maker, manufacturer, service provider and culture consumer.

In case of current South Korea, the rapid graying is in the progress. Because of it, the increase of elders who live alone causes variety of social, economic and national problems. Especially in the modern city, the health care, safety and maintenance of pleasant and joyful life of elders who live alone are being a big social issue. Even though practical services have been tried at the whole of government approach, the detailed alternatives are insufficient to improve the daily life support and service to approach the information. This research suggests the "ELA Service Model" which actively improves the easy access to information and corresponds to condition and circumstance of elders for providing the ICT-base Elderly Living alone care service. It is a step self-life support service based on fundamental desire of elders which resolves the problem and contributes to establish the active and balanced policy to the elderly.

This paper deals with the role and direction of design in the era of 4th industrial revolution. In addition to understanding the whole of science and technology such as Artificial Intelligence, Internet of Things, Cyber Physical System, 3D printer and Bio which are leading technology of the $4^{th}$ industrial revolution, this thesis is seeking direction of design that makes human life and society comfortable and convenient. The design in the 4th Industrial Revolution must be at the center of society and human being. Therefore, the design using ICT technology is also applied to the emotional design that stimulates human emotion warmly through in-depth study on society and human culture and environment. Through the above research, the design that has continued to evolve along with the development of technology continues to play a role as a design in which human emotion is alive.

Gendered innovations is a term used by policy makers and academics to refer the process of creating better research and development (R&D) for both men and women. In this paper, we analyze the literatures in image and speech signal processing that can be used in ICT, examine the importance of gendered innovations through case study. Therefore the latest domestic and foreign literature related to image and speech signal processing based on gender research is searched and a total of 9 papers are selected. In terms of gender analysis, research subjects, research environment, and research design are examined separately. Especially, through the case analysis of algorithms of the elderly voice signal processing, machine learning, machine translation technology, and facial gender recognition technology, we found that there is gender bias in existing algorithms, and which leads to gender analysis is required. We also propose a gendered innovations method integrating sex and gender analysis in algorithm development. Gendered innovations in ICT can contribute to the creation of new markets by developing products and services that reflect the needs of both men and women.

This study categorizes cases of industry-wide collaboration works, which is getting more actively conducted in a various forms and purposes for forming fixed brand identity and reinforcing brand identity, by analyzing its characteristics, and suggests new categorization in brand marketing perspective with diverse cases. Furthermore, the concept of collaboration in $4^{th}$ industrial revolution, so-called ICT, IOT, is studied for seeking developmental direction of collaboration which is being. As a result, approaches about application methods of and categorizing methods of collaboration in the aspect of design and branding were seeked. Based on this research, it is expected to be used as a reference for branding and marketing approach to domestic collaboration works, and it is also hoped to help following researches on guide line and following researches on collaboration.

Purpose: This study analyzes advanced cases of overseas smart cities and examines policy implications related to the creation of smart cities in Korea. Research design, data, and methodology: Analysis standards were established through the analysis of best practices. Analysis criteria include Technology, Privacy, Security, and Governance. Results: In terms of technology, U-City construction experience and communication infrastructure are strengths. Korea's ICT technology is inferior to major countries. On the other hand, mobile communication, IoT, Internet, and public data are at the highest level. The privacy section created six principles: legality, purpose limitation, transparency, safety, control, and accountability. Security issues enable urban crime, disaster and catastrophe prediction and security through the establishment of an integrated platform. Governance issues are handled by the Smart Special Committee, which serves as policy advisory to the central government for legal system, standardization, and external cooperation in the district. Conclusions: Private technology improvement and participation are necessary for privacy and urban security. Citizens should participate in smart city governance.

Modern graphics processor unit (GPU) architectures offer significant hardware resource enhancements for parallel computing. However, without software optimization, GPUs continuously exhibit hardware resource underutilization. In this paper, we indicate the need to alter different warp scheduler schemes during different kernel execution periods to improve resource utilization. Existing warp schedulers cannot be aware of the kernel progress to provide an effective scheduling policy. In addition, we identified the potential for improving resource utilization for multiple-warp-scheduler GPUs by sharing stalling warps with selected warp schedulers. To address the efficiency issue of the present GPU, we coordinated the kernel-aware warp scheduler and warp sharing mechanism (KAWS). The proposed warp scheduler acknowledges the execution progress of the running kernel to adapt to a more effective scheduling policy when the kernel progress attains a point of resource underutilization. Meanwhile, the warp-sharing mechanism distributes stalling warps to different warp schedulers wherein the execution pipeline unit is ready. Our design achieves performance that is on an average higher than that of the traditional warp scheduler by 7.97% and employs marginal additional hardware overhead.

As areas of ICT devices expand due to development of fourth industry, Smart Jewelry is being released. Jewelry is not only a fashion tool to dress up the human body as it merges with the functional aspects of smart devices, but it also delivers the information needed to improve users' living conditions and the interaction of the information needed is likely to be expanded. Although wearable Jewelry is not widely popular with consumers due to its recognition that it is a Smartphone aid and technical limitations, it needs to be ultra-smallized and improved in design. By analyzing emotional types according to design, materials, and colors, focusing on the current wearable jewelry products, the company aims to contribute to enhancing the value of creative smart jewelry by thinking about how smart jewelry will stimulate people's emotions.

The technical regulation and conformity assessment procedure of our country on ICT equipments is currently required to have more innovation due to the request of main trade countries, the second phase conclusion of MRA, necessity of expansion of conformity assessment service market and demand of manufacturers. The world's leading advanced countries have already proceeded with innovation based on privatization plan. According to the comparative analysis of the level, it turned out that Japan obtained the highest level of privatization while South Korea ranked the lowest level. According to the research result of examination and certification ability of private institutions of our country, it turned out that our country is expected to have possibility of achieving higher level of privatization than that of the present. Moreover, according to the questionnaire survey conducted to the persons concerned regarding privatization direction, they gave positive response to all the indicated survey contents of privatization direction in terms of "delegation of certification services to private sectors (contracting-out)", "transformation of EMC into private voluntary standard" and "changeover of conformity assessment agent". However, from the view of acceptance and conflict model, it is estimated that starting from "delegation of certification services to private sectors (contracting-out)" seems to be the most advisable plan. Also, prior to privatization, it is required to improve relevant systems such as certification examiner system.
