Developing High-Quality Human Resources in a Knowledge-Based Economy: A Study in Ho Chi Minh City, Vietnam

  • For decades, Vietnam has been concerned about the need to improve human capital to meet the demands of a knowledge-based economy. The analysis of the country's current situation of human resources in terms of structure, quantity, and the quality shows that Vietnam's human resources are under-qualified compared with other countries in Southeast Asia, such as Thailand, Malaysia, and Singapore. This poses significant challenges to the economy because the development of human resources is always an urgent requirement for a new economy with fast growth, like in the Vietnamese economy. To attract foreign investment capital and develop more strongly, human resources in Vietnam must have progressed in both quality and quantity. Therefore, the author conducts this study to find out the factors that directly affect the quality of human resources, thereby evaluating and offering appropriate solutions to improve the quality of current human resources in Vietnam. More specifically, through quantitative analysis and survey with data about 4000 employees in Ho Chi Minh City, the author has discovered that there are four important factors that make the difference in labor quality, which are age, gender, marital status, and education level of the workers.

A Review on Autonomous Vehicles Focused on Human Factors (자율자동차에 관한 인간공학적 문헌연구)

  • Objective: In this research, the literatures on the autonomous vehicles were surveyed and classified from the viewpoint of human factors. Technological development on the information interaction between user and the vehicle was discussed. Background: The studies on the human factors in the autonomous vehicles have been less actively carried out than those on the technological aspects, but human factors are becoming more important in the autonomous vehicles. Method: This study examined the papers published in domestic journals, as well as the papers presented in conferences from 1996 to 2016 through DBPIA. Results: The literatures were classified into those about basic functions and convenience. The papers on the convenience were much less. Conclusion: Human factors are projected to be actively applied, in communication and in device control, in addition to conventional application areas. Application: This study would be of help to find future research areas of human factors in autonomous vehicles.

Optimality Modeling in Human Evolutionary Behavioral Science

  • Recently, the evolutionary study of human psychology and behavior has undergone rapid growth, diversifying into a few distinct sub-disciplines. One fundamental issue over which researchers in Human Behavioral Ecology and Evolutionary Psychology (EP) have different views is the role of formal optimality modeling for making hypotheses and deriving predictions about human adaptations. The study of EP typically rests on informal inferences and rarely uses optimality modeling, a strategy which human behavioral ecologists have severely criticized. Here I argue that EP researchers have every reason to make extensive use of optimality modeling as its research method. I show that optimality modeling can play an integral role in identifying the functional organization of human psychological adaptations.

A Study of Characteristics of Weft Used in Wig Manufacturing (가발에 사용되는 원사의 특성 연구)

  • This study was used a thermogravimetric analyzer to determine thermal characteristics, a hair analysis system to examine morphological changes of wefts-human hair, poly vinyl chloride(PVC) and polyethylene terephthalate (PET)-used in manufacturing wigs. According to a flammability test on human hair and synthetic wefts for wigs, the best results were observed in human hair. According to a thermal test, PET was the best in terms of thermal stability. Also good tensile strength was observed as well. In a scanning electron microscope observation, no human hair scale layer was found because of chemical treatment. In the PVC sample, homogeneous unevenness was observed. Due to a lack of human hair supply and increase in its price, recently, PET weft has emerged as a great substitution for human hair. Because it can be curled using an electric curling device and is more efficient than the conventional non-flammable material PVC in terms of thermal resistance, it will become the next-generation weft for wigs.

  • Human muscle skeletal model was developed for biomechanical study. The human model was consists with 19 bone-skeleton and 122 muscles. Muscle number of upper limb, trunk and lower limb part are 28, 60, 34 respectively. Bone was modeled with 3D beam element and muscle was modeled with spar element. For upper limb muscle modelling, rectus abdominis, trapezius, deltoideus, biceps brachii, triceps brachii muscle and other main muscles were considered. Lower limb muscle was modeled with gastrocenemius, gluteus maximus, gluteus medius and related muscles. The biomechanical stress and strain analysis of human was conducted by proposed finite element analysis model under Kumdo head hitting motion. In this study structural analysis has been performed in order to investigate the human body impact by Kumdo head hitting motion. As the results, the analytical displacement, stress and strain of human body are presented.

  • There are many studies indicate that human is one of the major contributing factors to the aviation accident. To this end, the Human Factor of pilots and in flight operations has been a popular subject to be studied, however, not of the air traffic controllers. Recently, some States have started studying Human Errors in Air Traffic Control field, removal of the potential errors in advance and prevention of the similar errors. This study analyzed Human Errors in air traffic control in terms of LOSA of airlines, which has been actively studied. This study will contribute to safe Flight Operation and Air Traffic Control.

The Relative Effects of Human Capital and Social Capital on the Economic Well-being of the Late Middle-aged in Korea (중년기의 경제적 복지에 대한 인적자본과 사회자본의 상대적 효과)

  • The purpose of this study was to investigate the relative effects of human capital and social capital on the economic well-being of late middle-aged Koreans. The data from the first wave of KLoSA (Korean Longitudinal Study of Aging) aged 50-64 were used (n=4,040). The major findings were as follows: First, human capital and social capital are both resources that can contribute to increasing the economic well-being of the middle-aged. Second, the relative contribution of human capital to the economic well-being of the middle-aged varied by the level of social capital, including formal network and informal network. Third, the relative contribution of social capital to the economic well-being of the middle-aged varied by the level of human capital, including employment type and educational attainment. Based on empirical results, the implications for social investment in human capital and social capital were provided.

  • Various studies have proven that human is the biggest challenge in the process of transitioning to agile. Culture and mindset are two critical elements of human factors causing issues in agile environment. This study involved thirty-two (32) agile practitioners from nineteen (19) country to validate the issues from human factors. The purpose of the study is to discover human factors that required more attention and factors that give a low impact on the agile environment. Furthermore, this paper presents research analysis on some of popular human factors such as collaboration, hierarchy, communication and other critical factors which company may face. The results of this analysis can be used as a guide for IT organization to consider the critical challenges they may encounter.

  • Rail human factors research has grown rapidly in both quantity and quality of output over the past few years. The continual influences of safety concerns, new technical system opportunities, reorganisation of the business, needs to increase effective, reliable and safe use of capacity, and increased society, media and government interest have now accelerated rail human factors research programmes in several countries. In this paper we review international standards and guidelines on rail human factors, covering driving, signalling and control, maintenance, reporting systems, passenger interests, management, planning and technical systems change. The purpose of this study is to define the criteria regarding human factors for managing railway system safety. Therefore, some rail human factors suggested in this study may be used as basic data for supporting the Korean railway system safety.

  • Since the computer technology has been drastically developed and broadly employed for the design of human machine system, human system interface was somehow digitalized. Actually the operator's working environment employing the digital devices are not be fully digitalized due to its technical constraints so that it has been changed to the hybrid environment which has a combination of digital and analog elements. The hybrid environments need to study its characteristics and the guidelines for the proper design and evaluation purpose. This paper describes the human factor design elements of the console operated under hybrid environment through studying the characteristics of digital and analog environment based on the related human factor guidelines and literatures. The result of this paper implies the contribution to the evaluation of the generic human working environment which digital and analog elements are jointly used.
