  • In recent years, future information and communication technology (ICT) has influenced and changed our lives. Without various ICT-based applications, we would have difficulty in securely storing, efficiently processing, and conveniently communicating information. In the future, ICT will play a very important role in the convergence of computing, communication, and all other computational sciences and application. ICT will also influence various fields including communication, science, engineering, industry, business, law, politics, culture, and medicine. In this paper, we investigate the latest algorithms, processes, and services in future fields.

  • Smart railway system, which has been actively studied in recent years, is entering the intelligent stage beyond the automation stage based on ICT (Information & Communication Technology) such as communication technology and information technology. ICT technology used in smart railways is generally supported by various information protection technologies as it is vulnerable to information infringement. As a means of high-speed/mass transportation, it is essential to devise an information protection plan for ICT technology that forms the basis for smartening the railway system. Therefore, this paper presents the necessity of step-by-step information protection that measures for smart railway communication by examining potential risk factors of smart railway communication base and considering information protection factors that can respond to them.

  • We conducted a survey methodology to study current state of Information & Communication Technology (ICT) application for teachers in special education. The analysis of 103 sample data shows the media type and usage frequency, the reason of ICT application, the awareness of ICT training program necessity and the detail training program. We divided two groups by work experience in education based on time when ICT curriculum adapted in special education department. The several differences of ICT usage and skill levels in managing ICT of two groups are statistically significant.

  • In several industries, including the agriculture industry, information and communication technology (ICT) expenditure has been gradually increasing. This study explores the ICT investment of Korean agricultural corporations, and examines the effect of ICT investment on their profitability using an IT portfolio framework. As the organizational capabilities and environment in which ICT is used is critical in examining its impact, the IT-savvy level is used as a moderator. An increase in ICT investment size results in a significantly positive effect on profitability in organizations with higher IT-savvy levels, whereas there is no effect in organizations with lower IT-savvy levels. This study shows the necessity of understanding the structure of ICT investments in the agriculture industry, and suggests the importance of organizational capabilities and environment in making best use of ICT.

  • The new age is characterised by information communication technology, where computers, laptops, mobile gadgets such as palmtops, tablets, mobile phones and the internet have made their way to every sphere of life from our domestic environments such a homes, small retail shops, banks to large industries and the world at large. Over time, so many questions about the ethical use of Information and Communication Technology (ICT) have emerged on who has access to what technology and the use of it and like every other technological invention. This paper will look at the morality involved in making use of ICT to promote ethical use of data or information in a virtual environment. ICT also possesses both positive and negative impacts; the questions that these impacts raise are what this piece attempts to answer, providing global scrutiny to these ethical issues, situations and questions; and providing recommendations in line with global best practices.

  • Recently, the research on ICT (Information and Communication Technology), which cognizes and communicates human's emotion through information technology, is increasing. For instance, there are researches on phones and services that perceive users' emotions through detecting people's voices, facial emotions, and biometric data. In short, emotions which were used to be predicted only by humans are, now, predicted by digital equipment instead. Among many ICT researches, research on emotion recognition from face is fully expected as the most effective and natural human interface. This paper studies about sensitivity ICT and examines mechanism of facial expression recognition system as an example of sensitivity ICT.

  • There are many policies around the world regarding Information Communication Technology (ICT). In 2012, the World Health Organization emphasized the strategic and integrated policy for the development and dissemination of ICT-based healthcare innovations at the national level. As technologies related to ICT are introduced in various countries around the world, each country announces policies and strategies to preoccupy these new industries. However, Korea is tied to various regulations in investment of ICT and thus lags behind other countries. Therefore, in this section, we review the present status and problems of ICT development in Korea and compare these with other major countries. Finally, we present the ICT development strategies and tasks in Korea.

  • The smart convergence environment, in which all industries are converged around ICT infrastructure -- with the eventual inclusion of both industry and culture -- looms. With the emergence of new convergence industries such as smart medicine, smart cities, and smart automobiles, the ICT infrastructure is recognized as the foundation of the overall economy. As such, the importance of the next generation of information and communication construction businesses, which constructs the ICT infrastructure, is highlighted under the smart convergence paradigm environment; various multilateral policies to foster the information and communication construction business -- led by the Ministry of Science, ICT, and Future Planning -- are being implemented. Like other infrastructure industries, however, the estimation of the demand function of the information and communication construction business overall is essential for effectively establishing promotional policies for information and communication construction businesses. However, there has been no study which theoretically estimates the market demand function in the information and communication construction business thus far. The pursuit of a creative economy is a national agenda, as the significance of accelerating the ICT infrastructure is emphasized. Therefore, this paper seeks to estimate quantitatively the demand function in the information and communication construction business using empirical data and a statistical model and then to present policy implications which will aid the development of the information and communication construction business.
