  • It is in the vortex of the Fourth Industrial Revolution in all areas of our society. Education is no exception. We all know that software is at the center of the education in the 4th industry revolution. It is very important for students to survey the ICT background in order to be good at software education. The OECD PISA has surveyed ICT background of students in a three-year cycle from 2003. This study analyzes PISA ICT statistical data based on the data released in April 2017. We compare and analyze the availability and usability items among the 81 items of the ICT background of the students. The results of linear regression analysis showed that Korea was the lowest among OECD countries. ICT availability is ranked 28 out of 30 countries and ICT usability is ranked 31 out of 31 countries. This reflects the fact that ICT education is not implemented in the country since 2008. For the students who will be the leaders of the future society, ICT education that had implemented in 2000 should be carried out quickly.

  • The study aims to comprehend the health needs of multicultural families, identify relevant policies, and explore ways to enhance health information accessibility through Information and Communication Technology (ICT). Employing a qualitative research method, the health status of multicultural families was analyzed through literature review, followed by in-depth interviews. The findings revealed a lower priority given to health policies for multicultural families compared to other governmental sectors, with limited discussion on leveraging ICT for improved accessibility. In-depth interviews highlighted four main themes: "Early experiences in Korean society," "Language barriers in medical facilities," "Unmet healthcare needs for various reasons," and "High demand for health-related services." To safeguard health rights and enhance information accessibility, we recommend strengthening linguistic support in healthcare institutions, implementing government efforts for multicultural families, and designing user-centered ICT platforms.

  • This study aims to compare global policies on ICT accessibility and to suggest possible solutions that help to enhance ICT accessibility for socially disadvantaged groups. The results indicated that related laws and standards in Korea are relatively well established than Asian countries' whereas they need improvements when compared to the US or the UK. Particularly, in spite of rapid development in information communication technology industry, incorporating the definition of newly developed technologies into existing laws related to ICT accessibility seemed slow that caused reluctancy of related parties to address accessibility issues the new technologies create. In addition, Korean government seems less effortful to develop policies and standards apart from web and mobile application accessibility. In order to resolve the problems, firstly, the period or process of enacting and amending laws can be shorten. Next, a government affiliated research institute can be established to do research and develop ICT accessibility related to user scenarios so that effective policies and standards could be readily provided. Even though other possible solutions can be suggested, what is more important than that is that any interested parties should sustainably make efforts to provide equal opportunities for the underserved populations.

  • The purpose of this study is to investigate the directions of information and communication technology(ICT) education in K-12 based on the analysis of ICT accessibility and utilization levels of Korean students. To this end, we analyzed the trends of Korea and OECD countries by survey period, focusing on the OECD PISA 'ICT familiarity survey' conducted in 2009, 2012 and 2015. The surveyed subjects were 15 year-old students and the analysis method was calculated based on the sampling weights. The results of the analysis of Korean students are as follows: First, ICT accessibility at home increased from 2009 to 2015, but was consistently lower than the OECD average. Second, the overall Internet usage time was lower than the OECD average. The Internet usage time on weekdays increased from 2012 to 2015, but on weekends decreased. Third, the ICT accessibility in schools decreased from 2009 to 2012, and increased in 2015, but was lower than the OECD average in 2015. Fourth, the student age ratio of first time computer usage increased from 2012 to 2015 and the average age for computer usage began before age 6, but was below the OECD average. Lastly, student use of digital devices for items such as Internet searches for entertainment and SNS activity has increased from 2012 to 2015, but the level of everyday use such as e-mail, online chat, program downloading, and reading Internet news has decreased. Based on these results, this study suggested policy plans for the improvement of ICT education for elementary and secondary school students in Korea.
