2003년 태풍 매미로 인한 부산 연안지역의 재해특성 분석 (Disaster Characteristics Analysis at Busan Coastal Areas by Typhoon Maemi in 2003)

  • We surveyed the coastal structure damage created by typhoon ‘Maemi’, which heavily struck the Korean peninsula on September 12, 2003. The survey revealed that high tides and strong winds induced by the typhoon were the main causes of the coastal damage, especially in the Busan areas. Though some experimental real-time coastal monitoring stations captured the typhoon movements at the critical time, more systematic and complete system should be implemented to save human lives and property from huge typhoon disasters.

  • The typhoon is provoking huge damage attacking in Korea periodically every year. Therefore, in this study, the analysis of 24 hourly maximum precipitation change related to typhoon events achieved based on Mann-Whitney U test, T test, Modified T test, Sign test, F test, and Modified F test. At the results, the 24 hourly maximum precipitation was expose that average and standard deviation are increasing recently. Therefore, hydorlogical structures have to be prepared of extreme rainfall events by typhoons.

제주도 연안해역의 폭풍해일고 산정 (A Height Simulation on Storm Surges in Jeju Island)

  • Storm surge height in the coastal area of Jeju Island was examined using the Princeton Ocean Model(POM) with a sigma coordinate system. Amongst the typhoons that had affected to Jeju Island for six years(1987 to 2003), the eight typhoons(Maemi, Rusa, Prapiroon, Olga, Yanni, Janis, Gladys and Thelma) were found to bring relatively huge damage. The storm surge height of these typhoons simulated in Jeju harbour and Seogwipo harbour corresponded relatively well with the observed value. The occurrence time of the storm surge height was different, but mostly, it was a little later than the observed time. Jeju harbour showed a higher storm surge height than Seogwipo harbour, and the storm surge height didn't exceed 1m in both of Jeju harbour and Seogwipo harbour. Maemi out of the eight typhoons showed the maximum storm surge height(77.97 cm) in Jeju harbour, and Janis showed the lowest storm surge height(5.3 cm) in Seogwipo harbour.

태풍의 발생과 재해 (The Damages due to the Characteristic of Typhoon Generation)

  • It is suggested that what kinds of key points are in order to decrease that calamities has suffered by typhoons that attacks annually from July to October in Korean peninsula. In considering to influence directly or indirectly huge calamities for Korea during 10 years with from 1991 to 2000, it is recorded that attacking times are 37.2% In August among total limes, 28.7% in July and 25.5% in September respectively. Especially the number of victims of lives and amount of calamities of properties are marked annually mean 142 persons and $6,111{\times}10^{10}$ won from 1990 to 1999, and similar to only 49 persons and $6,454{\times}10^{10}$ won in 2000. There are aims that are researched how to decrease number of victims and calamities of properties by flood and typhoon in this study.

  • 최근 초대형 태풍의 내습으로 한국 연안해역에 치명적인 타격을 가져왔고 이로 인해 연안구조물의 설계기준을 재고해야 한다는 논의가 되고 있다. 극한파랑을 입력으로 한 파랑변환의 계산은 특히 해안역의 계획 및 건설 작업 분야에서 의미가 있다 본 연구에서 태풍으로 인한 수위의 변화예측은 물리모델에서나 실제현장에서 다루기가 매우 어렵기 때문에 수치모델에 주로 근거를 두었다. 복잡한 해안선 및 구조물 해역에 대한 파랑변환 수치모델을 다루고 극한파랑의 입력을 위해 광역에서의 태풍매미의 도래시 관측과 수치모텔의 분석에서 도입하였다. 최종적으로 한국 남해안의 부산항에서 폭풍고조 및 극한파랑의 문제에 위에서 기술한 모델을 적용하여 수위상승의 효과와 극한파랑의 변환을 해안역 침수와 관련하여 분석하였다. 아울러 관심대상역에서 기초적인 재해위험지도를 제시해 보았다.

  • A railroad has a benefit of the mass transportation of a passenger and cargo, but just a time of accident could cause a huge loss of a human life and property. Especially, a typhoon and a localized torrential downpour usually happened in summer season have caused average 38.29 times of the missing roadbed which support the railroad in recent 7 years. If a train would pass on this railroad which the roadbed was missed, there could be a huge accident and many people will die. But, the security issue is not satisfied because the method of sensing the missing roadbed is depending solely on the naked eye inspection by a person in charge. So, in this study, I would like to suggest the missing roadbed real-time sensing and train operation system to reduce the possibility of the railroad accident by controlling the operation of train when the missing roadbed condition would be sensed in the real-time system.

딥러닝을 이용한 연안방재 시스템 구축에 관한 연구 (Study of the Construction of a Coastal Disaster Prevention System using Deep Learning)

  • Numerous deaths and substantial property damage have occurred recently due to frequent disasters of the highest intensity according to the abnormal climate, which is caused by various problems, such as global warming, all over the world. Such large-scale disasters have become an international issue and have made people aware of the disasters so they can implement disaster-prevention measures. Extensive information on disaster prevention actively has been announced publicly to support the natural disaster reduction measures throughout the world. In Japan, diverse developmental studies on disaster prevention systems, which support hazard map development and flood control activity, have been conducted vigorously to estimate external forces according to design frequencies as well as expected maximum frequencies from a variety of areas, such as rivers, coasts, and ports based on broad disaster prevention data obtained from several huge disasters. However, the current reduction measures alone are not sufficiently effective due to the change of the paradigms of the current disasters. Therefore, in order to obtain the synergy effect of reduction measures, a study of the establishment of an integrated system is required to improve the various disaster prevention technologies and the current disaster prevention system. In order to develop a similar typhoon search system and establish a disaster prevention infrastructure, in this study, techniques will be developed that can be used to forecast typhoons before they strike by using artificial intelligence (AI) technology and offer primary disaster prevention information according to the direction of the typhoon. The main function of this model is to predict the most similar typhoon among the existing typhoons by utilizing the major typhoon information, such as course, central pressure, and speed, before the typhoon directly impacts South Korea. This model is equipped with a combination of AI and DNN forecasts of typhoons that change from moment to moment in order to efficiently forecast a current typhoon based on similar typhoons in the past. Thus, the result of a similar typhoon search showed that the quality of prediction was higher with the grid size of one degree rather than two degrees in latitude and longitude.

  • 자연재해(Natural Catastrophe)는 태풍, 홍수, 호우, 폭풍, 해일, 폭설, 가뭄, 지진 등과 같이 자연현상으로 인하여 발생하는 피해를 말한다. 자연재해는 한번 발생하면 엄청난 피해를 가져오므로 거대위험으로 분류된다. 현재 우리나라에서는 일반화재보험에서 풍수재위험과 지진위험을 담보하는 약관과 요율이 적용되고 있으나 이러한 풍수재담보와 지진담보에 대한 약관 및 요율은 외국에서 가져온 것(구득요율)이므로 우리나라 현실을 전혀 반영하지 못한 것이다. 이러한 연유로 보험계약자의 권익을 보호하기 위해 현재까지 우리나라 손해보험에서 사용하지 않은 통계적 방법을 이용하여 태풍과 풍수재에 대한 손해액 분포를 결정하고 그에 따른 적정보험료를 산출하였다.

서해안의 태풍해일특성과 고극조위 (Typhoon-Surge Characteristics and the Highest High Water Levels at the Western Coast)

  • 서해안 지역에서 대형태풍에 의한 해일유형을 세 가지로 구분한 후 그 특성을 고찰하였다. 태풍 OLGA(9907)와 KOMPASU(1007)가 대표적인 첨두형 태풍인데 빠른 이동속도로 서해안에 근접하여 통과한 태풍으로 최대해일고 발생이 조시와는 무관한 특성을 보인다. 반면 태풍 PRAPIROON(0012)과 BOLAVEN(1215) 등은 대표적인 지속형으로서 느린 이동속도로 서해안에서 이격하여 통과한 태풍이며 주로 저조시에 최대해일고가 발생하는 조석변조해일 특성을 보인다. 한편 태풍 MUIFA(1109)와 WINNIE(9713)의 경우 지속형으로 구분될 수는 있지만, 외부에서 전파되어 온 해일유형으로 구분되어 조석변조해일 특성은 보이지 않는다. 이러한 해일유형을 토대로 서해안 지역에서 고극조위가 발생하는 패턴을 구분한 결과 현재까지 해면고가 가장 높았던 경우는 태풍 WINNIE(9713)와 같은 전파형의 크지 않은 해일고가 백중사리의 높은 조위조건과 겹쳐 발생한 경우였다. 향후 높은 조위조건에 첨두형 태풍이 겹칠 경우 전무후무한 고극조위가 발생할 수 있을 가능성이 다소 낮은 확률로 존재한다. 그러나 대부분의 대형태풍이 저조시에 최대해일고가 발생하는 지속형임을 감안하면 저조시 크게 나타난 해일고를 단순히 약최고고조위에 가산하여 설계조위를 산정하는 설계법은 과다설계의 우려가 크다. 태풍해일 수치모의를 통해 극치해면고를 산정할 경우에도 가급적 다양한 조위조건을 함께 부여하여 조석-해일 비선형성이 재현되도록 해야 하며, 태풍의 이동속도와 최근접거리에 따른 해일특성에 대한 변화양상을 주의 깊게 고찰하여야 한다.
