Housing Policy Capacity and Indonesian Response to the COVID-19 Pandemic

  • Purpose: This study discusses how Indonesia's response to the Corona Virus Disease-19 pandemic based on the perspective of housing policy capacity which consists of resources, organizations, and networks, politics, systems, and finance. Research design, data and methodology: This study used a qualitative method through a literature review. Data collection techniques were carried out by searching various sources and literature related to housing capacity theory and various data on Indonesia's response to the Covid 19 pandemic. Based on a literature review, this study adapted and modified the five components of capacity, namely resource capacity, organizational and network capacity, political capacity, system capacity and financial capacity in Indonesia in responding to the Covid-19 pandemic. Data analysis used analytical themes which consist of understanding the data, generating initial codes, looking for themes, reviewing themes, defining and naming themes, producing of manuscripts. Results: The results show that the weakness of the system capacity greatly affects Indonesia's housing policy capacity in responding to the Covid-19 pandemic and on the other hand the five housing capacities are an integrated process within the housing policy framework in Indonesia, especially to overcome the Covid-19 pandemic. Conclusions: The findings of this study are the importance of building a system capacity that is directly integrated with housing policy and the strengthening of the resources capacity, organizations, and networks, politics, and finance in the context of Indonesia's housing policy, especially in dealing with the Covid-19 pandemic situation.

서울시 공공임대주택 주택성능과 주거환경 만족도에 미치는 영향요인 (Analysis on the Satisfaction Factors of Housing Performance and Residential Environment of Public Housing in Seoul)

  • In order to balance with supply policy, public housing management and operation policies have been implemented in terms of housing welfare, but citizens have not yet achieved the results that the citizens are experiencing. The purpose of this study is to analysis the residential satisfaction of the including the housing performance through the characteristics of the public housing residents in Seoul. The data used in this study is based on the survey data of public housing panel survey in Seoul (2016). The study method used ordered logistic regression analysis based on the fact that dependent variables appeared as ordered responses. Major research results are as follows. Firstly, housing performance and residential satisfaction may not match. Even though the satisfaction of housing area, type, and management fee is high, satisfaction with residential environment is low if commuting distance, the number of small libraries, and hospitals are small. Secondly, it showed different characteristics of residential environment factors among types of public housing. Rather than focusing on supply, customized supply is needed considering characteristics of public housing types. Thirdly, the policy for public housing needs to be realized by a fair policy on the residential environment. It is necessary to contribute to better housing stability as a customized policy considering the local residential environment.

  • Since the foreign currency crisis, Korean economy has suffered recession and the government launches residence and real estate policy in order to increase the demand and trade of real estate and to help the economy revitalization. 1 As a result, the rate of economy growth is shown the high increase with the figure of 10.9% in 1999 and 8.8% in 2000. However, it brings overheating market as a negative effect. Although, the government established the policy for the control of speculation, the policy causes instability of economy. This study is to analyze the effect between the residence policy and the housing cost since the foreign currency crisis through housing sale price estimation and housing lease price estimation and is to apply the basis data of the next residence policy.

서민주거안정정책이 주택가격에 미치는 영향에 관한 연구 (Study on the Price of Housing depending on the Ordinary housing stability policy)

  • 연구의 목적은 서민주거안정정책이 주택가격에 미치는 영향을 분석하는 것이다. 이에 대한 실증분석을 실시한 결과 다음과 같은 결론을 얻었다. 첫째, 그랜저인과관계를 검증한 결과 전 지역의 주택시장은 서민주거안정정책에 영향을 주고 있는 것으로 나타났다. 둘째, 충격반응은 전 지역에서 부(-)의 반응을 보이며, 서민주거안정정책은 주택시장안정에 어느 정도 기여한 것으로 나타났다. 셋째, 로짓회귀분석결과 서민주거안정정책은 노무현 정부의 강남지역을 제외하고 주택시장안정에 상당한 효과가 있는 것으로 나타났다.

주택정책에 따른 서울 자치구별 주택시장 반응에 대한 연구 (A Study on the Housing Market of Seoul Districts in Responses to Housing Policies)

  • 부동산의 물리적 특성상 주택시장은 공간적으로 다양하게 분화된다. 그러나 주택시장을 대상으로 시행되는 주택정책은 지역에 따른 세부적 시장 분화를 반영하는데 한계점을 보이고 있다. 본 연구는 향후 주택정책의 효율적인 시행을 위해 자치구별 정책에 대한 반응의 차이를 알아보았다. 2003년에서 2018년까지의 주택정책을 월별로 조사하고 두 종류로 구분하여 가중치를 부여한 뒤 각 자치구의 지정지역 현황에 따라 자치구별 주택정책지수를 수립하였다. 주택정책지수가 자치구별 아파트시장에 미치는 영향을 분석하기 위해 VECM 모형을 구축하고, 이를 기반으로 충격반응분석과 분산분해분석을 시행하였다. 분석 결과 주택정책은 시장가격변화에 반응하여 수립되나 반대로 주택정책이 주택가격에 미치는 영향력의 크기는 주택가격이 주택정책에 미치는 영향에 비해 미미한 것으로 나타났다. 또 주택정책이 주택 가격에 유의한 효과를 미치는 지역은 서울 동북권 위주의 일부 지역에 한정되는 것으로 확인되었다. 이와 같은 결과는 서울 내에서도 자치구별로 주택정책에 대한 반응에 차이가 존재하며, 따라서 주택정책 시행 시 보다 미시적인 지역별 반응 양상 차이에 대한 세부적 고려가 필요함을 보여준다.

유형별 주거빈곤가구의 차이 - 최저주거기준 하위기준미달, 주거비 과부담, 중복주거빈곤가구 (The Difference of Characters between Housing Poverty Types - Subcriterion Criteria of Substandard Housing, Unaffordable Housing and Double Housing Poverty)

  • 본 연구는 2014년 주거실태조사를 활용하여 최저주거기준의 각 하위기준미달, 주거비과부담, 중복주거빈곤의 주거빈곤유형에 따라 인구사회경제적 특성과 주거욕구에 있어 차이가 있는지를 살펴본 후, 주거빈곤과 관련 있다고 알려진 개별 특성이 다른 특성을 통제한 상태에서도 유형별 주거빈곤에 유의미한 영향을 미치는지를 다항 로짓 분석으로 확인하였다. 분석결과 중복주거빈곤가구, 시설기준미달가구, 소득이 낮은 주거비과부담가구, 구조성능환경기준미달가구, 면적기준미달가구, 방수기준미달가구의 순으로 정책적 우선순위를 설정하여야 할 것으로 나타났다. 또 유형별 주거빈곤가구와 관련된 요인이 다소 상이함을 확인하였다. 이를 바탕으로 중복주거빈곤가구에 대한 우선 지원, 임대시장에 대한 규제, 주거비과부담가구의 경우 소득수준에 따라 다른 정책, 장애가구를 위한 지원 등의 주거복지 정책적 함의를 제시하였다.

  • 본 연구는 현재 우리나라 주택정책의 문제점에 관하여 수도권과 지방으로 양분화하여 비교 연구하여 하였다. 또한 현 정부의 주택 정책에 관한 근본적인 문제점을 분석하여 수도권과 지방간의 수급상황을 고려한 차별화된 부동산 정책을 수립하여야 한다는 정책적 대안을 모색하였다.

  • Using the 2013 Korea Housing Survey, this research analyzed factors influencing residential satisfaction of low-income households concerning the economic condition, satisfaction about interior and exterior environments in dwelling, recognition of housing welfare policy. The economic condition showed that if there are less living expenses and more ordinary income, it brought about more positive effects in the ownership of a detached house, row and multi-family house. Most variables about satisfaction with the interior environment in dwelling have a significant influence on a detached house, apartment, row and multi-family house. The following factors played a significant role: accessibility to commercial facilities, neighborhood relationship and natural environment in the satisfaction with the exterior environment in dwelling about most types. Specifically, from an institutional perspective of housing welfare policy, the effect of the housing expenses support and the intention about remodeling were factors influencing residential satisfaction in cheonsei and monthly rent, free of a detached house and free of an apartment. These results will utilize preliminary data to establish housing welfare policy for low-income households.

영국의 노인공동생활주택에 대한 검토 (Review of Communal Housing for the Elderly in the UK)

  • The purpose of this study was 1) to review communal housing in the UK, 2) to consider the policy implications for elderly communal housing in Korea. The research methods used were 1) literature review about communal housing and related policy in the UK 2) field survey in the UK 3) interpretative suggestion for the proper policy implication to develope communal housing for the elderly in Korea. Sheltered housing in the UK had been developed as communal housing for the elderly with special needs since the 1970s. The type of sheltered housing were category 1 and category 2. Very sheltered housing with more facilities and meal services was added in 1980s. Sheltered housing was evaluated as the most humanistic solution for older people in the UK in 1980s. Because of the policy of moving institutional care to community care, sheltered housing became less in demand because of more options for older people including being able to stay in their own home. So new completion of sheltered housing by registered social landlords reduced saliently. Sheltered housing already totalled over half million units in which 5% of all elderly over 65 still lived and a small quantity of private sector for sale schemes emerged in the 1990s. The reason why the residents moved to sheltered housing was for sociable, secure, and manageable living arrangements. In general the residents were satisfied with these characteristics but dissatisfied with the service charge and quality of meals, especially in category 2.5 schemes. The degree of utilisation of communal spaces and facilities depended on the wardens ability and enthusiasm. Evaluation of sheltered housing indicated several problems such as wardens duty as a \"good neighbour\" ; difficult-to-let problems with poor location or individual units of bedsittiing type with shared bathroom ; and the under use of communal spaces and facilities. Some ideas to solve these problems were suggested by researchers through expanding wardens duty as a professional, opening the scheme to the public, improving interior standards, and accepting non-elderly applicants who need support. Some researchers insisted continuing development of sheltered housing, but higher standards must be considered for the minority who want to live in communal living arrangement. Recently, enhanced sheltered housing with greater involvement of relatives and with tied up policy in registration and funding suggested as an alternative for residential care. In conclusion, the rights of choice for older people should be policy support for special needs housing. Elderly communal housing, especially a model similar to sheltered housing category 2 with at least 1 meal a day might be recommended for a Korean Model. For special needs housing development either for rent or for sale, participation of the public sector and long term and low interest financial support for the private sector must be developed in Korea. Providing a system for scheme managers to train and retrain must be encouraged. The professional ability of the scheme manager to plan and to deliver services might be the most important factor for the success of elderly communal housing projects in Korea. In addition the expansion of a public health care service, the development of leisure programs in Senior Citizens Centre, home helper both for the elderly in communal housing and the elderly in mainstream housing of the community as well. Providing of elderly communal housing through the modified general Construction Act rather than the present Elderly Welfare Act might be more helpful to encourage the access of general people in Korea. in Korea.

아동 주거빈곤 정책 마련을 위한 탐색적 연구 (An Exploratory Study on the Children for Poverty Housing)

  • 정부는 주거안정과 주거수준이 향상 되었다는 평가아래 2015년 주거기본법 수립과 함께 주택정책의 목적을 '주택공급'에서 '주거복지'로 전환하였다. 그러나 부담 가능한(affordable) 주택이 점차 감소하면서 주거환경은 더욱 열악해 지고 있다. 주거환경은 아동이 안전하고, 건강하고, 교육을 잘 받을 수 있는 기본 요소이다. 본 연구는 문헌연구를 통해 열악한 주거환경이 아동에게 미치는 영향과 국내 아동의 주거빈곤 현황을 파악하였으며 국내외 아동의 주거정책 현황을 탐색하였다. 주요 연구결과는 다음과 같다. 첫째, 아동기의 열악한 주거환경은 신체건강, 정신건강 및 학업성취와 인지발달에 부정적 영향을 미친다. 둘째, 129만 명(11.9%)의 아동이 최저주거기준 이하의 주거빈곤 상태에서 거주하고 있으며 특정 지역에 집중되어 있다. 셋째, 국내 아동 주거정책은 거의 부재하며 노인, 청년에 집중되어 있다. 이와 같은 연구결과를 바탕으로 정책적 제안으로는 유엔아동권리협약에 준수한 아동 주거정책 수립, 증거기반을 토대로 한 주거정책 시행, 중앙정부 책임 하 주거정책을 제안하였고, 실천적 제안으로는 지역사회가 주체가 되어 활동하는 아동 주거빈곤 예방활동, 아동 옹호적 관점에서 관계기관들이 연대하여 관련법, 정책, 공약 등을 분석하고 이슈화 하는 방안을 논의하였다.
